Deteriorating Quality of Education

In the 2018 Programme for International Student Assessment or PISA, among the 79
participating countries, the Phil scored the lowest in reading comprehension. The Phil
also placed second lowest in Math and Science. Results from PISA indicate the quality
and equity of learning outcomes attained around the world, and allow educators and
policy makers to, learn from the policies and practices applied in other countries.

The DepEd must conduct curriculum review on the foundational competencies of


reading and numeracy, and see to it that they are not sacrificed by congestion of
ancillary competencies.

2. Budget for Education

The Philippines remains to be one of the lowest budget allocations to education among
ASEAN countries, though it has been mandated by the Philippine Constitution for the
government to allocate the highest proportion of its government to education. This
leads to shortage of facilities and resources to schools.

DedEd and DBM must allocate funds for the needs of the schools. School Heads, on the
other hand, must tap the help of LGUs and other stakeholders for support through local
school board budgets.

3. Affordability of Education

It seems like socioeconomic standing determines the educational status of every


individual. Socioeconomically disadvantaged students usually doesn’t continue schooling
and have a higher number of drop-out rate, while socioeconomically advantaged
students go to prominent schools and universities.

Although the government is trying to give free education to all, still there are a lot of
out-of-school youths in the country.

4. Technology

Studies show that students are more technologically advanced than many teachers
today. However, a students’ love of technology also distracts them from their school
works, making them inattentive inside the classroom. When teachers don’t have the
techno-savvy to compete with those devices, by bringing education and technology
together, it can be difficult to keep students’ interest and attention to properly teach
new concepts.

Teacher training on ICT on the use of different instructional materials such as video
lesson editing, powerpoint presentations and others requiring the use of ICT.

5.Delivery of Learning
Teachers who are overloaded with teaching loads and ancillaries often do not deliver
the expected learning needed by the students. And also due to decongested learning
competencies, students aren’t able to grasp the lessons.

Deped must conduct revisit on the curriculum and make a study on how to address this
issue.

6. Poverty

Poverty is often cited to be the main reason why students do not continue schooling.
Most parents say that they cannot even provide the basic needs of their families daily,
pushing them to put education in the lowest priority.

7. Lack of Facilities

There are large-scale shortages of facilities across Philippine public schools - these
include classrooms, teachers, desks and chairs, textbooks, and audio-video materials.

DepEd and the DBM has to address the shortage of facilities through annual checking of
school facilities and inventory of physical facilities.

8. Student Attitudes and Behaviors

Studies show that problems like apathy, tardiness, disrespect and absenteeism posed
significant challenges for teachers. These issues were seen more frequently at the
secondary school level, rather than the primary grades. Schools through the
cooperation of parents and stakeholders must strengthen values program not only in
schools but most especially at their own homes.

9. Teacher Shortage in Public Schools


This problem leads to overwork of public school teachers because of having extra
workloads. It also contributes to the general decline of the quality of education.

DepEd and the DBM has to address the shortage of teaching and nonteaching
personnel, among other problems in the education system.

10. Learning Competencies

It seems like the quality of learning in public school is affected by the learning
competencies delivered in schools. Maybe some of these competencies are decongested
and irrelevant.
The DepEd must conduct curriculum review on the foundational competencies of

ancillary competencies.
