ITB 1.4 The number and identification of Lots in this Bidding Documents is: Not

ITB 3.6 A complaint shall not be submitted in respect the following circumstances:
a) The procurement method selected;
b) The margin of preference applied for domestic bidders, if any;
c) The rejection of bids pursuant to clause 41 of the Instructions to
Bidders;
d) After 5 working days of the employer’s notification of the bid
evaluation result or written notification of decisions made for the
complaints already lodged, if any; and
e) After signing of the contract with the successful bidder.

The provision of sub-clause 3.6 (e) shall apply where the following
conditions are satisfied:
a. Where the contract has been signed without a complaint being filed
with the employer within seven working days after notification of
the final bid evaluation result or decisions of complaints lodged, if
any; and
b. Where the employer responds to the complaint submitted and a
contract is signed because of the expiration of the time limit for the
contract signing after the award without the candidate pursuing its
complaint further.

ITB 4.1(a) The individuals or firms in a joint venture, consortium or association shall
be jointly and severally liable.

ITB 4.5(b)(ii) Bidders shall provide: Its certificate of Registration from Dukam
administration Ministry of Urban Development & Construction or other
appropriate Regional Bureaus with Category GC- 9 or GC- 8 awards in
2011 by. And those have all necessary valid Legal Documents.

Failure to submit the aforementioned documents may result in the rejection
of the bidders bid document
ITB 4.5(c)(iV) Foreign Bidders shall provide and fulfill the following :
i. Business organization registration certificate or trade license
issued by the country of establishment
ii. Produce Evidence of Registration from relevant authorities in
Ethiopia before the commencement of the works in order to pay
taxes
Failure to submit the aforementioned documents may result in the rejection
of the bidders bid document.
ITB 4.7 A Bidder shall amend the evidence of its continued eligibility with the
following documents:

i. Category GC-9 or GC-8, registered by the Dukam

administration
ii. Renewed their license for 2013 EFY;
iii. Renewed trading license for 2013 EFY;
iv. VAT and/or TOT Registered.

The Employer will not hold a site visit. However, bidders are advised to visit
the project site & its surroundings by their own. Bidders shall complete and
provide with their bid the declaration of site visit form to confirm that the
bidder has gathered all information necessary for preparing the tender &
entering into a contract for the construction of the works as per the attached
form DSV-401 section 3 evaluation and Qualification criteria.

 Bidders are requested to attend the pre-bid training based
meeting.

The bidding procedure to be followed is a two-envelope procedure. The Bid
