The Interpretations to the Code will be issued twice a year (July and December) up to the
publication of the 2001 Edition of the Code. The Interpretations for each individual Section are
published separately and are part of the update service to that Section; Interpretations of Section
III, Divisions 1 and 2, are part of the update service to Section III, Subsection NCA.

Interpretations Volumes 36 through 41 were included with the update service to the 1995 Edition
of the Code; Volume 42 is the first Interpretations volume to be included with the update service
to the 1998 Edition.

FOREWORD

General Information
This publication includes all written interpretations issued between the indicated dates by the ASME
Staff on behalf of the ASME Boiler and Pressure Vessel Committee in response to inquiries concerning
interpretations of the ASME Boiler and Pressure Vessel Code. A contents is also included which lists
subjects specific to the interpretations covered in the individual volume.
The interpretations are taken verbatim from the original letters, except for a few typographical and
editorial corrections made for the purpose of improved clarity. In some instances, a review of the
interpretation revealed a need for corrections of a technical nature. In these cases, a revised interpretation
is presented bearing the original Interpretation Number with the suffix R and the original file number
with an asterisk. Following these revised interpretations, new interpretations and revisions to them
issued during the indicated dates are assigned Interpretation Numbers in chronological order. Interpretations
applying to more than one Code Section appear with the interpretations for each affected Section.
ASME procedures provide for reconsideration of these interpretations when or if additional information
is available which the inquirer believes might affect the interpretation. Further, persons aggrieved by
an interpretation may appeal to the cognizant ASME committee or subcommittee. As stated in the
Statement of Policy in the Code documents, ASME does not “approve,” “certify,” “rate,” or “endorse”
any item, construction, proprietary device, or activity.

An interpretation applies either to the Edition and Addenda in effect on the date of issuance of the
interpretation or the Edition and Addenda stated in the interpretation. Subsequent revisions to the Code
may supersede the interpretation.

Vessel Committee, refer to Appendix 1.

specification, is a marking with a bar code or a master numbering system that contains all the required
information acceptable?

Question (1): Figure HW-701.3, sketch (e) depicts attachment of a head or tubesheet to a cylinder
by means of a full penetration weld and cover fillet, where the groove weld is made from the outside.
Is it permissible to reverse the bevel and weld the groove weld and cover fillet from the inside?

Question: Does a coil-type water heating boiler with the following characteristics fall within the
scope of Section IV?
(a) The heating coils, stainless tubes, are not exposed directly to the flames.
(b) The maximum temperature of the hot water in a closed circulation system is 194°F (90°C).
(c) The maximum water volume is 1.2 gal (4.56 l).
(d) The MAWP is 45 psi (3 bars).
(e) The temperature of the coil-type heating surface is below 850°F (454°C).
(f) The maximum capacity of the heating boiler is 205,000 Btu/hr (60 kW).

Question (1): May pipe couplings, manufactured from a material certified only to API Specification
5L, be used as a welded nozzle on a Section IV Boiler?

Reply (1): No, unless the parts meet the requirements of HF-206.

Question (2): May a group of couplings, which cannot be associated with a particular lot of
production, be recertified under HF-206?

Reply (2): No, unless each part meets the requirements of HF-206.

Interpretation: IV-98-31

Subject: HLW-200, Lining (1998 Edition, 1999 Addenda)

Question: May a water heater or storage tank be built to part HLW and code stamped if the
entire interior of the vessel is covered with a minimum 0.005 in. Nickel applied by the thermal spray
process, after which the entire interior is lined with fluorocarbon polymer, as described in HLW-

Question (1): Is a single fillet weld attaching a circular closure plate over a circular opening in
a shell of a hot-water boiler considered to be a circumferential or longitudinal weld joint in HW-
701.2?

Reply (1): No.

Subject: Part HF, Requirements for Boilers Constructed of Wrought Materials (1998 Edition,
1999 Addenda)

Question (1): May material manufactured from a specification not permitted by Section IV, Table
HF-300.1 and not listed in Section II be utilized for Section IV construction, if recertified in accordance
with HF-206 to a Table HF-300.1–specified material?

Reply (1): Yes.

Question (2): If the reply to Question (1) is yes, may a coupling product form, manufactured to
a material specification not permitted by Section IV, Table HF-300.1 be recertified to a permitted
Section IV, Table HF-300.1 specification by:
(a) a comparison of the original material specification to a Section IV–permitted specification
is performed,
(b) the material is traceable to the original material certification,
(c) a test report is available that ensures chemical and physical property conformance to the
permitted specification, and
(d) when required, the material has been marked as required by the permitted specification?

Reply (2): Yes.

Question (3): With specific regard to ASME/ASTM SA-106, for compliance to HF-206(e), may
the material storage bins be marked with the required markings, thus satisfying marking requirement
pursuant to SA-530, paragraph 24.1?

Reply (3): Yes.

Question (4): May couplings be fabricated from pipe, tube, or bar stock form from permitted
material listed in Section IV, Table HF-300.1?
