EXPLANATORY
MARGINAL INCREASES
1. Following negotiations with the Civil Service Association early this year, rates of pay have been
varied with effect on and from the 8th January, 1965. Details of these increases are contained in Admin-
istrative Instruction No. 1/65 dated the 4th March, 1965.
DIVISIONS
2. The four divisions into which officers are placed according to the class of work required of them
are the Administrative, Professional, Clerical and General Divisions; these divisions are denominated in the
classification of each position by the letters A. P. C and G, respectively.
CLASSIFICATION
3. The permanent positions created under the provisions of the Public Service Act, 1904-63, and
the officers occupying these positions fall into one or the other of two main sections, viz.:—
(a) Those outside the jurisdiction of the Western Australian Industrial Commission.
(b) Those within the jurisdiction of the Western Australian Industrial Commission.
4. For the purpose of classification, those positions and officers outside the jurisdiction of the West-
ern Australian Industrial Commission have been further divided into two sections, viz.:—
(a) Higher Administrative and Professional officers who have been placed in Special Classes,
shown as A-S and P-S respectively, with fixed salary rates.
(b) Positions and officers classified in classes between the Special Classes and those within the
jurisdiction of the Industrial Commission—shown as Group I.
5. Positions and officers within the jurisdiction of the Western Australian Industrial Commission
are subdivided into eleven groups to correspond with the provisions of the Agreement completed with the
Civil Service Association. These are shown, progressively, as Group II to Group XII.
Special Classes
6. The salary rates of officers classified in Special Classes are fixed within the limits of £4,034-£5,284
and are subject to adjustment by way of a basic wage and marginal allowance in multiples of £20 as basic
wage and marginal allowance adjustments to the salary rates of officers in the lower categories on and after
the 1st January, 1963, aggregate that amount. On the 1st July, 1965, the basic wage and marginal allowance
was £40 per annum.
7. The rates of pay for Directors and Superintendents of Education, other than the Director General
and Deputy Director General, are directly related to rates payable in the Teaching Service. The Directors
and Superintendents are, for the purpose of classification, designated "P-E-S" or "P-E".
Group
8. This group is comprised of officers outside the jurisdiction of the Industrial Commission who
occupy positions in respect of which the following classes and grades apply:—

9. The incremental scale, expressed in margins over the respective basic rates for males and females,
is in conformity with the progression from class to class set out in paragraph 8.
10. The margins expressed in paragraph 8 apply only to those professional officers detailed in Appen-
dix "A" of Administrative Instruction No. 1/65 issued on the 4th March, 1965. All other professional
officers classified in Group I are paid margins in respect of which the following classes and grades apply:—

12. This group is comprised of officers within the jurisdiction of the Industrial Commission and who
occupy positions in respect of which the following classes and grades apply:-

13. The incremental scale, expressed in margins over the respective basic rates for males and females,
is in conformity with the progression from grade to grade and from class to class set out in paragraph 12.
A male clerk who occupies a Class 1 position shall be paid an allowance of £58 per annum after com-
pletion of twelve months' service on the maximum margin of such Class 1 position, which allowance shall
increase to £116 per annum after completion of a further twelve months' service-provided that:-
(a) in each case, the Permanent Head certifies as to the good conduct, efficiency and ability of
the officer to perform higher duties; and
(b) an officer shall not be eligible to receive an allowance unless he has completed not less than
nine years' service in the Clerical Division as an adult permanent officer.
14. The margins expressed in paragraph 12 apply only to those professional officers detailed in
Appendix "B" of Administrative Instruction No. 1/65 issued on the 4th March, 1965. All other professional
officers whose salary falls within the limit of the jurisdiction of the Industrial Commission are paid margins
in respect of which the following classes and grades apply:-

20. An officer who is qualified for promotion and who has been retained on the maximum
margin of the automatic range for at least one year shall be paid an allowance of £58 per annum which
shall be increased to £116 per annum on completion of a further year's service on the maximum of the
automatic range provided the Permanent Head certifies as to the officer's good conduct, efficiency and
ability to perform higher duties.

21. An officer who is a married man is paid an allowance equivalent to the difference between
his rate of pay and the next higher grade in the incremental scale of the automatic range. This
allowance converts to salary when the maximum margin of the automatic range is reached.
23. A typist, clerk-typist or machinist who passes the prescribed efficiency examination is entitled
to an allowance of £25 per annum which shall be increased to £58 per annum on completion of at least
two years' service on a margin of £374. Thereafter the allowance shall be increased to
(a) £87 per annum when the officer has been in receipt of the allowance of £58 per annum
for a period of twelve months; and to
(b) £116 per annum on the completion of a further twelve months' service:
Provided the Permanent Head certifies as to the officer's good conduct, efficiency and ability to perform
higher duties.
24. An officer who has not passed the prescribed efficiency examination is entitled to an allowance
of £25 per annum on completing five years' continuous service on a margin of £374. The allowance shall
be increased to £55 per annum on the officer completing not less than 20 years of continuous permanent
service provided the Permanent Head certifies as to the officer's good conduct, diligence and efficiency.
26. An officer who has been awarded a diploma of an approved agricultural college is entitled
to be paid at the rate of
(a) one grade above the rate prescribed for age if under 21 years of age; or
(b) two grades above the rate prescribed for age or year of adult service, if 21 years of age
or over.

Group VII—Male Officers, General Division (other than Field, Laboratory and Drafting Assistants)
27. Three classes are provided for officers in this group. The salary scales are:—

28. An officer retained on the maximum of Class 1, 2 or 3 for a period of five years is entitled
to an allowance of £20 per annum provided the Permanent Head certifies that the officer is eligible
and would be recommended for promotion on the grounds of efficiency and good conduct.
30. An officer who has completed not less than 20 years of continuous permanent service is
entitled to an allowance of £30 per annum provided the Permanent Head certifies as to the officer's
good conduct, diligence and efficiency.
32. An officer who has completed not less than 20 years of continuous permanent service is
entitled to an allowance of £30 per annum provided the Permanent Head certifies as to the officer's
good conduct, diligence and efficiency.
An officer who passes the prescribed efficiency examination before reaching a salary margin o
£399 per annum is entitled to an allowance of £25 per annum provided the Permanent Head certifie
as to the officer's good conduct, diligence and efficiency. The allowance shall convert to salary an
cease when a salary margin of £399 per annum is reached.
38. An officer who has completed not less than 20 years of continuous permanent service i

SYMBOLS
39. The classification for each office and officer is denoted by symbols for division, group an,
class. The capital letter indicates the division (A—Administrative, P—Professional, 0—Clerical an
G—General), the Roman numeral the appropriate group, and the final figure the class or combination
of classes within the group. Where a class figure is not shown, the group number itself denotes that th
office and officer concerned have been placed in a group for which classes have not been provided a
increases in salary are automatic according to age or years of service. For Directors and Superintend
ents of Education, other than the Director-General and Deputy Director-General, this system has bee:
varied (refer paragraph 7). These offices have been identified by the symbols P-E-S or P-E.
40. Class numbers follow the ascending order of importance of positions in their respective group
and grade numbers, where they have been applied to titles, the descending order.

Basic Rate
(a) Males.—The nearest pound (£) to the result obtained by multiplying the male basic
wage as declared from time to time by the Western Australian Industrial Commission,
by fifty-two and one-sixth (52 1/6th);
(b) Females.—Seventy-five per cent. (75%) to the nearest pound (£) of the male basic
rate as determined in paragraph (a) above.
43. In accordance with the above definitions the basic rates as at 1st July, 1965, were as follow:—

Female Officers—£616 per annum.
Marginal Allowance
44. Marginal allowance is the amount determined in accordance with Clause 20 of the "Public
Service Salaries Agreement, 1963."
Qualifications Allowances
45. Clause 18 of the "Public Service Salaries Agreement, 1963," sets out the basis for payment of
allowances to male clerical officers with diplomate and graduate qualifications. The scale of allow-
ances payable as at the 1st July, 1965, is in accordance with the following table:

Group II
46. As the list is now produced by a punched card system, some modifications have been made
to the information contained in it and the form of presentation.
47. Permanent and temporary items are now numbered sequentially (0001 to 9999) for each
department and departments have been allocated departmental numbers which are shown in Appendix
A.
48. This method of numbering allows for organisational expansion in departments and, in
future, the item number of a position will generally remain constant. Positions in departments are
identified by the departmental number and the item number in the particular department and it
is no longer necessary to make any reference to the year of the publication. An example is: Sub-
Accountant, Accounts Branch, Department of Agriculture—Item 01 1510.

51. Allowances shown throughout the list are explained by reference to the code detailed
Appendix B. Temporary allowances which ultimately convert to salary have not been included.
52. Explanations of the designations "Efficiency", "Service" and "Married Man's" used to descri
