End-user benefits
Time the user waits for PS call setup is shorter. End-user experience is improved with better
Cell_FACH state response times and high bit rates in Cell_FACH.
Operator benefits
This feature improves the PS call setup time by roughly 0.2 seconds.
High BTS and RNC resource efficiency can be achieved when users are served in Cell_FACH
state, for example, by reduced dedicated channel setups for “always on” users with low traffic
requirements. With High Speed Cell_FACH, more users can be supported in the Cell_FACH state
and smooth data transmission can be provided for users not requiring large data volumes.
In the current implementation of Cell_FACH, the FACH scheduling in downlink is performed in the
RNC MAC layer and further mapped to the S-CCPCH at the BTS. The FACH carries the following
logical channels for the UEs in Cell_FACH state:
Broadcast Control Channel (BCCH), which includes the RRC: System Information Change
Indications.
Dedicated Control Channel (DCCH) for the UEs having the RRC connection established.
Dedicated Traffic Channel (DTCH), which allows data transmission for the RRC connected
UEs.
Common Control Channel (CCCH), which is used by the UEs for establishing the RRC
connection and when the UEs access a new cell/URA area due to cell/URA reselection.
RAN1637: High Speed Cell_FACH (DL) feature utilizes the enhanced Cell_FACH state
specifications of the 3GPP R7 release.
In the downlink the data that has been mapped to FACH transport channel in previous releases
now can be mapped to HS-DSCH transport channel (see Figure: Logical channels mapping in
downlink with HS_FACH).
The new logical channel to transport channel mapping scheme is applied in the MAC layer,
neither new transport nor physical channels are introduced. The UEs indicate in the RRC
connection setup phase their capability for the HS-DSCH usage in Cell_FACH state.
H-RNTI is an UE identifier needed for HS-DSCH usage. High Speed Cell_FACH introduces
common H-RNTI, which is used to address multiple UEs in Cell_FACH state when UE does not
have a valid dedicated H-RNTI. The UE starts monitoring the HS-SCCH and when it detects a
H-RNTI, it decodes the data from the HS-DSCH. When the common H-RNTI is used, the UTRAN
specific UE temporary identifier, U-RNTI, is included in the MAC header for addressing the UE.
When the UE has a valid dedicated H-RNTI, it is used also in the Cell_FACH state. The common
H-RNTI is only used for a short transitional period, during which a dedicated H-RNTI has to be
assigned to the UE.
Parameters needed for the HSDPA reception in Cell_FACH state, that is, HS-DSCH and HS-
SCCH configuration, and common H-RNTI identifier, are included in the system information
broadcast.
Due to lack of dedicated uplink feedback signaling channel, HSDPA HARQ can not be used in
Cell_FACH state. Instead, MAC layer can be configured to execute fixed retransmissions. The UL
user data is transmitted via R99 RACH.
Note:
Activating both HS-FACH and HS-RACH at the same time and in the entire network is
strongly recommended. A partial or mixed cell configuration is not recommended because
this might cause UE signal degradation when the UE moves to and from different cells.
Impact on Interfaces
This feature has positive impact on amount of signaling transmitted through Iub and Uu
interfaces. Number of RRC state changes during connection time is reduced, therefore, fewer
signaling messages are needed.

Purpose
Follow this procedure to activate RAN1637: High Speed Cell_FACH DL feature.
It does not cause downtime, and it can be activated at any time of the day.
Ensure that RAN1637: High Speed Cell_FACH DL license exists and the feature state is ON.
Note:
This is valid only for IPA-RNC and mcRNC. I-HSPA Adapter is not under license control.
Ensure that the value of Cell/BTS Level pooling of the H-RNTIs PRFILE 002:1939
RN60_INT_FEAT_RES_10 parameter is set to 0x0000H. This setting enables the HS-FACH Cell
level pooling of H-RNTIs. Otherwise, there can be a collision between an HS-FACH user on the
CELL_FACH state, and the HSDPA/HSPA users on the CELL_DCH state.

The RAN1637: High Speed Cell_FACH DL feature is applicable only for CDSP-DH cards in IPA-
RNC and for mcRNC and ADA. It requires RAN1638: Flexible RLC DL and RAN2261: Flexible
User Plane Upgrade in RNC196 and RNC450 features. RAN1637 feature can be applied over Iub
interface, HS Cell_FACH functionality over Iur interface is not supported.
Before activating this feature, the value of the following parameters should be set to Default :

Note:
The BTS must support the RAN1637 feature. RAN1637 requires RAN1016/RAN1848:
Flexi BTS Multimode System Module feature.
Note:
There are specific MML commands for managing HS-CCH service pool size MIN and MAX
values by user command. This is valid only for IPA-RNC. However, since system
autonomously controls the DSP pool capacity usage and DSP resource deployment
optimally based on default dimensioning values and adaptive to offered UP load, it is
instructed user not to modify the default values.

Note:
The RAN2494: Fast Cell_PCH Switching feature with signaling message optimization is
not used when HS common channels are in use. The used signaling channel is very fast
and full mappings and configurations (all information elements) are given to UE.
Procedure
2 Expand the appropriate WBTS object and lock the WCEL where HS
Cell_FACH feature needs to be activated.

3. From the drop-down menu select “State -> Change State: Lock”.

Further Information
After the above activation is done at the RNC, High Speed Cell_FACH in DL feature in a cell
actually works when the BTS provides Enhanced FACH capability of local cell as “Enhanced
FACH capable” in AUDIT RESPONSE or RESOURCE STATUS INDICATION message.
Purpose
It is recommended to activate the PRFILE controllable parameter for Rel-7 and Rel-8 commercial
devices supporting HS-RACH/HS-FACH that those UEs always move to Cell_FACH from
Cell_DCH after NW or UE detected inactivity.
If High Speed Cell_FACH features are enabled and direct transition from Cell_DCH to Cell_PCH
is performed for the legacy commercial devices supporting HS-FACH then UE goes into signaling
loop when later it wants to move to Cell_FACH from Cell_PCH state.

Activation
To activate this change, set the PRFILE parameter value to 3H.
Note:
After the parameter value is changed, the new value becomes effective within 10 minutes.
Deactivation
To deactivate this change, set the PRFILE parameter value to 0H (default value ).
URA_PCH state
For URA_PCH state the dedicated RNTIs cannot be used. The URA_PCH relocation may not
work as URA UPDATE CONFIRM does not include the RB parameters IEs that may be needed
to provide HS-FACH configuration to the UE.
Purpose
Follow this procedure to verify that the activation of this feature is successful.

For details on using the RNW Measurement Management application, see Using the

For example, if you press the Start button at 11:22, the data collection starts at 11:30.

In case the alarm 7796 is present check if the BTS supports HS Cell_FACH. The
BTS must support this feature.
Expected Outcome
M1006C249 RADIO BEARER CONFIGURED FOR HS-FACH DL counter value has been
updated. There is no alarm 7796.
The RAN1637: High Speed Cell_FACH DL feature has been activated successfully.
Unexpected Outcome
The RAN1637: High Speed Cell_FACH DL feature has not been activated properly.

Follow this procedure to deactivate this feature.
