Executive Summary

East Coast Group (ECG) is one of the fastest growing business conglomerates in Bangladesh.
Having more than 30 years of experience in diversified business interests including Trading,
Power Generation, Downstream Petroleum, Shipping, Renewable Energy, Plastics &
Ceramics Manufacturing, Real Estate, Wood Treatment, Corporate Finance, Banking,
Insurance, Tea Production, Logistics and Distribution.

Maiden journey was started having a lone company as its trading area focusing on oil & gas
sector, which is still soaring as the flagship business of the group.

Trading mainly in petroleum, crude oil & base stock followed by their transportation in early
eighties & rest of the companies with diversified portfolios gained momentum in nineties.
The group became active in different areas of business starting from trading in bulk
commodities to investing in manufacturing, real estate, financial intermediaries, bank &
insurance sector. The group further expanded its areas of operation to aviation business and
development of power stations.

Subsequently, an investment arm was stretched having a merchant-banking license to


handle group’s in-house asset management functions including developing its business as
independent financial intermediary. In order to capitalize trading activities in bulk in a
totally liberated consumer market, a distribution company was launched lately for import &
distribution of brand products in the high-end market segment.

We are delighted to have an opportunity to associate with ECG on their transformation


journey on the road to implementing Global Standard Application Solution for your better
business needs.

The proposed Solution would also aim to facilitate in implementing/ development “Standard
Practices” in processes independent of people and technology. The Integrated Business
Solution of the Organization would be seamlessly integrated with their operational support
system to provide an Enterprise-wide Integrated Information System.

The expectation is to ensure seamless integration of various business processes with proper
control and monitoring mechanisms with accountability. The centralized Integrated
Business Solution is expected to address the following business needs of EAST COAST
GROUP.

Project Background

East Coast Group is a large conglomerate with many Strategic Business Units. The leadership
team has successfully navigated all the business challenges in the external and internal
environment of the group resulting in phenomenal growth in recent years. Naturally, with
greater scale comes increased operational complexity. To tackle the complexity challenges,
this is an opportune time for ECG to consider the option for a group ERP system to streamline
existing processes.

Over the years ECG has implemented various systems to perform management functions. To
continue the corporate growth trajectory in the long-term, it is essential to have all business
processes and information systems integrated into a single technology platform covering
Production, Sales, Procurement, Logistics, Finance and HR. This RFP seeks to gather
proposals for the best ERP software for ECG to reduce costs, boost overall productivity and
improve decision making.

The strategic vision of ECG is to adopt global best practices for business processes and IT
systems and emulate the procedures of globally renowned conglomerates. To this end, ECG
is seriously considering the implementation of a group ERP system to equip the organization
with a state-of-the-art business application infrastructure. Once implemented, the ERP
system will become the main engine for driving planning, sales and operations. Thus, the
primary objective of implementing an ERP system for the group is to gain overall
transparency across all business operations.

About Oracle R12 E-Business Suite Applications
Oracle E-Business Suite (EBS) version 12 is an internet-enabled product that can be managed
from a single site. Version 12 is current as of 2018.

A company can operate a single data center with a single database, similar to other ERP
products. The suite was launched in February 2007 and contains a number of product lines
which users can implement into their own businesses. Oracle EBS includes the company’s
enterprise resource planning (ERP) product as well as supply chain management (SCM)
and customer relationship management (CRM) applications. Each application is licensed
separately so companies can select the combination that is suitable for their business
processes.

The scope of the project that will be undertaken by ECG is to implement ERP for streamlining
of its business processes, decreasing overhead cost and implementing industry best
practices to excel in the manufacturing and services industries.
This RFP is a solicitation for information regarding the purchase, implementation, and
maintenance of ERP software and associated infrastructure. As such, our objectives are as
follows:
a. Identify the best software product that will fulfill our business needs

b. Identify the organization which we feel will represent the best “Systems Integrator
(Vendor)” i.e. implementation partner for our organization in implementing a new business
information system.

c. Utilize the core business processes inherent within recommended ERP solution to provide

Standardization of Process

After project initiation SSL will start SOP and FDD parallelly. Along with ECG Team SSL team
will communicate and suggest Standard process and practices. SSL team will also share
standard templates. ECG team need to comply with standard practices and sign-off SOP and
FDD.

SSL team will share templates and methodology to process owners/ concern authority.
Detail level data collection, validation & sign-off managed by process owners/ concern
authority.

Integration

Softlink Systems Ltd. will share the database, APIs and table structures with East Coast Group
consultants. Softlink Systems Ltd. will not provide any query or scripts to fetch information
from external systems.

Customization

The scope of work only includes standard implementation/development of Enterprise


resource planning solution. Softlink Systems Ltd. will develop reports for East Coast Group
as per RFP (Estimated 50 Reports). However, East Coast Group has to share the desired
report templates with Softlink Systems Ltd. during operational analysis. Any report
requirement raised after FDD document is finalized will be considered as change request.

Training

Softlink Systems Ltd. would conduct training for East Coast Group’s Core Team and IT
personnel’s during the project following ‘Train the Trainer’ approach. East Coast Group
should identify who should be trained (Maximum 40 users including all business
operations). ECG core team should train the end users.

If East Coast Group requires additional refreshers or trainings to new employees etc. then it
may be handled through change request. Details mentioned in training plans section.

Post Implementation/ development Support

Three months post implementation/ development support will be included in the project.
The support will start from signing-off of Go-Live Certificate and will continue for three
calendar months after Go-Live.

Best Practices

Softlink Systems Ltd. would leverage the knowledge and best practices being assimilated
from implementation/ development of other similar Enterprise resource planning solution
engagements. This would largely be in the form of business process knowledge emanating
as part of requirement analysis and prototyping set-ups.

East Coast Group Limited Responsibilities
• East Coast Group will make sure that the properly configured hardware/operating/
Application system platform to support the services is available for Softlink Systems
Ltd. Consultants.
• East Coast Group will make sure the availability of the vendor technical team
members with right skills for integration with source systems
• East Coast Group will make sure that at least two instances must be in place other
than Production i.e. One (1) Test Instance and One (1) Production Clone Instance.

Assumptions
The assumptions made while defining the scope of work, estimating the efforts, work plan
and schedules are as follows:
• East Coast Group process owners and users will provide Softlink Systems Ltd.
implementation/ development team with necessary inputs of East Coast Group’s
business processes and business requirements.
• Softlink Systems Ltd. will prepare standardized functional design processes to
streamline uniform processes across East Coast Group.
• Meetings with technical personnel, subject matter experts and end-users concerned
would be facilitated by East Coast Group project coordinators and East Coast Group
staff will devote adequate time during this phase to participate in the application /
process knowledge sharing with Softlink Systems Ltd. team.
• East Coast Group is committed to respond to the queries raised by Softlink Systems
Ltd. team members and will respond to queries within a reasonable time period as
agreed between the Softlink Systems Ltd. team and ECG team in the project schedule.
If there is a slippage in project schedule because of delay in responding to the queries,
Softlink Systems Ltd. will revisit the project scope and time frame and appropriate
Change Management Procedure will be initiated.
• East Coast Group will make available all the necessary documentation as well as
technical and business expertise to Softlink Systems Ltd. consultants during
execution of the project. In case of any delay because of this, Softlink Systems Ltd. will
revisit the project scope and time frame and appropriate Change Management
Procedure will be initiated.
• East Coast Group will provide the required infrastructure (Development, UAT and
Production environment) at its site to carry out the assignments. Extraction and
Cleansing of data from other third-Party Applications will be responsibility of East
Coast Group, they will provide VPN connectivity with dedicated high bandwidth and

Video Conferencing facility for remote support and consultancy during and after
implementation/ development
• East Coast Group team will provide Internet connectivity to Softlink Systems Ltd.
team to access the internet during office hours and also after office hours.
• For Data Migration, as part of our implementation/ development services we provide
templates (Excel sheet) to customer to fill all the setup data and then we upload the
data into Enterprise resource planning. We also help customer in strategizing the
migration of open invoices into Enterprise resource planning solution, again as part
of implementation/ development we provide them templates based on excel sheet to
fill the data and Softlink Systems Ltd. consultant will help them upload the data in
Enterprise resource planning solution. Historical transaction data migration into
Enterprise resource planning solution is not required.
• Data loading: Softlink Systems Ltd. will provide necessary data conversion strategy
East Coast Group and assist them in loading Static Master and Opening Balances data
that is required for system GO-LIVE. The Master data and opening balances would be
prepared & provided by East Coast Group according to the formats given by Softlink
Systems Ltd. and the uploading of data would be handled by Softlink Systems Ltd. No
historical data loading will be done.
• Technical Documentation: Technical documentation would be restricted to the
official documents provided by Enterprise resource planning solution Corporation
along with the Enterprise resource planning solution software in the soft form of user
and installation guides.

Construction:

The goal of the Construction phase is to take the solution from detailed requirements models,
through configuration of standard packaged software functionality, development and testing
of custom components, and integration to a system that is ready for a first release that goes
into production, often a limited release and often called a beta release. In short, complete the

Production:

Production begins immediately with the production cutover. It marks the last phase of the
implementation/ development and the beginning of the system support cycle. If multiple
deployments exist, Production will occur at different times for the various geographical sites
and business units. The goal of the Production phase is to operate the newly developed
system, assess the success of the system, and monitor and address system issues. This
includes monitoring the system and acting appropriately to maintain continued operation;
measuring system performance; operating and maintaining supporting systems; responding

Training Plans
Softlink Systems Ltd. would conduct various trainings for east coast group resources.
Functional and technical training will be provided to business & Information Technology
staffs. SSL Team will follow following training mode.

Functional Technical Maintenance

The Training will be based on the processes automated using functionality of the modules
implemented by Softlink Systems Ltd. It will be provided to the key members of the core
team from ECG. This training will be based on “train-the–trainers” concept in which once the
training is done then the trained users of ECG will take the ownership of training and they
will train their other staff members within or outside the city. Training timeline and location
will vary depending on the contents of training and the location and timeline will be mutually

Softlink Systems Ltd. success stems from client satisfaction. Softlink Systems Ltd. is known

✓ Create Register- Project issues raise by user and ECG Core Team will check the validation
(Issue or Concern). The only way to start is by identifying issues and collecting them in a
document, so that concern person can start to respond and track progress resolving them.
✓ Report Promptly- Timing is important. If allow reporting to lag, lose the opportunity to
resolve the issue before it becomes too large to fix or requires so many resources as to be a
project-buster. Communication is key and channels must be open to get that information out
to the right people as fast as possible.
✓ Log Issues- Make sure people know who can log issues and that they do so. If there isn’t
someone who logs the issue, then you are going to have issues falling through the cracks. That
makes more cracks in your project until it eventually just falls apart.
✓ Issue Analysis- Analyze the issue for business impact and possible resolutions by both parties
communications.
✓ Assign Actions- Assign appropriate Responsibility. Issues are only resolved when there is
clear ownership, someone who is tasked with identifying, tracking and closing the issue.
✓ Monitor Progress - The status of the issue is a crucial distinction. If the issue has been
resolved but resources are still working on it unnecessarily, then that’s another issue. Notify
everyone frequently. To prevent allocating unneeded resources to an issue, you want to have
complete transparency. Everyone must know the status of the issue to work most efficiently.
✓ Assess Impact - Define escalation scale and make sure the actions taken are being measured.
But escalate appropriately.
✓ Approve Resolution- Make sure that issues are double-checked after they are marked as
resolved. While there is an owner to the issue, there must be someone who is managing the
process, so they can check the work and make sure it aligns with the overall project and
strategic goals of the organization. Only once all those ducks are in a row can the issue be
closed.

2.1 SSL Team Formation

Location

The primary project worksite will be located at Corporate Office of ECG, in Dhaka,
Bangladesh. However, the ERP software have users at the Corporate Office as well as
factories and various other work sites which are located at multiple locations throughout the
country.

Liability Clause
In no event shall Softlink Systems Ltd. be liable for any damage whatsoever (including
without limitation, loss of business profits, business interruption, loss of business
information, or any other pecuniary loss) arising out of the use of or inability to use the
application software.

Lead Time:
To initiate the project, Softlink Systems Ltd. will need at least 2-3 weeks from the receipt of
payment (Order Confirmation) and after contract signed between Customer and Softlink
Systems Ltd.

Facilities
East Coast Group will provide sufficient office/work space for Softlink Systems Ltd.’s
Consultants at East Coast Group at different times during the entire duration of the project.

East Coast Group will provide access to ERP server and Internet connectivity within and
outside office. Internet facility should be provided to Softlink Systems Ltd. consultants within
office and also after office hour from their office and production facility.

Interruption of Work
Delay in work due to reasons extraneous to Softlink Systems Ltd. (e.g., non-availability of
East Coast Group personnel or hardware/software resources or data in the desired format
etc.) will automatically lead to proportionate extension of the project duration.

Non-Hire
During the time of project implementation/ development and for a period of five (5) year
thereafter, neither Party shall (either directly or indirectly through a third party) employ,
solicit to employ, cause to be solicited for purpose of employment or other employment to
any employee or subcontractor of the other Party or aid any third person to do so, without
the specific written consent of the other Party.

Force Majeure
Softlink Systems Ltd. will not be responsible for the delays due to acts of God, violence,
strikes, civil commotion, war, floods etc., that have direct impact on execution of the project.

Data and Integration


The availability, integrity, and accuracy of data will not be the responsibility of Softlink
Systems Ltd. Limited.

Decisions, Acceptance, reviews, and Sign Off


All key milestones will be accepted / signed off by authorized representatives East Coast
Group in accordance with an agreed to schedule and an acceptance procedure. Work
executed by different teams will be reviewed and approved of key deliverables in a timely
manner. Delays in approvals will affect project completion.

Data Conversion
The objective of Data Conversion is to convert and test all necessary legacy data for the
operation of the new system. The first step is to explicitly define the data as business objects
to be converted, along with their source systems. A business object is a physical or logical
object of significance to a business. Examples of business objects include customers, vendors,
items, invoices, credit memos, orders, and payments. We may need this data for business
system testing, performance testing, acceptance testing, and user learning, as well as for
production.

The project team then determines an overall strategy to meet the conversion requirements,
defining both automated and manual methods. The process includes designing, coding, and
testing any conversion modules that are necessary, as well as the conversion itself.

Conversion Needs
Analyze conversion needs in conjunction with input from the implementing organization’s
users, based on the following categories of information:

Configuration/ Setup Data Required in Target Application: Setup data will be identified
(required data in the configuration of the target application) that needs to be converted from
the legacy system (for example, item categories and category sets for an inventory control
system). This data is required for the new application. Data will be inputted during the
application system configuration.

Master Data: Business objects are identified that are referenced by, or have a relationship
with, the documents and transactional data we will be converting. This usually represents
physical objects, East Coast Group, or businesses. For example, if we want to convert sales
orders, we must first convert items and customer data referenced on the sales order. This
data differs from setup data because it may or may not be required by the target application
during the configuration steps. However, the data is fundamental to the business functions
supported by the legacy systems being converted.

Documents: Business objects that represent documents such as sales orders, requisitions,
purchase orders, and invoices usually reference both master data and setup information. Do
not confuse fundamental business documents with reports that you generate from existing
application data, such as a balance sheet or income statement.

Transactions: Transactions represent changes or actions taken against other business


objects. Most business objects, such as inventory items, purchase orders, and sales orders
have a history of transactions, but you may not need to convert all past history. Consider
consolidating all historical transactions so that the new system only stores the final status.
Also consider audit and reporting requirements.

Evaluate each type of data for applicable status (open, closed, cancelled, or void), historical
postings (weeks, months, or years), and current or future periods.

conversion requirements.

The amount of effort involved with conversion greatly depends on the condition of the data
and the knowledge of the data structures in legacy systems and the Enterprise resource
planning solution Applications. If data anomalies or an unusual number of exceptions exist
in the current system, data clean-up is recommended to the customer. For example, delete
obsolete or incorrect part numbers.

Conversion Approaches
These conversion approaches will be considered when developing a data conversion
strategy:

Manual Conversion: In some instances, it makes sense to convert a given business object
manually. This decision is primarily driven by the volume of data to be converted and the
complexity of the programmatic conversion. In a manual Conversion, use the target
application forms to key the legacy data into the target application.

Traditional Programmatic Conversion: This conversion approach uses traditional 3GL and
4GL code to convert legacy system business objects to the target application. If the volume
of data being converted to the target system is too great to manually key the data into the
target application forms, then conversion programs can be written to move and validate the
data to the target application tables.

Programmatic Conversion using Automated Tools: Instead of writing traditional conversion


programs to perform the conversion, automated conversion tools can be used to facilitate
the build and testing of conversion programs. Consider these tools as a means of reducing
the time, risk, and expense of performing the conversion.

Automated Data Entry: This is a variation of manual conversion that takes advantage of
special tools that can simulate keyboard entry of information that is stored in a file. The data
is entered through the application forms and is subjected to the same edit and validation
checks that occur during manual entry;

However, the data entry process is fully automated.

Interface Tables:
We cannot move data directly into Enterprise resource planning solution Application tables
while converting legacy business objects. Legacy data should first be moved to interface
tables, where the data can be manipulated before being moved to the production tables.
Interface tables can either be standard Enterprise resource planning solution tables or
custom-developed tables.

ENTERPRISE RESOURCE PLANNING SOLUTION API:


Standard Enterprise resource planning solution interface tables are provided as part of
Enterprise resource planning solution open interfaces, also known as Application Program
Interfaces (API). Open interfaces are powerful, flexible tools that allow you to capture data
from your legacy applications, define necessary format conversions, and direct data to your
Enterprise resource planning solution products, usually with minimal programming. When
available, Enterprise resource planning solution open interfaces are usually the preferred
choice for converting legacy business objects.

Custom Developed Interface:


Where no open interface is available to support the conversion of a business object, you can
write traditional SQL code to create custom developed interface tables. If you are using an
automated conversion tool, we can extend the Enterprise resource planning solution
production tables to include processing columns for processing rules. The temporary
custom-developed interface tables provide a place for you to apply all the rules you have
defined for a specific business object, before moving the data into the production tables.

For Configuration and Setup, the Enterprise resource planning solution products in timely
manners, Softlink Systems Ltd. requires data in writing, complying with the format given,
accurate, authentic, and complete. Data should be provided by East Coast Group, Softlink
Systems Ltd. will assist East Coast Group in getting required data from legacy system by
providing templates.

Note: Writing any code for extracting/cleansing/transferring transactional/historical data


is not covered as part of the scope of this proposal.

Customization:
Enterprise resource planning solution Corporation does not permit any customization in the
standard forms, workflows and database structure. Softlink Systems Ltd. also neither
recommends nor support any activity that may jeopardize support from Enterprise resource
planning solution Corporation.

However, personalization within the recommended parameters will be carried out if Softlink
Systems Ltd. feels such personalization is necessary to address East Coast Group’s business
requirements.

Requirement Changes
Any changes or enhancements requested by East Coast Group during or after the Project will
be documented in a Change Request Form (CRF).

During the project, any amendment in the original scope (i.e. the scope outlined in the Project
Scope document) of the project and at the end of the Functional Design signed-off, will be
constituted as a change and that design document will contain the detail requirements of the
proposed system i.e. including the incorporated changes.

Softlink Systems Ltd. will review the impact of the changes and provide the timeframe
required to implement these changes. Minor changes will be accommodated in the same
phase of the project however for major changes Softlink Systems Ltd. will prefer its
implementation/ development in the next release.

Once the CRP is approved by the Customer a revised project plan will be sent to the Project
Coordinator. Man’s Activity Hour efforts approved for the CRF will be invoiced after delivery.
