This office letter no.2008/Safety(DM)/Che./6/3 Pt. dated 27.08.2020 Vide letters under reference; various instructions with regard to preparation of Disaster Management Plan, 2020 have been issued. Recently, a meeting of National Executive Counell was held on 22.09.2020 wherein instructions regarding preparation of Disaster Management Plan, 2020 were reiterated. The following . points need to be taken into consideration while finalising the Disaster Management Plan (DMP), 2020: i 4. The Disaster Management Plan is to be made as per the template of National DMP 2019, available on the website of NDMA. \ f 2. Vulnerability Atlas is to be kept in view while formulating DMP 2020 and while taking up works or projects. 4, Storage and handling of hazardous chemicals. NDMA vide their letter no. 1-60/2020- PP dated 25" September, 2020 have recently conveyed these instructions and as such DMP 2020 needs to incorporate these instructions also, j 7. Dear Modom| vr, Please refer to my D.O letter No. 1-80/2020-PP dated 07.07.2020 regarding | preparation of the Disaster Management Plans, as mandated by the Disaster Management Act 2005, or further update/review of the plan as per NDMP — 2019. NDIA has prepared a framework (template) for the preparation of DM Plans and + had sent to all Ministries / Departments vide NDMA letter No. 1-6/2016-PP dated = 9" January, 2019, followed by several reminders. ‘ . 2. _ The DM Plan of your Ministry / Department is yet to be approved by NDMA. Those Ministries / Departments who have not submitted their DM Plans as per the template shared by NDMA should prepare their Plans and submit to NDMA for approval at the earliest. 3. The Plan also needs to be seen in the light of enhanced vulnerabilities cpated due to ongoing pandemic and similar situations in future, firm distancing leasures, use of face cover / masks, hand hygiene etc, have to be addressed in the DM Plans by the Ministries and Departments, 4. __ NDMP-2019, providing detailed information on roles and responsibilities of different stakeholders for management of Biological and Public Health Emergencies (BPHE) and various containment plans and guidelines issued by MoHFW, need to be taken into consideration while addressing pandemic concerns. Sub: Hon'ble Prime Minister's 10- point Agenda on disaster related issues, Member Secretary, National Disaster Management Authority (NDMA) vide letter No. 1-61/2020-PP(Pt. Il) dated 15.07.2020 (copy enclosed) have conveyed the instructions given by Hon'ble Home Minister in a review meeting held on 30.08.2020 o It has been advised that the 10-point agenda on disaster related issues announced by Hon'ble PM be 2 guiding factor for all Disaster Risk Reduction (DRR) activities and programmes. The Disaster Management Plans need to be prepared following NDMA's NDMP-2019 so that the 10-point agenda is duly incorporated in the DMP. NDMA has identified some important action points on the issue which are enclosed as Annexure Il of the NDMA’s letter NDMA's website may also be perused for details on Disaster Management Plan- 2019 at https /indma.gov.in, 3 It has further been advised that the Hon'ble Prime Minister had launched the Vulnerability Atlas prepared by Building Material Technology Promotion Council (BMTPC) in 2019 which may be taker into consideration while carrying out development works/projects for disaster resilience. The detailed information about the ATLAS and its usage for disaster management activities are available in Annexure-Ill of NDMA letter. 4 It has also been advised that other directives/suggestions of Hon'ble Prime Minister on Disaster Management be identified and widely disseminated amongst offices to address the issues in discharge of their duties. 5. It is requested that necessary action as per the directions of NDMA be taken and an action taken report in this regard be sent to Board. Deputy Secretary, Cabinet Secretariat vide letter dated 25.08.2020 has advised that during the meeting of National Crisis Management Commitiee (NCMC) on the subject issue, the following recommendations were made’ i. Complete mapping of all hazardous and explosive material lying in the storage area at Ports/Railway Yards/Airg orts/premises of industries etc may be undertaken and a safety audit o' all the locations be conducted immediately ii, Officers in organizations dealing with hazardous chemicals be sensitised on the need fo take expeditious action in inyentorying stocks of such chemicals in their jurisdiction and ensuring their safe|transport and immediate disposal. iii, Officers of all relevant Departments/Agencies should be made accountable/responsible for ensuring safety of hazardous chemicals in their jurisdiction and taking timely decision in ttis regard. 2. In this connection, instructions issued vide Board's letter No. 2008/Safety (DM)iCheJ/6/Pt. dated 27.08.2020 on the subject of "Safety concern relating to manufacturing, storage, transportation and hharkling of hazardous chemicals” may also be taken into consideration. 3. Member Secretary, National Disaster Management Authority (NDMA) vide letter No. 5-29/2020/Mit-II dated 07.08.2020 (copy enclosed) has reiterated the existing guidelines on the above mentioned subject 2. It has inter-alia been advised that the storage area of hazardous chemicals must be equipped with safety equipments, security systems and advanced fire fighting systems. Mock drills should be held regularly to check preparedness. It has further been advised that materials remained stored for long time be given special attention and all the necessary approvals/efforts be taken for their disposal 3 It has been advised that vigilance may be stepped up and all preparedness measures taken for safe storage, transportation and handling of hazardous chemicals. 4. Each state/UT needs to ensure close surveillance over import, storage, distribution CRB and endl use of hazardous chemicals. NDMA guicelines on Chemical Disaste’ 2007 give = detailed provisions for the safe storage and transportation of hazardous chemicals. In this + context, as an example, Ammonium Nitrate Rules 2012 and Ammonium Nitrate YP (Amendment) Rules, 2018 issued by the Department for Prometion of Indusiry and intemal jabs ltac® may also be referred to. Safety requirements in respect of other hazardous 1 1 t AS een S 5, storage area of hazardous chemicals must be fully provided with all safety equipment, security systems and advanced firefighting systems. The district disaster management ny plans need to be carefully updated, taking into account the contingencies that may arise in local industrial units by ensuring proper communication with the industrial units.
