project training identifying the current state and development of the region,
located in the Bogotá-Cundinamarca metropolitan area. Said analysis
It involves history, formation, process and development of the territory. The diagnosis
carried out shows different branches of production and use of the land
allowing to identify an interastral vocation of the region and consolidate the proposal
of a partial plan focused on the valuation of this, with equipments that revive,
restore and improve the industrial sector by implementing new technologies
allowing positioning at the national level.

The Partial Plan proposal is developed in an urban piece of sixteen (16)

hectares, located in the Soacha conurbation where the main roads are
optimal for communication at the regional, municipal, sector and neighborhood levels. The
importance of the existing railway section (Socha - Girardot) being vital and
importance as a long-term means of import and export.

The proposed research and training project with an emphasis on good

management, creation, control, study, development of raw materials among others, with the
in order to encourage young people, adults and entrepreneurs to the good management and good control of
efficient products for sustainable construction generating competitiveness of
products and new technologies applied to the sector, benefiting the territory and
region. It seeks to integrate different users for the improvement and quality of
knowledge in the sector, young people (15 - 25), adults (26 - 55) and people
of the third age, being users with empirical knowledge and without studies

INTRODUCTION

The partial plan proposal is located on the southern highway, in the municipality of
Soacha Cundinamarca. This proposal was developed from the methodical study
of the municipality and the intervention sector, taking into account and starting from the
functional, environmental and socio-economic problems of Soacha.

According to DANE studies According to the 2005 census , there were 300,000 inhabitants;

https://translate.googleusercontent.com/translate_f 18/166
6/26/2021 SUSTAINABLE CONSTRUCTION RESEARCH AND TRAINING CENTER PARTIAL PLAN SOCIAL DEVELOPMENT PARK INTEG…
today it is estimated that 1,200,000 people live in the municipality.

Ricardo Antonio Rodríguez, municipal representative of Soacha, said that the municipality
it has presented a considerable population growth in the last six years.
“This outdated means that, based on this figure, the transfers of the
the nation's resources are only for 500,000 inhabitants, the projection of
population growth that took place in 2005 ”. The municipal representative was
emphatically that the National Government did not take into account the infrastructure or
population growth of Soacha by building houses of social interest. "As well as
solve problems at the national level, providing housing, these initiatives should
come together with projects that generate better living conditions ”.

In Soacha there are 55,000 victims of the armed conflict in the country, who represent
half the department. Finally, the municipal representative Ricardo Rodríguez
said that “Soacha should no longer be thought of as a town or municipality, but as
city and that as such it must have the resources for its sustainability and
viability for the soachunos. ”(Radio, 2017)

The processes of rural-city migration and urbanization-industrialization

initiated in the middle of the last century in Colombia, led to the
population concentration in Bogotá. In 2005 15.9% of the total population
Colombian resided there2. These same processes added to displacement
forced due to the internal armed conflict, favored the growth
population in the municipality of Soacha. This accelerated population growth
also lets see other issues that are behind this process. These refer to
the expansion of peripheral neighborhoods in the south of Bogotá towards the municipality of Soacha
through a conurbation process, facilitated by the absence of regulation
on the subject of housing, which in turn made possible the installation and expansion of
illegal neighborhoods. At present, Soacha is primarily urban, because according to
DANE figures (2007) 98.7% of its inhabitants live in urban areas, that is
that is, 450,329 people and 5,663 live in rural areas. Municipalities like
Soacha administratively divide the urban area into communes and the rural area into
corregimientos (Carvajal, 2011)

twenty

According to the partial functional, environmental and socio-economic plan proposal

proposed is focused on:

• The expansion and restoration of roads that guarantee the assistance of the
transport.
• Expansion of the South Highway, extending the public transport service
(integrated Transmilenio system), including stations, pedestrian bridges
(14, benefiting 4,000 students) and intersections in road communication
alternate.
• Road improvement and continuation of roads such as the southern ring road which connects
with the Chipaque tunnel and the road to the plain, adjoining Longitudinal avenue
de Occidente (ALO) eliminating road dependency.
• Balance between the artificial and the natural to reduce pollution of the

environment and incentives for users to use bicycles.

• Complementary equipment generating direct and indirect connections through
medium of mixed uses.

OBJECTIVES

GENERAL OBJECTIVE

Design of an Urban Proposal for the recovery and renovation of the highway
south, railway line, environmental and socio-economic environment of the municipality of Soacha,
for connection and decongestion of roads, decontamination due to damage to
exploitation in quarries, asbestos factories and fillings of useless material,
improving and taking advantage of the use of urban land. Generating a starting point
in the design of a service equipment (research building and
training), that serves, contributes and solves important aspects of the municipality of
Soacha and the region, providing a better quality of life.

SPECIFIC OBJECTIVES

6/26/2021 SUSTAINABLE CONSTRUCTION RESEARCH AND TRAINING CENTER PARTIAL PLAN SOCIAL DEVELOPMENT PARK INTEG…
• Identify the endowment shortcomings, which have stopped development
economic in the municipality.
• Estimate the state of the roads and the importance they have, analyzing the nodes
vehicular and pedestrian in the sector.
• Study existing public spaces where vegetation and green spaces
will be analyzed.
• Expansion of road profiles to improve circulation
decongesting the flows.
• Develop new axes and tensions that communicate and integrate the municipality of
Soacha.
• Generate a mobility network from public spaces where it is carried out
a connection with land use and its mobility, providing a balance between what is
natural and artificial.
• Implementation of new uses that respond to an analysis and investigation of the
population where they manage to own their activities without a displacement in
long distances.
• Establish a network of squares where a new organization arises
in favor of improving the formal and necessary systems (functional, environmental,
social and economic).
• Develop a research and training equipment where
find all the submissions (inquiry, education, culture, services,
supplies etc.) that needs a set of uses for the municipality of greater
scale and better quality of the department of Cundinamarca.

1. JUSTIFICATION

Taking the regional analysis that is known from the southern sector of Cundinamarca,
different vulnerable points stand out, in this way the most affected point is in
the periphery of Soacha since there are no direct connections with the region due to its
functional insufficiencies, poor use of the soil and a high percentage of
environmental pollution. The intervention in the area surrounding the
southern highway, southern circumvalar avenue, connecting with the ALO (Avenida
Longitudinal de Occidente) and secondary roads that connect with commune number
one (1), allowing the expansion, restoration and proposal of alternative uses for
improve quality of life and land use. In this way, it seeks to improve the
sector in functional, environmental and economic aspects for connectivity to
regional, municipal, zonal and neighborhood level.

The benefits provided by the project in the region include large areas
greens, squares, squares and services, attending to the different problems
of the sector and the region by creating development poles in the partial plan proposal, the
sector and region. On the other hand, the urban proposal connects the three scales of
development in the territory allowing to structure and sustain the space of an area
at risk as Soacha is

It is intended to carry out an assessment of the proposed ordering model

taking into account the territory in the functional, environmental and socioeconomic sphere.
emphasizing the aforementioned, it seeks to extract the urban axes
consolidated, continuing the main urban lines, providing them with
consistent and consistent accessibility for both the sector, unit of action and the
region, allowing the growth of the city in a controlled and orderly manner.
It is necessary to highlight the importance of natural resources avoiding
fragmentation and destruction of habitat, inadequate management of water resources plus
important as is the Bogotá river, conservation of the flora and fauna of the sector
immediately, avoid the creation of uncontrolled asbestos factories and quarries
susceptible to environmental contamination generating alterations
environmental factors give double strength to significant and high-value elements such as
they are natural reserves, wetlands and water resources. The plan connection
partial with the city is related between the city and the neighboring municipalities
established by The expansion of housing, commerce and informal industry altered to this
growth in Bogotá coincide in the presence of anomalous conurbation and
social and economic integration between settlements, the development of new
activities and relationships constitute the course of Bogotá-Cundinamarca as
city - region. The slow growth of municipalities is evidenced by the
disorderly growth, these being smaller in the area of
industrialization, commerce and housing of Bogotá

2. 3

Page 24

This need to unite the partial plan with the city-region is becoming stronger due to
therefore it is necessary to analyze, investigate and intervene the doors to users
immediate as a basis for rehabilitating, restoring, consolidating and developing
new facilities that generate an integration between the partial plan, the city
and the region.

The partial plan adopted the concept of branching to be able to fit in a branch
all the systems necessary for the partial plan to be sustainable and sustainable,
generating an impact both regional and zonal. Reaching optimal conclusions
for the sector

• According to the characteristics of the social, functional, economic,

environment, commerce and housing in Soacha, allows us to reflect that the
development of these structures allows to arrive at an approach of
rehabilitation and restoration of the immediate sector in relation to the connection with
the capital and the region.

• The development of strategies, the execution of actions and the realization of

The proposed projects seek the quality of life of both the inhabitants of the
sector as well as passers-by, through different equipment
complementary to existing ones by providing employment opportunities,
education and better environment.

• The intervention is framed in the context of a general plan that, in addition to

intervene in the first instance the environment of maipore and commune one (1),
implies other interventions at strategic points having direct relationships

These paintings are scattered throughout the municipal sectors like canoes,
El Charquito, Alto de la Cruz, Panama, Aguazuque, El Enlace, Terreros, Fusungá, Alto

they dispersed by clans to found other sectors.

The meaning of these hieroglyphs is not known today, but it can be thought
that were used to make annotations about their trade, capture stories of
interest in some sectors, provide an offering and homage to a mythological
God, communication and information guides between migratory families. in the sector
of aguazuque, Viceroy Francisco Gil y Lemus in 1789 discovered what would be the
remains of a huge animal from the Jurassic era, thus calling this sector as the
valley of the giants, in the area of the Tequendama hacienda the remains
of a primitive man dating back more than twelve thousand years which makes him the
oldest in america . (cundinamarca, 2016)

2.2.2 Feudal system. It began with the expropriation of lands from the aborigines

of the Spanish colony and the encomenderos resident in the new kingdom, on the
of the tributes that corresponded to each one. with the indigenous, mestizos,
mulattoes and criollos, there were also differences due to high taxes
and the monopoly of commerce. As a consequence of this, a series of
modifications made by sectors that were in power, until
a general revolution was generated due to the discontent of the population,
independence.

Soacha was a transitory dwelling place and the homeland of illustrious characters in history
Among them, we have Don Francisco de Paula Santander who got married
in that town with Sixta pontoon in 1836, Simón Bolívar, Pablo Morillo, Eugenio
Castro days, Manuel Vicente Umaña, José celestino mutis, Alejandro Humboldt,
amadeo bonpland, francisco José de caldas, francisco Antonio Zea, Jorge Tadeo
Lozano, General Ignacio Sánchez, the hero José Jesús cansino, the illustrious lawyer
Juan Francisco Franco Quijano among others. (cundinamarca, 2016)

2.2.3 Physical description. Soacha is currently one of the municipalities

Colombians who present a greater physical, spatial and environmental disorder. the
water basin to which this municipality belongs (upper basin of the Bogotá river and sub
Bogotá river basin), has been committed to a serious and progressive deterioration
that makes it necessary and urgent to reconsider the current management that
is giving

The hydrographic basin is of great importance since it transcends the limits and
municipal powers and the municipalities of Sibaté, Pasca,
Bojacá, Granada, San Antonio de Tequendama and the eastern zone or strip that
adjoins the Sumapaz páramo and the cloud forest included in the park
Chicaque.

Soacha is the municipality with the largest population in the basin, it represents the
26.8% of the regional total, followed in order by Zipaquirá with 10.3% and Facatativá
with 9.6%. Soacha and Zipaquirá present the number of inhabitants
significantly higher within the set of Sabanero municipalities, which
shows its importance and weight within the urbanization processes of the territory.

The three municipalities with the largest territorial extension dedicated to urban use are in
his order Soacha with 19 square kilometers, Zipaquirá with 15 kilometers
square and Facatativá with 10 square kilometers.

The climate has an average temperature of 11.5ºC (maximum temperature 23ºC

and minimum of 8ºC). An average annual rainfall of 698 mm. With a distribution
of rains in two defined periods, April-June and October-December. Presents itself

of which the royal audience contributed, in 1967 the church of San Bernardino had to
be demolished.

The main park of Soacha unites the history and architectural culture of what
It was a town, as in its beginnings the commercial activity of the municipality moved,
colonial architecture very little has been maintained, their houses have been
demolished to make way for shopping centers or premises in Soacha during the
50s religious activities were accompanied by the fervor of the inhabitants
of that Soacha of yesteryear, one of those activities developed was that of the
Corpus Christi.

From the founding of Soacha as a Municipality in 1600 a stage of

changes that had a profound influence on the design of the areas with the boom
of the construction and design of houses, squares and streets. Soacha is a city of
varied contrasts given not only by the changes in the environment, but also by the
architecture of its different sectors, due to the changes that have come
taking in recent years, notably affecting the colonial environment.
During the 1940s (1940s), the Spanish Colonial style enjoyed great
popularity the houses were high ceilings of clay or straw tiles, columns and beams
in eucalyptus wood, walls covered with hand-made stucco, doors and
wooden windows, stone, tile or wood floors, and often a patio or
garden with a fountain (Néstor Ivan Rincón. & Luis Carlos Vásquez., 2015)

2.2.5 Environmental impact. This Soacha lung presents several problems

environmental and social due to mining; within these problems is:
the form of excavation, which leads to landslides and landslides in
where a social problem originates due to the affectation and landscape impacts,
the precariousness of its streets, the heavy atmosphere that is felt because of the
uncontrolled air emissions from illegal industries, mistreatment and
constant attacks against the Soacha river, including illegal dumping,
the deposit of debris anywhere and particularly on the banks of the river,
In addition to open burning, it forms the environmental crisis that the

2.2.6 Mining exploitation. According to the newspaper the viewer in the report of the 22nd

exploitation of construction materials, of which 70% would be illegal ...
of the legal ones, which cover a territory of 2,300 hectares, seven companies
they dominate 70%. the extraction of construction materials in Soacha has
converted part of the municipality into an open pit mine.

The population, of 182 square kilometers, has 15% of its territory legally
dedicated to mining, since to extract these minerals requires a
license from the Ministry of Mines. Much of the extraction is on trails such as
Fusungá, Alto del Cabra, Alto de la Cruz, Panama, San Francisco, San Jorge,
Romeral, El Vínculo and La Veredita. However, the percentage falls short and
It could be double, if you consider that in Soacha there are more illegal quarries and
informal than legal. ”(Néstor Ivan Rincón. & Luis Carlos Vásquez., 2015)

2.2.7 Ways of communication. In the municipality of Soacha we find 4 types of

routes: national, regional, local and village.

National: Corresponds to the South Highway, a road that divides or divides the town in two

Regional: In this type, the Municipality has 2 roads: The Mondoñedo road from the

3. PROBLEMATIC

The population growth of the municipality is not vegetative. From the decade of
In 1970, this growth was accelerated by migration factors, especially from
displaced from regions plagued by violence. Along the history,
Soacha has proven to be a territory of opportunity, primarily because of its
commercial activity, as the stories show. It was the site where they were located
who aspired to generate wealth. (HERNANDO LOZADA ISAZA, 2000). It
previously mentioned allows to identify a problem that affects the
direct and indirect community making the sector vulnerable to insecurity being
a sector with different virtues such as the high percentage of young users
and adults with empirical knowledge, environmentally known for their paramos
and passage of important basins, functionally, culturally and economically due to their high
land value.

On the other hand, the municipality, the territory and the region are affected by problems of
higher and postgraduate education, since only 8.7% of the population do not obtain
access to said higher education, wasting the knowledge of the
inhabitants of the sector and leading the population to acquire basic knowledge and
empirical; This leads to an employment deficit due to the few opportunities
of personal and professional growth for the implementation of new technologies
which generates trips to the capital, wasting the high percentage
productive of the municipality.

Another essential problem is the high environmental impact caused by the factories of
asbestos and the extraction of construction materials, becoming part
important part of the municipality in an open pit mine, which has generated different
effects on users, neighborhoods and factories due to the high impact of pollution,
being more than two hundred (200) areas of exploitation of materials, which the
seventy percent (70%) are illegal, covering a territory of two thousand three hundred
(2,300) hectares of which companies dominate seventy percent (70%).
The project seeks to benefit the most vulnerable community in the sector by providing
benefits and optimal solutions through alternatives based on these
problematic.
• Use and good management of the environment
• Higher education quality and options
• Quality of life
• Job Opportunity
• New technologies

4. HYPOTHESIS

Social development parks have an economic, educational,

functional and services. Providing the immediate sector and the central region
complementary, basic and necessary activities obtaining a sense of
belonging to specific facilities, maintaining an urban balance and

preserving the variables of the sector, a research center is necessary and
training in sustainable construction, university headquarters with a contractive approach
and alternative services for the improvement of road flows and connection of
alternative transportation for handling materials.

When making an urban proposal, one of the important benefits is evident

for the sector and the region, broken down by greater social and development impact
urban giving it a value for its great economic importance for this reason the
Most business parks are built in sub-urban areas or
non-central areas, in most cases on the outskirts of the city, where
the land is cheaper and for this reason the development of these is broader and
cash. Construction costs are also lower; are spaces that
help the development and growth of the commercial, administrative and service sectors
and financial, in addition, the use of buildings of mixed heights allows to take advantage of the
free spaces configuring the environment and future constructions
autonomous. They give growth and appreciation to the sectors where they are built,
allowing urban organization, economic and social development of the sector of
Soacha and the central region. How dare the Partial Plan (Development Park
Social) you can solve the economic, educational, cultural, functional problems
and environmental, providing benefits to immediate users and the central region?

5. METHODOLOGY

The work will be developed through optimal solutions thanks to the

previously mentioned problems, allowing the culmination of a project
optimal, effective and applicable for the vulnerable community, converting the product
final in research and education in materials for sustainable construction,
giving it added value.

It begins with the compilation of information at the regional level, yielding diagnoses
with different problems and conclusions at the municipal, sector and neighborhood levels,

https://translate.googleusercontent.com/translate_f 31/166
6/26/2021 SUSTAINABLE CONSTRUCTION RESEARCH AND TRAINING CENTER PARTIAL PLAN SOCIAL DEVELOPMENT PARK INTEG…
allowing the elementary execution for the development of a social development plan,
explaining it, exposing it and making it known with different aspects that
they route favorable and optimal branches.

On the other hand, said unit of action located within the same plan is chosen
partial in which variables are identified for the proposal of a center of
research and training in sustainable construction, forging new
equipment that articulates the proposal, the project and the immediate surroundings.

The investigation concludes with the justification of an optimal and appropriate project
as is the research center since it responds to the aforementioned
seeking benefits for the most affected community in the municipality of Soacha,
offering education and research services for a better quality of life and
higher percentage of job opportunities, allowing the integration of new
technologies, such equipment allows it to be effective and applicable through its
relationship with the environment, good management of public space and how friendly it is
go back to the environment.

It is an inclusive project, which invites all the actors of the science ecosystem,
technology and innovation to be linked: clients, suppliers, universities,
entrepreneurs, research institutes and Government, seeking to generate
innovation in processes, products, services and business models that contribute
to the sustainability of the industry through the creation of added value, the
reduction of emissions and conservation of natural resources. (Argus,
2016)

Three dimensions:
The concept of the architecture of the Argos Center for Innovation encompasses, in
Rector's opinion, three dimensions: the first of these is that it is a
research building with a connotation of science in sight, which is intended
radiate throughout the University.
“It is a building whose laboratories are in view of the spectator. I think the
time when the investigation was done behind closed doors, and that is why the first
function is investigative, but open to public knowledge, preserving
all the phytosanitary requirements to be able to carry it out ”.

The Rector also announces that it is an iconic building that reflects a new stage of
the city and that, when promoting innovation, it must be innovative in itself, from

36

Page 37

the architectural point of view. This is how it has two dissimilar facades, one facing
the west that pretends to contain the west that comes from west to east, and
another that allows to collect the winds that enter from east to west, and that
maintain an ideal temperature.

Thus, Lorenzo Castro Jaramillo, architect who led the design of the
Argos Center for Innovation at EAFIT (see At the Argos Center for
Innovation in EAFIT science is in sight), was inspired by that painter to generate
the western facade. “It is a kind building with the environment, with all the
LED characteristics, serving a function of investigation and symbol of the
innovation, but which respects, in turn, the environment ”, adds the manager.

Furthermore, the building is not important only for its architectural infrastructure, but
for its content, since ARGOS has acquired the cutting-edge technology for the
research in materials and conservation of the environment and, therefore, the
The equipment it is going to host is at the height of any technology laboratory in
tip in the world. “Of the initial 50 meters that the first laboratory had, we have
passed to about 4,800 meters, with a large installed capacity. It's the lab
of the latest generation that may exist in Colombia at this time, so that
we are very satisfied with the relationship with Argos ”, says the manager
eafitense. (EAFIT, 2015)

private, not only because of the investment, but also because of the contribution to the development of
innovation and for joint work with academia. in this last center
technology in equipment and materials, we will jointly develop projects that
give way to new generations of processes and products that allow us to add
value to our productive chain ”, affirms Jorge Mario Velásquez, president of
argos cements.

In the case of EAFIT, one of the benefits of the presence of argos is related
with which the research system is challenged to carry out projects of high
industrial applicability. "This means a profit for the engineering school,
that has had, from its origin, a practical application and a very positive relationship
with the environment, the city and the country ”, says Alberto Rodríguez García, dean of the
EAFIT engineering school (EAFIT, 2015)

Management of the architectural idea of the building

The building was designed by the architect Lorenzo Castro, with extensive experience
in urban and architectural design. also stands out as a graphic designer,
furniture and as an artist. In its architectural concept, it is a building that develops
the principle of science in sight, framed in the middle of two facades that resemble
two large-format works of art.
“The eastern façade is characterized by an arrangement of vertical elements that
emulate the books in a library, thereby representing the knowledge
required to develop innovative solutions. the western facade has about
irregular cones that represent the curiosity with which one looks at the world "

The chemical process works as follows: the paint that covers the
tile is composed of titanium dioxide, a pigment that gives it the white color
to things like sunscreen and some foods and it works like a
catalyst in some chemical reactions. When making contact with ultraviolet rays
a chemical reaction occurs between the tiles and the smog, resulting in the
neutralization of contamination.

The results of the chemical reaction are substances much less harmful than the
contamination: calcium nitrate (a salt used in fertilizers), carbon dioxide
carbon and water, carbon dioxide is not altered and continues to work at a
steady pace. (Henri Mattise, 2013)

7. PARTIAL PLAN FOR THE SOCIAL DEVELOPMENT PARK - INTEGRATING AXIS

REGIONAL SOUTH - SOACHA

7.1 PRESENTATION OF THE PARTIAL PLAN

Understanding a partial plan from law 388, as a planning instrument

immediate territorial, between the macro scale of the city and the micro scale of a sector,
arises within the southern corridor of the city (Eje Soacha - Girardot), the
detailed planning of a delimited urban space that responds to the
conditions, vocations and activities of the sector in order to get a proposal
of urban design capable of solving problems and social dynamics,
existing economic and political.

Graph 4. Area of intervention

The partial development plan proposed as an urban unit of academic study

identified as “Southern regional integrating axis social development park (Soacha
- Girardot) ” arises in response to the mainly regional and also local analysis
of a delimited area, in this case Soacha, as a municipality adjacent to Bogotá and
as the initial and articulating element of a southern growth axis of the city in
connection not only with the savannah but also with satellite cities of great
importance for the department as is the case of Girardot, the partial plan is
points out in their own interest to generate economic and social dynamics
taking into account the activities that the region projects within this corridor,

urban and social interaction.

In the same way, the project seeks to organize and guide a new concept of
urban development for the municipality, so then the project located in the
periphery of Soacha seeks to intervene in an area of disorganized growth whose
vocation responds to a merely industrial activity, being the latter who
develops a large part of the region's economy and the same one that has generated a
disorder within the study area, generating conflicts internally in the
municipality and in the conurbation rings that involve Bogotá.

7.2 JUSTIFICATION AND REGIONAL SCOPE

The design of the proposal understood as a social development park within

an integrating axis Soacha-Girardot seeks to respond to the use of urban land that
characterized by physical disorder in the presence of accelerated urbanization
illegal and the dysfunctionality of the municipality in relation to the city and the development of
region, thus seeking through urban approaches and strategies
projected from the study of the territory, consolidate a sector of vocation
industrial as a guideline to a new form of urbanism; as seen in the

Why ?: The park is an opportunity to promote a city model-

region that articulates urban systems with natural systems to improve the
quality of life of people and characterize landscape and environmental values.

What for ?: The inclusive business development park is proposed for the
recovery and adaptation of public space to achieve a linear park axis and
central that links not only the municipality and the region where they will be carried out
recreational, cultural, public and private business activities associated with
a cycle route that would function as a non-polluting mobility system.

Who is it for ?: Based on a social diagnosis of the intervention area, the park
It is designed mainly for the population of Soacha where we speak
currently approximately 87,000 inhabitants and whose growth is
exponential within the municipality and towards the region, the project seeks to provide an
of recreation and leisure free of pollution elements and where the
concept of industry is attended to in order to generate spaces thinking about
all kinds of population.

The importance of good social development allows that throughout history the

Social development has been one of the pillars of the UN since its founding and
associated with economic development. This term is a fundamental part of
guarantee the improvement of the lives of all people and a country.

Social development adopts a perspective that focuses on prioritizing the

people in development processes. Making the effort to overcome
different socio-economic situations of people by creating
responsible institutions. This leads many to ask, Shouldn't they exist
an exact formula that can work and help all these projects?

That would be the ideal, as more and more large corporations and governments are
forming part of these projects. Achieve the sustenance, stability and security of
a partnership are some of the most important aspects of these projects. It is
that is why by joining both institutions and government, it is possible to carry out a
better social development. (santos, 2017)

emphasizing the aforementioned, it seeks to extract the urban axes

consistent and consistent accessibility for both the sector, unit of action and the
region, allowing the growth of the city in a controlled and orderly manner.
It is necessary to highlight the importance of natural resources avoiding

The previously proposed partial plan develops a scheme based on a

concept of integration of vocations that solve the lack of mixture of use of the
soil not only in the intervention area but as a current model within the
municipality and the city that bring with them problems already previously
mentioned, in this way and taking into account efficient city models
added to the new conditions and characteristics that the city is looking for, there is
that the urban scheme proposed as integrator adopted the concept of
branch to be able to fit in a branch all the necessary systems so that
the partial plan is sustainable and sustainable, generating an impact both regional
as zonal.

A lot of criticism, praise, discussions and meetings have been held on the subject
of the modern movement and the planning schemes that they proposed
since the middle of the last century, in this sense it is worth noting that interventions
both functional and erroneous bear witness that it was a period of much
creation at the level of urban schemes that benefited the interests of the
cities back then.

THE CLUSTER
http://fjaviertorremarin.blogspot.es/tags/arquitectura-y-
theory/

At the current level, it is sought with the partial plan already described to enter a model already
proposed that adjusts to the needs of the present and even more so that responds to
an existing city scheme for Bogotá and its surrounding municipalities, EL
TEAM 10, had as its principle “The important thing is the activity and not the form”.
Completely detached from the functionalist and rational theories promulgated
by the modern movement, we are faced with the case of a new concept
proposed by Team 10 (the rebellious sons of the modern movement) in which
it is announced that the shape of the new modern urban centers will be defined
according to each particular context and adaptation to it through the project
urban, so that each project would be unique to the subsequent one depending on the
conditioning factors of the environment in which it was implanted. Solve a project
without predetermined shapes and adapting as far as possible to the
particularities of each environment will conclude with the materialization of a cash and
sounded number of volumes of non-regular shapes and more flexible contours.

Therefore, we are faced with a context of private housing that appeals to the
non-dogmatic functionalism, since, on the one hand, the
general traces of urbanism developed by the modern movement, but
acts, however, fleeing the use and abuse of the default as
formal decisive factor of the resulting project, so that the form itself
resulting from the participation of users of the space itself that
consume: Social realism. (fjaviertorremarin, 2014)

This is precisely what is sought to be projected within the axis proposal

integrator, a scheme that they call Cluster, a system that aims to give
response to the greatest number of possible contexts, generating certain forms

continuous that take shape according to the place and what views together are
visualize as a whole, elements of articulation, sections of continuity and
linear elements that make up a city model (see image 24).

In this way, the approach of the partial plan seeks to respond to this connectivity
and branching through platforms and articulation elements from the tracks
main and the correct development of these in order to link all the activities and
view the schematic as a whole and not as a unit.

Objective of the partial plan. It is intended to carry out an assessment of the

proposed order taking into account the territory in the functional scope,
environmental and socio-economic. emphasizing the above, it is sought
extract the consolidated urban axes continuing the main urban lines,
providing them with coherent and consistent accessibility both for the sector, unit of
performance and the region, allowing the growth of the city in a controlled manner
and neat.
It is necessary to highlight the importance of natural resources avoiding

environment, commerce and housing in Soacha, allows us to reflect that the
development of these structures allows to arrive at an approach of
rehabilitation and restoration of the immediate sector in relation to the connection with
the capital and the region.

The proposed projects seek the quality of life of both the inhabitants of the
sector as well as passers-by, through different equipment
complementary to existing ones by providing employment opportunities,
education and better environment.

• The intervention is framed in the context of a general plan that, in addition to

In an urban intervention sketch of the chosen area taking as a guideline

starting certain axes, nodes and tensions of the place, it is sought to strengthen a plan

its direct relationship with Bogotá. Thus, it is intended to carry out an assessment of the
proposed planning model taking into account the territory in the field
functional, environmental and socioeconomic, with an emphasis on extracting the axes
already consolidated urban plans continuing with the main urban traces,
providing them with consistent and consistent accessibility for both the sector and the region,
allowing the growth of the city in a controlled and orderly manner.

Within the connection of the proposal with the city, it is necessary to highlight the
importance of natural resources avoiding fragmentation and destruction of the

7.6 CONCEPTS, AXES AND VOLTAGES

The proposal of the partial plan "Social development park" does not respond only
to the needs of the sector but to the characteristics and urban conditions that
exert axes and tensions on the intervention area, in this way the park of
development is born from 5 main axes for the connection of the region, the context and the
partial plan, the 5 axes are described below.

Graph 12. Computer principle: axes and tensions.

The first and second axes are born from the extension of the pre-existing axes of the river
Bogotá, giving us the most important lines for an urban implementation
coherent in place, opening the project for a connection with the context; the
third axis frames us one of the most hierarchical places, zone of expansion and
adjustment of the partial plan giving us a connection with days main roads of the place,
followed we have a fourth axis that specifies one of the main intentions of the
plan and is the projection of the aforementioned linear regional connection park that
born from the outline of the master plan and culminates with the Maipore project,
finally the fifth axis is projected through a strategic point of an area of
reserves and emphasizes the initial connection of the municipality of Soacha with the
municipality of Sibaté.

7.8 URBAN PROPOSAL AND IMPLEMENTATION CONNECTION

The regional urban proposal is developed taking into account the

regulation of the zoning plan for Bogotá and in the same way the
regulation of neighboring municipalities that in cases like this go hand in hand
having as a starting point the conurbation between both territorial entities.

disorganized growth of Soacha that brings with it a myriad of problems
at various economic and social scales, followed by encouraging the vocation
industrial as the main activity of the corridor and making necessary an area without
congestion, with new strategies and criteria to carry out these activities.

The concept of the proposal seeks to appropriate the existing conditions of great
part of the sector currently as observed in the previous graph (graph 13) a
in order to strengthen the diagnostic criteria that allow the generation of connectivity
regional in favor of getting other municipalities to acquire solid foundations for their
growth. In conclusion, the proposed partial plan seeks to organize the condition

7.11 URBAN STRUCTURES

Urban structures are defined by natural and artificial axes, elements

urban structures of spatial conformation and social dynamics that organize and define
formal proposal of the urban approach, in this way said structures
they function as layers that overlapping each other give the final conformation of the plan.

The first and most important of the structures is about a social condition
defined by the diagnosis of the place, the number of users, their situation
socioeconomic and the interests of the community in relation to the area of intervention;
Next we talk about a mobility structure; a mesh or network that
works as an organizing element of roads, blocks and building typologies to
in order to constitute and define built areas, free areas and concession areas, finally
and not least we speak of an environmental structure and public space

system of routes, parks and squares that are summarized in comfort and quality of
life for new users of the place.

Social structure:

Graph 16. Socioeconomic condition

Social structures are mainly associated with the beneficiary population and
those users participate in the socioeconomic scheme that are part of the
analysis and proposal of the partial plan, we thus speak of a population of
approximately 87,000 inhabitants framed primarily as population
fixed but not floating to which it is sought to invest in educational, economic activities
and industrial companies, taking as a starting point the 5,590 companies and micro-companies
that are linked to the Soacha-Girardot corridor, a dense population that
represents 5% of all Cundinamarca and a clear problem situation that is
seeks to dissipate as population density, migration of inhabitants and the
total dependence on Bogotá.

Nowadays, more awareness has been raised about the environmental implications than
caused by the gases produced by motor vehicles, as well as the
mobility problems that are generated in the different systems of
public and private transport, for this reason Bogotá has opted for the
adoption of the bicycle as a means of transport, not only because of the implications

relying on a car, reducing travel times and comfort

7.13 ENVIRONMENTAL STRUCTURE AND PUBLIC SPACE

The public space is organized into large squares schemes that make up
that linear park that was mentioned in the intention of consolidating a park
linear in order to take advantage of the natural resources still existing in the place and that
be a clear element of regional connection; in the same way they are organized

platforms of a commercial nature, whose intention is to provide a new sensation
spatiality and make possible the connection between the different units of
scheme performance.

The proposal invites the comfort of the different users and the enjoyment of
new strategies of public space represented in water bodies,
routes and cycle routes without neglecting the ecological structure of the place, the
which in terms of current diagnosis is reduced to some arboreal elements and
sector parks, thus eliminating that barrier, furnishings and
floor treatments adaptable to the climate and conditions of the place, systems that
recover a characteristic of free spaces suitable for the quality of
lifetime.

The urban form responds to two main components: typologies and uses, within
of this parameter, the morphology and typology of the
buildings so that they can fit in with the design of the public space and the

8.3 THEORY AND CONCEPT

The urban proposal of said unit of action (research center and

training in sustainable construction) which is formulated under the ideals of the
“New urbanism”, in which characteristics and components that
allow the exploitation and exploration of transcendent elements for the
proposal, classifying them in keywords:

The block, the street and the building

Safe, comfortable streets, interesting to walk, and congregate, the buildings

should face sidewalks and not into parking lots, windows, and
Doors facing the sidewalk make the streets safer and more interesting.

The matrix that combines the totality of the street, block and building of neo-urbanism
It is the design, it is not the planning, it is summarized in an aesthetic position, an attitude that

8.4 ACTUATION UNIT SYSTEMS

8.4.1 PEDESTRIAN MOBILITY. the semipermeability of cell membranes

results in a special type of diffusion called osmosis, which involves the
movement of solvent molecules (in this case water) through the
semi-permeable membrane. is called a semi-permeable membrane to all membrane
which has very small pores that allow the passage of certain molecules, and prevents
the passage of others because their size is greater than that of the pores. (melendez evelyn,
2011)

Taking into account the aforementioned, a pedestrian mobility is proposed that

becomes an osmosis by means of the routes controlled by means of
vegetation, hard areas and urban furniture allowing the controlled passage of
neighboring population.

8.4.3 Environmental system. “Maintaining the safety of the city is the main task
from the streets and sidewalks ”. according to jane jacobs for her a safe street is one that
proposes a clear delimitation between public and private space, with people and
constant movement, not very large blocks that generate numerous
street corners and crossings; where the buildings face the sidewalk so that
many eyes guard her. (Martin Marcos, 2016)

According to the above said by Jene Jacobs the approach of the environmental system
traced in the architectural proposal allows to define routes and stays by
through green areas and hard areas that become habitable spaces by
means of arborization, water mirrors and squares, making them habitable by
the users of the neighboring sector.

Public space must be thought of as a criterion of perception and visual richness

that works as a complement to the architecture proposed for the enjoyment of
activities to be carried out mainly outdoors, the result of a correct

for the development of this aspect.
In this sense and thinking of a space that guarantees the comfort of the pedestrian as
main user and having as a starting point the deficit of green areas,
parks and public space in a municipality like Soacha, being concession areas
currently converted into parking lots and vacant lots, the proposed space
public is organized in access squares, trees and isolation areas

For the particular case of the unit of action, it is thought from the volumetry
architectural as a large square that opens into a cloister concept,
having at this point recreational areas, routes and slopes in a game of
materials that organize and consolidate each of the proposed activities; the
scheme of the central park, it is also connected with access squares in the
points of tension of the project in order to link with the outside, the areas that
norm respond to an isolation and with the ways that give access both to the
fixed and floating users.

regulations of the units of action are cataloged as stated in the norm

is organized within the unit so that they are internal areas of the block
capable of providing urban spaces of permanence for the users of the

9. PLACE AND CONTEXT ANALYSIS

Architecture is currently projected as a sustainable element, something that

is known as bioarchitecture, in this sense a correct analysis of the place and
implementation context provides us with the necessary tools to propose
strategies that accompany urban-architectural design.

Elements of analysis of the topography, location and location of the place as

local scale, the public space that responds to the needs of green areas and
a correct landscaping, energy, bioclimatic and urban structures are some of
the criteria that are developed below for the final formulation of the project
architectural.

9.1 SITE VALUES

The values of the place are fundamentally consolidated in the correct location
and location of the lot within the partial plan and even more within an area
metropolitan and regional in its primary connection with roads of character
departmental, which communicates both internally, locally and at the city level,
strengthens the lot as a finishing space of a raised pedestrian route
from platforms and as an area of intersection of axes and stresses that allow
visualize it as an element of hierarchy capable of reflecting new strategies
urban areas where an adequate design of both vehicular and pedestrian mobility is
adapt to the regulations and needs of the project.

9.2 LAND - TOPOGRAPHY

https://translate.googleusercontent.com/translate_f 86/166
6/26/2021 SUSTAINABLE CONSTRUCTION RESEARCH AND TRAINING CENTER PARTIAL PLAN SOCIAL DEVELOPMENT PARK INTEG…

The project land is consolidated within a topography of the savannah

of Bogotá, which gives us a section of the mostly flat terrain where the
distance between elevation and elevation is far from each other, it is understood
a terrain whose conditions lie midway between the plain of the
savanna and the mountain skirt that falls from the eastern hills.

93

Page 94

Image 49. Topography of the sector

9.3 VEGETATION

In the following image you can see how at the batch level a
tree structure that adjusts to climatic and terrain conditions
characteristic of the place, in this sense it also seeks to consolidate a vegetation that
supplants three conditions, the first one is about elements that generate
shade and isolation as green barriers, in the same way arborization as
decorative element in order to find a balance and dynamics of the space
public, and finally native trees that are counteracted by the context
righ now.

9.4 BIOCLIMATICS

One of the most important factors in the study of the place has to do with the
bioclimatic and the correct implantation analysis that later brings as
resulting in an urban form proper to the natural conditions that determine the
environment of the place; the main objective of an adequate bioclimatic management is the
proposal of a design focused not only on bioarchitecture but also on bio -
urbanism as the patterns that fit into a new current of architecture:
the design of a landscaping, resulting in microclimates, trees and management of the
public space.

Image 51. Bioclimatic

9.5 URBAN FORM

The urban form emerges as a result of a correct analysis of implantation to

through a bioclimatic study, and the consolidation of the different layers of
urban structures that were designed from the partial plan proposal; road mesh,
pedestrian paths and green areas that as a result make up the area of the lot
selected.

Page 96

9.6 ACCESSIBILITY: PEDESTRIAN AND VEHICULAR

Both vehicular and pedestrian accessibility arises from the analysis of the
importance of the roads and the user's own route both in the access and
comes from the partial plan as in the access that is defined from the main road
of metropolitan connection (Autopista Sur, in the particular case).

For the first case, vehicular access arises from a secondary road that
connects in both directions with the main or primary road and with the other roads
connection within the plan in order to minimize the impact of access
to basements in a project of this size for such a congested area
as is Soacha.

Second, the lot is at the top of an urban platform by

what accesses are proposed that are faced with each other and that communicate with the
interior area of the cloister formed by the volumes of the building, all this
to give continuity to the commercial and travel platforms that take as
point of tension and hierarchy the batch to be developed.

9.8 WALKWAYS AND HEIGHTS

It is proposed to increase the current condition of platforms whose width does not exceed
80 centimeters and also generate heights that are allowed by the standard in order
to achieve a balance between horizontality and verticality within the proposal
architecture in the place, in this way platforms with a width of 2
at 3 meters, which includes a purely pedestrian path, accompanied by a
cycle route projected on the vehicular traffic lane and is finally complemented
with urban furniture typical of the city.

In the case of heights, the lot having a large extension between face and face of
the block, added to the distance raised with the neighboring uses and buildings,
to whom a considerable height is projected, understanding their vocation as
residential and institutional, thus a volumetry of 5 levels is proposed including a
basement area, with a height of 3 meters between plate and plate, which gives a total
approximately 12 to 15 meters depending on the variation of the roof.

9.9 USES OF IMMEDIATE CONTEXT

The uses that complement the lot are proposed in such a way that there is a
mixture of land uses, activities that provide a sense of security and
permanence by always being with a resident population belonging to the use of
housing and institutional and a floating population user of the different projects
and equipment that will feed the municipality, thus, within the uses
proposed are housing, institutional use, endowment, industry and areas

Image 57. Urban connection

The urban connection runs through the project, marking an environmental axis that is
develops inside the two main volumes, some unevenness is generated
which fulfills the function of generating a ventilation system towards the interior
of volumes and generating new green spaces, vegetation management to
generate reduction of polluted air with the succession of green terraces that
they benefit the project and the urban sector.

In this way, a deep connection is achieved between the urban proposal, with the
architectural project. Generated green areas and integration with the user,
achieving a connection of the public space and a management of circulations that go
directed towards the main volumes and operating with a main axis of
design and connection between what is current and what is proposed.

10.1.1 Volumetric connection. the volumetric connection is based on the integration of

two hierarchical volumes, which are connected to a system of
circulations in which green squares are developed, which comply with the
function in reducing the pollution factors of the sector, the two

10.1.2 Functional connection. According to the internal distribution of the building, the
analysis of the study and research of the project a series of spaces are generated
according to the function of the project, managing natural elements such as
lighting and ventilation of the building, what is sought is to reduce the impacts
reducing energy uses and pollutants also pose a
series of terraces that work in the part of the roofs of the building which
They fulfill the function of collecting rainwater which can be worked
for the sustainability of the building, as can be seen in the following graph,
we can observe the management of ventilation through the mechanism of
facades which are micro-perforated which allow the entry of the
winds and a reduction in polluting materials in the environment.

mainly aimed at the facades for the entrance of lighting and
natural ventilation, another factor that we can observe in the graph in the part of the
basements a series of openings are generated, on the public space which allows the
ventilation of these places without the need to use air conditioning for their
ventilation, which can lower the pollution rates of the building, marking
a difference between neighboring buildings.

10.1.3 Connection in relation to the user. 4 types of users are proposed,

proposes a strategy for learning and caring for the environment the
study of the materials which are affecting the environment and how they are
can work better by providing people with
training and information on how waste can be better dealt with in this
order to link the: students, environmental researchers, builders.

A problem arises which is the growth of polluting waste

generated by the little information and training in the treatment of these
waste, the project seeks to provide a series of training and

11.1 IMPLEMENTATION CRITERIA

The building implantation criterion is obtained mainly from the factors

bioclimatic, taking into account the problem of the work, resources are taken
natural to work the building, a series of green terraces is proposed that
the function of collecting rainwater and decontamination of the air
caused by traffic, the main facades are directed to obtain the greatest
collection of natural lighting, another factor to consider is your facade
micro-perforated that not only helps the entry of natural ventilation but also
also in the collection of polluting particles produced by the traffic of the
sector.

main, which mark a main axis which crosses the morphology of the lot,
taking into account this form is an intercession where a space develops
public that fulfills the function of connecting the main volumes generating a
series of tours between the three elements that make up the project
architectural. How can we observe in the following graph how the three
elements interact with each other, and since the green volume has a subtraction of
another volume giving it a representative value among the others and marking its use and
function.

11.7.1 Accesses. The project has two pedestrian accesses these are
marked by the projection of the axis of the public space, made up of the
design of green areas and small squares that meet some
slopes which can also be accessed through the basement of the project,
and this factor allows the circulations of the inhabitants of the place having the
feeling of going through the architectural project through its public space.

Image 63. Access

11.7.2 Tensions. Another factor to highlight is the tensions generated by the

apple morphology and visuals, these compositional elements mark
an important item among the volumes raised, generating a series of
rotations and faces in which a series of types of
activities related to the planned public space.

11.9 EARTHQUAKE RESISTANCE STANDARD - NRS 10 TITLE JYK

The earthquake resistant standard classifies the equipment according to its use as
Table 9 shows. According to the table, the project classification is I-3, which
corresponds to the institutional use of education.

Once the project was classified, the occupancy index was found, that is, the number
people per square meter at each level to later calculate the
number of emergency exits required by the project.

The table says that for educational use, 2 meters per person should be considered
as an occupancy index, this means that according to the average area of each
plant, the project is capable of receiving 1,200 people.

The standard requires a number of departures depending on the number of people who
remain in the equipment, in this case, being greater than 1001, they require
4 emergency exits.

Table 11. Number of emergency exits

Colombian regulations for earthquake resistant construction. 2010

In addition to this, the standard requires a minimum width of stairs and circulations of
evacuation found by the following table, which gives a number of millimeters
per person depending on use. By multiplying that number by the amount of
people will result in the total width of emergency exits, which is
It will divide in the number of exits to know the width of each one.

11.10 SPACE, CHARACTERISTICS ACCORDING TO USES

The project seeks to generate a series of spaces where a series can be made
types of research and training, it seeks to make the most of areas
of public space such as squares and green areas, which will help the management of
circulations and the use of natural resources such as lighting,
ventilation, water.

Another factor to take into account are the spaces that are dedicated to
research, these spaces are strategically located for the
use of resources, with double spatialities and large
circulations for the handling of laboratory material, in the center of the project
green areas are generated with a series of vegetation that contributes to the management of
cross and direct ventilation and giving an image of landscaping in the city.

the lighting and ventilation of the space, according to the management of the facades
which are directed so that they obtain the most radiation
solar, benefiting interior spaces creating a series of sensations
while touring the architectural project.

From the outside you can preside with the hierarchy of volumes that embrace
to people who travel through the environmental axis that runs through the entire project, a
natural environment which is accompanied by a series of squares which
generate circulations and remain, accompanied by vegetation that
embraces the volumes and is integrated into the public space, and at first glance gives a

14.1 THEORY AND CONCEPT

The structure of the project is divided into several sections, according to the direction
of the volumes of the composition, some strategic points of
intercession and articulation conformed as seen in the image of a
continuation.

Image 77. Division by structure sections

As we can see, the structure corresponds to a linear order composed of

a series of columns, and a series of interactions of the volumes by their
direction, which function independently.

14.2 MODULATION

The modulation of the project with expansion joints every 30 meters, so that
the elements correspond independently to the situation of a
earthquake. The projected lights of the building are 10 meters where a
grid which is projected in the octagonal shape of the volume, some of these
vary by the intercessions of some volumes with others and rotations that
they function as an independent element of the project.

14.3 MEZZANINE

The mezzanine of the project corresponds to Steel deck taking advantage of the structure
metal of the project and how these two elements work together.
The Steel Deck plate is made up of a perforated plate which adheres
to the metal profile by means of some screws, and on top of this plate a
electro welded mesh and on this mesh is covered with a concrete cover and
finished off with a bode beam that fixes the electro-welded mesh and the
concrete

18. CONCLUSIONS

• The development, advancement and growth of the city of Bogotá has generated a series
types of problems which are not only affecting urban development
of the city if not also its natural environment, one of the main problems
It is the development of constructions affecting the natural resources of the sector,
These new industries do not have an awareness of
natural environments, affecting the various types of flora and fauna species,
generating a considerable increase in polluting waste that affects
the development of the city and the surrounding municipalities.

• The proposed partial plan proposes a strategy for the conservation of

natural resources at the urban level, a series of proposals are generated that
manage to mitigate the damages caused by the industries of the sector, in this way
achieving an image of landscaping that reduces the rustic impact of the sector,
