CHAPTER I

2/5
The Problem and Its Setting

Background of the Study

The impact of the pandemic can be seen across this sector (Jones et al. 2020). The
vulnerable sector such as small and medium enterprises are already shown some
symptoms like closure or heavy last you to lock down in many countries. Small
and medium enterprises (SMEs) are characterized but limited financial and non-
financial resources (Welsh and White, 1981). This makes as SMEs more prone to
the negative effect of environmental factor (d’Amboise and Muldowney, 1988;
Welsh and White, 1981).

The businesses in the Philippines immediately experience a huge economic

loss, due to this Pandemic, so to prevent unemployment, poverty, and food
insecurity rate, nowadays, small enterprises around the globe can and should play
a crucial role.

Small Business Research has recognized the importance of crisis

Perspective (Herbane 2010). A recent review of literature on prices and small and
medium enterprises finds the most of the publication focus on financial issue
(51%), followed by strategy (41%), and institutional environment (8%) (Eggers
2020). According to Egger (2020), Most of these studies focus on finance are
concerned with the consequences of the crisis on small firms namely the lack of
funding and financing sources. The strategy-oriented studies indicate that
successful firms add up a strategy that is both market and entrepreneurship
oriented during a crisis. However, the biggest challenge faced by small
enterprises is to maintain continuity of business. The lockdown in the countries
has slowed the speed of business also small companies and finding it difficult to
run their shop.

According to the Philippine Institute for Development Studies (Abrigo et al
2020) cited by Shinozaki and Rao, the Philippines may suffer economic losses
between P276.3 billion and P2.5 trillion due to the COVID-19 pandemic. The most
affected business sectors will be manufacturing, with losses between P82.1 billion
and P855.2 billion, wholesale and retail trade, with losses between P93.2 billion
and P724.8 billion, and transport/storage/communication, with losses between
P11.7 billion and P124.3 billion. Abrigo et al (2020) also estimated that, if the
ECQ continued to May 2020, it would potentially cost the Philippine economy at
least P150 billion given the decline in household consumption.

Tupi, South Cotabato Public Market Small Enterprises, officially the Province
of South Cotabato, is a province in the Philippines located in the
