Clarifications:

For 2019-2020, the RATER in the RPMS will be the OBSERVERS in

classroom observations. This is in accordance with the DO 2, s. 2015.

This means that:

1. SCHOOL HEADS will observe and rate Head Teachers, Master Teachers
and Teachers.
2. Master Teachers/Head Teachers will observe and rate Teachers, including
implementers of ALS and other special programs.
3. Master Teachers will NO LONGER OBSERVE other Master Teachers.
4. Only HEAD TEACHERS who are designated School Heads will observe and
rate Master Teachers. Head Teachers will observe and rate Teachers.
5. Mobile teachers and those who teach in community learning centers will be
observed by Education Program Supervisors for ALS.
6. ALS implementers who are school-based will be observed by Principal,
Master Teachers or Head Teachers.

Note:
If you are the Rater, you cannot be the Approving Authority at the same time. If
you are a Principal who observes the Teacher in the absence of the MT/HT, you
cannot be the Approving Authority. It has to be the SDS or the ASDS,
depending on the size of the division. This applies in:
i. small schools that has no MT/HT and only the Principal is the observer.
ii. medium/big schools with MT/HT but the Principal serves as the observer
during class observation.

We will still follow the hierarchy stated in DO 2, s. 2015.
