SPECIFICATION OF TWO ALL TERRAIN CRANES

CHAPTER 1: GENERAL REQUIREMENTS

1-1 OBJECT OF THE TENDERERS

Tenderness are invited by Port Said Container &Cargo Handling Co. (PSCCHC)
for the supply of two all-terrain cranes.
The all-terrain crane and its component shall be made in (European Union
U.S.A.-Japan)

1-2 TYPE OF EQUIPMENT

The equipment shall be new diesel engine powered, all-terrain crane with
telescopic boom with capacity not less than 30 metric tons at the 3 meter radius.
The specification described hereinafter are to be intended as minimum
requirements for tendered, other features offered clearly stated by the tenderness.

1-3 DUTIES

The equipment is required for handling operate under ISO standard. The
equipment offered must be of robust construction for the duties, they are to
perform and must be designed for intensive work according to DIN standard
tendered should be submit international inspection society certificate is required.

1-4 CLIMATIC CONDITIONS

The equipment shall be designed and guaranteed by the manufacturer to operate


under the following climatic conditions:
• Saline spray and sea air.
• Ambient temperature up to 50 °C
• Relative humidity of 90 %.
• Presence of fine sand.

Full consideration must be given to the climatic conditions detailed above in the
design and the material used for the construction of these equipment and major
parts such as diesel engines, cooling system and electrical equipment.

1-5 TECHNICAL SERVICE
Tendered must assure and provide guarantees for the continuity of production of
spare parts for the equipment at least for the coming ten years and that their local
agents can supply the required spare parts at any time.
To maintain the equipment offered further assurance is required that the local
agents can provide technical staff to give assistance as may be required by
(PSCCHC) in maintaining and repairing this equipment.

1-6 PREQUALIFICATION

The bidder must submit the pre-qualification for manufacturing the same type
of machine offered.

1-7 SPARE PARTS


Port Said container and Cargo Company will furnish the tenders with attached list
of necessary spare parts in specified quantities with unit, total price per each and
grand total.
The spare parts price will be put in consideration during the evaluation of the
machine with the other offers.
The supplier undertakes that the prices of spare parts will be fixed during
guarantee period.
The financial evaluation includes the attached spare parts prices only but
recommended spare parts will put in consideration.

1-8 TOOLS AND ACCESSORIES

Each unit of equipment shall be supplied with all accessories necessary for the
operation of the unit, which shall include all electric, appliances, a complete tool
kit ( Standard and special ) for all parts of the equipment such as hydraulic
cylinders, engine and transmission for maintenance.

1-9 TECHNICAL DOCUMENTATION

Two full sets of maintenance documents as specified below shall be supplied


with eachEquipment.

- Supplier's standard descriptive catalogue.


- Operation instructions.
- Spare parts manual.
- Maintenance manual.
- Lubrication chart based on the standard range of lubricants.
- General arrangements drawing detailing overall dimensions.
- Colored hydraulic chart for hydraulic and pneumaticsystems for the machine.
- All documents shall be worded in English language.

1-10 TRAINING
The manufacture shall set up training program for maintenance personal.

1- At site one week for: (6 technicians and 6 drivers)


2- Training at Factory
a- For four engineers at firm for two weeks Air tickets and full
accommodation and internal transportation will be on behalf of supplier.
b- For Two technicians at firm for two weeks Air tickets and full
accommodation and internal transportation will be on behalf of supplier.
3- The bidder must submit training program at the factory.
4- The training program at factory including principle of software program for
crane.

1-11 INSPECTION
Inspection must be at factory for two engineers for two weeks according to
international standard organization. Air tickets and full accommodation and
internal transportation will be in behalf of supplier.

1-12 WORKSHOP TEST


The bidder must be submitting for equipment the staticand dynamic test.

1-13 STABILITY CERTIFICATES AND CARRIER

1- The bidder must submit the stability certificates approved international


inspection society in case of acceptance of the offer including shipment
document.
2- Standard - acceptance test of carrier certificate.

1-14 DELIVERY PERIOD


The delivery period for the equipment offered by Tender shall be clearly
indicated by Tender. Preference shall be given to tender submitting early
deliveries.

1-15 GUARANTEE PERIOD

The guarantee period is one year without maximum operation hours starting
from commissioning date any down time of the equipment due to defect of the
manufacture will be added to the guarantee period.

CHAPTER 2
SPECIFICATIONS
2-1 HANDLING CAPABILITY
The required all-terrain crane shall be able to handle load 30 metric tons at 3
meter radius.
The tender shall submit a handling charts showing capacities at different
distance according to equipment charts.
2-2 ENGINE

Engine shall be heavy duty diesel engine, in line preferable, water cooled,
equipped with replaceable fuel, and oil filter element type high capacity dry
type, air cleaner with service indicator.

High capacity cooling system, with all gauges (oil pressure, water temperature,
fuel level, engine hour meter ...etc.) required for engine operation in the drive
cabin.

The engine must be with audible and visible alarm, preferable safety device to
stop engine automatic in case of high water temperature, engine low oil
pressure, engine high oil temperature, low water level, and transmission high oil
temperature.

The engine maximum power not less than 250 HP ISO (3046), standard net
brake horsepower with a fan.
The bidder must submit a catalogue showing power& torque of the engine

The fuel line must be provided with manual valve after the tank to prevent fuel
flow during maintenance operation, and provided with manual valve to drain.

- (Cummins- Mercedes - Volvo engine are preferable.)

2-3 TRANSMISSION

Heavy duty power shift transmission suitable for the engine power and
equipment performance.
In case automatic transmission the bidder shall be clear and submit the manual
method in case of failure of automatic gear shifting.
The bidder must submit a catalogue showing power & torque of the
transmission.

2-4 PERFORMANCE
Tender shall submit in his offer:

- Boom full telescopic time (laden, empty).


- Boom full derricking time (laden, empty).
- Combination time for boom telescopic and derricking.
- Gradability.
- Turning radius & wheel base.
- Outriggers full telescopic time.
- Outriggers full derricking time.
- Max speed for carrier per hour.

2-5 SAFETIES
1- The Equipment shall be fitted with a suitable device to prevent boom out and
lowering the load when the design limits of the machine have been reached
(anti - tipping device).
2- An auditable warning should be fitted to advise the operator when approach
over loading the machine.
The bidder must submit list of safeties for machine, engine and transmission.
3- External switch for by pass over load shall be fitted in operator cabin
(preferable).
4- The equipment shall provide return back alarm.

2-6 REAR AND FRONT AXLES


Front drive axle shall be heavy duty. The bidder must submit all detailed
information about the axles (manufacture, capacity …… etc.).

2-7 MAIN - FRAME AND CHASSIS


Main - frame shall be heavy duty steel construction and of torsion resistant
structure in accordance to the acceptable international design standards to give
maximum durability rigidity and long service life. Chassis manufacture by crane
manufacture (preferable)

2-8 BRAKING SYSTEM

- Air system on all wheels with parking brake


- The bidder must be clear and submit the air system chart for brake system.

2-9 STEERING SYSTEM
The steering shall be hydraulically for both rear and front axles with emergency
pump.
The bidder must be clear and submit the hydraulic system for steering
system;drive chair should be at left side as per Egyptians traffic low.

2-10 THE BOOM


The boom shall be telescopic suitable shape section and of suitable construction
to withstand high lateral and torsion stress and contain boom base and 3 or 4
telescopic sections all section hydraulically under load extendable
Full length not less than 30 meter and retracted length about 10 meter

2-11 OUTRIGGERS
▪ Hydraulically telescopic outrigger beam is equipped with hydraulic jacklegs.
▪ Five outriggers are preferable.
▪ Multi stage outrigger extensions.

2-12 SWING

The equipment condition rotation must be not less than 270 degree.

2-13 HOOK BLOCK

- The equipment shall have hook block suitable for lifting the max required load
with capacity 30 metric tons.
- The unit should be including all necessary attachment.

2-14 SUSPENSION

The bidder shall be clear and submit the suspension fitted type and shall be
suitable with equipment.

2-15 HYDRAULIC SYSTEM

- Hydraulic system shall consist of pumps, filters, valves, oil cooler. Safety
valves shall be incorporated in the speed limiting system for both telescoping
and deriding. Relief valves shall be provided and fitted to the hydraulic system
and also safety valves that prevent boom in and boom lowering in case of

hydraulic system failure preferable hydraulic oil cooling system shall be fitted.
Filters fitted in the hydraulic return line. Hydraulic tank with suitable capacity.
- Adequate number of pressure checking points shall be provided at suitable
positions as recommended by the manufacturer.
- Electric motor with hydraulic pump preferable fitted in the Equipment for
emergency purposes. This device can telescope the boom with handling load,
(extension and retraction), lift the boom without load, lower down the boom with
handling load in case switched off engine for emergency purposes and outriggers
retraction in case suddenly engine shut down.
- The bidder submits the way of boom derricking in case of engine failure.
- The bidder must be clear and submit hydraulic chart for hydraulic system.

2-16 OPERATOR AND CARRIER CAB


- CRANE CAB ( OPERATOR CAB)

▪ The crane cab shall be provide operator seat should include adjustments for
operator leg length, weight, back angle and seat height, giving the possibility
to adjust for comfort and ease of control.
▪ The cabin must be equipped with all gauges for operation such as moment
limiter , boom angel and length indicator, outriggers position indicator, front
jack set up detector, potential hook height, swing angle, Jib length and jib
offset angle, ....etc.
▪ An audible alarm overload provided for safety (preferable).
▪ The cabin shall be full vision mounted left side of the turntable, safety glass.
The cabin should contain all necessary crane safe operations.

- CARRIER CAB

▪ Left hands drive carrier cab.


▪ The Carrier cab shall be provide operator seat should include adjustments for
operator leg length, weight, back angle and seat height, tilting- telescoping
steering wheel giving the possibility to adjust for comfort and ease of control.
▪ The cabin must be equipped with all gauges for operation such as engine hour
meter, engine temperature, engine oil pressure, transmission oil status, etc.

2-17 COUNTER WEIGHT


The equipment shall have suitable fixed counter weight for stability working at
maximum loading (preferable). The bidder shall submit number of counter weight
with the equipment.
The bidder shall submit the chart during handling load with counter weight.

2-18 HOIST
The equipment shall have suitable hoist system including rope drum, grooving,
disk brake motor, drum rotation.

2-19 FLY JIB


▪ The Crane must be accompanied by Fly Jip.
▪ Suitable Bi-fold swingaway not less than 8 m.
▪ Multistage offset ( 0° → 40°) type.

2-20 WHEELS AND TIRES


- Pneumatic tires shall be fitted on the machine, Front and rear tires preferable to
be interchangeable. (The tendered must indicate type and manufacturer of tires)
and size front and rear.
- The tires industrial type with large deep tread (preferable).
- One complete spare wheel (Tire + Rim).
