RISK ASSESSMENT & RISK MANAGEMENT

(EXERCISE #2)

Name Obad, John Paulo J. Score:

Section: MT3C DATE: 24 June 2021

INSTRUCTION 1 (Risk Assessment): Identify what shipboard operation will be agreed of the
group based on their department/shipboard experience, identify its location (i.e. at sea, at
anchor, or at port), enumerate at least 5 possible safety hazards along with its counter
preventive measures and list down at least 5 standard conditions of crew and the vessel during
carrying out of the shipboard operation.

a. Shipboard Operation Navigation in Restricted Visibility

b. Location At Sea Onboard Ship

c. Possible Safety Hazards d. Counter Preventive Measures

When encountering restricted
visibility, first is to inform the master
and follow the important procedures
in ColReg regarding restricted visibility,
like Rule 19-Conduct of Vessels in
1. Collision and Grounding Restricted Visibility Rule 6-Safe Speed
Rule 5-Lookout Rule 35-Sound Signal
and you also applied Rule 8-Action to
avoid Collision. And use all available
means onboard especially all
navigational equipment
In restricted visibility, when on deck
2. Fall, Strip or Slip bring flashlight or LED light and do not
work alone
Reduce the vessel’s speed and appoint
adequate man power meaning
additional personnel or crew to
3. Navigational Equipment may
appoint lookout in different angle of
fail or damage
the ship. And keep the bridge doors
open without any obstructions for
easy bridge wing access during fog.
4. If restricted visibility is cause When encountering sandstorm, shut
by sandstorm, sands or dust all ventilations, doors and windows in
particles may enter the accommodation or in an engine room
accommodations to avoid sand particles from entering
During restricted visibility, stop all
5. Due to limited or restricted
deck works especially working aloft
visibility lost of crew is
and follow all procedures regarding
possible or Man Over Board
restricted visibility.
e. Standard Conditions
 Crew  Vessel
 All crew should conduct risk  Vessel should be in a good
assessment regarding condition
restricted visibility for them to  All equipment such as fire
be aware fighting equipment, lifesaving
 Crew must wear their equipment, personal
Personal Protective protective equipment should
Equipment properly maintain.
 The crew should not work  For signals like sound and
alone light must be ready so with
 Crew must be aware of the the navigational equipment
procedures and all important
parameters during restricted
visibility
 All crew should always
prepare for further to any
instructions given
INSTRUCTION 2 (Risk Assessment): Assess identified hazards using quantitative method, and
once classified, identify applicable additional counter preventive measures as indicated in the
Risk Evaluation. Lastly, enumerate different on-the-job activities on areas like, Human Resource
Management, Equipment Resource Management and Shipboard Procedures Management.

II. RISK MANAGEMENT / ON-THE-JOB ACTIVITIES

a. Human Resources Management
Restricted visibility is a condition in which the visibility is restricted
due to different obstruction such as fog, mist, sandstorm, heavy rainfall
and/heavy snow fall. At sea, during navigation, restricted visibility cause
hazards to ship and to the crew which may lead to accidents causing
death. First thing to do when you go onboard is to familiarize the vessel, it
is your duty as an individual to get familiarize with your own ship. With that
process, you will be able to know and understand the aspect especially the
ship’s particular and the different angle of the ship for you to be aware
when casualties occur.

b. Equipment Resources Management

Managing and monitoring different equipment onboard is a vital work
because you have to check and ensure that all equipment are working
accordingly and whether it needs further maintenance and calibration.
During restricted visibility, all equipment particularly navigational equipment
plays a critical role since the safety of the ship, the crew, the cargo and the
environment highly depends on its functions it provide.

c. Shipboard Procedures Management

During restricted visibility, shipboard procedures management refers
to the protocols given from the company in line with the different convention
adapted and amended. Such rules and regulations when restricted visibility
like in ColReg Rule 19 Conduct of Vessels in Restricted Visibility that
provides procedures and things to do. Its function is to provide safety
precautions on how to manage different shipboard operation such as
navigating in restricted visibility.
