1. INTRODUCTION

ITP is the minimum requirement of the activities for quality control and inspection of the field construction
work. This Inspection and Testing Plan outline the extent of witness inspection and its reporting.

2. CONFLICTING REQUIREMENTS

Should conflicts exist between this specification and other documents, the following order of precedence

3. SCOPE OF WORK

General Description : “TP-212112 (EPC) OIL&GAS MAIN WAREHOUSE AREA-1,Brega.

The New Building will be located on the same site of the previous main warehouse as shown on the site
development plan, comprising a site area of approximately 8500 sq. mts, divided into 4 bays.

6. Submittals

A) Product Date : Manufactures Catalogue cut sheet, published specification and material description for each
component that is incorporated in the pre-fabricated precast concrete structure and other request by SOC.

B) Shop Drawing :

 Fabrication Drawing needs to attached for all components including placing concrete reinforcement
detailing bending and placing concrete reinforcement in compliance with ACI318 and CRSI Manual
Standards practice.
 Elevation Section and Dimension for all precast units including anchors, inserts and embedded cast-in
place items.
 Mechanical, Electrical and plumbing layouts indicating location for all respective equipment’s.
 Drawing and structural calculation shall be signed and sealed by professionals engineers.

 Precast Concrete Structure Manufacture Shall Perform work in compliance with applicable
requirements of ACI318, and PCI MNL-116,PCI20,PCI-123,PCI-124, and PCI MNL-127.
 Design Standards Comply with ACI318 and the design recommendation of PCI MNL 120.
 Quality Control Standard for manufacturing procedure and testing comply with PCI MNL 116
 Comply with camber and dimension tolerance of ACI 318 and PCI MNL 135.
 Welding Quality Procedure and personnel according to AWA D1.1 “Structural Welding Code Steel” and
AWS D1.4 “Structural Welding Code-reinforcing Steel.
 Fire Resistance indicated structural precast concrete units whose fire resistance meets the prescriptive
requirements of the governing code or has been calculated according to ACI 216.1/TMS 0216.1.

8. Execution

8.1 Forms

Maintain formwork construction tolerance and surface irregularities comply with ACI 318 and PCI MNL-116 .

8.2 Placing Reinforcement

Comply with ACI 318 , PCI MNL -116 and CSRI: Manual of Standard Practice for “Placing Reinforcing Bars”.

8.3 Installing Embedded Items

Comply with PCI MNL-123 Manual of Design for Connection for precast.

8.4 Preparing Form Surfaces

Coat Contact surfaces of forms with an approved, nonresidue low-VOC , form-coating compound before
placing reinforcement.

8.5 Concrete Placements

Inspection : Before placing Concrete, Inspect and complete form work installation, reinforcing steel and items
to be embedded or cast in.

General : Comply with ACI 304 “ Guide for Measuring, Mixing Transporting and Placing Concrete” and PCI
MNL-116 “Manual for Quality Control for plants and Production of Precast.

9.1 Shop Drawing and As built Drawing

 Contractor will submit 3 sets of shop drawing for the above work and manufacture product data
brochure to company prior to purchase . ( reference : Same as Scope of Work )
 Contractor will submit as built drawing ( Mylar and Electronic File) as per scope of work.

10. Sewer System

 Manholes, Valve pits shall be constructed in fair faced structural reinforced concrete.
 Sewer and waste pipes shall be UPVC pipe schedule 40 with minimum slopes of 2% for 100 mm
diameter sewers and 1% for 150mm Diameter pipe sewers.

10.1 Cold and Hot Water System

 Piping materials for cold and hot water system shall be CPVC SH80, Socket weld and fittings
conforming to ASTM Standard 2846-69T.
 Other pipes, valves and fittings as per the Scope of work.

10.3 Water System & Plumbing

Drainage and freshwater service all system shall be in accordance with the National Plumbing Code (USA) or
its equivalent. Plumbing shall include the following system:

 Sanitary and sewer

Contractor Need to Submit Shop drawing for approval prior to start work.

The Contractor will submit the “Method of Statement for piping works” If required.

11. HVAC Work

The Specification covers the requirements of HVAC System, designed to maintain and control the
temperature, relative humidity , air filtration and ventilation for normal operation of the operating personnel.

11.1 Codes & Standards

The Design is based on the following codes and standards as appropriate. All materials and equipment used
shall also be designed and manufactured with relevant standards, codes & specification.

13. Electrical Work

Contractor Shall Provide all the electrical material as per scope of work, the method statement should follow
for the installation procedure. Contractor will submit material data sheets and submittals for the materials for
approvals prior to purchase.

Area Classification : The New Warehouse location is classified as NON-HAZARDOUS.

However, outdoor materials and equipment shall meet with NEMA Weatherproof definition, where materials
shall be specified as splash-proof.

13.1 Electrical Systems & Equipment

All Equipment shall be tropicalized. Nameplates and mounting screws for all motors, transformers and

13.2 Electrical Specification

These Specification are intended to provide a complete and functioning electrical installation.

Contractor Shall provide all labor, supervision, construction equipment, tools and miscellaneous material to
carry out the work.

13.3 Codes & Standards

The Electrical installation and all materials and equipment incorporated into the installation shall comply with
the following codes & standards,…

13.3 Drawings

Drawing Issues : Drawing marked for Bid only , preliminary only. The electrical drawings indicate the general
location and route to be followed by conduits.

Deviations: All deviation from drawing or specification must be approved by company.

As built : Three complete sets of detailed as build drawings, calculation, data sheets, certification, design , and
test records certified by professional engineers experienced in the design shall be supplied to company at
completion of construction works.

13.4 Material & Equipment

All Electrical Materials Used Shall Be New And High Quality, Manufactured to IEC/ANSI/NEMA Standards And
Have Approvals.

Panel Boards : Low Voltage lightening panel boards shall be 225A (minimum),42x circuit complete with main
breaker. ( as per SOW )

Lighting Fixture : Due to poor efficiency and a short life, the use of incandescent lamps shall be minimized.

Conductors : All power conductors shall have 90 degree cross linked polythene insulation.

Cable Trays and Fittings : Cable Trays and Fittings shall be hot dip galvanized , epoxy coated.

Conduits & Fittings : All above ground conduits shall be rigid steel, hot dip galvanized, epoxy coated.

Conduits & Tray support : Support channel shall be compatible with the tray material.

Junction boxes & terminals : Junction boxes for outdoor areas shall be weatherproof NEMA 4X,complete with
jack panel, hinged door and drain fittings.

Grounding Electrodes and Inspection Pits : Grounding Rods shall be 19mm diameter by 3050 long copper clad
ground rod.

13.5 Installation

All electrical material installation shall be as per standards and scope of work only. The list of the installation

15. Approved Drawings

Contractor shall complete their work with approved drawing, some of the drawing is approved by company
and remaining contractor submitted to the company for approval.

16. Inspection And Test Plan Requirement

 CONTRACTOR shall prepare and execute all inspection and test. They shall conform to the above
mentioned codes, standards, and project specifications.
 CONTRACTOR shall provide all inspection equipment for inspection activities s. These activities are to
assure themselves that adequate inspection personnel and back up equipment are in place in order to
expedite their activities speedily so as not to impact on the construction schedule.
 CONTRACTOR shall prepare check sheets and inspection reports for carrying out the required quality
control checks according to particular discipline work activities. All inspection and test reports forms
shall be specific to the activity and items inspected.
 CONTRACTOR shall also prepare a detailed inspection and test plan indicating inspection levels (spot

 CONTRACTOR shall generate, maintain, documented, and collate the inspection records, which is done
by them or by its Vendor/Subcontractors. The system employed shall insure full tractability of records
including back up in accordance to COMPANY requirements. CONTRACTOR shall submit the originals
of all inspection data and other related documents to COMPANY, as required by the contract terms.

17. INSPECTION LEVEL DEFINITION

17.1 Spot Witness (SW)

Spot witness inspection is a point during construction activities where measurement, witnessing of work or
inspection normally takes places. Formal written notification is not required, although oral or informal memo
will normally be given. If the discipline inspector does not inspect the work at this point, the work may
continue. However inspection data must be recorded, and the CONTRACTOR is fully responsible to ensure that
this is done before continuing the next work step.

17.2 Witness Point (W)

A witness point is a point in a construction activity where inspection must take place.
CONTRACTOR/COMPANY QC Group shall be formally notified in writing of the inspection 24 hours in advance

needs to include schedule of inspections in weekly meetings. On a case by case basis, the inspection

17.3 Hold Point (H)

A Hold Point is a point in a construction activity where formal written notification is given of an inspection (24
hours in advance notice is for most accurate schedule) and work shall not proceed until the inspection is
performed. Nevertheless, CONTRACTOR needs to include schedule of inspections in weekly meetings.
Mandatory attendance is required.

17.4 Approval (A)

A document or drawing, which is to be submitted for approval prior to proceed the activity.

17.5 Review and Comment ( R )

A document or drawing, which is to be submitted for review/ comments.

17.6 Verification (D)

A document or drawing, which shall be submitted to COMPANY for report/ comments.

18. COORDINATION

Quality Control and Inspection by CONTRACTOR

For the items marked with “ SW “ and “ W “ under column “CONTRACTOR”, the quality control and inspection
will be conducted by CONTRACTOR at their own responsibility. However, COMPANY shall have the right to
inspect any works done by CONTRACTOR or Vendor at any time (except for “ W ”, a written notification from
CONTRACTOR is required).

Inspection Hold Point

For item marked with “ H “ under column of COMPANY and CONTRACTOR, CONTRACTOR shall notify
COMPANY in writing of the inspection scheduled date and time. Witnessing shall be jointly performed by
CONTRACTOR and COMPANY. CONTRACTOR cannot proceed the next work step activity until the inspection
and measurement or test has been witnessed and approved by all attending parties.

Notification of Inspection

CONTRACTOR shall give a written notification to COMPANY for attending the inspection/testing.

Document Approval

For item marked with “ A “ under column “COMPANY”, CONTRACTOR shall submit documents, drawing, etc.
to COMPANY. For item marked with “ A “ under column “CONTRACTOR”, Vendor shall submit documents,
drawing, etc. to CONTRACTOR for approval. Inspection shall not be conducted before COMPANY approves the
required documents.

Document Review

For item marked with “ R “ under column “COMPANY”, CONTRACTOR will submit documents, drawing, etc. to
COMPANY for review / comment. For item marked with “ R “ under column “CONTRACTOR”, Vendor shall
submit documents, drawing, etc. to CONTRACTOR for review / comment.

Document Verification

For item marked with “ D “ under column “COMPANY”, CONTRACTOR shall submit documents, drawing, etc.
to COMPANY for a report and/ or comments (if required). CONTRACTOR shall accommodate COMPANY’s
comments (if any). For item marked with “ D “ under column “CONTRACTOR”, Vendor shall submit documents,
drawing, etc. to CONTRACTOR for verification and review and or report.

19. Important Notes

 This ITP Consist the quality procedure and codes of standards as per scope of work
 Data Sheet for all type of material contractor shall submit accordingly for approvals.
 Contractor will follow method of statement for each activity.
 Contractor will submit request inspection format form for each activity to company for approvals.
