A Softswitch is a software-based entity that provides call control functionality.
 Keeps call state
 Provides services that change the call state
 Communicates with peer Call Control functions for the establishment and
release of calls.
 Requests services from functions in the Service Control functional layer.
 Requests determination of, allocation of, and release of, resources from Bearer
Control functions.
 Applies a set of policies and mechanisms to a set of (IP) transport resources to
ensure that those resources are allocated sufficiently to enable QoS guarantees
across its domain of control
