6 Section 6: Terms of Reference

6.1 Project
x NWRWS & K DEPARTMENT intends to appoint a Consultant for “Providing
Consultancy Services for Planning of Water Distribution system for the Command Area
of Kalpasar Reservoir’’ in the State of Gujarat - India.
x Earlier only preliminary planning has been done with the help of topo sheets and for
10,000 MCM water availability. Now, with latest water availability and with the
CARTOSAT and duly field surveying using high end DGPS and total station mentioned
in detailed scope, the consultant has to plan the most effective water distribution
system, either open channel or underground pipeline or combination of both, which is
most suitable in the terms of technical viability, financially most economical and having
minimum major issues related to land acquisitions while covering maximum command
area with revised water availability.
x Considering above, quantities mentioned in the Form Fin-2 are very tentative and most
likely to vary. The consultant should quote their rates for the above quantities. The
payment will be given as per actual quantity executed and the rates quoted by the
Consultant in the schedule. In this regard, no claims of any decrease / increase in
quantities up to 30% in any proportion will be entertained. If executed quantities
increase more than 30%, decision of rate will be decided based on mutual agreement.
In case, where the quantities decrease more than 30%, the Consultant is bound to
execute the Work at quoted rates only.
x This report will be part of detailed project report (DPR) of the whole Kalpasar project,
in this work the following major components are included.
a) The latest water availability at 50 % dependability is 7770 MCM including Narmada
water through Narmada Diversion Canal. The whole planning is to be done considering
this much water availability and priority is to be given to the command area which is
not covered under any existing irrigation scheme. Moreover, if required supplementary
irrigation to water resources scheme or lift irrigation scheme can be included. However,
finalization of command area shall be done in consultation with Engineer-In-Charge
and decision of Engineer-In-Charge will be considered as final. Moreover, separate
planning shall be given for water availability:
1) at 50% dependability with Narmada Diversion Canal (NDC)
2) at 50% dependability without Narmada Diversion Canal
3) at 75% dependability without Narmada Diversion Canal
4) at 75% dependability with Narmada Diversion Canal

The entire work is to be done for water availability at option no.1 (i.e. 7770 MCM) will
include satellite image, field survey, Geotechnical investigation, Design along with
detailed estimates, land acquisition statement and GIS data base for this option only.
Based on the planning submitted for option-1, only separate planning for other three
water availability options are to be submitted by the Consultant. The Consultant shall
require to quote the item rate of item no. 2 of Form Fin-2 considering above mentioned
Provision. The area to be covered under irrigation is to be ascertained by the consultant
as per detailed planning.

However before start the planning final water availability is to be confirm with engineer-
in-charge
b) The DPR shall also contain Base map showing existing / proposed irrigation schemes
by NWRWS & KALPSAR DEPARTMENT, existing crop pattern, agro climate
condition, proposed cropping pattern, command area drainage, water management,
climate of command area, present source of irrigation in command area, GIS Database
based on the final alignment study.

c) Design of water distribution system (canal/pipeline or combination of both) with


pumping station along with drawing, Land Acquisition Plan Schedule.

d) Detailed Estimation of the distribution system (canal/pipeline or combination of both)


with pumping station and hydro mechanical works if any as specified in Clause 6.3.

The Agency shall be responsible to provide Consultancy Services for the project components
as specified in details in Section 2: Project Description of this RFP and also in full compliance
to the Work Specifications, General Conditions of Contract, Special Conditions of Contract
and other provisions contained in the Contract that may be awarded by the NWRWS & K
DEPARTMENT to Agency.
x The Contract period for providing the services shall be 09 months.

6.2 Scope of work & services
Brief scope of services of project includes the following scope of work:
a) Assistance for Procurement of 2.5 m stereo resolution CARTOSAT-1 Images falling
on canal/pipeline or combination of both study area covering 30,000 Sq. Km (Approx.)
as per Area of Interest (AOI).

b) Processing of CARTOSAT-1 Image as per photogrammetry process for preparation of


base map of scale 1:10,000 superimposing area of existing irrigation command and
attributes from Survey of India Topo Maps.

c) Detailed distribution planning up to 400 hector command area is required to be carried


out. Calculation of Command area. Providing separate planning for 4 options as
mentioned in detailed scope of work. Tentatively fixing of distribution system alignment
for approval of department. Carrying out crop water requirement study based on
existing command area detail, soil type, agroclimatic zone etc. to work out the design
capacity of distribution system.

d) Reconnaissance Survey: Carrying out field reconnaissance survey for identify


minimum /shortest length for fixing of main canal/pipeline alignment corridor
considering the obstacles / obstructions, environmentally sensitive locations, feasibility
of main canal/pipeline/ combination of both alignment using base maps of scale
1;10,000 prepared using CARTOSAT-1 images superimposed with Survey of India
Topo Maps duly superimposing the developmental plan, major development, existing
command area of other irrigation schemes.

e) Establishment of DGPS Ground Control Network along the CARTOSAT-1 area


required for processing CARTOSAT images as per details scope of work.

f) Fixing of main canal/pipeline or combination of both alignment on Cartoset-1 imagery


using DEM & updated base map showing various alternative (if any) for distribution
system alignment considering the major /minor development observed along the
distribution system and (canal/pipeline or combination of both) approval of alignment
from department.

g) Surveying by DGPS and TOTAL STATION including measuring of alignment of main


canal/pipeline or combination of both and creating the cross section and longitudinal
section profile at 30mt interval/or closer as directed plotting etc complete on approved
final alignment by department. The survey work shall be carried out for 150mt distance
on both sides.

h) Fixing of main canal / pipeline or combination of both Apex Points along approved
alignment by fixing Monumentation of RCC pillar /stone pillar of size 200 mm x 200
mm x 750mm size at every apex point or at 500 m interval.

i) Fixing TBM in CC 1:2:4: at every 01 Km interval having size of pillar 300 mm x 300
mm x 750 mm at site on main canal/pipeline or combination of both.

j) Fixing PBM in CC 1:2:4: at every 05 Km interval having size of pillar 500 mm x 500
mm x 750 mm at site on main canal/pipeline or combination of both.

k) Geo-technical Investigation and recommendation of soil strata for design of main


canal/pipeline and structures for main canal/pipeline or combination of both only.

l) Geo-tech Laboratory Test from NABL accredited laboratory: Conducting laboratory


and field tests of soil and rock samples using standard procedure for testing as
prescribed in relevant BIS including maintaining records of the test results, analysis of
test results complete, preparing preliminary and final reports of test results, submission
of reports etc. Including necessary suggestions / recommendations.

m) Preparation of Detailed Design Drawings for main canal / pipeline alignment (or
combination of both), cross section showing bed width, side slopes, service road,
inspection path width, spoil bank section, outer toe drain section, maintenance land
width, detailed estimates etc. Plotting cross section at every 10 m interval so as to
cover the canal sections in full cutting, full bed banking or partial cutting and partial
banking or pipeline sections as the case may be. Preparation of detailed designs for
structures and pumping stations falling on the main canal / pipeline alignment including
electro mechanical components along with detailed estimation.

n) For distribution network other than main canal / pipeline alignment, preparation of
preliminary design for a typical canal / pipeline stretch, preliminary typical design for
each type of structures falling on these network alignments along with preliminary
estimate for the said distribution system.

o) Preparation of Village wise land plan schedule: Collection of original village map from
concerned department by consultant, geo-referencing of village map, transferring the
final alignment on the village maps. Preparation of Land acquisition statement,
collection of ownership record and preparation of land acquisition statement.

p) Creation of GIS Database based on the final alignment study, salient features of
project, Detailed Project Report, Design, Drawing, Land Acquisition Plan Schedule etc.

GIS Application Shall be developed using Open Source Software of Any other software
with license permission & it will be handover to the department. and supply, installation
& commissioning to NWRWS & Kalpasar Department along with transfer of entire GIS
Database to department.

6.3 Detailed items wise scope of work and SERVICES:

6.3.1 Assistance in procurement and Processing of 2.50 m resolution


CARTOSAT Image for preparation of base map, superimposing area of
existing command
x The consultant shall provide assistance for collection of the required satellite images
from NRSC as per AOI finalized by NWRWS Approx. AOI – 30,000 Sq. Km.
x Processing of 2.5 m resolution CARTOSAT-1 Images falling under study area (shown
below) covering 30,000 Sq. Km (Approx.) as per DGPS Control point to be established
for which detailed scope of work are covered in item No.4.

x Generation of DEM (Digital Elevation Model), extraction of Ground levels within AOI,
generation of profile along the proposed canal.

x Preparation of base map of scale 1:10,000 superimposing area of existing irrigation


command and attributes from Survey of India Topo Maps.

x Preparation of Ortho-rectified Image.

x DGPS Ground Control Points (GCPs) established on field to be used for processing of
CARTOSET Imagery.
x Final AOI shall be considered as per instruction of Engineer In Charge.

Note:
a) Agency /Consultant shall assist NWRWS & Kalpasar Department for the
procurement of CARTOSAT-1 from NRSC-Hyderabad.

b) Cost of procurement of 2.50 m CARTOSAT-1 images shall be borne by NWRWS &


Kalpasar Department and paid to NRSC-Hyderabad Directly.

6.3.2 Detailed distribution planning up to 400 hector command area is required


to be carried out. Calculation of Command area. Providing separate
planning for 4 options as mentioned in detailed scope of work. Tentatively
fixing of distribution system alignment for approval of department.
Carrying out crop water requirement study based on existing command
area detail, soil type, agroclimatic zone etc. to work out the design
capacity of distribution system.
x Identify the existing irrigation schemes within the area and exclude the same from
the proposed command to be irrigated.
x Detailed distribution planning up to 400 hector command area is required to be
carried out and Calculation of Command area.
x Carrying out crop water requirement study based on existing command area detail,
soil type, agroclimatic zone etc. to work out the design capacity of distribution
system and available departmental data from various Government agencies.
x Identifying the off taking point from Kalpasar reservoir in consultation with
Engineer-In-Charge.
x Identifying the existing reservoirs that can be used as balancing reservoirs.
x Identifying the lift point locations (pumping stations) and the magnitude of lift.

x Working out the fortnightly crop water requirement of the planned ICA of the canals
by Modified Penman Method.
x The latest water availability at 50 % dependability is 7770 MCM including Narmada
water through Narmada Diversion Canal. The whole planning is to be done
considering this much water availability and priority is to be given to the command
area which is not covered under any existing irrigation scheme. Moreover, if
required supplementary irrigation to water resources scheme or lift irrigation
scheme can be included. However, finalization of command area shall be done in
consultation with Engineer-In-Charge and decision of Engineer-In-Charge will be
considered as final. Moreover, separate planning shall be given for water
availability options:
1) at 50% dependability with Narmada Diversion Canal (NDC)
2) at 50% dependability without Narmada Diversion Canal
3) at 75% dependability without Narmada Diversion Canal
4) at 75% dependability with Narmada Diversion Canal

x The proposed distribution system may be open canal type or underground pipeline
type or combination of both depending upon the topography, financial implication
on account of land acquisition, construction and maintenance.
x The proposed distribution system shall be finalized considering demand/shortfall
of existing and proposed industrial, drinking and irrigation water supply scheme.
x Consultant shall propose allocation and delivery points for new/existing industrial

and drinking water supply.
x Priority for the planning of irrigation to be given where there is no existing irrigation
facility available. However, if required supplementary irrigation of water resources
scheme or lift irrigation scheme can be included to work out the design capacity of
canal/pipeline or combination of both and cultural command area considering the
various water availability described in detailed scope of work. Detailed distribution
network planning up to 400 hector command area is required to be carried out
using CARTOSAT imagery data.
x Separate statement showing village wise, taluka wise culturable command
area(CCA)for all the option shall be submitted.

6.3.3 Reconnaissance Survey and selection of main canal / pipeline alignment:


x Carrying out field reconnaissance survey to identify minimum / shortest length for fixing
of canal / pipeline alignment (or combination of both) corridor considering the obstacles
/ obstructions, environmentally sensitive locations, feasibility of canal alignments using
base maps of scale 1:10,000 prepared using CARTOSAT-1 images superimposed
with Survey of India Topo Maps, duly superimposing the developmental plan, major
development and environmentally sensitive and existing command area of other
irrigation schemes.

x Selection of various alternate alignment using desktop study followed by field


reconnaissance survey for arriving technically feasible and most economical
alignment.

x Working out the merits and demerits of each alignment and recommendation for most
techno-economically feasible alignment.

6.3.4 Establishment of Ground control points using high end DGPS for
CARTOSAT imagery.
For processing of satellite images (CARTOSAT), establishment of Ground Control network
using high end DGPS having accuracy of +/- 3 mm required as per detailed specifications
furnished below;
x Base Station: at center of AOI - 24 Hrs. Observation

x For processing of CARTOSAT-1 Images, it is required to establish DGPS Control Point


(Tertiary Control), 01 Point in a grid of 14 Km x14 Km for 12-hour observation and 7
Km x 7 Km for 2-hour observation.

x DGPS raw data (Rinex data) should be processed w.r.t. IGS Station of SOI as per
whole to part method and coordinates of each control point to be arrived to be used for
processing of CARTOSAT-1 imagery and finalizing the alignment alternatives for field
surveying using high end DGPS and ETS.
x DGPS control points preferably should be established on existing stable permanent
structure wherever available, otherwise pillar of size 300 x 300 x 750 mm should be
embedded and observation to be carried out.
x Each DGPS control point established should be connected with nearest available SOI GTS

accuracy should be in mm.
x Providing reduced level as per MSL to all TBM and PBM which will be established along
the proposed canal as per item No.7 and 8 of form fin 2.
x DGPS raw data (Rinex data) should be processed w.r.t. IGS Station of SOI as per whole
to part method and coordinates of each control point to be arrived to be used for processing
of Cartoset imagery.

6.3.5 Surveying by DGPS and TOTAL STATION including measuring of


alignment of main canal/pipeline or combination of both and creating the
cross section and longitudinal section profile at 30mt interval/or closer as
directed plotting etc. complete on approved final alignment by
department.
x Main canal/pipeline as approved by the Department on CAROTSAT-1 image needs to
be surveyed properly using high end DGPS and ETS for further finalizing of alignment
as per the available contour.

x The objective of the mapping is to provide sufficient detail to enable the design of the
main canal/pipeline or combination of both including all electro-mechanical
component.

x Carrying out Survey investigation by DGPS and Total station 150mt. on either side
from center line i.e 300 mt. corridor in longitudinal section at 30 mt. interval and cross
sections mostly 10 mt. interval normally. But when abrupt changes are encountered,
additional points for level will have to be taken as instructed by Engineer in- charge.

x The agency shall have to make necessary site clearance for carrying out the survey
work at the site of work at his own cost.

x Agency has to provide two hard and one soft copy of graphical plot of L-section and all
cross sections of 300 mt. or as directed by Engineer-In-Charge and the contour map
with the interval of 0.50 mt.

x Satellite print or google map will not be accepted for the work.

x Agency has also to mark the permanent structure if any such as road, school, well,
Vadi, voklo, houses in the contour sheet.

x The work shall also be carried out in all-weather condition and all types of terrain.

x The objective of the mapping is to provide sufficient detail to enable the design of the
main canal/pipeline or combination of both including all electro-mechanical
component.

x Based on the irrigation principal and size of the canal/pipeline or combination of both
to be finalized depending upon the features available on the base map

x Work out the details of the of structures, crossings, pumping station, sections of canal
through open channel or underground pipeline or combination of both shall be worked
out

x Preparation of alignment drawing to the scale of 1:4,000 along with the profile for main
canal/pipeline.

x Submission of above mentioned alignment to department for approval.

x Generation of L-section along the main canal/pipeline at every 30 m interval

x Preparation of L-section drawing to the scale of 1:4,000

x Generation of Cross Section at every 10 m interval across the main canal/pipeline


alignment extending up to 150 m on either side of center line.

x Preparation of cross section to the scale of 1:1,000

6.3.6 Fixing of Apex Point along main canal / pipeline or combination of both
alignment by fixing monumentation of RCC pillar of size 200 mm x 200
mm x 750mm sise at every apex point at 500 m interval.

x After getting approval to the alignment from the project authorities, the

Agency/consultant has to fix stone at 500 M interval on central line and/or apex stones
at every deviation of alignment duly indicating apex No. and chainage.
x The details of chainage stones and apex stones respectively is as follows:
Providing and fixing RCC /Stone pillars of size (size 200 x 200 x 750 mm) with 500 mm
below the ground and 250 mm above ground.

6.3.7 Fixing TBM in CC 1:2:4: at every 01 Km interval having size of pillar 300
mm x 300 mm x 750 mm at site for main canal/pipeline or combination of
both.
x Consultant shall construct and establish temporary bench marks at every 1 Km.
x TBM locations shall however be decided in consultation with NWRWS & Kalpasar
Department.
x The permissible error shall not exceed the codal provisions of leveling done in
kilometers.
x RCC Pillar /Stone Pillar size for TBM shall be 300 mm x 300 mm x 750 mm.
x Values of temporary bench marks shall be fixed with reference to the Permanent Bank
Mark established by SOI as indicated by the Engineer-in-Charge.
x A proper system shall be evolved for numbering the TBMs as directed by Engineer-in-
Charge. A plan to a scale 1: 50000 indicating location and levels of all TBM / PBMs
established in the command area shall be prepared and submitted to the NWRWS &
KALPSAR DEPARTMENT.

6.3.8 Fixing PBM in CC 1:2:4: at every 05 Km interval having size of pillar 500
mm x 500 mm x 750 mm at site for main canal/pipeline or combination of
both.
x The PBM s shall be constructed as per standard practice in and at location as may be
directed by Engineer-in-Charge. This should be located preferably at one corner of the
field, which will not hamper the agricultural operations or as instructed by the Engineer-
in-charge.
x Permanent Bench marks with values at 5 Km interval should be fixed on site.
x The level of PBM shall be established on top of steel plate of size 10 cm x 10cm, 5mm
thickness anchored with 10mm twisted rod of length 150 mm at the center of plate.
x Adequate care shall be taken by the consultant for curing the concrete laid for the
PBMs. The PBMs shall be numbered in oil paint for identification where black cotton
soil is met with the foundation will have to be taken to extra depth and filled with M-10
CC and standard size bench mark shall be constructed over this

x The permissible error shall not exceed the Codal provisions of leveling done in
kilometers.
x RCC Pillar size for 500 mm x 500 mm x 750 mm shall be embedded at site out of which
500 mm below the ground and 250 mm above the ground
x Values of PBM shall be fixed with reference to the Bank Mark established by SOI as
indicated by the Engineer-in-Charge.

6.3.9 Geo-technical Investigation and recommendation of soil strata for design


of distribution system alignment / structures for main canal/pipeline or
combination of both only
x Carrying out Geological Investigations at every 5 Km up to 9 m depth below original
ground level (OGL) all along proposed main canal/proposed pipeline alignment and at
major structure locations up to 15 m depth from OGL (As per indicative quantity
mentioned in Form Fin-2). However, the quantity (frequency as well as depth) shall be
finalized in consultation with the Engineer-In-Charge and decision of Engineer-In-
Charge will be considered as final.
x Geo-tech Laboratory Test from NABL accredited laboratory: Conducting laboratory
and field tests of soil and rock samples using standard procedure for testing as
prescribed in relevant BIS including maintaining records of the test results, analysis of
test results complete, preparing preliminary and final reports of test results, submission
of reports etc. including necessary suggestions / recommendations.
x The geotechnical investigation includes collection of disturbed and undisturbed
samples of sub- surface strata by drilling bore holes, testing the soil samples, carrying
out required field tests, compiling and analyzing the test results and determining their
engineering properties as well as in-situ properties of the strata met with.
x Drilling of bore holes shall be advance by hydraulic rotary drilling with mud circulation
through all kind of soil and rock. Casing shall be used to support the sides of borehole
in soft to firm soils. Any other proposed method of boring other than the specified above
method may be acceptable in case found suitable for the type of soil/rock encountered
at site after consultation with Engineer-In-Charge.
x Field permeability test shall be carried out at each borehole according to codal
provision.
x Auto trip double hole standard penetration test equipment shall be mobilized and
carrying out SPT test at an interval of 3 m and as per the codal provision.
x The minimum length of undisturbed sample shall be 400mm and the minimum

diameter of the sample shall be 100mm Undisturbed samples shall be collected by thin
walled sampling tubes (Shelby tubes) having the area ratio less than 10%. The
sampling tube shall be of stainless steel without welded joint and having a cutting shoe
with the inside and outside clearance ration of 2%. Rate of penetration of the UDS is
such that maximum retention of the sample can be achieved. All boring works shall be
carried out in all types of soils, cemented sands, gravels, soft and hard Murrum, etc.
The Consultant shall have to mobilize appropriate machinery / equipment for drilling,
samplers and core boxes etc.
x Rock coring shall be performed in case rock strata are encountered. Rock
coring/drilling shall be performed with a swivel type triple/double split tube core barrel
and side discharge of minimum NX size drill bit. The core shall have a minimum
diameter of 54 mm. Standard Penetration Test (SPT) shall be carried out on rock
strata, where coring resulted in low recovery and zero Rock Quality Designation
(RQD). These hard materials can be defined as soils with SPT N values not in excess
of 130 blows per foot. SPT ‘N’ values in excess of 130 blows per foot will be defined
as Rocks.
x During the drilling or coring operation, the approximate penetration rate of the drilling
and coring bit shall be monitored and recorded in order to investigate the potential
presence of voids or cavities within the subsurface soils or rocks.
x Carefully place the rock core in suitable wooden boxes that are partitioned so that the
rock from each core run shall be kept separate. Rock cores shall be suitably labeled
and arranged neatly in the boxes. Clearly mark the depths of the run and the amount
of recovery.
x Soil and rock samples shall be classified by a Geotechnical Engineer and approved by
the Engineer-In-Charge. Geotechncial engineer must remain present during the
investigation on site. Prepare and maintain a field log of boring. Clearly record the type
and details of the drilling equipment, the number of blows, hammer weight and fall, and
the amount of recovery for soil samples, and the percent recovery and RQD (Rock
Quality Designation) as well as the amount of any water loss for rock core runs. Soil
sample classifications shall be adjusted according to after the completion of the
laboratory tests. A clear color picture of all rock cores placed in the box with visible
labels shall also be obtained and provided in the report.

6.3.9.1 Sample Collection and testing.


(a) Sample collection:
1) Collection of UDS samples at 3 m interval, alternatively as per standard

practice.
2) Conducting SPT, collection of disturbed samples as per standard practice
(b) Field Testing: Following tests are required to be conducted but not limited to this.
Laboratory Testing for soil samples as per codal provision-
1) Grain size Analysis
2) Atterberg’s limit
3) Specific gravity
4) Permeability at center of the hole of each Centre line holes
5) Tri-axial shear (UU/CU/CD)/direct shear/UCS based on the soil type
6) Consolidation test for clayey samples
7) Free swell and
8) Swell pressure at zero moisture representative samples in black cotton soil
Laboratory Testing for rock samples as per codal provision-
9) Petrographic analysis
10) Uni-axial compression test
11) Specific gravity
12) Water absorption
13) Durability test
14) Bulk density and porosity
(c) Minimum 10% of samples should be tested at Gujarat Engineering & Research
Institute (GERI) as per Government of Gujarat norms.

6.3.9.2 Applicable Codes and Standards


All geotechnical Investigations including sample collection testing procedure, recording and
reporting of test results, analysis of the test results and derivation of different soil
characteristics and parameters shall be in accordance with the latest BIS specifications / ISO
standard or as directed by the Department. All the sampling and testing equipment shall also
conform to the relevant BIS.
x Guide lines / circulars issued by the CBIP / CWC / MOWR / GOG from time to time
shall have to be followed.
x Site drilling register shall be maintained in a Performa prescribed for maintaining
drilling records under the relevant BIS
x Preliminary borehole logs to a vertical scale as per requirement shall be supplied to
the Department in duplicate after each bore hole is completed.

6.3.9.3 Reports:
After carrying out laboratory / field tests on samples and engineering analysis, the Consultant
shall provide soil report. The report shall include but not limited to the following,
a) Classification of soil strata and borehole logs
b) Laboratory and field test results
c) Engineering analysis of test results, soil characteristics and parameters.
d) The report shall also include:
1) Geological information of the area / region
2) A Set of longitudinal and transverse soil profile along with co-ordinates and
levels.
3) Geological mapping of the whole area/region.
4) All field and test results shall be plotted against depth as well as in tabular
form.
The Final report shall be prepared as factual report presenting the results of the geotechnical
investigations, the calculation methods used and the field procedure employed.

6.3.10 Preparation of Detailed Design Drawing and Detailed Estimates.

(a) For Main Canal / Pipeline alignment


Preparation of detailed design drawings (considering the water availability given by the
Engineer-In-Charge), cross section showing bed width, side slopes, service road,
inspection path width, spoil bank section, outer toe drain section, maintenance land
width, detailed estimates etc. Plotting cross section at every 10 m interval so as to
cover the sections in full cutting, full bed banking or partial cutting and partial banking
as the case may be along with detailed estimates. Preparation of detailed designs for
canal structures and pumping stations including electro mechanical components for
distribution system along with detailed estimate. This is to be done for the main
alignment finalized on field survey using high end DGPS and ETS for distribution
system, duly approved by the department. Borrow area and leads shall be decided in
consultation with the Engineer-In-Charge with on-field verification.
(b) For distribution system other than Main Canal / Pipeline alignment
Preparation of preliminary design for a typical canal / pipeline stretch, preliminary
typical design for each type of structures falling on these network alignments along
with preliminary estimate for the said distribution system on pro-rata basis. This is to
be done for the whole distribution system alignment except the main canal / pipeline
alignment. Typical design of canal / pipeline up to 400 ha command area is to be

derived and taken on pro-rata basis for preliminary estimate of the system. Similarly,
typical design of one typical structure of each type is to be submitted and taken on pro-
rata basis for preliminary estimate of the distribution system. The preliminary designs
and earthwork quantities to be derived for preliminary estimation, shall be based on
the CARTOSAT data procured. Borrow area and leads shall be decided in consultation
with the Engineer-In-Charge.

6.3.10.1 DESIGN MANUAL


The consultant shall require to prepare a complete structural, hydraulic and electro-
mechanical design manuals based on latest relevant Indian Standard codes and practices and
shall proceed with design only after approval of the manuals by NWRWS & K department.

6.3.10.2 The pipeline


The design of pipeline system should be as per the relevant codal provision described below.
Hydraulic Design:
a) Central Design Organization’s Guidelines for Planning and Designing for Micro Canal
Network System.
b) Central Water Commission’s Guidelines for Planning and Designing of Piped Irrigation

Design of economical canal sections should be as per I.S., MOST & Departmental norms.

including hydraulic design.

6.3.10.5 Prepare a design report covering above items.


x The consultant shall submit 6 (six) copies of all design and drawing to the Department
who shall examine designs, drawings and furnish comments if any. The consultant
shall attend to the comments and observations and modify the design and drawings.

x Any resubmission or changes required in designs and drawings already submitted,


shall be attended by the Consultant and shall be deemed to be covered under the
scope of original work.

x All the data details, drawings, reports, detailed design for distribution system and
preliminary designs and schematic hydraulic and structural drawings submitted by the
Consultant/agency shall be the property of the Department. The Consultant shall not
use any parts of the same design or publish the contents thereof in any manner.

x The Consultant shall note that all information furnished shall be treated as confidential
and shall be used by the Consultant only for the purpose for which such information
was intended and shall not disclose the same to any other party without prior approval
of the Department.

x The Consultant shall prepare detailed canal cross sections for various conditions like,
canal in full cutting, canal in full or bed banking or canal in partial cutting and partial
filling, following in general the requirements laid down in BIS specifications. However,
looking to the size and purpose of the canal/pipeline, each parameter/dimensions will
need to be decided in consultation with the department.

6.3.10.6 PREPARATION OF PLANS & ESTIMATES
x The Consultant shall prepare probable cost estimates in consultation with the
department for each component of the works included in the scope of the present
consultancy assignment i.e. for the canal/pipeline or combination of both work, head
regulator, associated structures, pumping stations and other ancillary works.
x The consultant shall have to give separate estimate for each individual structure.
x Consultant has to submit the detailed estimates for main canal / pipeline or
combination of both including associated structures and pumping stations only.
Consultant also has to submit preliminary estimates for whole distribution system other
than main canal / pipeline or combination of both including associated structures falling
on these network alignments.
x The estimates shall be prepared in the format to be prescribed by the department on
the basis of sanctioned SOR of NWRWS&K department.
x For Non-SOR items, unit cost of work shall be decided in consultation with the EIC. In
the estimate the provision for quality control, work contingencies, establishment etc be
made as per directions of the EIC.

6.3.11 Village wise Land Acquisition Plan Schedule:


Collection of original village map from concerned department shall be done by consultant,
geo-referring of village map, Transferring the final alignment on the village maps. preparation
of Land acquisition statement, collection of ownership record and preparation of land
acquisition statement.
The consultant shall prepare land plan schedules, village-wise for land to be acquired for main
canal/pipeline and associated structures including preparing land acquisition schedule.
Land width required (rounded off to the nearest meter) for proposed canals are to be worked
out based on the canal cross sections prepared.
The alignment and land widths required as worked out above are to be marked on the village
maps.
x Collection of required revenue maps and revenue records from concern Government
Authorized Offices for the AOI /Canal Network shall be done by consultant.

x Fixing Cutting points at village limit, survey number / field bund limit on the cadastral
survey map.

6.3.12 Creation of GIS Database based on the final alignment


x Creation of GIS Database based on the final alignment study, salient features of
project, Detailed Project Report, Design, Drawing, Land Acquisition Plan Schedule
etc., GIS Application Shall be developed using Open Source Software of Any other
software with license permission & it will be handover to the department. and supply &
installation to NWRWS & Kalpasar Department along with transfer of entire GIS
Database to the department. Consultant shall procure and hand over to department
the required hardware, which can run the generated GIS data base smoothly.
x GIS Application development using open source software to maintain the database of
all the pre-construction activities which is called as Canal Asset Management System
(CAMS)
x Key modules of CAMS shall be designed, installed and implemented at NWRWS Office

6.6 Activity wise time schedule and terms of payment

6.6.1 Time Schedule for Submission


The time limit for completion of this work is 09 months.

The Consultant shall adhere to the time schedule for completion of the assignment. The time schedule stipulated shall be adhered to as far as possible.
In case of delay in submission by the consultant for acceptable reasons, appropriate time limit extension will be granted by the department.

shall be made on receipt of request from consultant, within 90 days after issuance of LOI.
Note: The time limit of 90 days shall be extended for another 15 days under exceptional circumstances by EIC on written request by
consultant with reasons thereof.
2. A Bank guarantee (unconditional) equal to the amount of advance payment from branch of banks as mentioned in clause-4.2.12, Section-
4 only shall be furnished by the consultant, in the form of Annexure-III before receipt of payment of the advance.
3. The advance payment shall be interest free.

4. The Agency is to use the advance payment only to pay for Equipment, Plant, Materials and mobilization expenses required specifically
for execution of the contract. The agency shall demonstrate that advance payment has been used in this way by supplying copies of
