Role of Safety Climate Survey & BBS Implementation in SCI Model

1. Abstract
Bringing a positive & good safety culture is a priority & critical for improving safety performance in a construction
site. But the evolutionary process of a safety culture in a construction projects group, which is totally not same
when comparing it with other organisations, have not addressed very well & the simple model for construction
projects safety culture is still missing. The objective of this paper is: to put a recognisable definition for
construction projects culture when compared with the already available definitions of safety culture in the
organisation, to make a proposal for a safety culture interaction (SCI) Model, that clearly shows the evolvement
of construction project safety culture & specific interactive dynamics between Contractor, owner & sub-
contractors in a project as a temporary-organisations. An approach of theoretical development & case-based
development is implemented. Intensive literature review based on relevant researches & the experience of author
are mixed in the theoretical model development to understand the construction project characteristics. The
consulting projects consists of safety climate Survey & Behavioral Based Safety execution was studied from the
various research papers on two construction projects to examine the models & elaborate the aspects of the project
of this model as a case-based development. In all the two-layer structure of three make & the interactive dynamics
of the project’s safety culture are rectified in this model in consideration of the management practice, construction
process, organisation structure of projects & sites that are much complicated, which develop the concept of
construction project safety culture, & give a framework for construction safety culture study.

2. Introduction
Construction is one of the high hazardous industries all over the world. It is the place where a greater number of
accidents occur resulting in the death & injury, work related illness, direct & other indirect losses to workers. In
recent decades the safety culture role & its impact on safety performance attracts more attention among academia
& construction practitioners. Though this term of safety culture is mostly used & receives daily attention. The
practical implication in the construction projects setting did not addressed well, a basic & same model for
construction project safety culture is not there. For many decades humans re debating about the explanation & the
relationship between safety culture & safety climate. As a subject of course, such discussion results in the
confusion & a kind of misunderstanding of safety climate & safety culture. According to the author there is no
such fulfilling model clearly specifying the bond in both concepts, which brought problems in the researches.
Meanwhile, the explanations are not clearly depicted, even researchers also use the term safety climate, safety
culture & safety management interchangeably. Regarding to the construction industry, the problem is more
intricate. Many studies discussed about the construction safety culture & culture, because of the insufficient
consideration of the specific character in the construction industry, such as the management practice,
construction process, organisation structure, work environment & characteristics of worker behavior, the model
& outcome of research & safety climate survey are different & varied greatly. So, unless the qualities of
construction projects & the impact on safety culture are well addressed, a path to calculate & begin a better
construction project safety survey culture is difficult to reach. The key point addressed in this paper are as
follows: (1) What are the definition of construction project safety culture about (2) How a basic safety culture
model which features the characters of the construction project will look like. A distinct definition & common
model should be the point of departure & the instructive framework for the research. The model considered in
this paper is developed with a mixed approach in two type of steps. The first step is the theoretical model
development from the literature review on the origin & development of safety culture & safety climate. The
features of the construction project are discussed to make the model well suitable for this industry. The relevant
model explaining different safety culture are reviewed as the basis for the development of theoretical model
development. As this is case based improvement approach, a consulting project containing security climate study
& BBS execution was to two building destinations in Chennai to look at the job& capacity of the true model in
checking the development of the project well-being & improving labours work on the construction site. The
safety climate survey informed us about the misalignment in between the owners & projects safety culture, which
is due to the poor safety culture of the subcontractors. The large amount of observation relating to the behavior
were undertaken with cause analysis to diagnose & improve the behavior performance in construction sites in

BBS part. The approach based on case helps to verify some of the ideas of the theoretical model & to develop the
model by explaining the specific rules & principles. Basically, the safety culture interaction model will try to
specify characteristics of construction projects on the dynamics within the parties like contractors, sub-contractors,
owners along with temporary construction team & the all-party composition of special construction project safety
culture.

3. LITERATURE REVIEW

3.1 Behavioral Safety action Factors


A detail & extensive review of the literature from conference & journal article proceedings shows many factors
of owner’s behavior contributing to encourage workers safety compliance to occupational safety and
improvement of health in the construction industry. By doing primary study on the employers & employee
mentality this paper concludes many important factors that can give many positive feedbacks towards improving
safety action in construction industry.

3.2 Safety compliance & Safety Behavior


Behavior is defined as everything that a person does that are measurable & observable. Safety behavior explains
the behavior that holds safety activities & practices such as giving training & safety compliance describes the
core activities that need to be carried by the workers/ employees according to the OSH requirements which
prevents workplace accidents. Safety behavior acts as a key in reducing the injuries at the workplace & in-
directly motivate the output of the event before accident or injury occurred. A study done by measuring the
performance of safety using observation behavioral samples using behavioral checklist. Which helped the
observers to evaluate the number of unsafe working behaviors like non – compliance to manually handling & PPE
practices. Safety Standards are ranged from good – poor in which complying with safety requirement is marked
as good safety standard & not complying safety requirements are marked as poor. ABC model by Frederick
(1982) explains that behavior is fully influenced by two factors called activators &consequences. Activator tells
people about what they are doing & consequence talk about the results of the activator. The enforcement on

3 Safety Communication
Many accidents in construction industry are mainly caused by not following the safety rule & regulations. Proper
communication is the needed consideration to efficient & safe workplace. Visions & values are conveyed by
leaders through communication & interaction where good communication leads to commonly understood goals
through a study found that effective communication in maintenance work leads to decreased result of small
accidents & it increased the use of PPE.

3.4 Safety culture & climate

4. Safety Culture Interaction (SCI)model


4.1Theoretical model development

Safety Culture Interaction (SCI) model

4.1.1 Construction project safety culture Statement:


As per, inside the construction itself, culture is defined to be about the industry characteristics, approach to the
construction, experience of the workers & other person who work for the industry & the strategy, vision, goals of
the organisation to the one they work. Some authors indicated that safety idea is a organisational cultures sub-
unit, which suggests to individual, organisations features which affects & influence organisations ongoing H&S

project organisations, that should be an important part of the organisational project culture. On the basis of the

construction projects. The important characteristics in construction projects need to be removed including the

components & scope. The safety culture in construction projects is accompanied by the project team & usually
gradually evolve from the inputs of the contractors, owners, sub- contractors in terms of values, belief, attitudes
from the management perspective. The inputs are showed in the above fig. So the project safety culture should
be measured with the help of three parties.

4.1. Ideas in the SCI model:


In order to assess safety culture of the project, three things are considered like behavioral, psychological &
situational factor are present in the model in constructing the safety culture. The influence among the given tools
are put forward. The relationship between the constructs are seen in the accident causation models. In SCI model
behavior, environment, perception is adapted as three constructs, following the structure & relationship in model
of construction Safety culture model. The three model represents internal observable ongoing safety related
behaviors & environmental features respectively. The author expanded the three idea into multi layered structure
that differentiates the attribute relating to the work & management quality of construction project culture. The
Safety survey must be taken within workers & management to find attitude beliefs & values. BBS is a type of
process which applies behavior analysis method to reduce & correct unsafe behaviors of employees as well as
injuries & achieve improvements continuously in safety performance, & proved to be effective method to
observe & make better behavior. The behavior of worker on site & the behavior of management are the two sub-
ideas under this category. Regarding to the environment ideas, the environment workgroup stands along with
safety environment of the workforce, where all construction works take place, & the (SMS) Safety Management
System address all issues relating to safety during construction process

which constitute the management in terms of safety. The three ideas are measures independently & in combination
along the parties. The definition of construction project safety & the skeleton of the SCI model would be
determined by the action of the independent assessment of employer’s safety culture, Contractor, subcontractor
safety culture in terms of ideas.

4.1.3 Measurement tools for an idea:


The survey ability has been widely used by the most useful way of the safety culture. The safety survey will
increase the safety awareness & give reason to the employees ensuring the action & actively participating in the
safety activities. Results of the survey can be help to find the strength & suggestion for the safety improvements
in practices in safety management. The approach suggested of periodical assessment for perception is applicable
for contract management. The study will help in monitor & analyse the growth of independent safety culture for
all the parties involved in the construction safety culture. BBS is one of the common method to measure the improve
the behavioral aspects in safety culture, the design & implementation in BBS should address the multi sub-
constructs of workplace quality & management attributes in the model at the same time. The behavior of the
construction worker are dynamic, & not as standard as that of the manufacturing factories, & they have to deal
with the genuine risks or even hazards of the full man day. It will be difficult & will not be a cost effective to all
kind of critical behavior into accounts when BBS is on Site. So the critical behavior checklist of worker was
adopted as a instrument for implementation of BBS, which was created after on site workshop along with site
management & supervisors along with the view of safety officers.
Therefore by using proper methods & calculating tools, safety culture in construction project can be measured by
the combination of using three ideas among the team members which has parties from three parties. The
implementation of tools for measurements for each is discussed in details while mentioning the case based
development in above sections.

4.2 Case-based model development


As per the theoretical development, the SCI shows the quality of construction projects & places a special
importance on different party composition of the construction project culture. The model in the practical aspects
is undertaken by a consulting projects conducted for railway & roadways projects. This project is separated into
double parts. One is BBS implementation & safety climate survey, for calculating the environment ideas & the
behavior ideas respectively. This part explains about the methods & results of two parts & explains the purpose
of SCI Model for safety culture studies in construction projects. The Results & findings from this model
improvement shows the non- alignment in between owner & project safety culture & give effective & targeted
recommendations & solutions to safety culture based on behavior.
4.2.1 Safety Climate Survey Method

As per the organisation safety culture of the owner, physical interviews with higher management including
Director, Deputy Director, Group directors were conducted with owners Directors. Those higher level staffs are
selected carefully from various group, divisions & projects. Their opinion, attitude, towards safety culture are also
taken. Survey at project level also conducted for some 300 workers, 30 supervisors & some site engineers
participate in the survey. Along with it the author interviewed some 6 members of project owners, contractor
project manager, some staff safety officers must know about the safety culture from higher level managers for
perspective of the management.

4.2.2 BBS Implementation Method


Following the two-layer structure (management and workforce) in the SCI model, both the workers’ unsafe
behaviors and the management unsafe behaviors were taken into account in BBS implementation. In order to
explore the behavior construct, a 9-week Behavior Based Safety (BBS) scheme was carried out on the same two
construction projects. In consideration of the characteristics of construction projects discussed above, the
authors improved the traditional BBS workflow and developed a scheme with three periods, named baseline
observation, intervention and follow-up observation. Two rounds of observations focusing on the 46 critical
behaviors were conducted randomly per week on each site in the 3-week baseline observation period, to ensure
the reliability and robustness of records. A dynamic and flexible three-step Intervention Cycle was applied during
the 6-week intervention period to achieve continuous improvement. Finally, the intervention techniques were
removed in the follow-up period, to validate the effectiveness of the whole approach in terms of continuous
improvement on behaviors. With regard to the observation results, the record of each behavior observed in each

week were converted into scores as in percentages. The behavior score represents the percentage of the number
of safe behaviors in the total observations. The average of all behavior scores belonging to the same category
would be the category score while the overall score for each project would be reached by averaging the 9 category
scores. To deal with the big challenges of traditional BBS implementation in construction industry and for
sustainable BBS intervention outcome, a causation model of unsafe behaviors has been developed based on
Theory of Planned Behavior (TPB) as a causation-analysis tool to investigate the causes of workers’ unsafe
behaviors, especially the managerial factors. The causation analysis was conducted by the authors through face-
to-face interview s and discussions with the person who made an unsafe behavior based on the causation model.
By virtue of the data collected through interviews, the observer took the in-depth analysis to figure out and
generalize the individual causes and the management causes of specific unsafe behaviors.

5. RESULTS

5.1 Safety Climate Survey


The score of the survey & interview suggestion in the safety climate results as the assessment for owner
organisation & project safety culture. The elements are assessed on the 100-scoring system. With respect to the
interview with the management, the criteria for safety climate were created & split into five levels, the score
levelling between 100 to 20 with the gap of 20. The best practice in safety performance for the element is set at
the score of 100. The assessing meaning was established by the comparison between the outcome of the interview
& the criteria mentioned. The second elements assessment, Safety Management System (SMS), completed
through document review. Every statements in this study are measured in Five-point Likert Scale, mentioning the

system to maintain the consistency. When the above steps are completed, a score was given to the owners
organisational & project safety culture based on the feedback & end results obtained from the interviews & survey,
as well as the reviewed documents & observation sites. In general. the final score of owners safety was ninety
three & the average score of project safety culture was Seventy one. It came to an end that the non- alignment was
there between the project & Owners safety Culture was mainly caused by the poor safety culture of sub-
contractors. Poor management commitment & support to safety by sub-Contractors, weak communication in
between foreman & workers regarding safety responsibilities & employees in- sufficient safety knowledge &
awareness are the 4 major cause that lead to the misalignment.

5.2 BBS Implementation


Altogether, 10,682 examples of representatives' practices were seen on two destinations and assessed in 9 weeks.
