TRADE UNIONS, INDUSTRIAL RELATIONS AND ENVIRONMENTAL

ISSUES AND REQUIREMENTS

Learning Objectives:
After reading this INFORMATION SHEET, YOU MUST be able to:
1. Identify the impact of the hospitality industry.

Trade unions have developed an elaborate system of education with

links to formal educational institutions. In fact, in many countries, unions
are the largest providers of non-formal adult education, with the capacity to
provide a significant portion of the population with the knowledge, values,
commitment and skills to participate in change. The ILO ACTRAV “Worker
Education and Environment Project” contains many of the elements of
education for sustainable development, within an interactive or “popular”
approach, that is well understood by union educators. Education outcomes
must have an impact on the hearts and minds of all workers who become
tourists. In the workplace, they must be translated into opportunities for
discussion and information through such mechanisms as health, safety &
environment committees and bargaining of “Tourism Partnership
Agreements” that call for such activities as literature distribution, workplace
education, electronic communication and interaction. Employers must be
convinced to take a leadership role, however, and to involve the tourist
industry in these efforts. Local authorities and national governments must
also play a role.
Environmental impacts of the hospitality industries-

Positive impacts

 It sometimes educates the public about the local environment and the
importance of protecting the environment, eg the Great Barrier Reef.
 The tourism and hospitality industries often create employment and
business opportunities in an area, contributing to the local economy.

 Hospitality and tourism buildings and venues are being designed
and/or redesigned so that their impact on the environment is reduced
and they merge in with the local environment better.
 Many enterprises are now employing more sustainable practices in
order to promote a green image that appeals to consumers, eg using
organic products, recycling, using less toxic chemicals and using more
energy and water efficient fittings.

Negative impacts

 The presence of buildings and tourists may destroy the local

environment and habitat of native animals.
 The hospitality industry contribute to waste issues, eg food scraps, oil
and chemical disposal.
 Many hospitality venues are noisy.
 The hospitality and tourism industries consume a lot of energy and
water, eg electricity for air conditioning, refrigeration
(www.hsc.csu.edu.au).

LEGISLATION THAT AFFECTS THE INDUSTRY

Learning Objectives:
After reading this INFORMATION SHEET, YOU MUST be able to:
1. Acquire knowledge on legislation that affects the industry

Chandeliers, luxurious furniture, relaxing ambiance and grand outdoor

settings are only some of the factors that companies in the hotel and resort
industry prioritize to guarantee that every customer’s stay at their location
will experience satisfaction at its finest. Owners of Hotels and Resorts go
through extensive planning and preparation in the establishment of their
business. But interior design is not the only aspect that needs to be
considered. Not to be neglected are all the regulatory and statutory
requirements each business owner needs to comply with.

Government compliance, for instance, in the hospitality industry

consumes a lot of time for the company. Other than the regular registration
processes of submitting documents with the SEC, DTI or BIR, they will need
to comply with regulations of the DENR as well for the Environmental
Compliance Certificate (ECC). This includes processing and obtaining
Environment Impact Assessment (EIA).

Other legislations that affect the Hospitality Industry are DOLE and DOH
regulations. The DOLE looks after the welfare of workers. It implements
regulations like basic pay and workers benefits. It also ensures safe working
conditions for workers.

As far as the DOH is concerned, the hospitality industry should follow

food handling and other related sanitary practices.

There are also municipal and provincial ordinances that the hospitality
industry should follow. This includes building safety, senior citizen
discounts, gender and development (GAD) policies, and the Privacy Act.
