FORMULATION OF RESEARCH OBJECTIVES

WORK OUTPUT NO. 2

1. My research problem is: Is the imposition of the penalties provided for in proposed
Senate Bill No. 1866 or the “Plastic Straw and Stirrer Ban of 2018” in conformity with
R.A. 9003 of 2000 or the “Ecological Solid Waste Management Act”?

2. The immediate/general objective of my study is: To determine whether the imposition of

the penalties provided for in proposed Senate Bill No. 1866 or the “Plastic Straw and
Stirrer Ban of 2018” is in conformity with R.A. 9003 of 2000 or the “Ecological Solid
Waste Management Act”.

3. The specific objectives of my study are:

● To determine the extent or boundaries of the imposition of the penalty to be
imposed by Senate Bill No. 1866 or the “Plastic Straw and Stirrer Ban of 2018”
● To compare these boundaries to that of the Ecological Solid Waste Management
Act
● To establish if a warning for a first time offender should be considered
● To identify the “other service establishments and providers” defined in Senate Bill
No. 1866 and determine laxes in the imposed penalties
● To clearly define and compare food service establishment from other service
establishments and providers.
● To determine other fines or penalties appropriate for each service establishment
defined.
● To formulate a suitable enumeration and definition of fines and penalties to
reconcile discrepancies between proposed Senate Bill No. 1866 or the “Plastic
Straw and Stirrer Ban of 2018” and the Ecological Solid Waste Management Act.
