A RESOLUTION ADOPTING THE INTERNAL RULES OF PROCEDURE FOR THE


SANGGUNIANG KABATAAN OF BARANGAY TINGUB, MANDAUE CITY

WHEREAS, pursuant to Rule XVII, Article 103 of the Implementing Rules and
Regulations of Republic Act 7160, otherwise known as the Local Government Code of 1991,
local Sanggunian bodies have the inherent right and obligation of adopting its own Internal Rules
of Procedure for the maintenance of good order and proper discharge of functions;

NOW, THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY


THE SANGGUNIANG KABATAAN, to adopt its own Internal Rules of Procedure (IRP), to
govern its deliberations.

INTERNAL RULES OF PROCEDURE OF SANGGUNIANG KABATAAN OF


BARANGAY TINGUB, MANDAUE CITY

RULE I
SK MEMBERSHIP

SECTION 01. Composition. – The Sangguniang Kabataan of Barangay Tingub, Mandaue City
shall be composed of the SK chairperson and the seven (7) SK members, elected/appointed in the
last barangay elections.

SECTION 02. Term of Office. – The term of office of the Sangguniang Kabataan of Barangay
Tingub, Mandaue City, shall be three (3) years, which shall commence on June 30, 2021 at 12:00
noon.

SECTION 03. Oath of Affirmation. – All the members of the Sangguniang Kabataan of
Barangay Tingub, Mandaue City shall upon assumption of Office, take an oath or affirmation in
the prescribed form, duly subscribed before a person authorized to administer oath.

RULE II
APPOINTIVE SANGGUNIANG KABATAAN OFFICIALS

SECTION 04. Qualifications. – The SK Chairperson shall appoint the SK Secretary and the SK
Treasurer with the concurrence of the Sangguniang Kabataan members, given the following
qualifications pursuant to Republic Act 10742:
a) must be a citizen of the Philippines, a qualified voter of the Katipunan ng Kabataan;
b) a resident of the barangay for not less than one (1) year immediately preceding the day of
the elections;
c) at least eighteen (18) years but not more that twenty-four (24) years of age on the day of
the elections;
d) able to read and write Filipino, English, or the local dialect;
e) must not be related within the second civil degree of consanguinity or affinity to any
incumbent elected national official or to any incumbent elected regional, provincial, city,
municipal, or barangay official, in the locality where he or she seeks to be elected; and
f) must not have been convicted by final judgment of any crime involving moral turpitude.

SECTION 05. Powers and Duties of SK Secretary. – The Sangguniang Kabataan Secretary of
Barangay Tingub, Mandaue City shall:
a) Meetings
1. Attend all the meetings of the Sangguniang Kabataan;
2. Keep and monitor the attendance of the SK members in a logbook;
3. Prepare and keep the minutes of the meetings and post it on the official facebook
group page not later than two (2) days after the meeting; and
4. Furnish the Sangguniang Barangay and Municipal Youth Development Council
(MYDC) with notices of regular and special meetings and the minutes of the
meeting thereafter.

b) Katipunan ng Kabataan
4. Prepare and keep the minutes of the KK assemblies and post it on the official
facebook page https://www.facebook.com/IamTingub/, not later than two (2) days
after the assembly; and
5. Keep custody and update all records of the Katipunan ng Kabataan, including the
list of members, registry of youth and youth-serving organizations in the barangay
and the profile of all SK officials of the barangay.

c) Resolutions, Plans and Reports


6. Make sure that the following are readily available for any person with legal
purpose:
i. All resolutions approved by the SK;
ii. Annual and End-of-Term Reports of the programs and projects
implemented by SK;
iii. Comprehensive Barangay Youth Development Plan (CBYDP); and
iv. Annual Barangay Youth Investment Plan (ABYIP).

7. Cause the posting of the following in at least three (3) conspicuous places within
the jurisdiction of the Barangay Tingub. The recommended places are:
i. Sangguniang Kabataan Tingub Bulletin Board;
ii. Upper Tingub Bulletin Board
iii. Grand bulletin board of Tingub National Highschool

d) Others
8. Assist in the preparation of all necessary forms
9. Perform such other duties and discharge such other functions as the SK
chairperson may prescribe or direct.

SECTION 06. Powers and Duties of SK Treasurer. – The Sangguniang Kabataan Treasurer of
Barangay Tingub, Mandaue City shall:
a) Properties and Funds
1. Take custody of all SK properties and funds and ensure proper turnover to the
next SK Treasurer;
2. Collect and receive monies and all contributions intended for the SK and KK, and
issue corresponding official receipts;
3. Keep records and receipts of all purchases and payments made by the SK;
4. Serve as cosignatory in all withdrawals from the SK funds; and
5. Certify availability of SK funds whenever necessary and disburse funds in
accordance with the approved annual budget and supplemental budget.

b) Financial Reports
1. Post in the official facebook group page financial report specifying the quantity of
the materials used, price and total funds disbursed and the current balance, not
later than five (5) days after every activity;
2. Present financial reports of all SK funds and properties during the last session of
each month;
3. Render accounting report of all SK funds and properties at the end of each
calendar year; and
4. Ensure that report shall be made available to barangay and SK officials and other
government agencies.

c) Others
1. Assist in the budgeting of funds whenever necessary; and
2. Perform such other duties and discharge such other functions as the SK
chairperson may prescribe or direct.

RULE III
SANGGUNIAN NG KABATAAN SESSIONS

SECTION 07. SK Regular Sessions. – The regular SK sessions of the Sangguniang Kabataan of
Barangay Tingub, Mandaue City shall be on the first (1st) and third (3rd ) Saturday of the month,
to be held at the Barangay Session Hall, or any jurisdiction within the barangay as decided, at
seven o’ clock (7:00) in the evening, or as may be decided upon in the immediate preceding
session.
a) Notice of the meeting must be given in advance by the SK chairperson and must be
received by the members at least one (1) week in advance, three (3) days being the
shortest time; and
b) SK members must confirm their attendance one (1) day before the session.

SECTION 08. SK Special Meetings. – In case of special occasions, the SK chairperson may call
a special meeting or any four (4) SK members by giving the notice of meeting to the members
and must be received at least (1) day in advance. SK members must confirm their attendance
upon receipt of the notice.

SECTION 09. Quorum. – A majority of the SK members including SK chairperson shall


constitute a quorum.
a) Sessions may be started without quorum, as decided by the present members, but no
decisions can be made final if quorum is not achieved during session. However, absent
members may be consulted outside the session time, given that two (2) members can
testify that the member gave his/her decision.
b) Chairperson or the presiding officer can only cast a vote to break a tie; otherwise, only
the SK members shall vote on a decision.

SECTION 10. Presiding Officer. – The SK chairperson shall be the presiding officer of the
sessions of the Sangguniang Kabataan of Barangay Tingub, Mandaue City.
a) In case the SK chairperson cannot preside a regular session, the highest-ranking elected
SK member acts as the presiding officer. In their absence, the Sangguniang Kabataan
members present, there being a quorum, shall elect from among themselves a temporary
presiding officer.
b) In the absence of the SK Secretary, any KK member can be designated by the presiding
officer to serve as the secretary. The designated KK member should discharge the duties
of the secretary during the meeting and turnover the minutes of the meeting to the SK
secretary.

SECTION 11. Order of Business. – The following shall be the sequence of each SK session,
regular or special:

a) Call to Order. – The presiding officer shall open the session by calling the Sanggunian to
order.

b) Opening Ceremony. – The session will be opened by an opening ceremony led by the
Leader-of-the-Day (LOD), in alphabetical order of the last name. The session shall be
opened with the reading of the Leader’s Prayer and the singing of the National Anthem
every first session of each month, given that the venue is at the Barangay Hall.
Afterwards, the LOD has the privilege of saying anything he/she wants to say to the
Sanggunian, given that it is not in any way offensive to anybody.

In the absence of the LOD, the next SK member assigned shall take the place during the
session. The LOD is also assigned to prepare the venue before the session and make sure
that the venue is clean and orderly after the meeting.

c) Roll Call. – After the opening ceremony, the secretary must announce the current time as
the staring time. The secretary shall proceed to calling out each official’s name and the
official called must acknowledge it by putting his/her phone/electronic gadgets (in silent
mode) at hand, to the center table, or any place easily visible to everybody in case of
incoming calls. Gadgets may only be accessed in times of emergency or as deemed
needed by the presiding officer.

In case that an official is not present during the roll call, the submitted excuse letter, if
any, shall be read by the secretary. An official is considered late if the secretary finishes
calling out his/her name.

d) Reading and Approval of the Previous Minutes. – At the discretion of the presiding
officer, the secretary shall read the minutes of the previous meeting. Any official can
make a correction after the reading of the minutes and corrections must be noted by the
secretary.

e) Approval of Agenda. – The secretary shall proceed to the reading of the agenda. Any
official can add or omit to the proposed agenda, as decided by the majority.

f) Unfinished Business. – At the discretion of the preceding officer, the secretary shall
announce the unfinished business of the preceding session. Matters regarding the
unfinished business shall be discussed during this part.

g) Discussion of the Agenda. – The presiding officer shall take the lead in discussing the
agenda set for the day.

h) Committee Reports. – Any committee head may present their action plans and
accomplishment reports during this time.

i) Treasurer’s Report. – During the last session of the month, the treasurer shall attend the
meeting and give a financial report on the SK funds and properties.

j) Announcements and Other Concerns. – Any SK official, including the SK Secretary and
SK Treasurer can open up their concerns and make announcements regarding any SK-
related matter. Fines and penalties shall also be announced by the secretary for the absent
members. Any official can also suggest on a possible agenda for the next session.

k) Adjournment. – If there are no further business, the presiding officer may declare the
meeting adjourned and shall announce the time ended. The meeting is not adjourned until
the presiding officer declares it adjourned or if a motion is made to adjourn the meeting,
requiring a second to the motion and a majority vote.

SECTION 12. Attendance in Session. – Every member of the Sangguniang Kabataan of


Barangay Tingub, Mandaue City shall be present in all sessions or meetings of any committee.
An SK official may only be deemed excused from the session and considered even if late, in case
of the following:
a) Official business – includes attending school classes and required school activities, and
work-related activities;
b) Emergencies – refers to circumstances that ultimately needs the presence of the official,
whether family, school or work-related, and needs immediate action; and
c) Sickness – includes hospitalization and other sickness that needs to be attended at home.
Absences may be only be excused in a regular or special session, provided that the official
inform the SK Secretary before the session is called to order. An excuse letter must be provided
on the next session, be it regular or special. In case of hospitalization, a medical certificate will
be required.
An official can only be excused in regular sessions and special meetings three (3) times within
three (3) months. Excuses made after three (3) times will not be honored and will be considered
absent. Also, three (3) cases of tardiness, without prior notice given to the SK Secretary, will be
considered as an unexcused absence. Tardiness shall not need an excuse letter unless he/she
arrives one 30 minutes later from the announced starting time. For a late official that arrives
more than one 30 minutes since the start shall submit an excuse letter to the SK Secretary on the
next session.
In the case of the absence of SK Secretary, a substitute must be proposed by the SK Secretary to
the SK Chairperson a day before the session.

SECTION 13. Penalties for Absences. – Fines or penalties will be imposed to the SK secretary,
SK chairperson and to any SK member for absences made during the regular sessions and special
meetings. Amount of fines and penalties are:
a) One hundred pesos (Php 100.00) for every unexcused absences;
b) Fifty pesos (Php 50.00) for every 30 minutes late and beyond;
c) Five hundred pesos (Php 500.00) if an official does not attend any session for a month
and is subjected for disciplinary action.

RULE IV
KATIPUNAN NG KABATAAN ASSEMBLIES

SECTION 14. KK General Assemblies. – The SK chairperson, as the presiding officer shall
convene the KK general assemblies on the last Sunday of the following months: July, November
and April 2018. The assemblies shall be held at the Tingub National Highschool Gymnasium
from (1:00) one o’ clock in the afternoon, or as may be decided by the Sangguniang Kabataan.
Notice of the assembly must be given in advance by the SK chairperson and must be posted in
the identified three (3) conspicuous places within the barangay at least one (1) week in advance.

SECTION 15. KK Special Assemblies. – In case of special occasions, the SK chairperson may
call a special meeting by giving the notice of meeting and posting the notice in the identified
three (3) conspicuous places within the barangay at least (1) day in advance.
A special assembly can also be called upon a written petition by at least (1/20) of the KK
members.

RULE V
COMMITTEES

SECTION 16. Standing Committees. – The Sangguniang Kabataan of Barangay Tingub,


Mandaue City shall elect/appoint the chairman of the following mandatory committees under the
IRR of RA 10742, the general jurisdiction of which shall be as hereunder provided:
a) Committee on Sports and Development. The SK Chairperson shall act as the chairman of
this committee under the Sangguniang Barangay.
b) Committee on Education . Responsible for overseeing all SK matters, that is, policy and
programs or projects related to education. Mainly, the committee is tasked to ensure that
education is a matter of priority.
c) Committee on Socio-Cultural. The committee is tasked to ensure that culture kept alive
among the youth and community as a whole; e.g., folk dances.
d) Committee on Environmental Protection and Climate Change Adaptation (CCA. The
committee is task to ensure that the youth are made aware of and capacitated regarding
protection of the environment.
e) Committee on Disaster Risk Reduction and Resiliency (DRRR). Responsible for all SK
matters related to environment and disaster preparedness. The committee is tasked to
ensure that the youth are made aware of and capacitated regarding preparedness in times
of calamities.
f) Committee on Youth Employment, and Livelihood. Responsible for all SK affairs
related to promoting employment and livelihood opportunities for the youth.

g) Committee on Health, Health Services, and Reproductive Health. Responsible for all
SK matters related to the health of youth.
h) Committee on Anti-Drug Abuse and Social Protection. To safeguard the welfare of the
youth, anti-drug and social protection committee should be created.
i) Committee on Gender and Development. This committee manages all SK matters
concerned with gender and development (GAD).
j) Committee on Appropriations. The committee is tasked to manage the budget or total of
assets devoted to a special purpose or activities.
k) Committee on Bid and Awards. The committee shall be responsible for the eligibility
screening, bidding, evaluation of bids, post qualification and recommending award of
contracts.
l) Committee on Infrastructure. The committee is tasked to monitor and develop
infrastructure and facilities for the welfare of the youth.
m) Committee on Women Empowerment. The committee is responsible in boosting the
confidence of the women through various programs that will empower and enhance their
capabilities to be better citizen in Barangay Tingub.
n) Committee on Arts and Science. The committee is responsible in enhancing, developing
and showcase the talents of the Tingub youth through arts and science.
o) Committee on Publication and Research. Responsible for spreading information to the
public through publication and is tasked to do research on the matters that needs
sufficient knowledge.
Whenever a measure covers subject matters falling within the jurisdiction of more than one (1)
committee, said measure shall be referred jointly to the committees concerned.

SECTION 17. Membership. – Elected/appointed committee chairperson shall select two or


more members from among the SK members to be his/her committee members, considering they
voluntarily agree.
Each barangay’s zone youth organization officers and members shall be automatic members of
the committee assigned by the SK chairperson.

SECTION 18. Special Committees. – The Sangguniang Kabataan may organize special
organizations as it may deem necessary. The Chairman shall likewise be elected/appointed by the
majority vote of all SK members.

SECTION 19. No SK member shall be chairperson of more than (1) standing committee, unless
there is a vacancy of chairmanship in another standing committee. An SK member is not limited
to any number of committees he/she can be a member of as long as he/she voluntarily agrees to
it. The positions of chairmanship may be filled by a KK member, elected by the Sangguniang
Kabataan.

SECTION 20. Vacancy. – Whenever a vacancy occurs in any of the committees, the position
shall be filled up by election of the Sangguniang Kabataan.

SECTION 21. Committee Meetings. – Each committee shall determine the schedule and
frequency of their meetings, provided they meet at least once a month. Minutes of the meeting
must be submitted to the SK Secretary, three (3) days after the meeting.

RULE VI
SUSPENSION OF THE RULES
SECTION 22. Only the Chairperson can move for the suspension of the rules.

SECTION 23. No rule shall be suspended except by a vote of two-thirds (2/3) vote of the
members, a quorum being present.

RULE VII
AMENDMENTS
SECTION 24. Any portion of these rules may be amended by a majority vote of all the
Sanggunian members.

RULE VIII
EFFECTIVITY
SECTION 24. These rules shall take effect on the date of adoption.
