GANGA PATH FROM DIGHA TO DEEDARGANJ AT PATNA
(Length- 21.5 km)

BRIEF OVERVIEW
 Possibility of providing connectivity at Khajekalan Ghat is being explored.
 From Ch. 13.5 onward there was a provision of Embankment in main
design of Ganga Path, but due to shifting of river towards City side a
detailed study has been conducted by IIT Roorkee, elevated structure has
been recommended from km 13.5 to 17.0. Accordingly centre line has
been modified & revised proposal has been prepared-

* Considering the reduced project length from Ch.21.50 to Ch.20.44 (

Old NH-30 instead of New NH-30)
 Less private land acquisition will be needed as ROW is reduced to 45m (Land
between Ch.15+400 KM to Ch.16+000 KM is private land).
 This will also resolve the issue of Guest house of Khankahe Munimiya at
Mitan Ghat. Re-location of Khajekalan burning Ghat will not be required &
free access to river front will be available.
 Most of the hindrances can be minimized due to less ROW requirement.

Patna Ring Road
• MORTH Government of India has proposed for construction of 4-Lane Ring
Road for Patna. NHAI has engaged M/S Jacob as DPR Consultant.

• The Consultant has suggested the alignment of SH-78 Bihta-Sarmera Road

from Kanhauli to Lakhna and from Lakhna to Kachhi Dargah through Greenfield.
This stretch will require huge land acquisition.

• It has been therefore considered to take up the alignment of SH-78 Bihta-

Sarmera Road from Kanhauli to Daniawan (55 Km) for 4-lanning.

• From Daniawan to Fautha, NH-30A, 7 Km will be widened to 4-lanning which is

currently widened to 2 Lane with Paved Shoulders.

• From Fatuha to Kachhi Dargah , 5 Km which is SH-105 will also be widened to

4-lane.

• Also SH-01 Sadikpur-Pabheri-Masauri Road (39 Km) is being considered to

take-up for 4-lanning under this scheme.

• The total length, 55+39+8+5=107 Km, does not require any land acquisition
for4-lanning .

ISSUES

• LAND ACQUISITION – specially green field projects in bypass & mega

projects

• FOREST CLEARANCE & issued with NGT

• ENCROACHMENT & Utility shifting related with other departments &

administration.

• Improve roads acquired from other departments.

• Constraints of budget to sanction schemes in light of BOS.

General LA issues
 Long Time Schedule required in the process of LA:
 Preparation of Land Acquisition Plan (LAP) needs more time
because various land related data to be obtained from Circle
Office and Record Room of District.
 After submission of LAP, SIA to be done.
 SIA notification for study from the designated institutes.
 After study deliberation takes much time before submission of
final SIA report.
 Then actual process of land acquisition like Sec 11 & 19 etc.
 Higher Cost of Land Acquisition:
 Due to enhanced compensation.
 Higher cost of establishment charge.
 Higher MVR due to change of nature of land e.g. Agriculture
to Commercial, residential, developing etc..
 Higher value of estimated cost on recommendation of Six Man
Committee.
BSRDC - General Major LA issues
 Due to Promulgation of new LA act 2013 & rule 2014 more time is
required to complete the formalities (SIA, R&R)
 RaiyatiKaran of Bakast Land (SH-78, BKP-Tajpur Bridge)
 Dispute of Title
 Ganga Path : Govt. – Private
 Other Projects : Private – Private
 Dispute in Nature of Land
 Agriculture / Progressive / Residential / Commercial
 Dispute in Rate – Demand of Higher Rate
 Court Cases
 Claim of Ownership on old RCD Roads (SH-81, SH-88 & SH-91)
 De-Notification of on-going process ( Urgency to Normal)
 Transfer of Govt. Land
