Subl Delegation of powers to the Board of Governors of Government


Engineering Colleges.

The Technical Education Quality Improvement Programme (TEQIP-III) scheme


was implemented in the State to improve the quality of Engineering Education in the
existing institutes and to strengthen their policy, academic and management practices.

An Memorandum of Understanding (MoU) was signed between the Ministry of


Human Resources Development (MoHRD), Government of India and the Government of
Odisha for the implementation of TEQIP-II Scheme. As per the terms and conditions of
the MoU, the State had agreed to constitute a Board of Governors in each pafticipating
Institute under TEQIP-il.

Accordingly, Board of Governors has been constituted in all the participating


Institutes under TEQIP-III. The proposal for delegation of powers to the Board of
Governors in respect of administrative, financial and academic matters was under the
active consideration of the Government for some time past.

After careful consideration, the Government have been pleased to delegate the
following powers, hitherto exercised by the Board of Management of B'rju Patnaik
University of Technology (BPUT), to the Board of Governors of the Government
Engineering Colleges of the State for smooth academic and administrative functioning
of the said institutions:

1. To make recruitment and appoint both the teaching faculty and non-teaching
staff of the college including Principals, Professors, Associate Professors and
Assistant Professors.

The Principals, Professors, Associate Professors and Assistant Professors of the


College shall be appointed by the Board either on fixed tenure or permanent
basis on the recommendation of the Selection Committee.

Constitution of Selection Committee

I. Selection Committee for the post of Principal:

(i) Chairperson of the Board Chairperson


(ii) Secretary, SD&TE Department Member
(iii) Vice-Chancellor, BPUT Member
(iv) DTE&T, Odisha, Cuttack Member
(v) Additional Secretary/ Joint Secretary Member Convener
to Government, SD&TE Department

II. Selection Committee for the post of Professors, Associate Professors and
Assistant Professors:

(i) Board
Chairperson of the Chairperson
(ii) Government
Nominee of the Member
(iii) University
Nominee of the Member
(iv) Two Subject Experts Member
(Nominated by the Board)
(v) College
Principal of the Member Convener

The Board shall prepare a panel of at least four names of expefts for each
discipline and submit the same to the Government. The constitution of selection
committees shall be approved by the Government prior to the conduct of interview.

1. At least one of the experts to be selected for the appointment of teachers


shall be from outside the State of Odisha. Provided that this provision may
be relaxed by the Board where suitable experts are not available.
2. Candidates satisfying eligibility criteria as per AICTE norms on the last
date of application shall only be considered for interview.
3. The selection committee members shall follow the AICTE norms with
regard to the weightage to be given to various components of interuiew
such as career, publication, experience, personality and interview etc.

Scrutinv Committee

The Board shall appoint a scrutiny committee to scrutinize all applications


received within due date. The scrutiny committee, with the approval of the Board, may
shoft list the candidates to be called for interview. Such decision may be taken on the
basis of eligibility criteria and the number of applications received by the University for
pafticular post,

Quorum

Any four members including one subject expeft, one nominee of the Government
may constitute the quorum.

2. To engage technical, ministerial and other supporting posts in the Institutions for
the efficient management of the affairs of the institutions on out sourcing basis.

3, To engage contractual faculty/guest faculty as per norms.

4. To take academic decisions like establishment of Centre of Excellence (CoE),


partnership with industry, implementation of external projects, etc.

5. To prepare and execute detailed plans and programmes and to carry on the
administration and management of the institute.

6. To suspend, discharge, dismiss or othemrise take disciplinary action against


teachers and staff of the college.

7. To sanction pay fixation, ACP/MCP/MACP, grade pay of all the employees of the
college.

I' To allow promotion of non-teaching staff through formation of DPC. In case of


allowing promotion of teaching faculty through CAS, appropriate Govt. orders
should be obtained.

9' To sanction of all type of leave, study leave, QIP study leave and permission to
attend national seminars. In case of international seminars Govt. approval should
be obtained.
10. To issue NoC to its faculty/employees for higher study.

11. To exercise full financial powers as per OGFR norms.

12. To allow disposal of obsolete items as per Govt. norms.

13. To receive grants and contributions and to have custody of the funds of
the Institution and to manage the propefties of the Institute.

!4. To prepare the budget estimate of the Institute for each year and to
sanction expenditure within the limits of the budget as approved by the State
Government.

15. To prescribe training and research modalities in different branches of


engineering and technology for the advancement of learning and dissemination
of knowledge in such branches.

16. To collaborate with any other organization in the matter of education,
research and training of the students and faculties.

L7. To appoint Committee for the disposal of any business of the institution or
for rendering advice in any matter peftaining to the institution.

18. To consider and pass such resolution on the annual repoft, the annual
accounts and the Financial Estimates of the Institute as it thinks fit and such
annual report, annual accounts and financial estimates alongwith the resolutions
passed thereon by the Board, shall be submitted to the State Government.

19. To establish, maintain and manage halls and hostels for residents of the
students.

ORDER: Ordered that this resolution be published in an extraordinary issue of the


Odisha Gazette and copies forwarded to all Depaftments of Government/
Accountant General (Audit)/ Accountant General (A&E), Odisha, Bhubaneswar/
Secretary to Government of India, Ministry of Human Resource Development
(Department of Higher Education), New Delhi/ Chairman, AICTE, New Delhi/
DTET, Odisha, CuttaclV Vice Chancellor, BPUT, Odisha, Rourkela/ VSSUT, Burla/
Director, IGIT, Sarang/ Principals of all Government Engineering Colleges.
