FORMATION OF BARANGAY GOVERNANCE HEALTH BOARD (BGHB) OF


BARANGAY CAYAWAN, MALIMONO

WHEREAS, RA 7160 otherwise known as the Local Code of 1991 provides for the
Meaningful participation of non – governmental organizations people’s organization and private
sectors in the pursuit of local autonomy with furtherance of development;

WHEREAS, the code also institutionalizes the participation of these NGOs and Post
through the Barangay Based Institutions which are primarily created and
organized, which will be responsible in recommending, planning, implementing and evaluating the
projects, programs, and activities {PPAs} under their jurisdictions, and report the same to the
Sangguniang Barangay for proper and considerable actions,

WHEREAS, there is a need for an efficient, effective and economical implementation of health services
program geared to implement health-related projects and activities.

WHEREAS, the Barangay Health Board will serve as a partner organization to the Municipal Health Unit
and Local Government Unit of Malimono for reaching goals and objectives in terms of health.

WHEREAS, recognizing the role of local leaders and the existing system in the barangay, it
is imperative that a Barangay Governance Health Board is set in place to respond to the immediate
needs of the community relative to their unique setting

SECTION 1. The Barangay Governance Health Board shall be composed of the following:

Section 2. The Barangay Governance Health Board has its own functions:
1. Ensure the delivery of health services to the community
2. Tasked to assessed and identify health issues,
3. Plan for community – driven interventions
4. Ensure community participation in the solution, Creation and implementation of heath
programs

Specifically, the expected outputs of the BGHB are:


1. Annual Barangay Health Plan
2. Budget for health - this includes the expenditures for the honoraria for the BHWs, community –
based health program initiatives and maintenance of the health facilities and services.
3. Barangay Resolutions - this is the legislative support to Barangay Health Programs
4. Delivery of basic barangay health services - this means that the services are regularly available
and accessible in the barangay.
5. Adequate, well – compensated and competent community health volunteers
6. Barangay Health Assembly - this is the venue for multi – stakeholder participation conducted at
least once in every quarter
7. Supporting body to the Municipal Local Health Board - The BGHB shall prepare and report
activities and progress of health programs to the Municipal Local Health Board. This mechanism
ensures the bottom up approach to health planning.

Section 3. The roles of BGHB members are:

1. The CHAIRPERSON of the board shall:


 Prepare the annual Barangay Health Plan
 Ensure the budget allocation for health programs and maintenance of health
facilities.
 Pass health – related Barangay Resolution.
 Regularly monitor asses and evaluate efficiency and effectiveness of program
implementation in the barangay.
 Ensure the participation of the community in health programs and activities
through assemblies, counseling and visitations.
 Monitor activities of the community Health Team and provide assistance to
identified challenges. Provide logistical support in the conduct of barangay
activities.
 Conduct mortality reviews together with the midwife and BHW.

2. The VICE CHAIRPERSON shall:


 Prepare the Barangay Scorecards. This can be updated quarterly for program
planning and assessment of program implementation
 Assist the chairperson in creating the Barangay Health Plans and submit copy to
the MHO.
 Prepare the agenda of the meeting for the BGHB.
 Supervise the activities of the Barangay Health Workers and other members of
the CHT.
 Conduct mortality reviews together with the Chairperson and BHW.
 Ensure accuracy of health data for program planning.

3. The BGHB Members shall:


a) SANGGUNIANG BARANGAY Com on Health:
 Assist the chairperson in Barangay Health Planning
 Facilitate passing of health – related barangay resolution
 Ensure the participation of the community in health programs and activities
through assemblies, counseling and visitations.
 Conduct mortality reviews together with the midwife and BHW in the absence of
the Punong Barangay

b) The BARANGAY SECRETARY


 Record keeping of the minutes of the meetings
 Inform schedule and ensure attendance of the members in the quarterly BGHB
meeting
 Update other members of the barangay council during the regular Sangguniang
Barangay meetings the BGHB plans, programs, and activities.

c) The BARANGAY HEALTH WORKER and the BARANGAY NUTRITION SCHOLAR


 Represent the interest and concerns of BHWs and BNSs and members of the CHT

d) ALL OTHER MEMBERS


 Serve as a link of the barangay and represents its sector actively participate in any
health endeavor or activities which are or are health related.
 Gives inputs during planning.
 Ensure full support and participation of their sectors.
Section 4. The Board shall conduct a meeting quarterly of all the members of the board; a majority of all
its members shall constitute a quorum, but the chairman must be present during meeting where
budgetary proposals are being prepared or considered; the affirmative vote of all the majority of the
members shall be necessary to approve such proposals.

Section 5. Funding. The barangay shall allocate funds to support the operation of this ordinance as
necessary.

Section 6. Compensation. The chairman and other members of the Barangay Health Board shall perform
their duties without remuneration. Members who are not government employee shall be entitled to
necessary travelling expenses and allowances chargeable against funds of the Barangay Health Board,
subject to accounting and auditing rules and regulations.

Section 5. The Malimono Municipal Health Board shall assist the Barangay Council and
sees to it that their respective Barangay Health Council is organized, trained and operated as a working
dynamic organization catering to the health needs of their constituents.

NOW, THEREFORE, I, Reynaldo M. Caser., Punong barangay of Cayawan, Malimono, Surigao del Norte,
after confirming their membership, do hereby reconstitute the Barangay Based Institutions (BBIs) of
Barangay Cayawan, Malimono, Surigao del norte,

ORDERED FINALLY, that copy of this order shall be furnished to all concerned for their information and
proper guidance.
