Discussions and Decisions:

1. Sharing of activities from last EC meeting till date

a. EC organized & successfully completed the Interaction Webinar on Social
Security Fund:
- On Wednesday, 16 June 2021, 1:00 to 3:00 PM (02-03-2078). The topics of
“Interaction program on Social Security Schemes”, Presenter of this Webinar
is Mr. Dinesh Kumar Koirala, Deputy Director, Social Security Fund.
Professional Development & Capacity Building Sub-Committee Coordinated
this webinar. The EC expressed thanks to Mr. Narayan Hari Rijal his team
for his contribution to the successful completion of this Webinar.

b. Some members of the EC participated in NGS webinar series dated (13 May
2021 to the end of December 2021) on Fifth Presentation Series dated 17 June
2021. SCAEF, also the Collaborating partner of this webinar series. SCAEF EC
Participated in the 5th "NGS Webinar Series 2021" on 11 June 2021 (28-02-
2078) Thursday". The speaker was Prof. Netra Prakash Bhandary, President of
Nepal Geotechnical Society, on the topic "Engineering geology versus
geotechnology: Demarcating the merged and merging the demarcated
perspectives”.

This webinar was focused on Japanese and global experiences on collaboration

and distinction across disciplines for understanding and mitigation of landslide and
earthquake hazards and risks, banking on his extensive experience in Japan and
Nepal in the background of Global frameworks such as SFDRR and Paris
Agreement on climate change.

c. Some members of the EC participated in NGS webinar series (13 May 2021
to the end of December 2021) on Fourth Presentation Series dated 4 June 2021.
SCAEF is also the Collaborating partner of this webinar series. SCAEF EC
Participated 6th "NGS Webinar Series 2021" on Thursday 17 June 2021 (03-
03-2078).
The speaker was Mr. Takeshi KOMINO on the topic "Making Asia Resilient to
Disasters by 2030 - Efforts of CSOs in Asia linking Local Efforts to the Global
Frameworks for DRR, CCA/CRM, EWS & Humanitarian Action”. Mr. Takeshi
KOMINO is Secretary-General and a member of the Executive Committee for the
Asian Disaster Reduction and Response Network (ADRRN). Also serves as
General Secretary of CWS Japan, Co-chairperson of Japan Platform, the joint
secretariat of Japan CSO Coalition for DRR (JCC-DRR), and the Chairperson of
Japan Quality and Accountability Network (JQAN). He graduated from Doshisha
University and holds Development Studies M.A. from Brandeis University. He
provides oversight to the Tokyo-based Innovation Hub, one of the seven Thematic
Hubs of ADRRN.

d. Letter to Ministry of Health; EC has submitted the letter to MOH (dated 3rd Ashad
2078) requesting to provide COVID-19 Vaccine with high priority expected to be a
front line staff to the Consultant Engineers & Architects; who are involved in the
infrastructure development sectors.

2. International Webinar for sharing Regional Experience in Consulting

Business
- EC decided to start over concept & share regional experience among MOU
signed countries (CEAI, CNAEC, CEAT, Pakistan, Malaysia, Iran etc.),
which helps to strengthen positioning. They would be presenter as well
who would share SWOT analysis from their own regional experience. Also,
EC decided to invite Sri Lanka and request to process for MOU.
- EC decided to request sending invitation to CEO, FIDIC Asia Pacific.
- EC decided to provide minimum of one month period for preparation and
representation of the webinar from SCAEF, after FY or July 16 (1st/2nd
week of August 2021) due to work pressure of ending FY 2077/78.
- EC has decided to add topic “Sharing of the Status of Consulting Business
in Each Country in the Context of COVID-19” for sharing global, regional
and national views and ideas.
- EC decided to purchase own Zoom license of SCAEF Nepal for up to one
year.

3. Webinar among the Member Firms on Social Security Fund

- EC decided to conduct a Webinar among the Member Firms on SSF within
one to two weeks to vigorously interact with member firms for their queries
and discussion to enhance understanding as many member firms had
missed last SSF sessions and might want to discuss among SCAEF
Member Firms in depth.
- EC decided to request to put forward the queries from Member Firms for
effective presentation from Speaker and convenient Q/A session.
- FBC’s CA Thakur Prasad Adhikari has been appointed as one of the
presenter for SSF webinar. Another speaker will be from Law, still to
decide.
- Meeting directed to PDCB Sub-Committee Coordinator Mr. Narayan Hari
Rijal to organize webinar.

4. SCAEF Billing Rate

- EC discussed about the SCAEF Billing Rate and issue related with
calculation and formula under Remuneration policy 1) Definition, 2) Hourly
& daily rate and 3) Wage rate policy.
- EC decided to invite IPP Mr. Rajesh Thapa and Ex-VP Mr. Krishna
Prasad Sapkota, who had given input to it on “the next EC Meeting” for
discussion to provide guidance.

5. Status Update on Publication of “SCAEF Mirror”

- Meeting instructed to Publication & Communication Sub-Committee
Coordinator Mr. Kichah Chitrakar to complete SCAEF Mirror on October,
well before the SCAEF Day. He has been instructed to conduct sub-
committee meeting this week and to provide fruitful result.

6. Sub-Committee Action Plan up to December 2021

- Due to absence of most Sub-committee Coordinator, the meeting could not
go for further detailed discussion but instructed them to organize their Sub-
Committee meeting through Coordinators of respective sub-committee
within a week, discuss and decide to make a plan of at least one activity
within the limit of scope of Sub-Committee and present in the next meeting
(689th Regular EC Meeting).

7. AOB
- President Mr. Tuk Lal Adhikari attended Construction Business
Development Council and Execution Committee (CBDEC) Meeting
yesterday on 13 June 2021 at 2:30 pm. The meeting discussed about the
disaster of flood and its effects on local people at Sindhupalchok and
Manang districts at starting of Monsoon. EC decided to contribute Ten
Lakhs from reserve fund to each district to provide relief to victims and
express our support. The fund will be provided to each effected entity as

1) Sindhupalchok district –
 Helambu Gaupalika – 6 Lakh
 Melamchi Nagarpalika – 4 Lakh
2) Manang District
 Chame Nagarpalika – 4 Lakh
 Naaso Gaupalika – 6 Lakh

- CBDIC will prepare and send proposal via electronic media if incase of
further more relief up to Municipalities to 4 Lakhs to the respective
development fund as per discussion.

- Next Regular EC meeting will be held on Monday 5 July 2021
