At the outset, the Chairman welcomed the members of the Council and apprised
them about certain important developments in the recent past in AICTE as under:-

 The Council has shifted its Head Office from Indira Gandhi
Stadium to 7th Floor, Chanderlok Building, Janpath, New Delhi.

 Slight amendments have been made in “anytime round the year


approval” process. As per the revised process, though the
applications can be submitted any time round the year, those
received up to 31st December will be processed for the following
academic year and the Letter of Approval in such cases will be
issued by 30th June. A revised schedule has also been evolved for
submission of compliance reports and proposals for increase/
variation in intake and additional courses etc. as under:-

The Council was also apprised of the statistics on the number of institutions,
seats and accreditation status in various streams of technical education.

 The Council has granted certain relaxations for opening of technical


institutions exclusively for women. Further, a single window system has
been put in place to process such proposals whereby the applicant
institution is required to submit the application directly in the Council
Headquarters.

 Members expressed their concern about regional imbalances in the field
of technical education. Detailed deliberations were held on the issue and
it emerged that such imbalances exist with respect to streams, regions and
gender. The Council was informed that the issue was deliberated at
length in a “National Conference on Development of Technical Education in
India” held during 17th-18th December, 2007 and a committee has already
been constituted to look into it and make recommendations.

 The Members requested a pro-active strategy to be adopted and special


incentives to be given to promote technical education in the deficit states.
The need to have a constant dialogue with these sates to create awareness
through conferences/ seminars/ workshops was emphasized.

 It was informed that National Board of Accreditation has been granted


provisional membership of the Washington Accord, thus recognizing the
Council’s accreditation process at international level. The Council has
already started follow-up action on the requirements of the Washington
Accord.

 Members expressed their concern about shortage of faculty in the field of


technical education. It was informed that the Council has constituted a
Committee headed by Prof. P. Rama Rao on this issue and it has already
submitted its recommendations. Based on these recommendations, a
proposal has already been submitted to MHRD. Three committees have
been constituted to chalk out the strategies to implement these
recommendations.

 The Members were informed that AICTE has decided to develop an e-


governance system. It has already been decided to request NIC to submit
a Detailed Project Report for implementation of this system in AICTE.

 The Members were informed that a tuition fee waiver scheme has been
implemented to promote technical education amongst women,
economically backward and physically handicapped students. The
institutions opting for this scheme will be allowed 06 additional seats per
sanctioned 60 seats to be filled up in the ratio of 2:3:1, respectively for
above referred category of students.

 It was informed that the Council has already initiated the recruitment
drive and an advertisement inviting applications for various posts has
already been inserted. These applications are being scrutinized.

Item No. 16.02.01: To receive a note on action taken on the decisions taken and
recommendations made in the 15th meeting of the Council held on
August 21, 2006.

The Council noted the action taken.

Item No. 16.03.01: To receive the Minutes and Action Taken Report of the Executive
Committee meetings held since the last Council meeting.

The Council received the information.

Section –4
(For Discussion and Consideration)

Item No. 16.04.01: To consider and approve the Annual Report for the years 2005-
2006 and 2006-2007.

The Council approved the Annual Report for the years 2005-2006
and 2006-2007.

Any other matter:

The Executive Committee appreciated the initiative of the AICTE in organizing


“National Conference on Development of Technical Education in India” and suggested that
such Conferences should be made a regular feature. It also placed on record its
appreciation for bringing about greater transparency in the approval process by way of
adopting the practice of issuing the Letter of Intent on the day of hearing itself.
