Highlights
The jackup and floater shortage in Central and South America continues as PEMEX and
Other Modes Cold Stacked Active Supply Jackups Demand Floaters Demand Petrobras require additional units in Mexico and Brazil in 2008 and onwards.

Historic Dayrates South America PEMEX continues to be the main driver in the region with several tenders and awards for
450K floaters and jackups. PEMEX has not yet announced the winners of the two 7.000 ft and one
10.000 ft requirements, but a final decision is expected shortly. However, PEMEX awarded
400K three one-year contracts to Pride for three 200 foot mat-cantilever jackups. The day rate for all

three jackups was below US$ 100.000. PEMEX also awarded jackup Noble Earl Frederickson

a new one-year contract. Day rate is reported to be US$ 150.000 for the 250ft IC rig.

FredOlsen owned semi Borgny Dolphin secured a five-year contract with Petrobras for

operation in Brazil. The rig is scheduled to commence work in Brazil during first quarter 2008

100K Petrobras also issued a tender for the charter of a jackup on a 720-day contract starting first

The market for floaters is strong, while the jackup market is currently softer. The jackup

Historic Dayrates - US Gulf Hercules Offshore and TODCO have entered into a definitive merger agreement by which
400K Hercules Offshore will acquire 100% of the outstanding stock of TODCO in a stock and cash
transaction. The transaction is valued at around USD 2.3 billion. The new company will
350K operate a fleet of 33 jackups, 27 barge rigs, 64 liftboats, three submersibles, nine land rigs and
one platform rig.

The Mediterranean jackup market is currently operating at full utilization. However, from the

The Mediterranean semi market is expected to be undersupplied for the next two years. We see
