1. Member States are requested to look at opportunities to digitalize their economic sectors
especially the service sectors.
2. International Organisations are requested to pursue more de-centralized and local channels
of funds distribution to make sure they are more effective.
3. The following solutions can be considered for achieving sustainable development:
a. Emission allowances should not be over-allocated to companies. If so these
companies tend to make windfall profits from them by selling them to other
companies which are in desperate need of them.

b. Ecological tax reforms. This causes an incremental increase in taxes on fuel


and energy. This dis-incentivizes usage of pollution-causing fossil fuels and
also provides the govt. more money for public spending.

c. Subsidies to industries such as coal industries should be slowly stopped


and increased to more greener industries such as renewable industries.

d. Effective water prising should be followed along with the restructuring of


water utilities is important to keep the water sources of a country in check.

4. Member States are requested to de-incentivize companies and MSMEs from


declaring insolvency/bankruptcies and instead provide them with fiscal
stimulus.

5. Member States are requested to come up with tailor-made automatic


stabilizers which would make their economies more resilient.

6. Member States are requested to provide liquidity support for firms facing
severe disruptions and liquidity shortages.

7. Member States are requested to set-up upper limits on budget deficits and
debt ratios. This serves as a safeguard for the country’s capacity to react to a
pandemic-like situation.

8. Member States are requested to reimburse employers their social security


contributions.

9. Member States are requested to consider various subsidies especially to


vulnerable yet important sectors like the pharmaceutical sectors.
