Technical Annexure to Purchase Order for supply of Tata Hitachi Ex1200V


model 5.0 Cu.M. Diesel operated crawler mounted Hydraulic Excavators with
Long Boom & Arm Backhoe Attachment for handling Sand Stone, Overburden
and Coal in Opencast Mines.
1) REQUIREMENT:
a) Crawler Mounted Hydraulic Excavator to dig material from not less than 9300 mm
below the bench on which it is placed.
b) The shovel should be fitted with not less than 650 HP (Fly wheel Horse Power)
fuel efficient Engine with Electronic Fuel injection system.
2) OPERATING PARAMETERS:
i) Bucket capacity should not be less than 5.0 Cu.M (SAE heaped 1:1).
ii) The Excavator should be able to handle blasted (loose) material of density 1.8
tonnes / Cu.M.
iii) Equipment should be able to load into 100T Rear Dumpers placed on the same
bench.
iv) Digging reach should be not less than 13.5 metres at ground level.
v) Ground pressure of the Shovel to be below 1.45 Kg/sq.cm.
vi) The equipment should be able to propel on gradients up to 1 in 4.
viii) Rated Output: Hourly production of the Excavator should not be less than 400
loose Cu.M. in Blasted (loose) material upto 90 degrees "swing angle" .
ix) Firm has to prove the rated capacity in our OC Project during commissioning of
the shovel over a period of 8 Hours.
3) ENGINE:
i) The equipment should be fitted with fuel efficient diesel engine having Electronic
fuel injection system.
ii) The engine should meet the emission norms stipulated by Central Pollution
Control Board (CPCB) for non-road mining diesel engines. 1) The smoke
emission norms are as follows: a) Light Absorption co-efficient (K): 2.45 m¯¹. b)
Opacity%: 65% H.S.U (Hartride Smoke Units). 2) To submit certificate issued
by the competent authority or manufacturer's self-certificate regarding
conformance to the above at the time of inspection or commissioning. (Please
see Annexure).
iii) Fuel Consumption: The fuel consumption should not be more than 0.20Ltrs/
Cu.M in Blasted (loose) material at the rated output.
iv) Offered diesel consumption per hour is to be proved in field during
commissioning of the Shovel under actual loading conditions.
v) In case the fuel consumption goes beyond over and above 5% of the maximum
specified fuel consumption, necessary immediate investigation to be made
jointly with project authorities and corrective measures should be taken.

vi) Fuel tank capacity must be designed to facilitate the machine to work for
minimum 16 hours without refuelling.
vii) Fuel Level indicator or gauge to be provided.
viii) Clog Indicator for Air Cleaner Element.
ix) The change interval for fuel and lube oil filters should be minimum 250 working
hours.
4) OPERATOR CABIN
i) The cabin must have high visibility and facilitate a clear and unrestricted view of
the operating area.
ii) The Excavator should have provision of on board machine performance
monitoring system. The system should have electronic monitoring system for
operational parameters and service data.
iii) Laptops for logging the data and software should be part of the supplies. Laptop
should be supplied @ one laptop for each project irrespective of the ordered
quantity.
iv) The firm has to train the site personnel in accessing and downloading the data
through the system.
v) The cabin should meet FOPS (Falling Objects Protection Structure) criteria
conforming to IS- 13769 of 1993 standards or equivalent standard.
vi) Tata Hitachi should quote for air-conditioned operator’s cabin as a standard
fitment. The refrigerant used should be non CFC, Eco- friendly type.
vii) Operator’s seat in the cabin should be ergonomically located and designed with
respect to all the control levers, pedals etc. to give maximum comfort in
operation.
viii) All dash board gauges, indicators and meters should be internally illuminated.
ix) GUAGES & HOUR METER:
The equipment should be supplied with
a)  Hour meter
b)  Fuel gauge
c)  Hyd oil temp gauge
d)  Coolant temp Gauge
e)  Engine oil pressure gauge
f) Hour meter should be electrically / electronically operated, with 24V DC
(Readable up to 99999 maximum and with 1/10 th of an hour reading) and should
operate only when engine is running.
x) WARNING LAMPS/ALARMS:-
The equipment should have provision of warning / alarm for the following
parameters
a)  Low lube. Oil pressure
b)  Low coolant level
c)  High coolant temperature
d)  Auto Lubrication failure
5) UNDER CARRIAGE
i) Undercarriage should be of rugged construction and with double / triple grouser
shoe type track pads and track links.
ii) Ground clearance should not be less than 800 mm.
6) BUCKET:
i) Bucket should be manufactured with extremely wear & impact resistant heavy
duty, work hardened steel (like austenitic Manganese steel/Low Alloy Steel).
Bucket is to be supplied with wear plates, hard facing of Lip shrouds, front corner
portions etc. to give maximum service between repairs. Hard facing of certain
areas of the bucket can also be carried out at site.

ii) Impact, Wear and abrasion resistant tooth points should be offered. Design of
tooth point fitment should ensure that there is no falling of tooth points while
digging. The Lock pin design should be of horizontal type.
iii) One spare Bucket, 6 sets of additional tooth points should be supplied along with
the Shovel separately.
7) SAFETY
i) The vent valve provided on top of the Hydraulic tank, if provided should be easily
removable.
ii) Spill Guards should be provided to prevent oil from spraying on the hot parts of
engine in the event of hose burst.
iii) Thermal guards are to be provided on all high temperature parts of the engine
exhaust, turbo charger and accessory drives.
iv) Hydrostatic brakes should be provided on the travel motors and swing motors so
that brakes automatically lock when travel or swing levers are in neutral
position.
v) All functions cut off switch to be provided.
vi) Sound level inside the cabin should not exceed 85 db (A) when the machine is in
operation.
vii) All sleeves, harnesses and conduits used in electrical wiring should be fire
retardant (Heat resistant).
viii) Fire Extinguishers of 2 nos. each minimum 6 Kg. Capacity should be fitted. This
fire extinguisher should be of dry powder cartridge type, suitable for class B&C
fires as per IS specification 2171/1976 or equivalent specifications.
Specification should be engraved on the body of fire extinguisher clearly.
ix) The equipment should be provided with Automatic Fire Detection and
Suppression system (AFDSS) conforming to the specifications as per DGMS
CIRCULAR No: 2, dated: 8/7/2013. Fully Automatic Fire protection system
should be provided with facility to actuate from cabin and from ground level.
Please see Annexure for AFDSS circuit.
a) All types of Fire fighting and suppression systems including automatic fire
detection and suppression systems to be used in HEMMs, materials and
chemicals to be used in fire fighting or suppression systems should have valid
test certificate(s) from any Government or Government approved laboratory in
compliance with relevant Indian Standards. Please see Annexure.
b)   All materials used in fire fighting or fire suppressant systems should be non-toxic
and in no manner harmful to human beings during handling or use.
c) The high pressure storage vessels and hoses, if used with fire fighting and fire
suppressant system should conform to the requirements stipulated in the relevant
Indian Standards.
xi) Battery relay to isolate earthing when ignition switch is in ‘OFF’ position.
8) AUTOMATIC CENTRALISED LUBRICATION SYSTEM (ACLS)
i) The machine should be provided with Automatic Centralised Lubrication
System(Injector type). Each and every grease point except bucket and link points
on the machine should be connected to the ACLS system. The ACLS System
should be provided with system failure warning indicator. Operator should be able
to grease all lube points on the equipment with ACLS, without any assistance.
ii) The Lubricant container of minimum 50 Kg Capacity should be provided. The
container should be provided with lubricant level indicator.
iii) Separate lube valves are to be provided to facilitate greasing of all lube points
connected to the ACLS system in the event of system failure.
iv) The system should be compatible to NLGI – 2 Grade grease.

9) LIGHTING:
The following lights should be provided on the equipment to have effective
illumination.
a)   Location: FRONT (Focussing on work area); No. of Lights: 2 Nos.; Type of
Bulb: HID type only
b)   Location: Boom; No. of Lights: 2 Nos.; Type of Bulb: HID type
c)   Location: SIDE; No. of Lights: 2 Nos.; Type of Bulb: HID type
d)   Location: REAR; No. of Lights: 1No.; Type of Bulb: HID type
e)   Location: Light to focus on Hydraulics/ Engine; No. of Lights: 1No.; Type of
Bulb: HID type
f) Location: Step Light of cab 1No.
10) ELECTRICAL WIRING:
i) Electrical wiring should have fire retardant (heat resistant) insulation conforming to
BIS 2465 or equivalent standards.
ii) Electrical system should be of 24V DC.
11) LUBRICANTS
i) The equipment should be supplied with first fill of oils/Lubricants and grease.
ii) Please see Annexure for the list of recommended lubricants used in the
equipment and equivalent chart of the recommended lubricants supplied by M/S
I.O.C.L., M/S H.P.C.L.,M/S Balmer, Lawrie Co.Ltd., and M/S B.P.C.L.
12) OTHERS
i) The firm should supply all the required spares matching to the assemblies, during
the economic life time of the equipment, at reasonable prices, as and when
ordered by SCCL.
ii) The firm should submit OEM price list of all the spare parts of the equipment, as
applicable, along with supply of equipment. They should also submit the OEM
price list, as and when revised, during the course of economic life of equipment.
iii) Along with each machine O&M manual, Parts Catalogue and Workshop Manual
in hard copy and Soft copy/ CD (in searchable PDF format) One set each should
be furnished to the Project authorities and one set of the above hard and soft
copies should be furnished to G.M (E&M) OCPs. & CHPs.
iv) Firm should include in their scope of supply all the tools and tackles including
special tools and tackles required for installation, commissioning, operation and
maintenance of the Excavator. Necessary pressure gauges with suitable
adapters shall be provided. Please see Annexure for the list of all the above tools
including pressure testing kit..
13) WARRANTY:
i) Equipment: (Excluding Engine, Under Carriage, Hydraulic Motors, Pumps, Bucket
tooth Points) should be guaranteed for 12 months from the date of
commissioning.
ii) Hydraulic Motors & Pumps: 6000 working hours or 24 months from the date of
commissioning, whichever is earlier.
iii) Bucket Tooth points: The Tooth point should be guaranteed for 250 Hrs in Over
Burden and 500 Hrs in Coal against manufacturing defects.
iv) Engine: 6000 working hours or 24 months from the date of commissioning,
whichever is earlier.
v) Under carriage: 6000 working hours or 24 months from the date of
commissioning, whichever is earlier.
14) Guaranteed Percentage Availability during warranty & penalty for not
achieving Guaranteed Percentage Availability during warranty period:
 i. Minimum Guaranteed availability of 85% is to be offered for the machine.
Availability is calculated as per the formula given below.

ii) In the event the equipment does not achieve the guaranteed percentage
availability of 85%, penalty will be levied @ 1% (One percent) of the equipment
cost for fall of every 1% (One percent) from the guaranteed percentage
availability, up to 10% (Ten percent).
iii) If the availability of the equipment falls by more than 10% of the guaranteed
percentage availability during warranty period, the purchaser will have the
option to reject the equipment after levying 10% penalty and the manufacturer
will have to replace the complete/part of the equipment as applicable, at their
cost, to meet the guaranteed % availability.
15) INSPECTION & COMMISSIONING:
i) The Firm has to offer the equipment for inspection at their works before dispatch.
ii) Intimation in this regard should be sent well in advance to the concerned
consignee under copy to GM (E&M ) OCPs & CHPs.
iii) Inspection at works is at the discretion of SCCL.
iv) Firm should depute their service personnel at free of cost to supervise the
erection and commissioning of the equipment at SCCL site.
v) Firm’s service personnel have to train SCCL personnel in the operation and
maintenance of the machine at site.

controlled E-P (Engine-Pump) Controls with advanced features and High Power /
Power / Economy Mode selection facility.
b) E-P Control incorporates a microcomputer to regulate engine and hydraulic pump
output to the level of work being performed. Economy mode lowers fuel
consumption during light load operations. Auto Idle & quick idle features reduces
the fuel consumption further.

inside tank. Two nos. of hydraulic oil level switches are provided in tank (at front
& rear) to sense oil level. The oil tank also contains a visual gauge through which
the oil level can be seen. No special feature available to prevent loss of hydraulic
oil.
b) Protection for Hydraulic Hoses:
i) All hydraulic hoses should be protected against falling lumps causing mechanical
damage to the hoses.
ii) Necessary high pressure & low pressure hoses shall be provided to handle
pressure in the implement circuits. High pressure hose rating, depending on the
application, varies from 285 kgf/cm2 to 350 kgf/sq cm, Low pressure (pilot) hose
rating: 70 kgf/sq cm. (Make of the hoses: M/s Hydrolines Hoses)
iii) All the hydraulic hoses should be properly routed and clamped in such a way that
they do not foul with each other/any other stationary parts, moving parts or frame
etc. Hoses on walk ways to be protected with suitable guards.

Excavator item-wise.
