Corruption

What is corruption? What do we think about corruption? So actually corruption is the misuse of
power and authority. Corruption is the use of public resources for private gains. If anyone wants
to earn some private profit in an illegal way then we can call it corruption. Corruption is one of
the darkest sides of society. It’s a social disease. The whole world and society is facing problems
for corruption. If we analyze corruption we will be able to find two types of corruption. They
are: 1. Administrative Corruption
2. Political Corruption
Administrative corruption is the abuse of roles, powers, or resources by the administrative bodies
or administrators. Political Corruption is the use of powers by government officials or their
network contacts for illegitimate private gain. If we analyze the corruption we will find three
theories about it. They are: 1. Organizational Culture Theory
2. Bottleneck Theory
3. Clientalism Theory
When the corruption is in the inside of the structure of an institution or Organization we can call
it Organizational Culture Theory. When an organization frequently occurs corruption and they
are not getting punishment for it then they grows a culture of corruption. And that is
Organizational Culture Theory.
The inertia grows in inner us about corruption is Bottleneck Theory. When there is a belief in us
that there must be corruption in any private or government sector that is Bottleneck Theory. The
perception of negativity in our mind about government is Bottleneck Theory. When human being
think that the government service is too poor and if you want a service delivery it’s almost
impossible there is need an illegal way to get service. In that case the service receiver follow the
unethical means.
When the patron client relation goes wrong, the client completes a work in an illegal way from
the order of patron then we can call it Clientalism.
Now the fact is which corruption theory is the best suited for the corruption scenario of
Bangladesh. If we deeply analyze these theories we will find that all of these theories are inter
connected with each other. And all of these theories are best suited for the corruption scenario of
Bangladesh.

Bangladesh is developed country. But there are too many corruptions in the government services.
People of Bangladesh is getting frustrated about corruption in Bangladesh. They are getting
harassed in almost every public sector of our country. Bangladesh has ranked 14th among the
most corrupt countries, according to the Global Corruption Perception Index 2019 released by
the Berlin-based Transparency International.
In the year, though the rank of Bangladesh improved by one notch from the previous year the
score was still 26 on 100, according to the TI’s latest perception index.
It ranked 13th in 2018 with the same score. Bangladesh ranked the first position as most corrupt
country in 2001, 2002, 2003 and 2004.In 2006, 2007, 2008, 2009 and 2010 it ranked 3rd, 7th,
10th, 13th, and 12th respectively.
Bangladesh became the 13th most corrupt country in 2011 and 2012 while it ranked 16th in
2013, 14th in 2014, 13th in 2015, 15th in 2016 and 17th in 2018. So we can easily say that there
is a culture created in our government organization. And Organization culture theory is totally
suitable for the corruption scenario of Bangladesh.
There is an inertia already grows in the inner of Bangladeshi people about corruption. They
always think about it. They are sure that if they want to get any government service they must
have to give bribe to the authority. For example Rajuk. Rajuk is one of the most corrupted
institution of Bangladesh. The people set an inertia that if they want to get any service from
Rajuk they must have to give bribe to the authority of Rajuk. The passport office is also an
example of it. Besides it if we check the stats Law Enforcement is the most corrupt sector of
Bangladesh. After law enforcement, Bangladesh Road Transport Authority or BRTA and the
Department of Immigration and Passports were most corrupt agencies, according to the survey.
The other corrupt sectors, according to the organization, are judicial service, land, education and
health. So people created an inertia about it that if they want to get any services from these types
of institution they must have to follow an illegal way. So Bottleneck theory is also suitable for
the corruption scenario of Bangladesh.
And lastly Clientalism. Clientalism is one of the most suitable theory for the corruption scenario
of Bangladesh. For example the political leaders give parliament nominations to their favorite
ones. And for that most of our parliament members are not that much educated .They give the
nomination because their favorite ones will follow their order. And that’s why we can find too
many examples of Clientalism in the corruption scenario of Bangladesh.

So we can finally come to a conclusion that all of these corruption theories are best suitable for
the corruption scenario of Bangladesh.
