QUESTION:
As responsible students and concerned citizens of the Philippines, it is very vital for us to
understand this topic and relate it to things happening around us. Thus, have you ever
heard of the latest news on the Philippine government’s growing debt amounting to
P9.05 trillion as of June 2020? Remember that it is an obligation our government and
consequently citizens have to pay. How did it happen that the government owed these
trillions of pesos? Relate your answer to the sources of obligation.

Answer:
The government has been increasingly relying on debt to finance the rising costs of the
health and socioeconomic crises caused by this pandemic. Testing, isolation facilities and
even the vaccine to be purchased through next year’s national budget, among other
expenditures, are being financed by money raised through domestic and foreign
borrowings.

For my own opinion, I can relate it in our past lesson “The source of obligation”. It is
like NEGOTORIUN GESTIO- refers to the voluntary administration of the property,
business or affairs of another without his consent or authority. It creates the obligation
to reimburse the gestor for necessary and useful expenses due to this pandemic
we will all also benefit from what the government owes by providing assistance to the
people in the middle of the crisis. in that case, citizens also have to pay taxes to fill the
country's debt.
