PRE-REQUISITE FOR A NEW CNG LICENCE ON RLNG BASIS

1) Filled Application Form (complete in all respect) in prescribed format (copy attached).
2) Licence fee in form of Pay order/Bank Draft of Rs. 25,000/- in favour of OGRA, Islamabad, payable
at any bank in Islamabad (In Original)
3) Third party inspector (TPI) Site Verification Charges in form of Pay order/Bank Draft of Rs. 20,000/-
in favour of OGRA, Islamabad, payable at any bank in Islamabad (In Original)
4) Proof of Registration of the Company/Firm (Registered Company under Company’s Act)/Partnership
Deed (Attested Copy)
5) Proof of site acquisition (Attested Copy)
6) Financial Competence certificate of the Bank stating therein that applicant is financially sound to
establish CNG Station. (In Original)
7) Partnership deed in case of Partnership/AOP, along with copies of CNIC of all partners (Attested
Copy)
8) Attested Copy(s) of N.I.C of the applicant(s).
9) NOC from concerned Gas Company regarding sale of RLNG only, as per attached format.
10) NOC (In original) from the concerned Oil Marketing Company (OMC) (In case CNG Station is being
constructed on an OMC outlet)
11) Undertaking on the Affidavit (in original as per attached format) inter-alia covering that: -
i. Site is litigation free.
ii. Application is only for RLNG based CNG and the applicant / licensee cannot claim for its
conversion to indigenous gas.
iii. Proposed CNG Station / any new works /CNG Refuelling station shall not be located /
constructed in any residential area. Area of operation shall be clear of any residential area
whether inhabited or not by a minimum distance of 100 feet distance on either side from such
building or area. At the time of verification of works, TPI will verify it and any
recommendation of TPI will be complied with.

1) I/We, (name) son of CNIC No. ___________resident of (address) being (please specify partner/authorized
signatory/sole owner) of (name and address/location of CNG site and Firm) do hereby solemnly affirm and
declare and undertake as under:

2) That I/We have applied for grant of Licence for execution/ construction and subsequent operation of works at
connected with compression of natural gas for the purpose of storing, filling or distributing of
CNG in automotive’ under compressed Natural Gas (CNG), (production & Marketing) rules 1992,

3) That there is no litigation pending before any court and that no court has passed any restraining order in respect
of the site or works of the said CNG station which restrains OGRA from processing my/our request for grant of
license.

4) That I/We understand that license will be strictly on RLNG basis only and that I/We will not make any claim
for its conversion to indigenous gas.

5) That I/We undertake that Proposed CNG Station / any new works /CNG Refuelling station shall not be located
/ constructed in any residential area. Area of operation shall be clear of any residential area whether inhabited
or not by a minimum distance of 100 feet distance on either side from such building or area. At the time of
verification of works, TPI will verify it and any recommendation of TPI will be complied with.

6) That I/We have not violated any laws, rules of the local authority or court orders relating to obtaining Licence
and establishment of the said CNG Station

7) That I/We undertake that under all circumstances I/We shall keep the Authority (OGRA) harmless from and
against all liabilities, claims, fines and penalties, losses, costs, damages, suits, charges and fines etc. arising out
of any act done by me/us in violation of the laws, rules or court orders as stated above.

8) That if any application, petition, appeal suit etc. is filed by any person in relation to the aforesaid CNG Station,
which has legal implications or consequences for OGRA, I/We shall pay the costs/damages and all other
ancillary expenditure including counsel fee etc. to OGRA, wherever asked to do so, and shall also be under
obligation to defend the same at my/our risk and costs.

9) That in case of withdrawal/ termination of any permission/ NOC for any reasons whatsoever, I/WE shall at all
times and under all circumstances comply with the requirement of applicable laws of land including OGRA
Ordinance, rules, regulation, decision of the Authority and terms and conditions of licence as amended from time
to time.

10) I/We understand that in case, any statement made in this affidavit is proved false/fake and/or any document(s)
is/are found false/fake, at any time, my/our Licence shall stand revoked forthwith without any further notice in
addition to any other legal action, penalty which the OGRA is empowered to initiate/impose under the law.

LICENSE ON RLNG

The NOC is granted to M/s _______________ for obtaining of CNG License on RLNG located at _______for
‘execution/ construction and subsequent operation of works connected with compression of natural gas for the purpose
of storing, filling or distributing of CNG in automotive’ under Compressed Natural Gas (CNG), (Production &
Marketing) Rules 1992, with the affirmation that during sale and/or transportation service of RLNG, applicable legal
provisions particularly “Performance & Service Standards” and License Conditions relating to Minimum Service
Obligations will be met to avoid anomalous situation including low pressure in the locality. In addition, the holder of
said NOC is not defaulter of the Gas company (i.e., M/s ________________)
