MR. LEO D.

QUNTILLA, CESE
OIC Regional Director
Department of Social Welfare and Development
Field Office V
Magnolia St. PBN – Buraguis, Legazpi City

Dear Mr. Leo D. Quintilla,

Good day! I would like to express my desire to be a REGIONAL INFRASTRUCTURE

OFFICER III of your esteemed and incorruptible agency. I'm a bona fide alumnus of
Camarines Norte State College Batch 2016, graduate of Bachelor of Science in Civil
Engineering and a Registered Civil Engineer. Despite being an underdog in the 2016 Civil
Engineering Board Examination, I manage to keep up with students from leading
universities and finish on top at 7th place.

Instead of emphasizing my strength, I would like to address one advantage my competitors

will have against me – they are more experienced. When I worked at my first job in DPWH,
I had zero experience; Yet I managed to be the most efficient worker among my colleagues,
exploring more complex software concepts to simplify my work and even trained my
coworkers to be more efficient. On my second job, I had zero experience on being a
Planning Engineer; Yet I was able to adopt within a week of employment. I even went up
and above my duties and planned the Cash Flow of our project. What I carry is not pride,
but confidence that whatever roles or responsibilities I will have as a Regional Infrastructure
Office, I will deliver satisfactorily.

I also have an advantage, which most, if not all of the other applicants lack. An advantage
that will be very useful in this ever increasingly technology-driven world – I have natural
affinity for new technology. I can learn new software quickly and I can program simple
software in C#.

I have attached the application requirements and other supporting documents as

attachments in this email for your consideration. I look forward to hearing from you soon,
thank you.

JOHN MERVIN C. BOCATCAT
