The Implementing Organization

Cebuano Youth Ambassadors, a recipient of Ten Accomplished Youth Organizations Award and
a National Coke Barkada Awardee, envisions a future for all young people in Cebu which
promotes a democratic, gender-sensitive, united, peaceful and prosperous society where young
people can enjoy a full and abundant life enabling them to become active players in
advocacy-driven programs and projects which fulfil their potential, hopes, dreams and
ambitions and are able to participate fully in the economic, social, cultural, spiritual and political
life.

For ten (10) years, the organization is committed to uplift the lives and represent the interests
of the Cebuano People through innovative projects and progressive campaigns that are made
possible through determination and reaching out to the private and public sectors, as well as to
fellow groups aiming for the improvement of the lives of our youth especially in Cebu.

Rationale/Background - The Sangguniang Kabataan Federation and other government

agencies have programs and services that address the different challenges of the youth.
However, much should have been done to strengthen the institutional support for youth
engagement and participation. The Local Youth Development Council of Municipality of
Daanbatayan was created by virtue of the Sangguniang Bayan Ordinance No. 02- 2020
authored by Municipal Councilor Wendell Rosell and supported by Mayor Sunjay Shimura last
January 22, 2020. It was a celebration for the young people in Municipality of Daanbantayan
because this progressive legislation measure will put the youth in the heart of development and
governance. Last Novermber 28, 2020, Local Youth Development Officer Orville Mosende and
SK Federation President Jade Earl Conag, in a meeting with Cebuano Youth Ambassadors
identified challenges and barriers in achieving their tasks as mandated in the transitory
provision of the Local Youth Development Council and Implementing Rules and Regulations of
the SK Reform Law. Majority of the the 20 SK Councils failed to submit their ABYIP and CBYDP
before the deadline, CYDP was only created by few people, output was just copied from other
SK Councils and solutions did not address the the real issues of the youth. The SK Mandatory
Training was never enough to equip them and prepare them from doing their responsibilities
effectively and efficiently. It was highlighted that they will be needing capacity building training
and an avenue where they can put the learning into real life scenarios and create the most
responsive, relevant and meaningful programs and services to one of the most vulnerable
sectors – the YOUTH.

CYA Inc., in collaboration with Local Youth Development Office and SK Federation of
Daanbantayan is organizaing a program called #SulongKandayanihan. It is taken from 3
(two) words Sulong + Kandayan-on + Bayanihan. It is promoting and forwarding collective
actions or Bayanihan among youth in Municipality of Daanbantayan to address pressing
issues of young people. This will be implemented under the Youth Development and
Engagement Program of Cebuano Youth Ambassadors called Activ8 powered by Cebuano Youth
Ambassadors Inc Training and Leadership Team - CYAcademy. The partnership gave birth to
Activ8Daanbantayan: Rolling for a more YOUTHNITED, EMPOWERED, and IMPACT
DRIVEN YOUTH GOVERNANCE.
Activ8Daanbantayan was designed with 8 modules and training and it includes:
