Delhi
International

International

• Upon arrival in the State of Uttar Pradesh, all International Passengers will be
contacted over phone by Uttar Pradesh administration till 7 days of their arrival w.r.t
health monitoring.

• A covid-hospital having isolation facility for international passengers should be


earmarked by State Authorities.

• List of International Passengers arriving State of U.P shall be maintained at ‘Integrated


Covid Command And Control Centre’ by State Administration.

• During stay at UP, Symptomatic International passengers or their contacts will be


contacted by Rapid Response Team (RRT) of UP Govt. for further testing & treatment
as per protocol.

Note:

The existing guidelines for international arrivals in India have been revised in view of
reporting of a new variant of SARS-CoV-2 (B.1.1.529; named Omicron) which has been
now classified as Variant of Concern by the World Health Organization.
Uttrakhand
(Dehradun, Pantnagar)

Domestic :‐ 
(1) Institutional Quarantine

● Thermal screening shall be done for all passengers by State Health 
Authorities. 
(4) Covid Test 
● Travelers shall carry the certificate showing two doses of vaccination 
(with 15 days cooling period after the second dose) or a RT‐PCR negative 
certificate taken within 72 hours before the start of journey. 
● Otherwise, RT‐PCR test will be conducted on arrival at airport by State 
Health Authorities on free basis. 
 
(5) Passenger Obligation 
● All passengers have to follow the COVID‐ 19 regulations and protocols as 
decided by the Ministry of Civil Aviation while they are at the Airport. 
●  Wearing of masks is mandatory. 
 
(6) Airline Obligation 
● De‐boarding should be done ensuring social distancing 
● All Airlines Shall make an onboard announcement for proper disposal of 
PPEs in biohazard bins 
 
(7) Airport/State Obligation 
● COVID‐19 prevention and precautionary tips are displayed in FIDs and 
flex banner and stickers are pasted/placed at different passenger eye 
contact points 
Punjab
(Amritsar, Pathankot, Ludhiana, Adampur)
Domestic

 Only passengers who are fully vaccinated, or Covid recovered, or with negative
RTPCR report of last 72 hours shall be allowed entry in Punjab. In case a passenger
doesn’t have either of these, RAT testing shall be mandatory. Passengers travelling
by flights shall be mandatorily required to be fully vaccinated, or Covid recovered,
or with negative RTPCR report of last 72 hrs.

Institutional quarantine: N/A

Home quarantine:

 Passengers who have attended large gatherings anywhere (religious/political/social)


to be mandatorily home quarantined for 05 days and tested as per protocol.
Health screening:

 Thermal screening will be conducted for all passengers


Covid Test:

RTPCR report of last 72 hours shall be allowed entry in Punjab. In case a passenger
doesn’t have either of these, RAT testing shall be mandatory. Passengers travelling
by flights shall be mandatorily required to be fully vaccinated, or Covid recovered,
or with negative RTPCR report of last 72 hrs.

Passenger obligation:

● Only passengers who are fully vaccinated, or Covid recovered, or with negative
RTPCR report of last 72 hours shall be allowed entry in Punjab. In case a passenger

● All passenger must register on COVA Punjab App before commencing their Journey

● Boarding pass shall be considered as e-pass for movement to & from airport during
curfew period

● Provide details of passengers with state administration
● Deplane passengers from the aircraft by maintaining social distancing

Passenger obligation

• Passengers travelling by air shall be mandatorily required to be fully vaccinated, or


COVID recovered, or with negative RTPCR report of last 72 hours. As such, it is
compulsory for all passengers entering Punjab to carry either a certificate of complete
vaccination of both doses, or, carry a negative RT-PCR Certificate of last 72 hours.
Further, in the absence of the requirements as stated, passengers would be stopped from
boarding the aircraft at the point of origin itself. Children below 10 years of age are
exempted from either of the conditions.
● All incoming passengers belonging to Punjab/whose destination is Punjab shall install
COVA-application on their smart phone before exiting the airport. Passengers shall
necessarily turn on blue-tooth and GPS.

Airline obligation

• Passengers travelling by air shall be mandatorily required to be fully vaccinated, or


COVID recovered, or with negative RTPCR report of last 72 hours. As such, it is
compulsory for all passengers entering Punjab to carry either a certificate of complete
vaccination of both doses, or, carry a negative RT-PCR Certificate of last 72 hours.
Further, in the absence of the requirements as stated, passengers would be stopped from
boarding the aircraft at the point of origin itself. Children below 10 years of age are
exempted from either of the conditions.

• The Station Managers of Airlines shall give wide publicity of these instructions and
ensure that passengers who do not meet these requirements are not allowed to board at
the point(s) of Origin.

● The airlines shall publicize above extensively to ensure that this information is available
to all pax boarding the flights well before their departure.

Airport or State obligation

• Passengers travelling by air shall be mandatorily required to be fully vaccinated, or


COVID recovered, or with negative RTPCR report of last 72 hours. As such, it is
compulsory for all passengers entering Punjab to carry either a certificate of complete
vaccination of both doses, or, carry a negative RT-PCR Certificate of last 72 hours.
Further, in the absence of the requirements as stated, passengers would be stopped from
boarding the aircraft at the point of origin itself. Children below 10 years of age are
exempted from either of the conditions.

• The passengers found to be symptomatic during screening shall be isolated and


immediately action shall be taken as per health protocol.

International

Himachal Pradesh
(Kullu, Kangra, Shimla)

Domestic

Institutional quarantine - N/A


Home quarantine - N/A

Health screening:

• Thermal Screening will be done for all passengers upon arrival.

Covid Test: N/A

Passenger obligation

• All persons intending to visit the State of Himachal Pradesh for tourism related activities
are advised to carry their COVID-19 Vaccine Certificates (single or both doses), or a
negative RT-PCR Test Report issued not earlier than 72 hours.

● All passengers shall download AarogyaSetu App.

● All inter-state movement to the state will be monitored through Registration in Covid
e-pass software (http://covid19epass.hp.gov.in). To monitor compliance with Quarantine
requirements and facilitate contact tracing of person in the event of detection of covid-19
positive cases, all people desirous of entering the state shall enter their particulars in this
online software and details of their arrival will be shared with all concerned stakeholders.

Airline obligation

• All persons intending to visit the State of Himachal Pradesh for tourism related activities
are advised to carry their COVID-19 Vaccine Certificates (single or both doses), or a
negative RT-PCR Test Report issued not earlier than 72 hours.

Airport or State obligation

• All persons intending to visit the State of Himachal Pradesh for tourism related activities
are advised to carry their COVID-19 Vaccine Certificates (single or both doses), or a
negative RT-PCR Test Report issued not earlier than 72 hours.

• Thermal Screening will be done for all passengers upon arrival.

JAMMU & KASHMIR


(Srinagar, Jammu)
Domestic

Institutional quarantine

● All Air passengers who have a valid contactable mobile number with the AarogyaSetu
application downloaded on their phones shall be sent for Home Quarantine for 14 days
or till their test results are reported negative, after their sampling is done as per the
protocol in use.
● In case of Air passengers without a valid contactable phone number with the
AarogyaSetu app downloaded on their phones, they will be sent to
Administrative/Institutional Quarantine or Paid Quarantine for 14 days or till their test
results are reported negative, in which case they are released for Home Quarantine.

Home quarantine

● All Air passengers who have a valid contactable mobile number with the AarogyaSetu
application downloaded on their phones shall be sent for Home Quarantine for 14 days
or till their test results are reported negative, after their sampling is done as per the
protocol in use.

● In case of Air passengers without a valid contactable phone number with the
AarogyaSetu app downloaded on their phones, they will be sent to
Administrative/Institutional Quarantine or Paid Quarantine for 14 days or till their test
results are reported negative, in which case they are released for Home Quarantine.

● In the event of any such Air passengers testing positive, the protocol with regard to
COVID-19 positive patients will be followed.

● The personnel of Defense and Central Armed Police Forces returning to duty, including
transit labour hired by BRO to go to Ladakh, are exempted from compulsory 100%
COVID-19 antigen testing and administrative/ institutional quarantine in any facility
authorized by the Government of Jammu & Kashmir. The said personnel shall be allowed
to proceed to the institutional quarantine of their respective Units/Formations for
necessary quarantine as per their internal procedures.

Health screening

• The following categories of incoming air passengers to the UT of J&K shall NOT be
required to undergo RTPCR or Rapid Antigen Covid-19 on arrival :

1. If they are carrying a valid and verifiable Final Certificate of Covid-19 vaccination.

2. If they are carrying a valid and verifiable RT-PCR Covid-19 Negative report taken
within 72 hours of arrival time.

Covid test

● The following categories of incoming air passengers to the UT of J&K shall NOT be
required to undergo RTPCR or Rapid Antigen Covid-19 on arrival :

1. If they are carrying a valid and verifiable Final Certificate of Covid-19 vaccination.

2. If they are carrying a valid and verifiable RT-PCR Covid-19 Negative report taken
within 72 hours of arrival time.

Passenger obligation
● Passengers shall have a valid contactable mobile number with AarogyaSetu application
downloaded on their phones.

● Passengers are required to undergo COVID- 19 Test at the Airport free of Cost.

● The following categories of incoming air passengers to the UT of J&K shall NOT be
required to undergo RTPCR or Rapid Antigen Covid-19 on arrival :

1. If they are carrying a valid and verifiable Final Certificate of Covid-19 vaccination.

2. If they are carrying a valid and verifiable RT-PCR Covid-19 Negative report taken
within 72 hours of arrival time.

• Concerned District Magistrates shall strictly ensure compliance to the above.

Airline obligation

● The following categories of incoming air passengers to the UT of J&K shall NOT be
required to undergo RTPCR or Rapid Antigen Covid-19 on arrival :

1. If they are carrying a valid and verifiable Final Certificate of Covid-19 vaccination.

2. If they are carrying a valid and verifiable RT-PCR Covid-19 Negative report taken
within 72 hours of arrival time.

• Inform passengers that there will be mandatory tests on arrival for all Passengers except
for Defense Personnel and Central Armed Police Forces.

Airport or State obligation

• All Passengers arriving shall be 100% tested for COVID 19 antigen using the RT-PCR
or Rapid Antigen test or any other prescribed method free of Cost.

• Fulfill quarantine requirements.

•The following categories of incoming air passengers to the UT of J&K shall NOT be
required to undergo RTPCR or Rapid Antigen Covid-19 on arrival :

1. If they are carrying a valid and verifiable Final Certificate of Covid-19 vaccination.

2. If they are carrying a valid and verifiable RT-PCR Covid-19 Negative report taken
within 72 hours of arrival time.

International

LADAKH
(Leh)
Domestic

Institutional quarantine

● Passengers not having a valid COVID19 Test Report of not more than 96 hours from
an ICMR approved test laboratories must mandatorily undergo COVID-19
RTPCR/RAT test as mandated by the administration and shall be institutionally
quarantined at quarantine centre or place of stay at their cost till such time they are
declared Covid negative.

Home Quarantine

● Incoming passenger(s) who is/are declared suspects in the AarogyaSetu app will
mandatorily be home quarantined for 14 days. In case, they develop any symptoms, they
shall inform the District Surveillance Officer of the respective district immediately. Such
persons will be administered a COVID19 test by the District Surveillance Officer and till
such time their test report is declared negative, they will have to stay under home
quarantine alongwith other family members.

Health screening

● Passengers arriving Laddakh by air must produce RT-PCR negative Test Report of
not more than 96 hours from an ICMR approved test laboratories.

● Passengers not having a valid COVID19 Test Report of not more than 96 hours from
an ICMR approved test laboratories must mandatorily undergo COVID-19
RTPCR/RAT test as mandated by the administration and shall be institutionally
quarantined at quarantine centre or place of stay at their cost till such time they are
declared Covid negative.

● Thermal screening will be conducted for all passengers

● Any person(s) reported with severe COVID-19 symptoms will be isolated by the District
Administration along with their contacts

● All Passengers, including those double-vaccinated arriving Leh/Laddakh by air must


undergo RTPCR Testing at the point of arrival. 50% of the Covid samples will be sent
for Genome Sequencing.

Covid test

● Passengers arriving Laddakh by air must produce RT-PCR negative Test Report of
not more than 96 hours from an ICMR approved test laboratories.

● Any person(s) reported with severe COVID-19 symptoms will be isolated by the District
Administration along with their contacts
● All Labours arriving in Ladakh both by air and road are advised to come through
contractor(s) or labour agencies with COVID-19 test report of 96 hours before their
arrival in Ladakh form ICMR approved test laboratories. Such labourers who arrive in
Ladakh, without any COVID-19 test report shall be turned back at the cost of
contractors/mates at the point of entry.

● Incoming passenger(s) who is/are declared suspects in the Aarogya Setu app will
mandatorily be home quarantined for 14 days. In case, they develop any symptoms, they
shall inform the District Surveillance Officer of the respective district immediately. Such
persons will be administered a COVID19 test by the District Surveillance Officer and till
such time their test report is declared negative, they will have to stay under home
quarantine alongwith other family members.

● All Passengers, including those double-vaccinated arriving Leh/Laddakh by air must


undergo RTPCR Testing at the point of arrival. 50% of the Covid samples will be sent
for Genome Sequencing.

● Persons arriving in Ladakh on official duty or duty which entails visiting offices or
coming in contact with large number of people, or tourists, must strictly follow COVID-
19 precautionary measures such as hand sanitization, social distancing, wearing of face
mask at all times during the course of their stay in Ladakh. In case, they develop any
symptoms, they shall inform the District Surveillance Officer of the respective districts
immediately. Such persons will be administered a COVID-19 test by the District
Surveillance Officer and till such time their test report is declared negative, they will have
to stay under mandatory quarantine.

Passenger obligation

● Passengers arriving Laddakh by air must produce RT-PCR negative Test Report of
not more than 96 hours from an ICMR approved test laboratories.

● All Passengers, including those double-vaccinated arriving Leh/Laddakh by air must


undergo RTPCR Testing at the point of arrival. 50% of the Covid samples will be sent
for Genome Sequencing.

timings and carry a negative test report.

● All Passengers, including those double-vaccinated arriving Leh/Laddakh by air must


undergo RTPCR Testing at the point of arrival. 50% of the Covid samples will be sent
for Genome Sequencing.

● Incoming passenger(s) who is/are declared suspects in the AarogyaSetu app will
mandatorily be home quarantined for 14 days. In case, they develop any symptoms, they
shall inform the District Surveillance Officer of the respective district immediately. Such
persons will be administered a COVID19 test by the District Surveillance Officer and till
such time their test report is declared negative, they will have to stay under home
quarantine alongwith other family members.

for Genome Sequencing.

● Thermal screening will be conducted for all passengers


● Passengers who have been inoculated with both the doses of COVID-19 vaccine and 15
days have elapsed since the date of second dose and has no clinical symptoms of COVID-
19 are exempted from production of negative RTPCR Test report .

● Incoming passenger(s) who is/are declared suspects in the Arogya Setu app will
mandatorily be home quarantined for 14 days. In case, they develop any symptoms, they
shall inform the District Surveillance Officer of the respective district immediately. Such
persons will be administered a COVID19 test by the District Surveillance Officer and till
such time their test report is declared negative, they will have to stay under home
quarantine alongwith other family members.

● Any person(s) reported with severe COVID-19 symptom will be isolated by the District
Administration along with their contacts

● The personnel of Defence and Central Armed Police Forces returning to duty by road
or special flights are exempted from the above provisions and shall be allowed to proceed
to their respective Units/Formations for necessary quarantine as per their internal
procedures.

RAJASTHAN
(Jaipur, Jodhpur, Jaisalmer, Udaipur, Kishangarh& Bikaner)

Domestic

Institutional quarantine

● Passengers who have been administered 1st dose of COVID Vaccine will be allowed to
enter the State of Rajasthan. They are neither required to produce RTPCR negative test
report, nor would be quarantined, be it Home or Institutional.

● All such passengers who have not been administered the 1st dose of COVID Vaccine
must produce an RT-PCR negative report of the last 72 hours before entering the State.
Else, they would be quarantined as per extant rules.

Home quarantine
● Passengers who have been administered 1st dose of COVID Vaccine will be allowed to
enter the State of Rajasthan. They are neither required to produce RTPCR negative test
report, nor would be quarantined, be it Home or Institutional.

● All such passengers who have not been administered the 1st dose of COVID Vaccine
must produce an RT-PCR negative report of the last 72 hours before entering the State.
Else, they would be quarantined as per extant rules.

Health Screening

● Thermal Screening and Oxygen Saturation Tests mandatory for all passengers.
Passengers who have been administered 1st dose of COVID Vaccine will be allowed to
enter the State of Rajasthan. They are neither required to produce RT-PCR negative test
report, nor would be quarantined, be it Home or Institutional.

● All such passengers who have not been administered the 1st dose of COVID Vaccine
must produce an RT-PCR negative report of the last 72 hours before entering the State.
Else, they would be quarantined as per extant rules.

COVID test

● Passengers who have been administered 1st dose of COVID Vaccine will be allowed to
enter the State of Rajasthan. They are neither required to produce RTPCR negative test
report, nor would be quarantined, be it Home or Institutional.

● All such passengers who have not been administered the 1st dose of COVID Vaccine
must produce an RT-PCR negative report of the last 72 hours before entering the State.
Else, they would be quarantined as per extant rules.

Passenger obligation

● Passengers are expected to certify the status of their health through the AarogyaSetu
mobile app or a Self-Declaration Form.

● Passengers are expected to follow “No Mask-No Movement” rule and social distancing
norms.

● Passenger's Journey ticket will be considered their movement pass for travel to and
from the airport.

● Passengers who have been administered 1st dose of COVID Vaccine will be allowed to
enter the State of Rajasthan. They are neither required to produce RTPCR negative test
report, nor would be quarantined, be it Home or Institutional.

● All such passengers who have not been administered the 1st dose of COVID Vaccine
must produce an RT-PCR negative report of the last 72 hours before entering the State.
Else, they would be quarantined as per extant rules.
Airlines obligation

● All airlines must submit passenger’s details with mobile numbers in advance to below
mentioned mail id: flights.inward@rajasthan.gov.in

● Passengers who have been administered 1st dose of COVID Vaccine will be allowed to
enter the State of Rajasthan. They are neither required to produce RTPCR negative test
report, nor would be quarantined, be it Home or Institutional.

● All such passengers who have not been administered the 1st dose of COVID Vaccine
must produce an RT-PCR negative report of the last 72 hours before entering the State.
Else, they would be quarantined as per extant rules.

Airport/State obligation:

● Thermal screening shall be done for all departing passengers.

● Passengers who have been administered 1st dose of COVID Vaccine will be allowed to
enter the State of Rajasthan. They are neither required to produce RTPCR negative test
report, nor would be quarantined, be it Home or Institutional.

● All such passengers who have not been administered the 1st dose of COVID Vaccine
must produce an RT-PCR negative report of the last 72 hours before entering the State.
Else, they would be quarantined as per extant rules.
