1. Confirmation of the minutes of 3rd meeting of Eastern Region Power


Committee (Transmission Planning) (ERPCTP).
1.1 The minutes of the 3rd meeting of Eastern Region Power Committee
(Transmission Planning) (ERPCTP) held on 09th February, 2021 were
circulated vide CEA letter No. CEA-PS-12-15/2/2018-PSPA-II Division-
Part(1)/I/14953/2021 dated 01st April, 2021. No comments were received from
the constituents.
1.2 Members may confirm the minutes.

A. ToR 2(i) – QUARTERLY REVIEW AND STRENGTHNING OF INTER-REGIONAL


TRANSMISSION SYSTEM
Carry out a quarterly review of the Transmission system in the region; assess the growth in generation
capacity and the demand in various parts of the region; and draw up proposals for strengthening inter-
Regional transmission system. The transmission planning is required to keep in mind the areas where
the generation is likely to grow and areas where load demand will grow so that the transmission system
at any point of time is capable to meet the demand in every corner of the country and comply with the
mandate under the Tariff policy of developing transmission system ahead of the generation for ensuring
smooth operation of the grid.

2. Quarterly Review of transmission line and substation


2.1 Following transmission lines have been commissioned in the Eastern Region during

4. Requirement for strengthening of Inter-regional transmission system


4.1 MoP vide OM dated 20th May, 2021 amended ToR of NCT (copy enclosed at
Annexure-I) This OM further mention that:
“2(i) The Regional Power Committees (Transmission Planning) can make
meaningful recommendations only regarding their own Region. They cannot
decide on transfers across region.”
Therefore, it is proposed not to discuss Inter-regional transmission system in
this meeting to ensure compliance of the above OM, at this stage. Once all india
level generation or surplus/deficit scenario got confirmed in NCT, the same
would be informed in the next meeting.

5. Review of Transmission system by system operator


5.1 The operational constrains faced by the system operator during Q3 & Q4 of 2020-21
are given below:

6. High loading on 220 kV Durgapur (PG) – Parulia (DVC) D/C line
6.1 In the 3rd meeting of ERPCTP, DVC stated that they will reconductor 220 kV
Durgapur (POWERGRID) -Parulia (DVC) D/C with high capacity HTLS
conductor. They also informed that the LILO of 220 kV Parulia (DVC)-Waria
D/C at DSTPS will be completed by Feb, 2021.
6.2 WBSETCL stated that the fault level at Bidhannagar is high and after the LILO
of 220 kV Parulia (DVC)-Waria D/C at DSTPS, the loading at Bidhannagar-
Waria D/C line will be highly loaded and the fault level at Bidhannagar will
increase. They asked DVC to delay the commissioning of Parulia (DVC)-Waria
D/C at DSTPS after the commissioning of 3rd ICT at Bidhannagar substation
i.e., after Dec 2021.
6.3 As the commissioning of LILO of 220 kV Parulia (DVC)-Waria D/C at DSTPS is
essential for shutdown required for reconductoring of 220 kV Durgapur
(POWERGRID) -Parulia (DVC) D/C with high capacity HTLS conductor.

6.4 Chief Engineer (PSPA-II) stated that this is an operational issue and ERLDC
may convene a meeting with both parties to resolve this matter. ERLDC
conducted a meeting with DVC and WBSETCL on 24.05.2021 (enclosed at
Annexure-II) regarding high loading on 220 kV Durgapur (PG)-Parulia (DVC)
D/C line.
6.5 The matter was discussed in the Joint Study meeting held on 14.06.2021
(minutes of the meeting enclosed at Annexure-III), it was agreed that till the
commissioning of 3rd ICT at Bidhannagar, 220 kV Durgapur TPS – Waria TPS
line may be kept open. After commissioning of 3 rd ICT at Bidhannagar, 220kV
Waria TPS – Bidhannagar (WBSETCL) D/c line can be opened. Further,
WBSETCL may prepare long-term solution to the observed constraint like
termination of Waria TPS – Bidhannagar line at some other place instead of
Bidhannagar.
6.6 Members may discuss.

7. Non-compliance of N-1 contingency criteria on 220 kV Maithon-Dhanbad


D/C and 220 kV Maithon-Kalyaneshwari D/C line.
7.1 In the 2nd meeting of ERPCTP, ERLDC had raised the issue of high loading and
non-compliance of N-1 contingency criteria on 220 kV Maithon-Dhanbad D/C
and 220 kV Maithon-Kalyaneshwari D/C lines. With addition of 3rd ICT of
400/220 kV 500 MVA at Maithon, loading on these circuits will further increase.
7.2 The issue was discussed in the 3rd meeting of ERPCTP wherein DVC
proposed the following scheme to reduce the power flow of these lines and
relieving congestion:
(A) Establishment of 220KV infrastructure at existing Raghunathpur Thermal
Power Station (RTPS) along with associated lines
Presently, RTPS is having two units (U # 1 & 2 :: 600 MW x 2) which are
connected to 400KV grid system. DVC proposed for:
a. Establishment of 220KV side connectivity of 2 x 315MVA 400/220KV ICT
(already in service) along with 04 nos. of 220KV line bays for the
connectivity of item b.
b. D/C LILO of 220KV Chandrapura TPS – Kalyaneswari line to RTPS

(B) Construction of 400KV (AIS)/220KV (GIS) infrastructure at existing Mejia


Thermal Power Station (MTPS) along with associated lines
DVC stated that MTPS (U # 1 to 6 :: 210 MW x 4 + 250 MW x 2, U # 7 & 8 ::
500 MW x 2) is having no electrical connectivity between the 400 kV and 220
kV system. DVC proposed for:
a. Installation of 2 x 315MVA 400/220KV ICT along with controlling bays at
both sides and 04 nos. of 220KV line bays for the connectivity of item b & c.
b. Shifting of 220KV D/C MTPS-A – Barjora Line from MTPS – A to MTPS – B
Switchyard
c. Tie connection between MTPS – A & MTPS – B at 220KV level.
d. 220KV S/C LILO of MTPS-A – Durgapur at Barjora substation.

7.3 In the 3rd meeting of ERPCTP, ERLDC reported the constraint of high loading
of 400 kV Maithon-B – Raghunathpur line therefore, the proposal of DVC may
affect power flow in various lines and the fault level at Bidhan Nagar. In the
meeting it was opined to restudy the proposal along with fault level studies with
the revised inputs.
7.4 The issue was discussed in the joint study meeting held on 14.06.2021 wherein
it was agreed that the proposed scheme proposed by DVC will resolve the issue
of N-1 reliability criteria in 220 kV Maithon-Dhanbad D/C and 220 kV Maithon-
Kalyaneshwari D/C lines.

8. Line Reactor in Biharsharif – Lakhisarai 400kV D/c line and new bus
reactor at Biharsharif
8.1 The 400kV Biharsharif – Kahalgaon D/c (Twin Moose) line (about 201km) was
commissioned in 1989 along with 50MVAr single phase line reactors (in each
circuit) installed at Biharsharif end. The said line was LILOed for establishment
of 400/132kV Lakhisarai (POWERGRID) S/s under ERSS-III in the year 2014.
After the LILO, new sections formed are as mentioned below:
a. 400kV Biharsharif – Lakhisarai D/c line (about 89km)
b. 400kV Lakhisharai – Kahalgaon D/c line (about 145km)

8.2 Upon LILO of the Biharsharif – Kahalgaon line at Lakhisarai S/s, the 50MVAr
line reactor (in each circuit) was retained in the Biharsharif – Lakhisarai line at
Biharsharif end and were converted to switchable line reactors due to
overcompensation issues. Further, while split bus arrangement was being
carried out at Biharsharif S/s at 400kV level, some of the 400kV lines were
reconfigured at the substation. Thus, presently one 50MVAr line reactor is
installed in Biharsharif – Sasaram ckt-1 and other 50MVAr is installed in
Biharsharif – Lakhisarai ckt-2. No line reactors are installed at Biharsharif end
in Biharsharif – Sasaram ckt-2 and Biharsharif – Lakhisarai ckt-1.
8.3 It is understood from POWERGRID that after serving the transmission system
for about 32 years, the line reactors are giving frequent trouble in O&M and the
service support is also not easily available since the design has now become
obsolete. Accordingly, it is proposed by POWERGRID to decommission the
said 50MVAr single phase switchable line reactors installed in Biharsharif –
Sasaram ckt-1 and other 50MVAr is installed in Biharsharif – Lakhisarai ckt-2.
8.4 Biharshariff – Lakhisarai 400kV line is about 89km and with 420kV, 50MVAr
switchable line reactor at Biharsharif end, the line is about 84% compensated.
Biharsharif – Sasaram 400kV line is about 210km and with 420kV 50MVAr
switchable line reactor at Biharsharif end & 420kV, 63MVAr switchable line
reactor at Sasaram end, the line is about 81% compensated. From studies it is
observed that the said 2x50MVAr switchable line reactors at Biharsharif end
are not required for line operation purposes.
8.5 Upon splitting of Biharsharif 400kV bus, the section-A has 2x125MVAr +
1x50MVAr bus reactors and the section-B has 1x80MVAr bus reactor. In last
one year, bus voltage in section-B is generally observed to be on higher side
with maximum being about 422kV and average being 406kV. Further, the
50MVAr line reactor (proposed to be decommissioned) associated with
Biharsharif – Lakhisarai ckt-2 is also on section-B. Thus, considering system
voltages, proposed decommissioning of 50MVAr switchable line reactor and
contingency of existing 80MVAr bus reactor, it is proposed to install a new
420kV, 125MVAr bus reactor at Biharsharif in bus section-B. POWERGRID has
confirmed regarding availability of space for the same.
8.6 In view of the above, proposal of CTU is as below:
(a) De-commissioning of 420kV, 50MVAr single phase switchable line reactors
presently installed at Biharsharif end in 400kV Biharsharif – Sasaram ckt-1
and 400kV Biharsharif – Lakhisarai ckt-2.

(b) Installation of new 420kV, 125MVAr bus reactor along with associated bay
in bus section-B (Bus-1 & 2) at Biharsharif (POWERGRID) S/s.

8.7 Members may discuss.

9. Evacuation system of Teesta-IV HEP


9.1 In the 2nd meeting of ERPCTP connectivity of Teesta-IV HEP with ISTS was
agreed as:
a. LILO of Teesta-III HEP –Rangpo 400kV D/c (Quad) line at Teesta-IV HEP
generation switchyard – under ISTS.
b. Establishment of 400kV Teesta-IV generation switchyard – by NHPC
i. Generation step-up to 400kV level
ii. 04 nos. of 400kV line bays for 400kV 2xD/c (Quad moose) lines (LILO
lines mentioned above)
iii. 1x80MVAr, 420kV bus reactors along with bay
9.2 In 3rd ERPCTP meeting, CTU informed that connectivity to Teesta-IV HEP of
NHPC Limited was agreed for grant in 20th Connectivity and LTA Meeting held
on 13.04.2020.
9.3 In the meeting, representative of ERLDC stated that at Teesta-IV switchyard,
one and half breaker scheme may be implemented instead of double bus single
breaker scheme. He also suggested that 400 kV LILO of Teesta-III – Rangpo
D/C line to be terminated at Teesta-IV in such a way that in any contingency at
switchyard, the line can be bypassed through Tie Circuit Breaker. Further, there
should not be any limiting constraint on account of cables used. After
deliberations, it was agreed that a separate meeting with CEA, CTU, POSOCO
and NHPC will be held to discuss the bus arrangement and other issue related
to Teesta-IV connectivity system.
9.4 Accordingly, the issue was discussed in Joint Study meeting held on
14.06.2021, in the meeting NHPC apprised that stated that due to space
constraint, one and half breaker scheme cannot be implemented. ERLDC
proposed that a scheme in generation switchyard, prior to bus connection, may
be implemented such that the 400 kV LILO of Teesta-III – Rangpo D/C line can
be bypassed through an isolator arrangement. To implement this, adjacent
feeders shall be from different sides of the LILO. This will provide operational
flexibility and avoid blockage for power evacuation from Teesta-III, if fault takes
place at any of the feeder. Representative of NHPC stated that due to space
constraint, bypassing arrangement through isolator is not feasible to implement.
Representative of CTU opined that, as bypassing arrangement at generation
switchyard is not feasible, therefore, connections at LILO tower can be
arranged in such a manner that it can be bypassed in minimum time. Further,
the LILO has been agreed for implementation under ISTS, as such, the
provision need to be flagged for incorporation in RfP documents. After the
deliberations in the meeting, it was agreed that arrangement at LILO tower
would be carried out in such a manner that in case of major issue in Teesta-IV
switchyard, the LILO can be bypassed in minimum time.
9.5 Subsequent to grant of Connectivity on 01-01-2021, NHPC Ltd. signed the
Transmission Agreement on 02/03/2021. But they failed to submit the
Construction Bank Guarantee as per CERC Connectivity Regulations within
stipulated time even after multiple reminders. Accordingly, CTUIL vide letter
dated 23-06-2021 has revoked the Connectivity granted to NHPC Ltd. for its
Teesta-IV HEP.
9.6 Members may discuss.

10. Replacement of existing 50 MVAR LR of 400kV Maithon-Gaya-I with new


50 MVAR LR (Natural Ester Oil) at Maithon S/s-reg.
10.1 ERPC vide letter no. ERPC/MS/OCC/2021/303 dated 09-06-2021 (enclosed at
Annexure-IV) intimated that 400 kV 50 MVAR switchable LR with ester oil is
first of its kind in India and had been undertaken as a R&D project by
POWERGRID O&M wing. The 178th meeting of OCC of ERPC it was agreed to
replace the switchable 50 MVAR LR of 400kV Maithon-Gaya-I line at Maithon
end and the existing 50MVAR LR would be kept as spare Reactor and referred
the proposal to ERPCTP for approval.
10.2 Members may discuss.

11. Restoration of 400 kV TSTPS-Meramunduli-2 to its original length.


11.1 ERPC vide letter no. ERPC/Operation/2021/330 dated 18-06-2021 (enclosed
at Annexure-V) intimated that 177th meeting of OCC of ERPC referred the
agenda point to ERPCTP. In the 177th OCC meeting it was discussed that
400KV TSTPS-Meramunduli-1 is of 56 km length and length of 400KV TSTPS-
Meramunduli-2 is 86 km, during outage of Talchar HVDC pole differential
loading at these circuits have been observed, the circuit-1 becomes
overloaded.
11.2 Members may discuss.
12. Arrangement for 33 kV Power Supply to Dulanga Mines from Darlipali
STPP of NTPC.
12.1 ERPC vide letter no. ERPC/Operation/2021/330 dated 18-06-2021 (enclosed
at Annexure-V) informed that 178th meeting of OCC of ERPC referred the issue
of arrangement for 33 kV Power Supply to Dulanga Mines from Darlipali STPP
of NTPC to ERPCTP.

13. ISTS connectivity for Railways at Sasaram (Pusauli)


13.1 Railways has approached CEA for getting ISTS connectivity at Sasaram
(Pasauli) for their Eastern Dedicated Freight Corridor project. The issue was
discussed in 19th Standing Committee on Power System Planning of Eastern
Region held on 01.09.2017 and Special meeting was held at Kolkata on
16.07.2018, where Eastern Region constituents had raised concerns over non-
utilization/underutilization of assets created by states and sub-optimal
utilization of RoW & space at ISTS substations.
13.2 Thereafter, an agenda was forwarded by Railways on 05.07.2019, for
discussion in the 2nd meeting of ERSCT to be held on the same day. In the
meeting representative of ERPC, BSPTCL, OPTCL, DVC and West Bengal
stated that the issues raised by them in the previous meetings, like
underutilization of transmission assets, are yet to be resolved, therefore they
raised objection for giving ISTS connectivity to Railways in Mughalsarai –
Howrah and Ludhiana – Sonnagar routes. Railways were requested to send
their response to the concerns raised by the ER constituents.
13.3 The issue was further discussed in 1st meeting of Eastern Region Power
Committee (Transmission Planning) held on 14.02.2020 wherein Railways
presented their response to the concern raised by ER constituents. During
discussion on the subject certain legal, regulatory, operational and transmission
planning related issues were raised.
13.4 Subsequently, Ministry of Railways vide letter dated 17.03.2021 has furnished
para-wise comments on the issues raised in ERPCTP meeting, and requested
CEA to resolve the issue of ISTS connectivity at Sasaram (Pusauli) for
commissioning of EDFC (Eastern Dedicated Freight Corridor) as per schedule.
Railways in their letter dated 17.03.2021 have mentioned that
“4. …….In this regard, it is clarified that Indian Railways constructs the
ISTS/STU connectivity lines as electric supply lines under provisions of Indian
Railways Act, 1989 to serve its own loads.”
13.5 To discuss this issue, a meeting was held with CTU, NLDC, ERLDC and
Railways on 07th June, 2021 (minutes of the meeting attached at Annexure-VI).
In the meeting it was opined that Railways being government organization and
having responsibility to construct electricity supply line under Railways Act, they
may not require to submit connectivity application under regulations of CERC.
However, other requirements of connectivity like equipments information,
connectivity agreement etc need to be signed by Railways as per Central
Electricity Authority (Technical Standards for Connectivity to the Grid)
Regulations, 2007 and amendments thereof. After deliberations it was agreed
that the issue would be taken up in the forthcoming meeting of ERPCTP for
discussion.

14.2 23rd Connectivity and LTA meeting of ER held on 08-04-2021:


M/s Madhya Bharat Power Corporation Ltd. (MBPCL) was granted LTOA of
96MW vide intimation dated 26-05-2009 for its Rongnichu HEP in Sikkim.
Subsequently, M/s MBPCL relinquished LTOA of 96MW and retained the
Connectivity as per CTU letter dated 09-01-2019. Thereafter, based on the new
LTA application, LTA of 96MW has been granted to M/s MBPCL for its
Rongnichu HEP in Sikkim vide CTU’s intimation dated 06-05-2020. Now, M/s
MBPCL vide letter dated 05-04-2021 communicated that installed capacity of
their Rongnichu HEP has been enhanced from 96MW (2x48MW) to 113MW
(2x56.5MW), and enclosed all relevant documents in this regard. They
accordingly requested to enhance the Connectivity quantum from 96MW to
113MW. After detailed deliberations, enhancement of Connectivity of
Rongnichu HEP of M/s MBPCL from 96MW to 113MW was agreed in the
meeting.

14.3 24th Connectivity and LTA meeting of ER held on 28-04-2021:

deliberations in the 2nd meeting of ERPC-TP. Subsequent to grant of
Connectivity, NHPC Ltd. signed the Transmission Agreement on 02/03/2021
for taking up the system under ISTS. But they failed to submit the Construction
Bank Guarantee (26 Cr.) as per CERC Connectivity Regulations within

15. Interim connectivity to generation projects in ER through LILO
arrangement

15.1 In few cases generation projects were commissioned ahead of the anticipated
commissioning of the associated transmission system. In such cases,
generation projects were given temporary connectivity through loop-in & loop-
out (LILO) of nearby transmission lines so as to enable them connect with the
grid. The temporary connectivity through LILO was to be withdrawn after
commissioning of the associated transmission system. Associated
transmission system of some of such generation projects have been
commissioned and their temporary connectivity through LILO has been
disconnected; however, some generators are still connected through LILO

MoM for meeting on High loading on 220 kV Durgapur (PG) – Parulia (DVC) D/C line

1. In 3rd ERPCTP meeting it was decided that ERLDC will call a separate meeting with DVC and
WBSETCL for High loading on 220 kV Durgapur (PG) – Parulia (DVC) D/C line. In line with the
decision taken, a meeting was called on 24-May-2021 from 11:00 Hrs to dicuss the issue. Both
DVC as well as WBSETCL were requested to come up with all relevant data/information so that
fruitful discussion could take place.

3. ERLDC representative presented the current 220 kV snapshot of in and around Durgapur
substation, same is shown below.

4. Post commissioning of both the 315 MVA 400/220 kV ICTs at DSTPS and charging of 220 kV DSTPS-
Parulia(DVC), D/C loading of 220 kV Durgapur(PG)-Parulia(DVC) has been reduced significantly.
Most of the time this loading remains below 100 MW.
5. Although 220 kV DSTPS-DTPS(Waria) D/C has also been commissioned but DVC cannot keep it in
loaded condition, as it results in very high loading of both the lines (close to its thermal loading
limit). Further N-1 contingency of 315 MVA ICTs at DSTPS are also not satisfied during that
condition.
6. One of the reasons for such high flow in 220 kV DSTPS-DTPS(Waria) D/C (when connected) is high
export to Bidhannagar (WB) from DTPS(Waria) through 220 kV DTPS(Waria)- Bidhannagar (WB)
D/C Line. WBSETCL Bidhannagar is connected at 400KV to Durgapur(PG), PPSP and New
Chanditala, from where the Voltage level is stepped down to 220KV through 2 Nos’ 315MVA
400KV/220KV ICTs and different 220KV Interconnections are maintained at 220KV Level. It has
been observed that with the introduction of 2 No’s 315MVA 400/220KV ICT at DSTPS, appreciable
load of WBSETCL Bidhannagar is feed through 220KV D/C DTPS – WBSETCL Bidhannagar tie Line
thereby overloading the 220KV D/C DTPS – DSTPS Line and defeating the n-1 contingency of ICT
at DSTPS.
7. In the earlier configuration, DTPS(Waria) was receiving power from Parulia(DVC), through 220 kV
Parulia-DTPS D/C. Latter this line was LILO ed at 400/220 kV DSTPS and 220 kV DSTPS-DTPS section
is kept open due to its high loading. This resulted in loss of one major infeed to 220 kV DTPS and
subsequently high loading of remaining infeed which is 220 kV Mejia-A - DTPS(Waria) D/C. At
present at instances N-1 Contingency criteria is not satisfied for the above 220 kV Mejia-A -
DTPS(Waria) D/C.
8. 220 kV Mejia-A has very high fault level, thus normally it runs in bus split mode. As informed by
DVC SLDC during the meeting, running Mejia-A in split mode results in skewed loading in 220 kV
Mejia-A - DTPS(Waria) D/C due to non - availability of equal number of generators in 2 segregated
buses ( usually 5 out of the 6 Units are in service at MTPS ‘ A) . Here it is to mention that with 4
nos of units running at Mejia-A, it can be operated in single bus mode, but beyond that split bus
is preferable considering the fault level.
9. DVC SLDC shared that with commissioning of 220 kV Parulia-Burdhman D/C line loading of DSTPS-
DTPS(Waria) D/C is expected to reduced somewhat, however even after that it will not be possible
to keep the line in service.
10. ERLDC stated that in the radius of around 30 kMs three 400/220 kV substation i.e Durgapur(PG),
DSTPS(DVC) and Bidhannagar (WB) is located with total transformation capacity of 7 x 315 MVA,
approximately 2000 MVA. However, utilization of these became very skewed post commission of
400/220 kV ICTs at DSTPS and subsequently LILO of 220 kV lines there.
11. ERLDC is further of the view that for proper utilization of ICTs at Durgapur(PG) and control of
loading of underlying 220 kV network, West Bengal may plan to one double ckt infeed from
Durgapur(PG) to some nearby 220 kV substation of WBSETCL.
12. Participant felt that both long term and short-term plan need to be chalked out for talking this
problem.
13. One of the short-term measure could be opening of 220 kV DTPS(Waria)- Bidhannagar (WB) D/C,
however before opening it need to be ensured that same is not causing any additional constraint

in either DVC system or WBSETCL system. Further both DVC as well as ERLDC felt that opening of
tie line should be done only as last resort, and before that WBSETCL should explore possibility of
network reconfiguration in and around Bidhannagar so that loading of D/C 220KV DTPS –
Bidhannagar Tie line can be reduced and opening of 220KV D/C DTPS – DSTPS Line can be avoided.
14. Draft MoM was shared with DVC as well as WBSETCL, comments received from Additional CE,
WBSLDC through mail on 2-June-2021 is attached in Annexure-I

Annexure-1

In response to the MOM of the meeting on high loading of 220 kV Durgapur(PG)-Parulia


D/C line took place on 24th May, 2021 following points are hereby shared to clarify the
view of WBSLDC on the base of real time system operation perspective for short term
measures related to DSTPS-DTPS overloading issue:

1. No representative from WBSETCL was there in the meeting, as various meetings took
place on the same day as preventive actions for the cyclone "Yaash", which was expected
to affect some part of the state on and from 25th May. So, on receipt of the MOM we are
sharing the view of WB SLDC here.

2. In ref to last point (No 13) of the minutes opening of 220 kV DTPS(Waria)-Bidhannagar
(WB) D/C as short term measure can not be possible till commissioning of 3rd 315 MVA
ICT at Durgapur(Bidhannagar) 400 kV Sub-stn. It's target time of Commissioning is June
2022.

3.Moreover I have been directed to convey that WBSETCL doesn't agree to open the
Bidhannagar-Waria 220 kV D/C tie line even after commissioning of 3rd 315 MVA ICT at
Bidhannagar . In view of the problem faced by DVC for overloading the DSTPS-DTPS
segment in case of closing these D/C lines, WBSETCL is trying to work out some
alternative plan to use these tie lines with different connectivities for proper utilisation of
the asset.

4. Also to mention that the entire portion of the Bidhannagar connected network is
operated in loop. So no network rearrangement can reduce the loading of Waria-
Bidhannagar flow. It's important to mention here that this flow depends on several factors
like numbers of units running in DPL, BKTPP etc.

On point 11 (last but two in the MOM) CPD, WBSETCL will share their view after due
consideration of the proposal and the feasibility. Also on the point (3) above, you may
take up the matter with the concerned department of WBSETCL, i.e. with CPD,
WBSETCL.

Minutes of the Joint Study meeting held on 14.06.2021 to discuss


issues referred by 3rd Eastern Region Power Committee
(Transmission Planning) (ERPCTP)

Chief Engineer (PSPA-II), CEA welcomed all the participants and stated that in the
3rd meeting of Eastern Region Power Committee (Transmission Planning)
(ERPCTP) held on 9th February, 2021, few issues were referred for joint study.
Accordingly, the Joint Study meeting was held on 14 th June, 2021. List of
Participants is enclosed at Annexure-I. Issue wise discussion is given below:
1. Connectivity to Teesta-IV HEP (520 MW), Sikkim of NHPC Limited:
1.1. Director (PSPA-II), CEA stated that in the 2 nd meeting of ERPCTP connectivity of
Teesta-IV HEP with ISTS was agreed. In the 3 rd meeting of ERPCTP, ERLDC
stated that at Teesta-IV switchyard, one and half breaker scheme may be
implemented instead of double bus single breaker scheme. He also suggested
that 400 kV LILO of Teesta-III – Rangpo D/C line to be terminated at Teesta-IV in
such a way that in any contingency at switchyard, the line can be bypassed
through Tie Circuit Breaker. Further, there should not be any limiting constraint on
account of cables used.
1.2. Representative of NHPC presented the SLD of Teesta-IV HEP switchyard (SLD is
enclosed at Annexure-II). He stated that the switchyard has been planned in
open space, therefore, evacuation lines will be terminated to the GIS bus, without
cables. He further stated that due to space constraint, one and half breaker
scheme cannot be implemented.
1.3. ERLDC stated that in case of outage of a bus section, power evacuation from
Teesta-III HEP may get affected. NHPC replied that in case of fault in one bus
section, power will be handled by the second bus section.
1.4. ERLDC proposed that a scheme in generation switchyard, prior to bus connection,
may be implemented such that the 400 kV LILO of Teesta-III – Rangpo D/C line
can be bypassed through an isolator arrangement. To implement this, adjacent
feeders shall be from different sides of the LILO. This will provide operational
flexibility and avoid blockage for power evacuation from Teesta-III, if fault takes
place at any of the feeder.
1.5. Representative of NHPC stated that due to space constraint, bypassing
arrangement through isolator is not feasible to implement.
1.6. Representative of CTU suggested that at LILO tower, some arrangement of
bypassing the power from one circuit to another circuit may be made.
1.7. CE (PSPA-II), CEA stated that as per NHPC bypassing arrangement at
generation switchyard is not feasible, therefore, connections at LILO tower can be

arranged in such a manner that it can be bypassed in minimum time. Further, the
LILO has been agreed for implementation under ISTS, as such, the provision
need to be flagged for incorporation in RfP documents.
1.8. After the deliberation, it was agreed that arrangement at LILO tower would be
carried out in such a manner that in case of major issue in Teesta-IV switchyard,
the LILO can be bypassed in minimum time.

2. High loading on 220 kV Durgapur (PG) – Parulia (DVC) D/C line.


2.1. Director (PSPA-II), CEA stated that in the 3 rd meeting of ERPCTP the issue of
high loading on 220 kV Durgapur (PG) – Parulia (DVC) D/C line was discussed. In
that meeting, it was agreed that this is an operational issue and ERLDC may
convene a meeting with both parties to resolve this matter. CTU may also study
the fault level of Durgapur (PG).
2.2. ERLDC informed that they have conducted a meeting with DVC and WBSETCL
on 24.05.2021 for high loading on 220 kV Durgapur (PG)-Parulia (DVC) D/C line.
WBSETCL could not participate in the meeting, however, they had sent their
comments to ERLDC. ERLDC presented highlights their discussion with DVC and
submission of WBSETCL as below:
(a) Post commissioning of 315 MVA 400/220 kV ICTs at DSTPS and charging of
220 kV DSTPS-Parulia (DVC) D/C, loading of 220 kV Durgapur(PG)-
Parulia(DVC) have reduced significantly.
(b) However, 220 kV DSTPS-DTPS(Waria) D/C which is also commissioned with
LILO cannot be kept in loaded condition, as it results in very high loading of
both the lines (close to its thermal loading limit). In addition, this also poses N-
1 reliability of DSTPS 400/220 kV ICTs. With the opening of this circuit on
system constraint, 220 kV Mejia-A - DTPS(Waria) D/C also are getting highly
loaded and N -1 contingency criteria are not satisfied for these circuits.
(c) One of the reasons for such power high flow in 220 kV DSTPS-DTPS (Waria)
D/C (when connected) is high export to Bidhannagar (WB) from DTPS(Waria)
through 220 kV DTPS (Waria)- Bidhannagar (WB) D/C Line.
(d) The reason for the high flow towards Bidhanmagar can be attributed to low
generation at DPL and Bakreshwar plants, delay in commissioning of 400/220
KV 3rd ICT at Bidhannagar.
(e) Two suggestions have come as a solution based on the discussion and
comments:
i. Additional connectivity from 220 kV Durgapur (PG) to any other 220 kV
substation of WBSETCL and shifting of loads from Bidhan Nagar.

ii. Opening of 220 kV Waria-Bidhannagar D/C to avoid overloading as last


resort activity. Before that WBSETCL may explore network reconfiguration
around the Bidhannagar substation as a measure.
(f) WBSETCL through their shared comments provided the feedback that they do
not agree with the measure for the opening of these circuits and will be
exploring other measures in consultation with their central planning division
(CPD).
2.3. CTU stated that they have observed that Durgapur TPS – Waria TPS and Waria
TPS – Bidhannagar (WBSETCL) 220kV lines are critically loaded and the same is
also not N-1 compliant. Even prior to LILO of Parulia – Waria TPS 220kV D/c line
at Durgapur TPS, the Parulia – Waria TPS section was observed to be critically
loaded. Accordingly, in present condition Durgapur TPS – Waria TPS line is kept
open as per operational requirement by ERLDC to limit loading on Durgapur TPS
– Waria TPS and Waria TPS – Bidhannagar (WBSETCL) 220kV lines. But this
increasing loading on 220kV Mejia-A TPS – Waria TPS D/c lines. System studies
have been done on the file sent by DVC and in future time-frame also the above
mentioned conditions have been observed. Further, it was also observed that fault
level of Bidhannagar 220kV bus is exceeding its design limit. WBSETCL is
installing new 400/220kV, 315MVA ICT (3rd) at Bidhannagar.
2.4. He further stated that the main reason for high loading on 220kV Waria TPS –
Bidhannagar (WBSETCL) section which is a tie between DVC and WBSETCL
system is Bidhannagar load is directly getting connected to various large
generation complexes Durgapur TPS, Mejia-A TPS, and Waria TPS. Further, due
to high loading on this tie line by WBSETCL system, loading on 400/220kV,
3x315MVA ICTs at Bidhannagar reduces significantly to such levels that 3rd ICT
may not be required.
2.5. He suggested to keep the 220kV Waria TPS – Bidhannagar (WBSETCL) D/c line
ideal charged from one end to address multiple issues on long term basis viz. high
loading on 220kV network of DVC, non-compliance of N-1 in DVC network in and
around Durgapur area, and increased fault level at Bidhannagar 220kV bus. From
the studies it was also observed that system losses are also reduced by opening
Waria TPS – Bidhannagar (WBSETCL) 220kV D/c line. The line should be taken
into service as per system operator’s instructions only during contingencies.
Opening of this line also results in optimal utilisation of 400/220kV, 3x315MVA
ICTs at Bidhannagar. No constraint in power supply at Bidhannagar is observed,
at the substation is adequately connected at 400kV to Durgapur (POWERGRID)
S/s, Purulia PSP and Chanditiala and at 220kV to Bakreswar TPS, DPL
generation and other loads.
2.6. West Bengal stated that they do not agree to the opening of the lines at Waria.
The 3rd ICT at Bidhannagar will be installed after June, 2022. The tie line 220kV

Waria TPS – Bidhannagar (WBSETCL) D/c line may be opened only after
installation of 3rd ICT at Bidhannagar to make it N-1 reliant. To control the fault
level, they are using bus coupler at Bidhannagar and rearranging the loads. He
also stated that further studies need to be done at their end. They will also plan to
terminate Waria end to another substation.
2.7. After deliberation, it was agreed that till the commissioning of 3rd ICT at
Bidhannagar, 220 kV Durgapur TPS – Waria TPS line may be kept open. After
commissioning of 3rd ICT at Bidhannagar, 220kV Waria TPS – Bidhannagar
(WBSETCL) D/c line can be opened. Further, WBSETCL may prepare long-term
solution to the observed constraint like termination of Waria TPS – Bidhannagar
line at some other place instead of Bidhannagar.
3. Non-compliance of N-1 contingency criteria on 220 kV Maithon-Dhanbad D/C
and 220 kV Maithon-Kalyaneshwari D/C line.
3.1. Director (PSPA-II), CEA stated that the issue was discussed in the 3 rd meeting of
ERPCTP wherein DVC proposed following schemes to meet the substantial
Power Demand of Barjora, Durgapur, CTPS & downstream connectivity’s of that
region and relieving congestion by reduction of power flow of 400KV S/C RTPS –
Maithon (PG), 220KV D/C Kalyaneswari – Maithon (PG), 220KV D/C Parulia
(DVC) – Parulia (PG) & 220KV D/C Dhanbad – Maithon (PG):
A. Establishment of 220KV infrastructure at existing Raghunathpur Thermal Power
Station (RTPS) along with associated lines
Presently, RTPS is having two units (U # 1 & 2 : 600 MW x 2) which are
connected to 400KV grid system. DVC proposed for:
a. Establishment of 220KV side connectivity of 2 x 315MVA 400/220KV ICT
(already in service) along with 04 nos. of 220KV line bays for the connectivity
of item b.
b. D/C LILO of 220KV Chandrapura TPS – Kalyaneswari line to RTPS
B. Construction of 400KV (AIS)/220KV (GIS) infrastructure at existing Mejia Thermal
Power Station (MTPS) along with associated lines
MTPS (U # 1 to 6 : 210 MW x 4 + 250 MW x 2, U # 7 & 8 : 500 MW x 2) is having
no electrical connectivity between the 400 kV and 220 kV system. DVC proposed
for:
a. Installation of 2 x 315MVA 400/220KV ICT along with controlling bays at both
sides and 04 nos. of 220KV line bays for the connectivity of item b & c.
b. Shifting of 220KV D/C MTPS-A – Barjora Line from MTPS – A to MTPS – B
Switchyard
c. Tie connection between MTPS – A & MTPS – B at 220KV level.

d. 220KV S/C LILO of MTPS-A – Durgapur at Barjora substation.


3.2. In the 3rd meeting of ERPCTP, ERLDC requested DVC and CTU to share the load
flow file with ERLDC to enable them to assess the impact of planned system in
operational planning studies. ERLDC also raised the concern regarding fault level
at Bidhan Nagar and requested for restudy of the DVC’s proposal along with fault
level studies. Accordingly, the agenda point was referred for joint study.
3.3. DVC stated that they have already shared the requisite data and system study file
with CEA, CTU and ERLDC.
3.4. ERLDC stated that based on the system study with Mejia-A split bus arrangement
and connectivity of 400 kV Mejia-B with Mejia-A, there will be no issue of N-1
reliability.
3.5. CTU stated that during future time-frame study it was observed that fault current
at 400kV buses (two bus sections due to splitting) at Maithon (POWERGRID) S/s
was within rated limits. Further, after implementation of split bus operation at
Mejia-A (as per DVC’s proposal), interconnection of Mejia-A & Mejia-B at 220kV
level, and installation of 400/220kV, 2x315MVA ICTs at Mejia-B, the fault current
at Mejia-B comes out to be about 41kA, against rated capacity of 40kA. It was
observed that upon opening of Waria TPS – Bidhannagar (WBSETCL) 220kV D/c
line as proposed above in previous agenda, the fault current reduces to about
38kA at Mejia-B 220kV bus. Thus, DVC’s proposal to keep 400/220kV, 2x315MVA
ICTs at Mejia-B out service under normal condition and to be used only during
contingencies may not be required.
3.6. It was agreed that the proposed scheme proposed by DVC will resolve the issue
of N-1 reliability criteria in 220 kV Maithon-Dhanbad D/C and 220 kV Maithon-
Kalyaneshwari D/C lines. Accordingly, the same will be put up before ERPCTP in
its next meeting.

With reference to above, it is to inform you that the subjected matter of Replacement of existing
SO MVAR LR of 400 kV Maithon-Gaya-1 with new SO MVAR LR (Natural Ester Oil) at Maithon S/s"
was placed for discussion in 1781h OCC Meeting of ERPC held on 20.04.2021.

During deliberation of the agenda in the meeting, POWERGRID explained the features and
characteristics of natural ester oi l vis-a-vis mineral oil and stated that the commissioning of 400 kV SO
MVAR switchable LR with ester oi l is first of its kind in India and had been undertaken as a R&D project
by their O&M wing. They also clarified that the entire cost for this new LR would be met from their
internal fund and there would not be any cost implication on the beneficiaries.

After detailed deliberation, OCC agreed for replacement of the switchable SO MVAR LR of 400 kV
Maithon-Gaya-1 line at Maithon end and the existing SO MVAR LR would be kept as spare Reactor.
Further, OCC referred the proposal to ERPCTP (standing committee on transmission planning of ER)
for approval.

The detail agenda item along with the corresponding deliberation in 1781h OCC meeting is enclosed at
Annexure-! for your reference.

Further Powergrid vide e-mail dated 09/06/2021 informed that new SO MVAR line reactor has already
been received at Maithon 5/s and requested for necessary shutdown of the elements for the
replacement work.

As this is a first kind of R&D project which uses natura l Ester oi l as coo ling medium and the comp lete
cost would be borne by Powergrid, it is requested to consider for in-principa l approval of ERPCTP so
that the replacement work could be done at the earliest.

shutdown application nor the outage of the main bays after returning of the shutdown was intimated
to ERLDC and stated that it is a violation of grid code.

WBSETCL informed that it is a clear case of violation of standard procedure for taking continuous
shutdown of any elements and stated that in case of any contingency there would be serious
consequence during this period of ongoing assembly election.

OCC took serious note of the above negligence and opined that this type of action is detrimental
for reliability and security of the grid and advised Powergrid to take necessary action so as not to
repeat similar kind of event in future.

Powergrid informed that the issue has been taken by them seriously and already necessary
directives have been communicated to concerned dept/personnel for strict compliance.

Powergrid informed that the main bay would be brought into service after getting the necessary
bus & ICT shutdown at Subhasgram.

OCC advised all the utilities that while availing and returning the shutdown for any elements they
should avail or return the complete elements i.e. with all its associated equipment and in case of
any issues in any part of the equipment they shall intimate ERLDC with written communication.

ITEM NO. B.8: Replacement of existing 50 MVAR LR of 400 kV Maithon-Gaya-I with new
50 MVAR LR (Natural Ester Oil) at Maithon S/s.

Presently, 400 KV Maithon-Gaya-I Line is having switchable Line Reactor (50 MVAR) installed
at Maithon end. Generally, all the oil filled equipment’s (Transformer/Reactors) at EHV
switchyards are filled with conventional mineral oil. However, considering latest technological
advancements in the field of cooling medium and further increasing materials which are more
eco-friendly in nature, first 400 KV class Reactor with natural ester oil is developed as per
POWERGRID design with 50 MVAR capacity.

Few salient features of Easter oil over mineral oil are given in tabular forms for understanding.

Deliberation in the meeting

Powergrid representative explained the features and characteristics of natural ester oil vis-a-vis
mineral oil and stated that the commissioning of 400 kV 50 MVAR switchable LR with ester oil is
first of its kind in India and had been undertaken as a R& D project by their O&M wing.

On a query from OCC, they clarified that the entire cost for this new LR would be met from their
internal fund and there would not be any cost implication on the beneficiaries.

ERLDC opined that as the commissioning of LR with ester oil is first of its kind in India, it can be
considered as a pilot project and accordingly the same should get the approval of CEA/CTU.

OCC appreciated the initiatives of Powergrid for adopting the latest technological advancements
in cooling field using eco-friendly ester oil.

After detailed deliberation, OCC agreed for replacement of the switchable 50 MVAR LR of 400 kV
Maithon-Gaya-I line at Maithon end and the existing 50 MVAR LR would be kept as spare Reactor.
OCC referred the proposal to ERPCTP (standing committee on transmission planning of ER) for
approval.

ITEM NO. B.9: Assessment of O&M activities for Repetitive Tripping of lines
In recent months, frequent tripping on various lines on account of RoW issues has been observed.
This directly impacts the Eastern regional grid reliability and security.

The below Tables provides a list of such lines where such issues have been observed from July
2020 to March 2021.

It is important to find the real cause of these events and the need for taking preventive action and
remedial measures to avoid such tripping. Due care must be taken by Line owners to ensure such
events are reduced.

Annexure-I

A. Finalization of metering arrangement for 33 kV Power Supply to Dulanga Mines


from Darlipali STPP

NTPC vide email informed that in-principle approval has been accorded by GRIDCO,
Bhubaneswar, Odisha for availing 15 MVA power supply connection from Darlipali
STPP by Dulanga Coal Mine of NTPC Ltd as a consumer of local DISCOM i.e.
WESCO(presently TPWODL) for mining operation at Dulanga Coal Mine which will be
treated as part of drawl of Odisha share from Darlipali STPP.

Accordingly, two number 33 kV feeders have been envisaged for providing power
supply to Dulanga for mining operation.

In replying to WESCO's query on the subject, M/s GRICO has opined vide their letter
no 106 dated 20.01.2021 to get approval from ERPC/ERLDC regarding the
connectivity and the metering scheme for availing the power supply connection as
Darlipali STPP is a central generating power station.

In 178th OCC meeting of ERPC, NTPC elaborated the issue and informed that
GRIDCO has accorded approval for availing power supply from Darlipali STPP to
Dulanga coal Mines of NTPC Ltd as a consumer of Local Discom.

Accordingly, 2 nos. of 33 kV feeders have been envisaged for supply of power from
Darlipali STPP to Dulanga mines.

On a query from ERPC secretariat, NTPC representative informed that the length of
33kV feeders is 10KM and clarified that the flow through the 33 kV feeders shall be
accounted for as GRIDCO drawal and DSTPP injection and shall not be accounted for
in the auxiliary consumption or as a part of station load of Darlipali STPP.

GRIDCO representative stated that they have given in-principal approval to the
arrangement as proposed by NTPC for evacuation of power from Darlipali STPP
through 33 kV feeders to Dulanga coal mines. The power so evacuated would be
considered as GRIDCO share of drawal and to be consumed by NTPC in the capacity
of being a consumer of local Discom. They submitted that Darlipalli STPP being a
central generating station, the necessary metering arrangement and accounting for the
above scheme needs to be approved by ERPC/ERLDC.

ERLDC informed that as the 33 kV feeders are evacuating GRIDCO power and
connected to ISGS and state control area the same should be considered as a tie line.
Accordingly, they stated that the scheme needs to be approved by the standing
committee on transmission planning of ER. However, OCC opined that since the flow
through 33kV feeders shall be accounted for as drawal of Odisha and NTPC intends
to draw power through these feeders as consumer of WESCO (a DISCOM of Odisha),
these feeders can be treated as part of Distribution system.

ERPC Secretariat expressed that the power supply to Dulanga mines shall be totally
separated from Station Transformer of Darlipalli STPP and separate ABT compliant
Special Energy meters to be installed at both end of the 33kV feeders for energy
accounting. Further, if these two feeders are dedicatedly supplying power to Dulanga
Mines, it can be treated at par with auxiliary power drawl of Powergrid Sub-station in
Eastern Region for Accounting purpose.

After detailed deliberation, OCC agreed for the above scheme of power supply to
Dulanga mines from Darlipalli STPP through 2 nos. of 33 kV feeders and the energy
drawl from these two feeders shall be considered as GRIDCO drawl and DSTPP
injection.

Further, OCC advised NTPC to submit the details of above scheme along with
SLD/Sketch details to ERPC Secretariat so that the scheme can be referred to
ERPCTP for necessary approval.

B. Restoration of 400 kV TSTPS-Meramunduli-2 to its original length.

Presently, the line length of 400KV TSTPS-Meramunduli-1 is shorter compared to


400KV TSTPS Meramunduli-2 line (after the LILO arrangement at Angul). This causes
lesser flow in Talcher-Meramunduli-2 circuit.

To address the issue, 400 kV Talcher-Meramundali-2 line may be restored to its


original length i.e. prior to the LILO arrangement. By doing the same, 400KV TSTPS-
Meramunduli 1 & 2 llne length will be equal resulting equal loading during higher load
flow requirement. This will be beneficial in the case of HVDC pole block, where post
HVDC contingency load flow of Meramunduli lines will be higher leading to better grid
stability.

In 177th OCC meeting of ERPC held on 17.03.2021, TSTPP, NTPC representative


elaborated as follows:

• 400KV TSTPS-Meramunduli-1 is of 56 km length whereas the length of 400KV


TSTPS-Meramunduli-2 is 86 km.

• They stated that due to mismatch in line length, overloading is being observed
in 400KV TSTPS-Meramunduli-1 after tripping of the pole of HVDC Talcher.
The loading of 400KV TSTPS-Meramunduli-2 remains at 60 % of 400KV
TSTPS-Meramunduli-1 during such conditions.

• In view of above, they proposed to restore the 400KV TSTPS-Meramunduli-2


to its original length.

Odisha informed that the bypass arrangement can be shifted from Anugul switchyard
to starting point of the LILO section of 400KV TSTPS-Meramunduli-2 line so that the
electrical length would be equal to its original length and the power flow would be equal
for both the circuits.

ERLDC informed that the bypass arrangement of 400KV TSTPS-Meramunduli-2 at


Anugul is necessary as it provides flexibility in real time grid operation during
contingencies. They proposed that an additional line from Talcher STPS to Odisha
system may be planned to resolve the issue.

It was also proposed by them to upgrade the capacity of existing 220 kV TSTPS-
Meramundali line instead of building a new line.

After detailed deliberation, OCC opined that study need to be carried out by OPTCL
regarding the proposal of constructing new line from Talcher STPP to Odisha system
and decided to refer the issue to standing committee on transmission planning for
further discussion.

Minutes of the meeting regarding ISTS connectivity for Railways at


Sasaram (Pusauli) held on 07.06.2021
A meeting to appraise Member (PS), CEA about ISTS connectivity for Railways at
Sasaram (Pusauli) in Eastern Region was held on 07th June, 2021 through video
conferencing. List of participants is enclosed at Annex-I. Member (PS), CEA
welcomed the participants and requested Chief Engineer (PSPA-II), CEA to explain
the issue.

1. Director (PSPA-II), CEA stated that Railways has approached CEA for getting ISTS
connectivity at Sasaram (Pasauli) for their Eastern Dedicated Freight Corridor
project. The issue was discussed in 19 th Standing Committee on Power System
Planning of Eastern Region held on 01.09.2017 and Special meeting was held at
Kolkata on 16.07.2018, where Eastern Region constituents had raised concerns over
non-utilization/underutilization of assets created by states and sub-optimal utilization
of RoW & space at ISTS substations.

Thereafter, an agenda was forwarded by Railways on 05.07.2019, for discussion in


the 2nd meeting of ERSCT to be held on the same day. In the meeting representative
of ERPC, BSPTCL, OPTCL, DVC and West Bengal stated that the issues raised by
them in the previous meetings, like underutilization of transmission assets, are yet to
be resolved, therefore they raised objection for giving ISTS connectivity to Railways
in Mughalsarai – Howrah and Ludhiana – Sonnagar routes. Railways were requested
to send their response to the concerns raised by the ER constituents.

The issue was further discussed in 1 st meeting of Eastern Region Power Committee
(Transmission Planning) held on 14.02.2020 wherein Railways presented their
response to the concern raised by ER constituents. During discussion on the subject
certain legal, regulatory, operational and transmission planning related issues were
raised.

Subsequently, Ministry of Railways vide letter dated 17.03.2021 has furnished para-
wise comments on the issues raised in ERPCTP meeting, and requested CEA to
resolve the issue of ISTS connectivity at Sasaram (Pusauli) for commissioning of
EDFC (Eastern Dedicated Freight Corridor) as per schedule. To facilitate and resolve
this issue, a meeting inviting CTU, NLDC, ERLDC and Railways was scheduled on
09th April, 2021. However, as no representative from Railways turned up, the meeting
was closed. Railways vide email dated 12.04.2021 requested to re-schedule the
meeting and as such we are having this meeting now.

2. Representative of Railways stated that Dedicated Freight Corridor Corporation of


India Ltd. (DFCCIL) is implementing Eastern Dedicated Freight Corridor (EDFC)
which extends from Sahnewal in Punjab to Dankuni in West Bengal with 25 KV OHE.
He also informed that it is a green field project with target date of completion of the
project is June, 2022. DFCCIL had planned ISTS connectivity at Abdullapur, Meerut

and Sasaram (Pasauli) out of which ISTS connectivity at Abdullapur and Meerut have
already been granted; however, at Sasaram (Pasauli) it is yet to be granted. The
work of connecting with Pusauli has already been awarded to POWERGRID but as
the issue remains unresolved, the work is yet to be started.

3. He stated that Indian Railways, as deemed licensee under the Electricity Act 2003, is
drawing traction power in the States of Punjab, Haryana, U.P., Bihar and DVC area
through the grid connectivity with respective STUs. In U.P, Traction Substations
(TSSs) in Dadri - Naini section are connected to CTU and is drawing 105MW power
at UP-ISTS.

4. Director (PSPA-II), CEA stated that as per Electricity Act, 2003, transmission licensee
has to give non-discriminatory open access to its transmission system for use by
others. Therefore, if Railways are transmission licensee under the Electricity Act,
then all the duties and responsibilities of a transmission licensee as prescribed in the
Electricity Act, would be applicable to them. This was discussed in detail in 1 st
meeting of ERPCTP. Also, if Railway is a transmission licensee, then its transmission
planning would be carried out by CTU/STU and transmission charges should be
determined by CERC or SERC.

5. Railways stated that they may be treated as special case as they are deemed
licensee recognised by MoP and CERC. They are different from Transmission and
Distribution licensee. Their proposal for EDFC was already discussed in the 39 th
meeting of NR planning meeting held in 2017.

6. Chief Engineer (PSPA-II), CEA stated that the issue of connectivity at Sasaram
(Bihar) will be decided in the meeting of ER planning committee. As per our
understanding, all transmission licensees have to follow all the rules and
responsibilities provided in the Electricity Act, 2003. If any relaxation is being sought
by Railways as a special case, they may kindly approach to MoP.

However, Railways in their letter dated 17.03.2021 have mentioned that

“4. …….In this regard, it is clarified that Indian Railways constructs the ISTS/STU
connectivity lines as electric supply lines under provisions of Indian Railways Act,
1989 to serve its own loads.”

Further, as Railways are allowed to construct electric supply lines under Railways
Act, 1989 to serve its own loads, granting connectivity to ISTS can be considered to
construct electricity supply line under Indian Railways Act 1989 instead of a licensee
under Electricity Act 2003. But in that case, Railway should not insist to implement
this connectivity line as deemed licensee under Electricity Act 2003.

7. Regarding the question of whether Railways need to apply for connectivity under
provisions of CERC regulations, CTU stated that the connectivity application

depends on the applicant’s nature. If the applicant is Generator or bulk customer,


they can apply to CTU for connectivity. STUs and ISTS licensees are not required to
apply for connectivity.

8. Chief Engineer (PSPA-II), CEA opined that Railways cannot be treated as STU as
there are responsibilities of STU that needs to be fulfilled which Railways cannot. It
cannot be treated as Bulk customer as their load is not more than 100 MW which is
the minimum requirement as per CERC. Therefore, Railways being government
organization and having responsibility to construct electricity supply line under
Railways Act, they may not require to submit connectivity application under
regulations of CERC. However, other requirements of connectivity like equipments
information, connectivity agreement etc need to be signed by Railways as per
Central Electricity Authority (Technical Standards for Connectivity to the Grid)
Regulations, 2007 and amendments thereof.

9. CTU stated that the proposal needs to be discussed in the ERPCTP forum and they
would grant the connectivity only after ERPCTP decision.

10. Member (PS), CEA enquired about proposed load of railways from Sasaram.
Railways informed that load of DFCCIL at Sasaram will be initially 30 MVA which will
increase to 60 MVA by 2030.

11. ERLDC stated that at Sasaram s/s, 2x500 MVA transformation capacity is available
and at peak, loading of about 400-450 MW have been observed.

12. CTU stated that 220 kV bays are available at Sasaram for connectivity with Railways
but the ICTs continue to operate at high loading. However, railways load is not very
high and some augmentations can be planned considering future demand
requirement of Bihar.

13. After deliberations, it was agreed that the issue would be taken up in the forthcoming
meeting of ERPCTP for discussion. On the request of Railways to hold the ERPCTP
meeting early, CE (PSPA-II), CEA assured to convene the meeting within one month.
