PREFACE

DEP (Design and Engineering Practice) publications reflect the views, at the time of publication, of Shell Global
Solutions International B.V. (Shell GSI) and, in some cases, of other Shell Companies.
These views are based on the experience acquired during involvement with the design, construction, operation and
maintenance of processing units and facilities. Where deemed appropriate DEPs are based on, or reference
international, regional, national and industry standards.
The objective is to set the recommended standard for good design and engineering practice to be applied by Shell
companies in oil and gas production, oil refining, gas handling, gasification, chemical processing, or any other such
facility, and thereby to help achieve maximum technical and economic benefit from standardization.
The information set forth in these publications is provided to Shell companies for their consideration and decision to
implement. This is of particular importance where DEPs may not cover every requirement or diversity of condition at
each locality. The system of DEPs is expected to be sufficiently flexible to allow individual Operating Units to adapt the
information set forth in DEPs to their own environment and requirements.
When Contractors or Manufacturers/Suppliers use DEPs, they shall be solely responsible for such use, including the
quality of their work and the attainment of the required design and engineering standards. In particular, for those
requirements not specifically covered, the Principal will typically expect them to follow those design and engineering
practices that will achieve at least the same level of integrity as reflected in the DEPs. If in doubt, the Contractor or
Manufacturer/Supplier shall, without detracting from his own responsibility, consult the Principal.
The right to obtain and to use DEPs is restricted, and is typically granted by Shell GSI (and in some cases by other Shell
Companies) under a Service Agreement or a License Agreement. This right is granted primarily to Shell companies and
other companies receiving technical advice and services from Shell GSI or another Shell Company. Consequently, three
categories of users of DEPs can be distinguished:
1) Operating Units having a Service Agreement with Shell GSI or another Shell Company. The use of DEPs by
these Operating Units is subject in all respects to the terms and conditions of the relevant Service Agreement.
2) Other parties who are authorised to use DEPs subject to appropriate contractual arrangements (whether as part
of a Service Agreement or otherwise).
3) Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2)
which requires that tenders for projects, materials supplied or - generally - work performed on behalf of the said
users comply with the relevant standards.
Subject to any particular terms and conditions as may be set forth in specific agreements with users, Shell GSI
disclaims any liability of whatsoever nature for any damage (including injury or death) suffered by any company or
person whomsoever as a result of or in connection with the use, application or implementation of any DEP, combination
of DEPs or any part thereof, even if it is wholly or partly caused by negligence on the part of Shell GSI or other Shell
Company. The benefit of this disclaimer shall inure in all respects to Shell GSI and/or any Shell Company, or companies
affiliated to these companies, that may issue DEPs or advise or require the use of DEPs.
Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, DEPs shall
not, without the prior written consent of Shell GSI, be disclosed by users to any company or person whomsoever and
the DEPs shall be used exclusively for the purpose for which they have been provided to the user. They shall be
returned after use, including any copies which shall only be made by users with the express prior written consent of
Shell GSI. The copyright of DEPs vests in Shell Group of companies. Users shall arrange for DEPs to be held in safe
custody and Shell GSI may at any time require information satisfactory to them in order to ascertain how users
implement this requirement.

PART I INTRODUCTION

1.1 SCOPE
This DEP specifies the objectives, functional requirements and guidelines for the
emergency response measures for permanently and temporarily manned offshore
installations used for the development of hydrocarbon resources for the petroleum and
natural gas industries by:
• fixed offshore structures;
• floating production, storage and off-take systems.
Emergency response measures are also required for installations that are unmanned. The
content of this DEP may assist in developing such measures.
For mobile offshore units, the emergency response plans developed in conformance with
the requirements and recommendations of the International Maritime Organisation (IMO)
are generally adequate for the normal, independent, operation of the unit in most locations.
The following aspects of emergency response planning are generally not addressed by
IMO and should be specially considered:
• area evacuation, e.g., precautionary evacuation in areas of tropical revolving
storms;
• combined operations wherein an integrated command and emergency response
system should be developed;
• Arctic operations;
• uncontrolled flow from a well.
This DEP is based on an approach where the selection of measures for emergency
response is determined by an evaluation of the hazards on the offshore installation. The
methodologies employed in this assessment and the resultant recommendations will differ
depending on the complexity of the production process and facilities, type of facility, i.e.,
open or enclosed, manning levels, and the environmental conditions associated with the
area of operation.
This DEP is based on ISO 15544:2000. Part II of this DEP is written as amendments and
supplements to ISO 15544:2000. For ease of reference, the clause numbering of
ISO 15544:2000 has been used. Clauses of ISO 15544:2000 that are not mentioned in this
DEP shall apply as written.
This DEP contains mandatory requirements to mitigate process safety risks in accordance
with Design Engineering Manual DEM 1 – Application of Technical Standards.
This is a revision of the DEP of the same number dated January 2010; see (1.5) regarding
the changes.

1.2 DISTRIBUTION, INTENDED USE AND REGULATORY CONSIDERATIONS


Unless otherwise authorised by Shell GSI, the distribution of this DEP is confined to Shell
companies and, where necessary, to Contractors and Manufacturers/Suppliers nominated
by them. Any authorised access to DEPs does not for that reason constitute an
authorization to any documents, data or information to which the DEPs may refer.
This DEP is intended for use in facilities related to oil and gas production, gas handling, oil
refining, chemical processing, gasification, distribution and supply/marketing. Application in
other facilities may also apply.
When DEPs are applied, a Management of Change (MOC) process should be
implemented; this is of particular importance when existing facilities are to be modified.
If national and/or local regulations exist in which some of the requirements could be more
stringent than in this DEP, the Contractor shall determine by careful scrutiny which of the
requirements are the more stringent and which combination of requirements will be

acceptable with regards to the safety, environmental, economic and legal aspects. In all
cases the Contractor shall inform the Principal of any deviation from the requirements of
this DEP which is considered to be necessary in order to comply with national and/or local
regulations. The Principal may then negotiate with the Authorities concerned, the objective
being to obtain agreement to follow this DEP as closely as possible.

1.3 DEFINITIONS
The Contractor is the party which carries out all or part of the design, engineering,
procurement, construction, commissioning or management of a project or operation of a
facility. The Principal may undertake all or part of the duties of the contractor.
The Manufacturer/Supplier is the party which manufactures or supplies equipment and
services to perform the duties specified by the Contractor.
The Principal is the party which initiates the project and ultimately pays for its design and
construction. The Principal will generally specify the technical requirements. The Principal
may also include an agent or consultant to act for, and on behalf of, the Principal.
The lower-case word shall indicates a requirement.
The capitalised term SHALL [PS] indicates a process safety requirement.
The word should indicates a recommendation.

1.4 CROSS REFERENCES


Where cross-references to other parts of this DEP are made, the referenced section
number is shown in brackets. Other documents referenced in this DEP are listed in
(Part IV).

1.5 SUMMARY OF CHANGES


This DEP is a revision of the DEP of the same number dated January 2010.
Content of the previous version that was background information, explanation and guidance
and therefore not required to be communicated to the Contractor, has been moved into a
companion document called a “DEP Informative” accessible from the Shell Standards web
page.
The following are the main, non-editorial changes:

PART II GENERAL

Emergency response measures on offshore production installations shall be in accordance


with ISO 15544:2000, with the following amendments/supplements.
Part III of this DEP is written as amendments and supplements to ISO 15544:2000.
Wherever reference is made to ISO 15544:2000, it shall be understood to mean
ISO 15544:2000 as amended/supplemented by this DEP.
For ease of reference, the clause numbering of ISO 15544:2000 has been used throughout
Part III of this DEP.
Clauses in ISO 15544:2000, which are not mentioned in this DEP, shall remain valid as
written.

3 FRAMEWORK FOR EMERGENCY RESPONSE

4 EMERGENCY RESPONSE STRATEGY (ERS)


4.2 Functional requirements
Replace first paragraph with:
An ERS SHALL [PS] be available for all offshore installations based on an assessment of
the events that can arise.

5 EMERGENCY RESPONSE PLAN (ERP)


5.2 Functional requirements
Replace first two paragraphs with:
The ERP SHALL [PS] cover all stages of an ER, from detection of the emergency until the
emergency is over and persons are considered to be in a place of safety. The ERP
SHALL [PS] embrace all types of emergency, from minor incidents with no potential to
require installation abandonment to major accidents.
The ERP SHALL [PS] address the operational and procedural requirements for all persons
that have a role in managing an emergency, from detection of the event until the
emergency is considered to be over and all people are in a place of safety.
Replace the sixth paragraph with:
The ERP SHALL [PS] address the actions required in an emergency on any other
installations connected by pipelines.
5.3 Guidelines
Add to this clause:
The installation should have dedicated centres and facilities for the purpose of emergency
response. Response centres may comprise either dedicated facilities or suitable suites of
rooms which can be quickly adapted for use by personnel with an emergency response role
to command and control, to co-ordinate, or to support the emergency response as
appropriate to the nature of the emergency and the location.
Each centre should have facilities and equipment to support each of the response teams
defined in the emergency organisation, and appropriate to the expected level of response.
The following points should be considered:
• provision of plans showing location and layout of each room, together with an
outline of facilities and equipment which will include an indication of location,
address and occupancy of the room, together with a listing of arrangements and
fittings, communications equipment, documents and stationery;
• arrangements with security department to establish the response centre as a
'secure' area;
• arrangements for an alternative emergency centre in the event that the regular
centres and/or facilities are rendered inoperable in some way;
• checking and maintenance of equipment and facilities.

6 COMMAND AND CONTROL


6.2 Functional requirements
Replace first paragraph with:
The measures provided for command and control SHALL [PS] ensure that an effective
command structure is established which is sufficiently flexible to cope with the full range of
emergencies:
• the command hierarchy is clear and unambiguous and is well understood by all
people on the installation;
• all personnel on the installation are adequately instructed on the appropriate action
to take in an emergency;
• there is adequate redundancy such that successful ER is likely, even if key
individuals are not able to perform their assigned roles;
• liaison with area and external resources can be undertaken effectively.

7 DETECTION OF THE NEED FOR EMERGENCY RESPONSE


7.2 Functional requirements
Replace third paragraph with:
Alarms to alert people of the need for ER SHALL [PS] include audible and visual alarms
and voice communication systems.

8 COMPETENCE
8.2 Functional requirements
Replace first two paragraphs with:
Key individuals, such as the person in overall charge and the control room operator,
SHALL [PS] be shown to be competent to perform their emergency duties before they are
appointed.
When an installation is manned, there SHALL [PS] be sufficient competent personnel
present on the installation at all times to carry out the required emergency duties, including
the operation of equipment specifically provided for emergencies.

9 MAINTENANCE OF EMERGENCY RESPONSE EQUIPMENT


9.2 Functional requirements
Replace first paragraph with:
As part of an overall management system, each operator SHALL [PS] establish effective
operations, inspection, testing and maintenance procedures to ensure that the functional
requirements of the equipment and systems provided for ER are maintained. These
procedures shall take due account of the safety of personnel, protection of assets and the
environment and compliance with any local regulatory requirements.

10 COMMUNICATIONS
10.2 Functional requirements
Replace fourth paragraph with:
Arrangements SHALL [PS] be in place to enable effective communication between persons
with command and control responsibilities and all others on the installation or engaged in
activities connected with it, to enable them to take appropriate action in an emergency.

11 ESCAPE, REFUGE, EVACUATION AND RESCUE


11.2 Functional requirements
Replace first paragraph with:
Escape and evacuation routes SHALL [PS] be provided from all areas of an installation
where people may be expected to be present during their normal activities. Escape and
evacuation routes shall have adequate illumination to ensure that they can be used during
emergency conditions.
