After careful consideration, the Government have been pleased to delegate the
following powers, hitherto exercised by the Board of Management of B'rju Patnaik
University of Technology (BPUT), to the Board of Governors of the Government
Engineering Colleges of the State for smooth academic and administrative functioning
of the said institutions:
1. To make recruitment and appoint both the teaching faculty and non-teaching
staff of the college including Principals, Professors, Associate Professors and
Assistant Professors.
II. Selection Committee for the post of Professors, Associate Professors and
Assistant Professors:
(i) Board
Chairperson of the Chairperson
(ii) Government
Nominee of the Member
(iii) University
Nominee of the Member
(iv) Two Subject Experts Member
(Nominated by the Board)
(v) College
Principal of the Member Convener
The Board shall prepare a panel of at least four names of expefts for each
discipline and submit the same to the Government. The constitution of selection
committees shall be approved by the Government prior to the conduct of interview.
Scrutinv Committee
Any four members including one subject expeft, one nominee of the Government
may constitute the quorum.
2. To engage technical, ministerial and other supporting posts in the Institutions for
the efficient management of the affairs of the institutions on out sourcing basis.
5. To prepare and execute detailed plans and programmes and to carry on the
administration and management of the institute.
7. To sanction pay fixation, ACP/MCP/MACP, grade pay of all the employees of the
college.
9' To sanction of all type of leave, study leave, QIP study leave and permission to
attend national seminars. In case of international seminars Govt. approval should
be obtained.
10. To issue NoC to its faculty/employees for higher study.
13. To receive grants and contributions and to have custody of the funds of
the Institution and to manage the propefties of the Institute.
!4. To prepare the budget estimate of the Institute for each year and to
sanction expenditure within the limits of the budget as approved by the State
Government.
L7. To appoint Committee for the disposal of any business of the institution or
for rendering advice in any matter peftaining to the institution.
18. To consider and pass such resolution on the annual repoft, the annual
accounts and the Financial Estimates of the Institute as it thinks fit and such
annual report, annual accounts and financial estimates alongwith the resolutions
passed thereon by the Board, shall be submitted to the State Government.
19. To establish, maintain and manage halls and hostels for residents of the
students.
