Executive Order No. 09 – 2024

ESTABLISHMENT OF THE IMPLEMENTING TEAM OF THE RESPONSIBLE
PARENTHOOD AND REPRODUCTIVE HEALTH (RPRH) LAW IN BARANGAY
AGNIPA, MUNICIPALITY OF ROMBLON, PROVINCE OF ROMBLON

WHEREAS, the Responsible Parenthood and Reproductive Health (RPRH) Law

and its Implementing Rules and Regulations have been deemed effective with the lifting
of the Status Quo by the Supreme Court last April, 2020;

WHEREAS, the Philippine Development Plan of 2017-2022 has likewise included

in the achievement of demographic dividend as a key strategy in harnessing the
country’s potential growth;

WHEREAS, President Rodrigo R. Duterte, issued Executive Order No.: 12 to

mandate the Department of Health (DOH), Commission on Population and
Development (POPCOM), Department of the Interior and Local Government (DILG),
and other relevant agencies including Local Government Units (LGUs) to attain and
sustain zero unmet needs for modern family planning;

WHEREAS, in compliance to Responsible Parenthood and Reproductive Health

Law and its IRR, a Barangay Implementing Team for RPRH Law needs to be created;

NOW THEREFORE, I ANDRES M. MANGARING JR., Punong Barangay of

Barangay Agnipa, Municipality of Romblon, Province of Romblon, Philippines, by virtue
of the powers vested in me, do hereby order the establishment the Barangay
Implementing Team (BIT) of Barangay Agnipa, Municipality of Romblon, Province of
Romblon which shall be constituted to perform its assigned functions until successor
shall have been chosen and qualified.

SECTION 1. COMPOSITION. The Barangay Implementing Team (BIT) for

Responsible Parenthood and Reproductive Health shall be composed of the following:

 SECTION 2. FUNCTIONS OF THE TEAM

1. Conduct regular quarterly meetings and special meetings when

necessary;
2. Formulate policies necessary to promote the Programs on Population and
Family Planning which will cater the needs of women and men;
3. Prepare Annual Work and Financial Plan (AWFP);
4. Prepare and submit Semestral Accomplishment Report based on AWFP.

SECTION 3. EFFECTIVITY. This Executive Order shall take effect immediately.
