1. Abstract
Bringing a positive & good safety culture is a priority & critical for improving safety performance in a construction
site. But the evolutionary process of a safety culture in a construction projects group, which is totally not same
when comparing it with other organisations, have not addressed very well & the simple model for construction
projects safety culture is still missing. The objective of this paper is: to put a recognisable definition for
construction projects culture when compared with the already available definitions of safety culture in the
organisation, to make a proposal for a safety culture interaction (SCI) Model, that clearly shows the evolvement
of construction project safety culture & specific interactive dynamics between Contractor, owner & sub-
contractors in a project as a temporary-organisations. An approach of theoretical development & case-based
development is implemented. Intensive literature review based on relevant researches & the experience of author
are mixed in the theoretical model development to understand the construction project characteristics. The
consulting projects consists of safety climate Survey & Behavioral Based Safety execution was studied from the
various research papers on two construction projects to examine the models & elaborate the aspects of the project
of this model as a case-based development. In all the two-layer structure of three make & the interactive dynamics
of the project’s safety culture are rectified in this model in consideration of the management practice, construction
process, organisation structure of projects & sites that are much complicated, which develop the concept of
construction project safety culture, & give a framework for construction safety culture study.
2. Introduction
Construction is one of the high hazardous industries all over the world. It is the place where a greater number of
accidents occur resulting in the death & injury, work related illness, direct & other indirect losses to workers. In
recent decades the safety culture role & its impact on safety performance attracts more attention among academia
& construction practitioners. Though this term of safety culture is mostly used & receives daily attention. The
practical implication in the construction projects setting did not addressed well, a basic & same model for
construction project safety culture is not there. For many decades humans re debating about the explanation & the
relationship between safety culture & safety climate. As a subject of course, such discussion results in the
confusion & a kind of misunderstanding of safety climate & safety culture. According to the author there is no
such fulfilling model clearly specifying the bond in both concepts, which brought problems in the researches.
Meanwhile, the explanations are not clearly depicted, even researchers also use the term safety climate, safety
culture & safety management interchangeably. Regarding to the construction industry, the problem is more
intricate. Many studies discussed about the construction safety culture & culture, because of the insufficient
consideration of the specific character in the construction industry, such as the management practice,
construction process, organisation structure, work environment & characteristics of worker behavior, the model
& outcome of research & safety climate survey are different & varied greatly. So, unless the qualities of
construction projects & the impact on safety culture are well addressed, a path to calculate & begin a better
construction project safety survey culture is difficult to reach. The key point addressed in this paper are as
follows: (1) What are the definition of construction project safety culture about (2) How a basic safety culture
model which features the characters of the construction project will look like. A distinct definition & common
model should be the point of departure & the instructive framework for the research. The model considered in
this paper is developed with a mixed approach in two type of steps. The first step is the theoretical model
development from the literature review on the origin & development of safety culture & safety climate. The
features of the construction project are discussed to make the model well suitable for this industry. The relevant
model explaining different safety culture are reviewed as the basis for the development of theoretical model
development. As this is case based improvement approach, a consulting project containing security climate study
& BBS execution was to two building destinations in Chennai to look at the job& capacity of the true model in
checking the development of the project well-being & improving labours work on the construction site. The
safety climate survey informed us about the misalignment in between the owners & projects safety culture, which
is due to the poor safety culture of the subcontractors. The large amount of observation relating to the behavior
were undertaken with cause analysis to diagnose & improve the behavior performance in construction sites in

BBS part. The approach based on case helps to verify some of the ideas of the theoretical model & to develop the
model by explaining the specific rules & principles. Basically, the safety culture interaction model will try to
specify characteristics of construction projects on the dynamics within the parties like contractors, sub-contractors,
owners along with temporary construction team & the all-party composition of special construction project safety
culture.

3 Safety Communication
Many accidents in construction industry are mainly caused by not following the safety rule & regulations. Proper
communication is the needed consideration to efficient & safe workplace. Visions & values are conveyed by
leaders through communication & interaction where good communication leads to commonly understood goals
through a study found that effective communication in maintenance work leads to decreased result of small
accidents & it increased the use of PPE.

undertaking could be viewed as a multi-association that basically comprises of proprietor, worker for hire and
subcontractors. Since a development project is a transitory framework isolated from the firm or administrative
centre, the security strategies of the firm can be hard to carry out nearby. The undertaking security culture is
steadily shaped and developed while the venture advancing in development project settings. The association
security culture of each previously mentioned parties inside the undertaking group will add to the arrangement
and evolvement of development project wellbeing society.
Another quality of development projects according to wellbeing is about the method of sharing security
obligations. In spite of the fact that the provisions in development project contract are profoundly fluctuated and
controlled by a large number of components, similar to the laws and guidelines, project type, and proprietor's
inclination, fundamentally the agreement language among fashioner and proprietor, and proprietor and general
con farm truck, plainly outlines that the overall worker for hire is completely and exclusively answerable for place
of work wellbeing, implies, strategies, methods, arrangements, and methodology. In any case, the venture would
be refined by the gatherings in the task group together under their participation, so the thought of the bungle
between security execution and wellbeing obligations is one of the central issues in contemplating development
project wellbeing society.

which constitute the management in terms of safety. The three ideas are measures independently & in combination
along the parties. The definition of construction project safety & the skeleton of the SCI model would be
determined by the action of the independent assessment of employer’s safety culture, Contractor, subcontractor
safety culture in terms of ideas.
As per the organisation safety culture of the owner, physical interviews with higher management including
Director, Deputy Director, Group directors were conducted with owners Directors. Those higher level staffs are
selected carefully from various group, divisions & projects. Their opinion, attitude, towards safety culture are also
taken. Survey at project level also conducted for some 300 workers, 30 supervisors & some site engineers
participate in the survey. Along with it the author interviewed some 6 members of project owners, contractor
project manager, some staff safety officers must know about the safety culture from higher level managers for
perspective of the management.

week were converted into scores as in percentages. The behavior score represents the percentage of the number
of safe behaviors in the total observations. The average of all behavior scores belonging to the same category
would be the category score while the overall score for each project would be reached by averaging the 9 category
scores. To deal with the big challenges of traditional BBS implementation in construction industry and for
sustainable BBS intervention outcome, a causation model of unsafe behaviors has been developed based on
Theory of Planned Behavior (TPB) as a causation-analysis tool to investigate the causes of workers’ unsafe
behaviors, especially the managerial factors. The causation analysis was conducted by the authors through face-
to-face interview s and discussions with the person who made an unsafe behavior based on the causation model.
By virtue of the data collected through interviews, the observer took the in-depth analysis to figure out and
generalize the individual causes and the management causes of specific unsafe behaviors.

6. Discussion
Considering the above discoveries from security environment review and BBS execution, ordinary wellbeing
environment study, prerequisite for close to miss report and examination, and consolidating BBS into wellbeing
the executive’s framework were suggested as the three significant ideas for the proprietor to improve development
project wellbeing society. More compelling channels of base up correspondence, stressing site chiefs/foremen's
8
part in advancing wellbeing through day-by-day tool compartment meeting or mass security meeting, and
customary wellbeing rivalry s or inspirations were suggested as the particular ways for worker for hire and
subcontractors to improve development project security culture. Notwithstanding, because of the customer's
prerequisite and time restriction, not the entirety of the central issues in the SCI model were very much tended to
for this situation. For instance, the workgroup climate build was excluded so the workgroup level situational
highlights of the two tasks were not assessed. The administration practices were not fused into the extent of
wellbeing society as one of the sub-conduct builds, be that as it may, it was treated as the elements in the dangerous
conduct's causal examination. For the situation-based model improvement part, a portion of the originations of
the hypothetical model were applied in the counselling project effectively, and the result of counselling project
showed the rationale and worth of the model. To summarize, the commitments of the case-based improvement
approach towards the model advancement can be clarified from the accompanying perspectives: First of all, the
security environment overview of the proprietor and the venture group were carried out to take a gander at the
arrangement and the holes between the two levels. Subsequently, development project wellbeing society could be
assessed comprehensively through the free assessment of security culture among the proprietor, worker for hire
and subcontractors. The methodology executed in the counselling project additionally gives a method of
estimating the three develops and assessing the multi-party creation of development project wellbeing society.
Besides, the two-layer structure (the executives and labour force) recommended in the SCI model was embraced
in the methodology plan for assessing insight build and conduct develop for this situation. The security
environment study among labour force and the board uncovered the misalignment between the two gatherings in
view of wellbeing basically because of the executive’s issues, like subcontractors' feeble responsibility, helpless
correspondences between foremen/administrators and labourers, awful execution of foremen and managers and
so on. In the interim, both the labourers' risky practices and the administration perilous practices were considered
in BBS execution. It was discovered that administration dangerous practices (i.e., data understanding issues and
ill-advised work plan) assumed a significant part in labourers' hazardous practices. The above result shows the
basic job of the executives in development security; nonetheless, they didn't work really hard up until this point.
In this manner, the two-layer design could assist with separating the security execution in term of the three
develops by the board and labour force and to give the direction of endeavours to improve development project
wellbeing society.
Thirdly, the intuitive dynamism appeared in the SCI model can be incompletely tended to and clarified for this
situation. For instance, one of the positive effects on security culture from the proprietor to the worker for hire
came from the execution of wellbeing environment study and BBS itself. The worker for hire's faculty expressed
that they perceived the proprietor's solid obligation to security without a doubt from their uplifting outlook and
incredible endeavours made during this venture. Then, a site supervisor from one of the subcontractors who was
extremely uncooperative to this counselling project toward the start, conceded that the execution of this task assists
him with improving comprehension of wellbeing environment study and BBS. Besides, he began to respect both
security environment review and BBS execution as worth added motivators for a superior wellbeing execution.
Conversely, the collaboration from the other way was additionally found in this venture. During the meeting with
proprietor's wellbeing work force, it was tracked down that the positive criticisms from the project worker and
subcontractors would build up the proprietor's will and certainty to carry on these security advancements.
7. Limitations
The SCI model was created by hypothetical turn of events and cased-based improvement through a counselling
project. It gives a better approach to consider and direct wellbeing society. Nonetheless, because of the
requirements of the truth; there are still restrictions should be tended to.
• On account of the requirements, the get approval or further examination over the long run as far as three
develops has not been con ducted, for example, the post wellbeing environment review for insight build.
Occasionally evaluation could be applied to research the development and highlight of development
project wellbeing society just as the intuitive connection between various gatherings in the task group.
• The proficient causality between the use of the SCI model and wellbeing execution improvement has not
been inspected. It is recommended that demise, recordable occurrence rate and number of close to miss
report ought to be picked as the critical pointers to check the connection between the utilization of SCI
model and genuine wellbeing execution on building site through BBS execution.

• The developmental interaction of development project security culture has just been talked about from
subjective and elucidating point of view. More inside and out investigations dependent on quantitative
techniques should be carried out later on examinations.
8. Conclusions
In light of writing audit on security culture study and development wellbeing, a particular meaning of development
project wellbeing society tending to the attributes of development projects is brought out. Development project
wellbeing society is proposed as a combination of mentalities, convictions, qualities, practices and standards held
by the people and gatherings from various gatherings in a development project (for the two specialists and
supervisory crew, and it is steadily framed and advanced in the development project climate that would impact
the obligation to, and the style and capability of how all gatherings associated with the task and its staff act and
respond as far as the continuous security execution. Adopting a blended strategy of hypothetical turn of events
and case-based turn of events, the SCI model as a system for development wellbeing society study is proposed as
demonstrated in. The highlights and qualities of the SCI model for improvement of projects include:
• The intelligent dynamism of proprietors, workers for hire and subcontractors who are significant parts in
a development project group is routed to address the transformative interaction of wellbeing society in
development project settings, and thusly the dynamic changing of each gathering's commitment to
development project security culture and the associations of impact among the gatherings can be
estimated and considered;
• The extension and implication of the three builds (the climate, discernment and conduct factors) are
reclassified and a two-layer structure for each develop, tending to the labour force ascribes (labourers'
insight and wellbeing related practices; work bunch climate) and the executive’s credits (the board
discernment and security related practices; SMS) of development project security culture is introduced;
• Estimation devices for every one of the three builds are created and tried in the counselling project, which
could be utilized to assess distinctive part of undertaking wellbeing society independently or
methodically, and to contemplate the intelligent dynamism of security culture among the significant parts
in development project settings.
By goodness of the blended methodology of hypothetical turn of events and case-based turn of events, the SCI
model has been proposed and analysed by a counselling project introduced in this paper. Above all else, to
investigate the intuitive dynamism among the significant parts in development project settings is the key for the
SCI model and the wellbeing society concentrate in development.
