QUESTION;

Study and understand about the SAGCOT region in Tanzania

i. Identify/ map development organizations which have development interventions or


projects in the SAGCOT region with the specific focus to the clusters of Ihemi, Mbarali
and Kilombero (2017-2022)
ii. Identify the activities under those interventions/ development projects and the locations
where the activities are implemented
iii. Explain qualitatively or quantitatively how COVID-19 has affected the implementation
targets of the development activities in the SAGCOT region
iv. In what ways the development projects would have been better designed to contribute to
successful development in situation of global pandemic such as COVID-19

ANSWER;

The Southern Agriculture Growth Corridor of Tanzania (SAGCOT) Initiative is a Public-Private


Partnership initiated at the World Economic Forum (WEF) Africa (WEFA) Summit in Dar es
Salaam in 2010.[ CITATION Kir18 \l 1033 ]

Its implementation period runs for 20 years up to 2030. Its ultimate objective is to boost
agricultural productivity, improve food security, reduce poverty and ensure environmental
sustainability through the commercialization of smallholder agriculture.

I. These are development organizations which have development interventions or projects in


the SAGCOT region specifically in Ihemi cluster, Mbarali, and Kilombero cluster.
a. Tanzania Agricultural Partnership (TAP)
b. Building Rural Income through Enterprises (BRITEN)
c. United Nations World Food Programme (UNWFP)
d. United Nations Development Programme (UNDP)
e. CARE International

II. These are activities which are performed by different development organizations as follows
below
A. Tanzania Agricultural Partnership (TAP) consists of public institutions, private
companies and national and international organizations coordinated by the
Agricultural Council of Tanzania (ACT), the umbrella organization for the
agricultural private sector in the country. The project was implemented in Mbeya
Rural, Songea Rural, Mbarali, Mufindi and Kilombero districts. Yara play an active
role in the partnership with a special priority given to the distribution of fertilizer,
including establishing credit facilities for farmers and setting up storage with a
warehouse receipt system.
TAP has developed a process for establishing district Commodity Investment
Plans(CIP) that bring together local government authorities, farmers and agri-business
in focusing effort and investment in a specific, locally important commodity. This is
proving useful tool in stimulating agricultural commercial development at the district
level, as well as a vehicle for accessing additional support, via the District
Agricultural Development Plans, from the Agricultural Sector Development
Programme.

The activities performed by Tanzania Agricultural Partnership (TAP) can be explained as


follows;

1) To deliver appropriate agricultural inputs and to improve output markets for


Tanzanian farmers with the aim of reducing rural poverty.
2) Bringing in additional private sector investors and public sector organizations into
the partnership in order to stimulate Tanzanian Green Revolution
3) To blend commercial and developmental goals; its success will be determined by
both business activities and effective public service delivery. [ CITATION SAG19 \l

TAP now works in 25 districts and is shortly to expand into an additional 25 Districts. This
public-private partnership has developed an informal group at national and district levels that
work together to improve agricultural production and marketing.

B. Building Rural Income Through Enterprises (BRITEN). This is the social
enterprise that is non-profit making dedicated to increasing incomes and improving
livelihoods through empowering rural agri-businesses (farmers and entrepreneurs).
BRITEN specializes in agricultural development initiatives, designed to facilitate
market access, enhance agri-business competitiveness, increase productivity and
improve access to inputs and finance.
BRITEN aims to improve the efficiencies and quality of product flow from the farm-
to-markets with the objective of increasing smallholder incomes and productivity.
C. United Nations World Food Programme (UNWFP). World food program this is
the food assistance branch of the United Nations and the world’s largest humanitarian
organization addressing hunger and promoting food security.
The activity performed by united nations world food program can be explained as

i. World food programed focuses its food assistance on those who are most
vulnerable to hunger, which most frequently means women, children, sick and
the elderly
ii. It helps people who cannot produce or obtain enough food for themselves and
their families.
iii. Also it assists smallholding farmers by offering them opportunities to access
agriculture markets and to become competitive players in the market place.
D. United Nations Development Programme (UNDP). This is the United Nations
global development network. It advocates for change and connects countries to
knowledge, experience and resources to help people build a better life for themselves.
The activity performed by united nation Development Programme is as follow;
i. To eradicate poverty and reduce inequalities through the sustainable
development of nations,
ii. To manage natural resources to benefit both people and environment
iii. To create opportunities for people to improve their lives.

E. CARE International. in November 2018, the SAGCOT Centre Ltd, Care
International and the Vocational Education and Training Authority (VETA) signed a
tripartite agreement to initiate the Tajirika na Kilimo (Profit from Farming) project.
This project will offer the youth of Tanzania business training and soft skills, in line
with current market demands of the agribusiness sector. This serves to redress some
of the challenges youth faces in access to quality information, resources and markets
they so desperately need. Tajirika na Kilimo is funded by Care International Tanzania
allowing more youth access to the vocation training at VETA. Tajirika na Kilimo
targets 2600 youth 70% of the marginalized young women in rural areas, to build
stronger linkages between technical vocational education and training and the local
business needs in the agricultural sector. The project implementation will be in the
SAGCOT Ihemi Cluster which covers Njombe and Iringa regions and Kilombero
Cluster which covers Morogoro region.
III. How COVID-19 has qualitatively or quantitatively affected the implementation targets of the
development activities in the SAGCOT region

Agriculture sector provides direct livelihoods to a majority Tanzanians, 66% of whom are
small and medium scale farmers and fisher folks. The sector contributes about 22.4% to the
national GDP. Exported commodities (e.g. horticultural crops, fiber crops, beverage crops,
cereals and legumes, oilseeds, live animals, fish and crustaceans) have the potential to
generate more than USD 1.1billion when external markets are favorable. The impact of
COVID-19 on agricultural sector comes mainly through the disruption of cargo
transportation systems among countries as a result of reduction and/or cancellation of regular
sea vessels, flights and trucks.

COVID-19 pandemic has undoubtedly increased demand for public expenditure on health
mainly in procurement of medicines, medical equipment and gadgets/ventilators, beds etc,
spending on preventive measures, public health measures, among others. Most of the
organizations turned their focus on the prevention of Covid-19 pandemic and thus they failed
to meet their expected targets.[ CITATION UN20 \l 1033 ]

The impact of Covid-19 on UNWFP is that there is the increased number of people facing
food crises.

IV. In what ways the development projects would have been better designed to contribute to
successful development in situation of global pandemic such as COVID-19

Development project would have been better designed to contribute to successful


development in situation of global pandemic such as COVID-19 through the application of
logical frame work approach during the preparation of these project. The logical frame work
approach is an open set of tools for project design and management with the purpose of
provide a clear and rational framework for planning envisioned activities and determine how
to measure a project success, while taking external factors into account. The logical frame
work approach is clear and concise visual presentation of all key components of a plan and a
basis for monitoring how the project will work, what the project is going to archive, what
factors relate to its success and how progress will be measure.

Through applying logical frame work we can be able to assess

i. Performance indicators for the project outcomes; outcomes is the final result of the
project after it has been succeed and it is usually come from the output which are
immediately things which can be seen such as buildings
ii. Think about assumption of the project to succeed by determine what are the condition
should be there in order for the project to succeed despite of this global pandemic
such as COVID-19.
iii. Last to think about risk and mitigation measure. A good project should be able to
determine what are the risk will occur such as this CIVID-19 and applied
immediately mitigation measure in order to compensate loss of time.
