1. The top 3 regions that have relatively equal distribution of 2015 and 2018 are
region 7, region 8 and region 10. This is because they have almost equal Gini
Concentration Ratios in the specific timeline in the given table. Also, these following
regions are closely relative in terms of Gini coefficient where it is close to perfect
equality.

means it exceeds 1.
