TERMS OF REFERENCE

Consulting Services for the Detailed Architectural and Engineering Design (DAED) of the proposed
Construction of UNIVERSITY LIBRARY AND KNOWLEDGE CENTER

BACKGROUND

A. Rationale
The University Library (formerly, the UP College of Agriculture Library) was established at the
founding of the College of Agriculture in 1909. It has the most comprehensive collection of
scientific literature in agriculture and allied sciences in the country. This wealth of information
was not only acquired from various sources worldwide but also from knowledge that the
University itself generates. It is mandated to deliver information services and proactively
support the University’s trilogy function: teaching, research and extension.
The Main Library building (now named Bienvenido A. Gonzales Bldg.) was completed in
November 1972. For its 43 years of operation in this building, spaces for office, reading and
collection have adjusted several times to give way and meet the ever-changing needs of the
library clients, specially the students and the directives from the UPLB administrators.
Even with the limited space, the Library is able to practice modern services, which is not only
as information provider but also as a facilitator of learning. Hence, this project shall further
upgrade the current limited facility with non-obstructive studying as well as for academic
discussion areas, better access to information and an enabling environment that encourage the
development of life-long learning skills, collaboration and creativity. It is then expected for our
students to develop an academically excellent in doing research and for the University to
produce and information literate, quality graduate and life-long learners.

B. Vision and Objectives


The University Library and Knowledge Center is envisage to be a state-of the-art facility that
will provide a wide range of services for learning and studying with the integration of
Information and Communication Technology.
It will enhance the traditional print collections and quiet reading area to an environment
that allows students to work, study and socialize. This will also be opened to non-UP researchers
in compliance with the UP’s mandate as Public Service University. It shall also uphold the
University as Center of Excellence in Agriculture, Engineering, Computer Science through
enhanced access to information in a modern facility. This project aims to:
 Address the limited space of the current Main Library for its library users/clients and
collection;
 Equip the facilities with furniture and equipment conducive to learning;
 Provide a modern library practices and information services with the integration of
information and Communication Technology;
 Meet the client-centered information needs; and
 Conform to the needs of its users as collaborative, innovative and digital native
learners.

The project shall be located at the current site of the Maquiling School Incorporated,
along Victoria M. Ella Road. With the expiration of its MOA with the University in 2016,
Maquiling School is expected to transfer to another location. The University Library and
Knowledge Center shall be part of a University-initiative to develop the area vacated by
Maquiling, including the other areas within this block, into a Global Academic Zone (GAZ).
This area is envisioned to banner the University’s resolve to upgrade college instruction to
international standards, and thereby, develop graduates into globally-competitive
professionals who shall become leaders in their chose fields of expertise. The Global
Academic Zone is envisioned to be the ideal setting that nourishes the development of life-
long learning skills, collaboration, creativity and innovative thinking. It shall have common
learning amenities that shall bring minds together and create new and innovative ideas
alongside peers and mentors. The Global Academic Zone shall be provided with high-
bandwidth internet access, and a fast connection from anywhere within the GAZ - in parks,
in libraries, corridors, classrooms, lounges and cafeterias. (see location and vicinity maps
attached).

General Description of Scope of Work


The project involves the establishment of the University Library and Knowledge Center, for use for
use of the University’s constituents. It includes the modernized Library, the training facilities of the
University Learning Resource Center and central hub for the Information Technology Center.
Activities in relation to this include:
 Building construction activities which involves the construction of the Communal
Classroom building, including procurement activities, pre-design activities, design
activities, construction and turn-over. The project is to be executed in three phases.
 Equipment procurement activities includes the purchase of library, information
technology and communications resources, furniture and equipment, which takes
place, in sync with construction activities.
 Operationalizing the University Library and Knowledge Center building which
involves the transfer of library collections, IT facilities, including its operations
headquarters, immediately after Phase 1 constructions are completed.

BUILDING DESIGN
The University of the Philippines System Guidelines on the Establishment of the New Library for floor
area per reader (1.32 m2 per reader) was used in the computation of allotment for reading area.
While, for standards on book capacity, the International Federation of Library Association (IFLA) was
consulted to estimate the necessary floor area needed to shelve the collections (30 volumes per
Linear Meter). Computation based on these criteria resulted in the following allocations. These
allocations, along with the standards are regarded as minimum standards that must be met. The
plan for the proposed building provides for more than these minimum allocations.

The Learning Commons


Collaboration can occur in different modes and levels: teachers to students in formal classroom
learning, teachers and students in one-to-one mentoring, teacher to students in informal or
accidental exchanges. Student, peer-to-peer group work in the classroom setting, in research /
discussion rooms, peer-to-peer informal and accidental exchanges. Because each setting fosters a
specific attitude towards each other, relationships tend to deepen and become more impactful with
a variety of experiences for collaboration and interaction. This relationship is then brought back into
the formal classroom, intensifying the impact of learning on the student.
Adapting a concept of 'tearing down the school walls' to enable students to learn within the context
of a more “life-like” environment where they are expected to put their knowledge to use, the Library
forms part of a larger group of learning spaces for informal teaching to enable life-long learning. In
these areas, students are allowed to learn in ways suited to their individual preferences. As much as
possible, amenities are made to be shared as common to both teachers and students. This entails a
lesser provision for exclusive spaces and upgrading space qualities so that these can be used by both
teachers and students.

The Learning Street


The “Learning Street” includes transition and outdoor venues used for student activities, interactive
exhibits and visual communication of learning values. The learning street is comprised of spaces
used mainly for circulation that connect the intentional learning spaces of the school. The learning
street gives way to “accidental learning” playing on the learner’s curiosity to discover new things, or
new ways in the objects that surround him. The library is designed to form part of the University’s
learning street system, meant to inspire thoughtful conversations around a certain public art or
exhibit.

 Lobby – the main lobby shall be furnished with lounge for visitors and
modular transaction counter wherein 3 staff will man a centralized
borrowing and returning of books, and information officer/Reference Desk
Officer. A dumb waiter shall also be required to lift the returned books to
its respective Section. The entrance and exit doors shall be equipped with
security gate system. The area could also serve as an open gallery.
 Transaction Counters for each Section/Sub-Section of the Users’ Education
and Services Division where the staff of the Section can easily be
approached by the clients for any assistance and/or query.
 Reading area equip with study tables and seats that the clients can have the
choice on most comfortable seat/station to study accessible to the needed
reading materials.
 Chill Area for the student to relax, socialize and learn.
 Discussion Rooms that could also serve as viewing room for assigned film or
venue to dry run presentation equipped with white board, projector and/or
flat screen TV
 Study Cubicles for researchers who do not want to be distracted.
 Charging Stations shall be provided in every reading area for those who are
studying/researching using their own gadgets (laptop, iPad, tablet) that
need power recharging.
 Computer Work Stations shall house 300 units of computers for the use of
students.

II. PROJECT TIMETABLE

2.1 TIME FRAME. The period for the ARCHITECTURAL AND ENGINEERING DESIGN
CONSULTANT’s services is expected to be 160 Calendar Days excluding periods used
during construction.

2.2 The schedule of submissions for ARCHITECTURAL AND ENGINEERING DESIGN


Documentation shall be implemented following the scheme in Table 4.

2.3 Bidding and Construction activities shall proceed thereafter.

III. CONSULTANT QUALIFICATION

3.1 The ARCHITECTURAL AND ENGINEERING (A&E) DESIGN CONSULTANT shall be:
3.1.1 A firm/company providing DETAILED ARCHITECTURAL AND ENGINEERING
DESIGN services, duly registered with the Security and Exchange
Commission (SEC) or the Department of Trade and Industry (DTI), owned
and managed by professionals qualified to undertake work in
ARCHITECTURAL AND ENGINEERING DESIGN;
3.1.2 An Architectural Firm, at least 70% owned by a Filipino Architect, who must
be registered and licensed to practice architecture in the Philippines, in full
compliance with R.A. No. 9266 (Architecture Act of 2004), registered under
Philippine Laws, a sole proprietorship, partnership or corporate entity;
3.1.3 An Architectural and Engineering (A&E) Firm, partly owned by a Filipino
Architect, registered and licensed to practice architecture in the Philippines,
in compliance with R.A. No. 9266, registered under Philippine Laws, a sole
proprietorship, partnership or corporate entity, provided that said Architect
shall be nominated in the bid documents as the professional responsible to
lead the Consultant’s team in the design and who shall be tasked with
signing all contract and permit documents;
3.1.4 Or a Joint Venture (JV), Association or Consortium of Firms where the lead
firm must be an architectural or architectural and engineering firm,
following the same conditions cited in paragraphs 4.1.1 and 4.1.2 above,
provided that all member firms of said JV, association or consortium shall
satisfy the pertinent eligibility requirements.

3.2 The A&E DESIGN CONSULTANT shall have demonstrated competence and creativity
to address the design problem for projects of similar complexity, use and character.
The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT shall show previous
experience in design of state of the art library buildings.

The Bidder shall indicate in his technical proposal, a description of completed and
ongoing projects, citing features and merits of particular projects where the above-
mentioned requirements have been fulfilled.

3.3 The A&E DESIGN CONSULTANT must be operational for at least fifteen (15) years
and shall have proven capacity to complete the project and provide the appropriate
experts and project staffing.

IV. MANPOWER AND QUALIFICATION REQUIREMENTS

The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT shall provide the


manpower requirements upon the effectivity of the contract with the following
qualifications and functions:

4.2 The A&E DESIGN CONSULTANT may assign tasks of Project Key Personnel to
professionals outside of his firm or organization provided that the necessary
documents to support the agreement between the ARCHITECTURAL AND
ENGINEERING DESIGN CONSULTANT and Key Personnel are submitted with the Bid.

4.3 The A&E DESIGN CONSULTANT may assign other support personnel in addition to
those listed below, for the optimal performance of all DETAILED ARCHITECTURAL
AND ENGINEERING DESIGN Services at no additional cost to UPLB.

The following is an indicative list of technical support personnel with their


qualifications that may be assigned by the ARCHITECTURAL AND ENGINEERING
DESIGN CONSULTANT.

4.4 The A&E DESIGN CONSULTANT shall provide the Curriculum Vitae (CVs) (Annex “A”)
of their KEY AND SUPPORT personnel staff clearly showing the relevant skills, work

experience, trainings and professional certifications issued by the respective
organization/association. The CVs must be accompanied with certified true copy of
the following:

4.4.1 Professional Regulation Commission (PRC) License and Current Professional


Tax Receipt (PTR);
4.4.2 Diploma for college degree
4.4.3 Diploma for post graduate degree, if applicable
4.4.4 Professional certifications issued by the respective organization/association
4.4.5 Certificate of Employment for the last five (5) years stating satisfactory
performance of the employee
4.4.6 Job Description/s on the projects handled
4.4.7 Professional Indemnity Insurance coverage for all the manpower
requirements stated in Section V.

V. SCOPE OF SERVICES

5.1 General Scope of Work


The scope of the Consultant’s work shall include the preparation of building plan
schemes, design developed drawings and final contract documents for the
construction work to be done on the building. In general, the design engagement
shall include, but not limited, to the following:
a) ARCHITECTURAL PLANS

e) SANITARY AND PLUMBING PLANS
f) MECHANICAL PLANS

i) TECHNICAL SPECIFICATIONS
j) BILL OF QUANTITIES AND DETAILED UNIT PRICE ANALYSIS

5.2 Detailed Scope of Work


The CONSULTANT shall execute this assignment through a graduated, consultative
and iterative process starting with the architectural space program and design
schematics, thence into more detailed architectural design (during the Design
Development Phase) and then finally to the preparation of detailed architectural and
engineering contract document services of the proposed building. The process shall
be consultative, engaging the client and facility end-users through all stages of the
consultancy work.

5.2.1 Project Inception Stage– The CONSULTANT shall:


5.2.1.1 Consult and verify with the UPLB Adhoc Committee for this project to
ascertain project requirements, establish protocols for reporting and
project coordination, and to firm-up the project work program,

schedule of coordination meetings and submission of project
outputs.
5.2.1.2 Conduct ocular visit of the site and topographic survey/s to gather
the necessary data from the organization and administration patterns
as well as procedures in order to optimize space allocation and
increase productivity.
5.2.1.3 Consult with a Geotechnical Engineer for a site survey/assessment
and soil investigation in order to evaluate the site and soil conditions
of the proposed location of the building.
5.2.1.4 Present and submit the Inception Report documenting the:
 Work program and project schedule.
 Project organizational chart and protocols for reporting and
project coordination.
 Rapid site assessment and review of site data identifying site
potentials and constraints.
 Request for additional site and project information.

5.2.2 Conceptual Framework Plan and Architectural Program Report Stage – The
CONSULTANT shall:
5.2.2.1 Conduct studies required for the project in compliance with
government laws, ordinances, codes, rules and regulations,
functional relationships, cost and effectiveness and others.
5.2.2.2 Present and submit the Conceptual Framework Plan and
Architectural Program Report containing;
 Description and illustration of the Master Development Plan for
the project integrating all space requirements, immediate and
future developments, and adjacent and ancillary services; and

5.2.3 Schematic Building Design and Preliminary Site Development Design Stage
The work under this phase includes the analysis of the design problem and
the presentation of solutions in the form of schematic plans. The Schematic
Report shall include, but is not limited, to the following:
a) Site development plan showing landscape scheme
b) Schematic floor plans, elevations, sections, interior and exterior
perspectives.
c) Space Program and preliminary scope of construction work
d) Budgetary estimates

5.2.4 Design Development Stage


The work under this phase includes the preparation of developmental
designs and design data including recommended systems and corresponding
costs in aid of finalizing the design program and plans prior to the

preparation of dialed and final construction drawing and contract
documents.
The following design development submissions are to be made based on the
latest and approved building schematic and preliminary site development
plans:
a) Design developed architectural and engineering plans
b) Detailed floor plans and sections
c) Scope of construction work
d) Schedule of materials and finishes
e) Outline specifications
f) Updated budgetary estimates

5.2.5 Contract Document Stage


Based on the approved design development plans, the Consultant proceeds
to the preparation of the following:
a) Detailed architectural and engineering construction drawing
b) Scope of work and schedule of materials and finishes
c) Technical Specifications
d) Detailed bill of quantities and cost estimates

The Consultant shall ensure that all Final Contract Documents are
coordinated across all design disciplines and outputs.

5.2.6 Bidding Phase and Construction Stage


The CONSULTANT’s work includes assistance and advice to the University
Planning and Maintenance Office (UPMO) in the preparation of Bid
Documents during this phase.

5.2.6.1 During Bidding Phase, the Consultant is expected to:


 Attend pre-bid conferences; and
 Respond to questions from bidders.

5.2.6.2 During Construction Phase, the Consultant is expected to:


a) Advise the UPMO and the appointed Project Construction
Manager regarding decisions on all claims of the Client and
Contractors on all matters relating to the execution and progress
of work or the interpretation of the Contract Documents.
b) Make periodic visits (at least twice a month) to the project site to:
 familiarize himself with the general progress and quality of work
and to ascertain that the work in progress is proceeding in
accordance with the Contract Documents and report; and
 report to UPMO, defects and deficiencies noted in the work of
Contractors and hall condemn
c) As needed, advise the UPMO and the appointed Project
Construction Manager in:

 preparation of variation orders and in the review of written
guarantees required of the Contractor and Sub-contractors;
 determining the amount owing and due to the Contractor and
certifying that the quality of work performed by the Contractor
is in accordance with the Contract Documents; and
 work found failing to conform to the Contract Documents

6.2 Oral/ visual presentation meetings shall be scheduled with the Client at least 2-3
days after the submission of the report to be presented.

6.3 Succeeding revisions in schemes and design development plans including revised
cost estimates, resulting from consultations with the Client, should be submitted in
bound A3 size compilations, but need not contain full report contents, to be
attached in the original report as “ANNEXES.”

VII. PLAN REVIEW AND APPROVAL

7.1 UPLB shall designate personnel responsible for plan review and approval. All plans
submitted shall use the UPLB-recommended title blocks, with the following
signatories;
(a) the appointed End-user representative
(b) the UPMO Director
(c) the OVCPD Vice Chancellor
(d) the UPLB Chancellor

7.2 Prior to progressing to succeeding stages of design, a final copy of the plans should
be submitted for signature of the above University personnel.

The ownership of all designs, drawings, specifications and copies thereof including
electronic files, prepared and furnished by the CONSULTANT in the performance of the
services subject of this Agreement shall be vested with the UPLB.

IX. WARRANTIES OF THE CONSULTANT

9.1 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT warrants that it shall
conform strictly with the terms and conditions of these Terms of Conditions.

9.2 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT warrants, represents


and undertakes reliability of the service required to the satisfaction of the UPLB. It
shall employ highly skilled, well behaved and honest employee with ID displayed
conspicuously while working within the compound. It shall not employ UPLB
employees to work in any category.

9.3 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT shall comply with the
laws, governing employees’ compensation, rules and regulations applicable to its
personnel employed on account of contract services. The CONSULTANT shall pay its
personnel not less than the minimum wage and benefits mandated by law.

9.4 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT in the performance


of its service shall secure and maintain at its own expense all registration, license or
permits required by national or local laws and shall comply with the rules,
regulations and directives of the regulatory Authorities and Commissions.

9.5 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT’s personnel shall


take all necessary precautions for the safety of all persons and properties at or near
their area of work and shall comply with all the standards and established safety
regulations, rules and practices.

9.6 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT shall coordinate with
any authorized and/or designated UPLB personnel in the performance of their jobs.

9.7 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT shall be liable for
loss, damage or injury as may be due directly through the fault or negligence of its
personnel. It shall assume responsibility thereof and the UPLB shall be specifically
released from any responsibility arising therefrom.

9.8 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT shall comply with all
documents to be required by the Commission on Audit even after completion of the
project at no additional cost to the UPLB.

9.9 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT shall neither assign,
transfer, pledge, nor sub contract any part or interest therein.

9.10 The ARCHITECTURAL AND ENGINEERING DESIGN CONSULTANT shall tender service
at no cost in the UPLB in case of any extension of the contract duration.
