STATE-WISE QUARANTINE GUIDELINES

Delhi

1. Health screening:
 Random sample collection will be done for passengers arriving from
states where there has been a spurt in number of COVID-19 cases.
 Passengers will be allowed to exit after sample collection.
 Thermal screening will be done for all passengers upon arrival.
 Mandatory for passengers arriving from Maharashtra to carry RT-PCR
report not earlier than 72 hours before scheduled time of landing. RT-
PCR timeline starts from the swab collection time.
 Mandatory for passengers arriving from Andhra Pradesh and
Telangana states are advised to be in possession of RT-PCR negative
report from ICMR accredited labs done within last 72 hours or
vaccination certificate (2 doses complete), for quarantine details
please check the quarantine section.

2. Quarantine requirements:
 All persons arriving from the State of Andhra Pradesh and Telangana
in NCT of Delhi shall have to undergo mandatory Government
institutional quarantine/paid quarantine for 14 days at facilities
established/identified by the concerned District Magistrate if not in
possession of RT-PCR negative report or vaccination certificate (2
doses complete), if in possession of RT-PCR negative report or
vaccination certificate (2 doses complete) then 7 days of home
quarantine is required.
 When arriving from any domestic city/state: 7 days of home
quarantine is required.
 Passengers who are found positive will be quarantined at home or
CCC/CHC/Hospital for 10 days.
 Constitutional and Govt. functionaries as well as their staff members
are exempted from 7 days of home quarantine.

3. Travel requirements:
 When arriving from a domestic city/state: Passengers must download
the Aarogya Setu app.

Haryana

1. Health screening:
 COVID-19 test is not required.
 Thermal screening will be done for all passengers upon arrival.

2. Quarantine requirements:
 No quarantine required.

3. Travel requirements:
 Passengers must download the Aarogya Setu app.

Jammu and Kashmir

1. Health screening:
 COVID-19 test is mandatory for all passengers.
 For Srinagar: Defense personnel are exempted from the test.
 For Jammu: Defense personnel arriving for duty are exempted from
the test.

2. Quarantine requirements:
 No institutional quarantine required. However, if passenger is tested
positive, they will be asked to home quarantine for 14 days.

3. Travel requirements:
 Passengers are required to fill up ICMR Health Form on arrival.
 Passenger is required to undergo COVID-19 test at the airport.
 All passengers must download the Aarogya Setu app.

Punjab

1. Health screening:
 Thermal screening will be conducted for all passengers.
 Passengers arriving from other states to carry a COVID-19 negative
report from an ICMR approved lab not earlier than 72 hours of arrival.
RT-PCR timeline starts from the swab collection time. or be in
possession of vaccination certificate (at least one dose) over 2 weeks
old.
 Passengers not in possession of RT-PCR negative report shall be
required to undergo RAT test upon arrival at their own cost.

2. Quarantine requirements:
 When arriving from a domestic city/state: No quarantine required.
 When arriving from an international destination: Passengers arriving
from an international destination in Punjab will be tested by RAT kits
at airport in case of unavailability of RT-PCR report for test conducted
within 96 hours of arrival. Passengers will be required to home
quarantine for 7 days.

3. Travel requirements:
 All passengers must download the Aarogya Setu app.
 All passengers must register on COVA Punjab App before commencing
their journey.

Chandigarh

1. Health screening:
 Thermal screening will be done for all passengers.
 Mandatory for passengers arriving in Chandigarh to carry a negative
RT-PCR report not earlier than 72 hours from an ICMR approved
laboratory.
 RT-PCR timeline starts from the swab collection time or passengers are
to be in possession of vaccination certificate (at least one dose) over 2
weeks old.

2. Quarantine requirements:
 No quarantine required.

3. Travel requirements:
 Passenger is required to fill a health declaration form upon arrival.
 All passengers must download the Aarogya Setu app.
 All passengers must register on COVA Punjab App before commencing
their journey.

Uttar Pradesh

1. Health screening:
 Thermal screening will be done for all passengers.
 Passengers arriving from Kerala and Maharashtra will require RT-PCR
negative report from ICMR accredited labs done within last 72 hours.

2. Quarantine requirements:
 When arriving from a domestic city/state: 14 days of home
quarantine.
 Exception: Passengers exiting Uttar Pradesh within 7 days of arrival
shall be exempted from mandatory quarantine subject to validation of
return/onward travel.
 When arriving from an international destination: Please refer to the

3. Travel requirements:
 Passenger will need to register on state website before they exit the
arrival hall using this web link: https://reg.upcovid.in or calling on
1800-180-5145.
 Passengers exiting Uttar Pradesh within 7 days of arrival shall be
exempted from mandatory quarantine subject to validation of
return/onward travel.
 All passengers must download the Aarogya Setu app.

Uttarakhand

1. Health screening:
 Thermal screening shall be conducted for all passengers.
 Passengers to carry a RT-PCR negative report from an ICMR approved
lab not earlier than 72 hours from departure. RT-PCR timeline starts
from the swab collection time.
 COVID-19 test will be done for passengers arriving from Maharashtra,
Kerala, Punjab, Karnataka, Chhattisgarh, Madhya Pradesh, Tamil
Nadu, Gujarat, Haryana, Uttar Pradesh, Delhi & Rajasthan.
 Passengers with positive COVID-19 result will be sent to quarantine
center for further processing.

2. Quarantine requirements:
 No quarantine for passengers coming to Uttarakhand with stay less
than 7 days. Visitors will have to provide residence/stay address to
authorities.
3. Travel requirements:
 All passengers travelling to Uttarakhand need to register on the state
website http://smartcitydehradun.uk.gov.in.
 All passengers must download the Aarogya Setu app.
Andaman and Nicobar Islands

1. Health screening:
 Thermal screening will be done for all passengers.
 All incoming passengers arriving will have to carry mandatory RT-PCR
negative test report issued from a ICMR approved lab, subject to
condition that RT-PCR test should have been taken within 48 hours.
RT-PCR timeline starts from the swab collection time.
 In addition to being in possession of negative RT-PCR report, all
arriving passengers shall mandatorily undergo RAT test upon arrival at
designated testing centers located within 2kms of the airport.

2. Quarantine requirements:
 Mandatory 7-day home quarantine for all passengers even if the test
of the result conducted on arrival is negative.
 If any passenger tests positive will be sent for institutional quarantine
for further treatment.

3. Travel requirements:
 All passengers must download Aarogya Setu App.
 Hand-written reports are not acceptable. Any passenger arriving
without RT-PCR negative test report will be deported on the same
flight.
 Passengers shall not be allowed to pick up their checked-in baggage at
the arrival hall. The same shall be handed over to them at the testing
center.
 All tourism activities are temporarily suspended.

Assam

1. Health screening:
 Thermal screening will be conducted upon arrivals.
 All passengers arriving at any airport in Assam shall mandatorily
undergo RAT test upon arrival free of cost.
 If the test result of the RAT test is positive, the passenger will have to
undergo home isolation or get admitted in private hospital or
Government Health Institution depending on his/her medical condition.
 If the test result of the RAT test is negative, the passenger will have to
undergo RT-PCR at the airport itself. The cost of the RT-PCR test shall
be borne by the passenger.
 Passengers shall be allowed to leave the airport once the sample/swab
for RT-PCR test has been collected and with the condition that he/she
shall remain under home quarantine until the result is declared.
 If the test result of the RT-PCR test is positive, the passenger will have
to undergo home isolation or get admitted in private hospital or
Government Health Institution depending on his/her medical condition.
 If the test result of the RT-PCR test is negative, the passenger can
continue his/her activities.

2. Quarantine requirements:
 Mandatory 7-day home quarantine for all passengers even if the test
of the result conducted on arrival is negative.
 Exemption from Quarantine:
 Residents of Northeastern states other than Assam who are arriving in
any airport in Assam from outside the state and are directly travelling
onwards to any other Norther Eastern States shall be exempted from
on arrival testing provided they are able to produce proof of address in
the Northeastern States and are asymptomatic.
 All transit passengers of Intra Assam and Inter Northeastern states
shall be exempted from on arrival testing provided they are able to
produce proof of address in the Northeastern states and are
asymptomatic.
 Government officials and those travelling due to medical reasons and
family bereavement shall exempted from mandatory quarantine.

Bihar

1. Health screening:
 Thermal screening will be conducted upon arrival.

 Passengers arriving from Kerala, Maharashtra and Punjab will require


RT-PCR negative report from ICMR accredited labs done within last 72
hours.
 Passengers not carrying the RT-PCR negative report will have to
undergo a RT-PCR test upon arrival.

2. Quarantine requirements:
 Mandatory 10 days quarantine for passengers arriving Maharashtra,
Kerala & Punjab.

3. Travel requirements:
 All passengers must download the Aarogya Setu app.
Chhattisgarh

1. Health screening:
 Health screening will be conducted upon arrival.
 All passengers travelling to Chhattisgarh are advised to be in
possession of RT-PCR negative report not earlier than 96 hours or a
COVID-19 vaccination final certificate (after 2 doses of vaccination).
RT-PCR timeline starts from the swab collection time.
 Passengers not in possession of RT-PCR negative report or vaccination
certificate shall be required to undergo test upon arrival.
 Children below the age of 12 years shall be exempted from pre-
departure RT-PCR and on arrival test.

2. Quarantine requirements:
 Passengers undergoing test upon arrival shall be required to remain in
home quarantine till the test result is declared.

3. Travel requirements:
 All passengers must download the Aarogya Setu app.

Jharkhand

1. Health screening:
 Thermal screening will be conducted for all passengers.

 Mandatory for all passengers arriving to carry a RT-PCR negative


report from ICMR accredited labs administered within last 72 hours.
RT-PCR timeline starts from the swab collection time.
 Passengers arriving without negative RT-PCR report will be subject to
RT-PCR test at airport and fill up self-declaration form.

2. Quarantine requirements:
 Mandatory 7-day home quarantine for all passenger arriving in the
state of Jharkhand.
 Following passenger categories are exempted from the mandatory 7-
day home quarantine period:
o Passengers who have a return journey within 72 hours from the arrival
into the state of Jharkhand.
o Passengers passing through the state during interstate movement.
o Government of India officials on official duty.
o Passengers who undertake daily interstate travel for purpose of
mining/industrial/agriculture/health care related activities.
3. Travel requirements:
 Passengers are advised to self-monitor health for 14 days.
 All passengers must download the Aarogya Setu app.
 All passengers are required to register on Government of Jharkhand
website www.jharkhandtravel.nic.in preferably before departure.

Odisha

1. Health screening:
 All passengers travelling to Odisha are advised to be in possession of
RT-PCR negative report or RAT negative report not earlier than 48
hours or a COVID vaccination final certificate (after 2 doses of
vaccination). RT-PCR timeline starts from the swab collection time.

2. Quarantine requirements:
 Passengers not in possession of RT-PCR/RAT negative report or
vaccination final certificate shall be subject to mandatory home/paid
institutional quarantine as advised by the health authorities upon
arrival.

3. Travel requirements:
 All passengers must download the Aarogya Setu app.

West Bengal

1. Health screening:

 Thermal screening will be done for all passengers.


 It is mandatory for passengers arriving in West Bengal to carry a
COVID-19 negative report from an ICMR approved lab not earlier than
72 hours of arrival.
 Symptomatic passengers shall be taken to the nearest facility for
COVID-19 test.

2. Quarantine requirements:

 14 days of self-monitoring for all asymptomatic passengers.


 For symptomatic passengers, the health authorities will decide the
quarantine requirement on case basis.

3. Travel requirements:

 When arriving from a domestic city/state: All passengers must


download the Aarogya Setu app.
 All passengers must fill up and submit the declaration form using
Sandhane App developed by H&FW Department of West Bengal.
 When arriving from an international destination: Please refer to the
section below to know the detailed travel rules and requirements.

Goa

1. Health screening:
 None.
 Mandatory for all passengers arriving in Goa from any state to be in
possession of RT-PCR negative report from ICMR accredited labs done
within last 72 hours or vaccination certificate (2 doses complete). RT-
PCR timeline starts from the swab collection time.
 Passengers not fulfilling the requirements shall be denied boarded at
the origin station.
 Following passengers are exempted from the above-mentioned
requirement:
o Passengers entering Goa for a medical emergency on production of
proof or coming in an ambulance.

2. Quarantine requirements:
 None.

3. Travel requirements:
 All passengers must download the Aarogya Setu app.

Gujarat

1. Health screening:
 Thermal screening will be done for all passengers.
 Symptomatic passengers upon arrival shall be required to undergo RT-
PCR test at their own cost.

2. Quarantine requirements:
 All passengers are required to undergo mandatory quarantine at home
for 7 days and monitor their health for 14 days.

3. Travel requirements:
 All passengers must download the Aarogya Setu app.

Madhya Pradesh
1. Health screening:
 Thermal screening shall be done for all passengers.

2. Quarantine requirements:
 Not required.

3. Travel requirements:
 All passengers must download the Aarogya Setu app.
 All passengers are required to download the Indore 311 App & self-
register before arrival.
 Undertaking form will be taken for home quarantine for 14 days incase
passengers develops COVID-19 symptoms.
 All passengers are required update their health status on Indore 311
App for 14 days.
 For business travellers, there is no restriction if stay is less than 3
days. While exiting the airport, passengers need to inform admin
official about the short stay.

Rajasthan

1. Health screening:
 Thermal screening shall be done for all passengers.
 COVID-19 test shall be done for all symptomatic passengers.
 It is mandatory for passengers arriving from other states to carry a
COVID negative report from an ICMR approved lab not earlier than 72
hours of arrival into the state of Rajasthan.

2. Quarantine requirements:
 14 days of voluntary home quarantine for all passengers.
 Symptomatic passengers shall be isolated and taken to nearest health
facility.

3. Travel requirements:
 All passengers must download Aarogya Setu app.
 All passengers must submit Self-Health Declaration and go through
screening process.

Pune

1. Health screening:
 Thermal screening shall be done for all passengers.
 Mandatory for passengers arriving to Maharashtra to carry RT-PCR
report not earlier than 48 hours before scheduled time of landing.
2. Quarantine requirements:
 No quarantine & hand stamping for asymptomatic passengers.

3. Travel requirements:
 All passengers must download the Aarogya Setu app.

Mumbai

1. Health screening:
 Thermal screening shall be done for all passengers.
 Mandatory for passengers arriving to Maharashtra to carry RT-PCR
report not earlier than 48 hours before scheduled time of landing.

2. Quarantine requirements:
 When arriving from a domestic city/state: No quarantine or hand
stamping
for asymptomatic passengers.
 When arriving from an international destination: Please refer to the

3. Travel requirements:
 All passengers must download the Aarogya Setu app.

Telangana:

1. Health screening:
 Thermal screening will be done for all passengers.

Karnataka

1. Health screening:
 Health screening will be carried out for all passengers.

2. Quarantine requirements:
 No quarantine is required.

Kerala

1. Health screening:
 Thermal screening will be done for all passengers.
 For all passengers arriving in Kerala, it is mandatory to carry a
negative RT-PCR report from an ICMR approved lab not earlier than 72
hours. RT-PCR timeline starts from the swab collection time.
 Passengers who are not in possession of the RT-PCR negative report
shall be required to undergo RT PCR test upon arrival at their own cost
at facility outside the airport if their port of arrival is Trivandrum. If the
port of arrival is Kochi the RT-PCR testing facility is available at the
airport.
 Passengers who visit the State for a short period for purposes like
business, official, trade, medical, court cases, property management or
any like purposes shall be mandatory required to carry RT-PCR
negative report not earlier than 72 hours. RT-PCR timeline starts from
the swab collection time.

2. Quarantine requirements:
 Passengers who do not want to undergo RT-PCR test upon arrival will
be required to undergo mandatory 14 days home quarantine.

 All passengers are required to register their details on
https://covid19jagratha.kerala.nic.in/ and obtain e-pass.
 Upon arrival, passengers are required to show their e-pass to the
health officials.
Tamil Nadu

1. Health screening:
When arriving from a domestic city/state:
 Thermal screening shall be done for all passengers.
 No COVID-19 testing for passengers arriving from other airports in
Tamil Nadu.
 COVID testing will be done to only symptomatic persons coming from
other states/UT/countries.
 Passengers who undergo test on arrival and are:
o Found to be positive and symptomatic – will be taken to hospital
isolation.
o Found to be negative and asymptomatic – will remain in home
quarantine for 14 days.
o Found to be negative and symptomatic – will be taken to hospital
isolation and decided based on medical opinion.
 When arriving from an international destination: Please refer to the

 The State Government has clarified that RT-PCR test is mandatory on
arrival airport to the passenger's (including crew members) who are
arriving from United Kingdom to Tamil Nadu.

2. Quarantine requirements:

When arriving from a domestic city/state:

 14 days of home quarantine for all passengers arriving in Tamil Nadu


from other states/UT.
 Symptomatic passengers will be required to go for institutional
quarantine till the time COVID-19 test results are available, at the
discretion of health officials, after which they will be required to
complete remaining period of 14 days of home quarantine.
 Business travelers visiting Tamil Nadu for a short stay of 72 hours are
exempt from home quarantine norms. In such cases the individual
shall furnish valid return document.

 All customers coming from other states/UTs/countries are mandatorily
required to obtain auto generated e-pass through
https://tnepass.tnega.org/#/user/pass.
 All passengers must download Aarogya Setu app.

When arriving from an international destination:

Varanasi

1. Health screening:
 For passengers arriving in Varanasi from Maharashtra and Kerala,
below shall apply:
 If the passengers are not carrying the RT-PCR negative report, then
they will undergo the Rapid Antigen Test at Varanasi Airport.
 Any passengers found with symptoms and not carrying the RT-PCR
negative report will undergo RT-PCR test at Varanasi Airport.
 Both Rapid Antigen test and RT-PCR test will be administered free of
cost by the state authorities.

home quarantine for 14 days.
 Exception: Passengers exiting Uttar Pradesh within 7 days of arrival
shall be exempted from mandatory quarantine subject to validation of
