The Chairman declared that the meeting had been duly called and requested that a copy of the notice of
the meeting be inserted in the minute book.

A quorum of members being present in person or represented by proxy, the meeting was declared duly
constituted. There were approximately 32 persons in attendance.

PRESIDENT’S REPORT
Prior to delivering his report, Ian asked for a minute of silence for John Rae and Len Barrett.

Ian welcomed the following new families to Lac Brûlé: Alain Desmarais and Carole Desjardins at the
former Barrett house at the south end of Lac Brûlé; Eric Lauzon who bought Keith Moffat’s house;
Margie Stewart and her brother, Andrew Stewart, who are the two new property owners of the Estate
of Ainslie Stewart; Genevieve and Mike Richard, who are renting Mary Mitchell’s house; and Guillaume
Tremblay and Perla Guez who bought a parcel of land from Lorraine Shatilla.

The COVID pandemic has impacted us all and forced a difficult decision by the Board to close the
clubhouse and cancel swim lessons, youth activities, tennis lessons, the Regatta and Sports Day. The
sailing race will take place but with modifications.

The tennis courts will start off with one court and expand based on government guidelines. Wendy Hunt
will set up an online booking system.

Ian encouraged the community to be creative and come up with ideas, such as the Barrett docktails, to
bring people together. The Club can provide assistance, if needed.

Security

New locks were purchased for the tennis courts and under the clubhouse. Due to the recent theft of Rick
Brown’s water trampoline, we are creating a list of incidents from the last 3 years to show police. If
residents have incidents they would like to add, let us know. Club Lac Brûlé is looking at prices for
fencing down 329 and will be posting Private Property signs to dissuade non-residents from attempting
to access the lake. But we want to be sensitive to the local community and not overdo the signage. Brûlé
watch works very well.

Club Clean-up
The path on the south side of the clubhouse is fully weeded. Weeding of the north side path has been
started. Two new rakes, marked as belonging to the Club, are outside for use to rake around Club
property. A number of dead trees need to be dealt with. Thank you to Jim Peck for managing the grass
around the perimeter of the tennis courts and the parking lot.

Docks

Due to significant damage from the ice, the dock will be modified for this year. The floating sections do
not cover the stone crib at the end so boaters should be careful. Buoys have been placed to warn
motorboat drivers of the danger. Also, diving is forbidden from the dock. For next year, the Board has
approved the purchase of three 20-foot sections of dock: two floating and one semi-floating, which will
be the new link to the shore. Thank you to Wendy who is working with the former Radisson group for
the Club to take delivery in the spring of 2021. In the future, we are looking at repairing the judges’ dock
in the same fashion as the main dock.

Property rentals

The Airbnb rental posting has been discussed by the Board. It was noted that Ste. Agathe has regulations
against short term rentals. Charles has added a property rental page to the website where members can
notify others about available properties. Discussion ensued regarding the renting of properties. It was
felt by some that stronger measures should be undertaken and security tighter for renters if they used
the Club facilities.

It was decided that the Executive will keep working on the issue and possibly form a task force/group
with the Board to put a process in place.

New member resource kit


Ian is initiating a kit for new members to the lake that could include information about the Club: annual
activities, the Blue Trail, security, boat decals, the Environment Committee, the member phone book,
access to the website, etc.
Thanks to Vicki Barrett and Colin Andrews, who donated and installed a new stove in the clubhouse and
took the old one away.

TREASURER’S REPORT
Before giving her report, Lesley thanked Graham Bagnall for his constant help, guidance and advice.

As noted in the Financial Statements, 2019 was an expensive year. The work done to both the clubhouse
gallery and drainage at the back exceeded initial estimates. The total cost was $25,336. Further to these
repairs, a metal screen was added to cover the gap at the back of clubhouse. The dock from the land
was straightened and the judges’ dock repaired.

However, these expenses were offset by the fundraiser, the Wine Survivor, that brought in $2,462, so
the Regatta only cost $335. (The raffle in the past brought in between $800 and $1,200.) Swag also
brought in $2,584, offsetting the cost of the 100th celebration (food cost only $837, substantially less
than the budgeted amount of $1,500). In addition, Tony Layton transferred $2,656 from his Blue Trail
account. Because of the greater than projected revenues, the projected deficiency was reduced to
$9,725.

The Club began 2020 with a bank balance of $14,369.37. To date, 64 full members‘ dues (85%) have
been received, with 13 yet to pay. 18 of the expected 30 associate members have paid their dues, less
than anticipated due to the absence of the Children’s Program.

Alain Roy took over ownership of the snowmobile from Tony. The Club pays for the registration and
insurance, as well as his upkeep expenses for the Blue Trail. As all activities have been cancelled,
expenses have been dramatically reduced, as shown in the Financial Statements. There are additional
changes to the 2020 budget. Grayson Moore, who was to have taken on a job as swim instructor, has
been hired to do the tennis maintenance for the next 4 weeks. Also, $50 was paid as part of the
Children’s Program expenses to maintain the Club’s Red Cross affiliation.

The $5,000 GIC was placed in the bank account to allow us to undertake work at the clubhouse.
However, this work has been put on hold because of COVID and the Club will concentrate on the dock
repairs. The projected deficiency is $6,700.

As mentioned by Ian, the Club has ordered new floating docks with aluminum sides, to be installed in
2021. In addition, the Club will get quotes to repair the tennis court fencing. Work that is pending is
some further repairs to the gallery and re-staining of the steps.

The Chairman thanked the members of the 2019-20 Board of Directors and the Executive, for their hard
work and support. John Holinsky is not seeking re-election but we are excited to have Alexis Vallée-
Bélisle show interest in joining the Board.

CLUB 2019 ACTIVITIES REPORT

Ian thanked all those involved in the following activities:

• Summer Activities and Swimming Program: Sarah Bagnall once again did an excellent job as
Program coordinator. 40 children were enrolled in the program. Jack Warden was Head
Instructor, Chloe Evans Assistant Instructor, and Zoe Warden and Esme Moore were Junior
Instructors.
• Tennis: Nick Saltiel coordinated court preparation, sprinkler set-up, etc. Vicki Barrett again
coordinated tennis lessons.
• Regatta: Jody and Rob Warden ran this annual event; Yves Caron organized the Regatta Dance;
and Mary Mitchell organized the delicious Regatta lunch.
• Wine Survivor: Organized by Jody and Rob Warden, this new fundraiser progressively eliminated
participants with Scott Morgan being the final survivor winning 30 bottles of wine; the event
raised $2,462.
• Sailing Regatta: Thanks again to Jack Warden and Kells Moore.
• Sports Day: Rick Brown and his family ran a successful Sports Day.
• Celebration of 100 Years of the Clubhouse: Vickie Campbell organized the extremely successful
event with carnival activities and supper. It was attended by approximately 200 people, many of
whom had not been to Brûlé in several years. Thanks to Kim Sewell who designed a marvellous
logo. The sale of hoodies, caps, glasses and totes raised $2,584.
• Blue Trail: Andrew Robertson and Charles Hodgson coordinated the various people who cleared
sections of the trail; thanks especially to Alain Roy who kept the trail in good condition.
• Trail Clearing Dinner: Many thanks to Jane Leduc and Lesley Stewart who hosted the trail
clearing dinner at Jane’s house.
• Loppet: The Whitley family graciously hosted the luncheon.

Volunteers Needed

In order to keep up the Brûlé traditions, we require members to step up to the plate. Volunteers are
always required, on and off the water. For the following years, we need volunteers for:

• Summer Activities and Swimming Program Coordinator


• Regatta
• Regatta luncheon

ENVIRONMENT COMMITTEE REPORT


Barbara Lewis spoke of the high levels of fecal coliform in the upper parts of Beaulne Stream, Right
Stream and the upper parts of Mud Stream in past years. Phosphorus trends have been less of a
concern, though high levels have been noted in Mud Stream at Lac Robillard. While the levels dropped
to more acceptable concentrations once they reached Lac Brûlé, there was concern that the wetlands
were being overtaxed with these nutrients, and there would be an eventual negative effect on our lakes.

Following Board approval to continue with three sets of water quality testing over the course of this
summer, John Holinsky collected the first set of samples on May 14. The results of these tests are
roughly similar to those conducted in 2013 (the last time samples were taken this early in the season),
and show no significant concentrations of either phosphorous or coliform. While these initial results
may seem encouraging, it should be noted that test levels tend to be lower in the spring and early
summer. The results from the mid-summer and late-summer sample analyses will give us a better
indication of the current health of our lakes compared with previous years.

Following receipt of last year’s results, a query was addressed to the Ste. Agathe (via Grant MacKenzie)
regarding the state of the septic systems in the streams in question. We were advised that a number of
systems in the upper parts of Beaulne Stream had been identified as problematic, and that the owners
have been told to take appropriate action. To our knowledge, no follow-up action was taken by the city.
Should the upcoming test results indicate a continuing issue in this area, a letter will be sent on behalf of
the community advising the city of these test results and requesting that follow-up action be taken.

As for other indicators of lake health, Barbara asks people who have found evidence of any invasive
species to contact her. It is not advisable to try to remove any invasive species without consultation with
experts.

Finally, she reminded all those with motorboats to refrain from creating large wakes close to the
shoreline, and from churning up sensitive wetlands. While last year’s report of the aquatic plant
characterisation study has not yet been received, it is known that the lake is home to a remarkably high
diversity of plants, some of which are quite rare. For example, two species of rare fresh water sponges
were identified. She asks that residents respect the lake.
