BACKGROUND
IATF Resolution No. 87, s. 2020

• Implement Safety Seal Certification Program, in


addition to the StaySafe.ph application
• Require establishments to adopt the Safety Seal
Certification Program
• Direct DTI, DOH, DOLE, DILG, DOT, and the DOTr to
issue the necessary JMC to detail the requirements to
secure a Safety Seal which shall include the adoption
of the Stay Safe application and generation of its QR
Code

IMPLEMENTING GUIDELINES OF THE


SAFETY SEAL CERTIFICATION PROGRAM

“Aims to increase compliance by private or public entities with the minimum


public health standards set by the government.”
SAFETY SEAL affirms that an establishment has been
found compliant with the minimum public health
standards set by the government, including the
adoption or integration with the StaySafe.ph contact
tracing application. The seal shall be displayed
conspicuously at all entrance points according to
prescribed dimensions. Obtaining the Safety Seal shall
be at no cost to the establishment.

6-Months Validity

the Issuing Authority.

Certification Procedures

BY APPLICATION

1. Business establishment shall secure the checklist from the office of the Issuing
Authority and perform self-assessment.
2. Business establishment shall contact the Issuing Authority to schedule the
inspection.
3. Issuing Authority shall validate the status or validity of government-issued permits
and/or accreditation.
4. Issuing Authority may proceed with the inspection.
5. Issuing Authority, joined by the PNP, shall inspect the compliance of the business
establishment.
Certification Procedures

BY APPLICATION

6. After the inspection, the Inspection Team shall inform the business establishment
of the result and the next steps.

▪ If compliant, business establishment shall be informed on how the Safety Seal


sticker will be provided
▪ If not compliant, business establishment shall be advised to correct the
deficiencies and apply for reassessment.
Certification Procedures

BY VISIT (FROM REGULAR MONITORING)

1. During regular monitoring, the Inspection Team shall also check whether the
business establishment is eligible to the Safety Seal Certification.
2. If compliant, the Inspection Team shall inform the business establishment’s
eligibility and how the Safety Seal sticker will be obtained.
3. If with deficiency, the business establishment shall be advised to correct the
deficiencies and apply for reassessment.

Complaints that are not under the receiving agency’s jurisdiction shall be
referred to the appropriate Issuing Authority concerned.
Renewal

▪ Safety Seal may be renewed not earlier than


one (1) month before its expiration
➢ Establishment shall contact the Issuing
Authority to schedule the inspection
➢ Inspection shall be made to verify continued
compliance
➢ If compliant, new Safety Seal shall be issued
➢ If not compliant, the establishment shall be
advised to correct the deficiencies and apply
for reassessment
Revocation

▪ Safety Seal may be revoked motu propio or through a valid


complaint
➢ Name and location of the establishment
➢ Particular public health standard violated or a substantial
description thereof
➢ Name and contact number of complainants
➢ Supporting proof (e.g., photos)
▪ Issuing Authority shall conduct a surprise inspection
▪ If non-compliant:
➢ NTE shall be issued and answered within 48 hours
➢ Establishment may opt to comply within the same period and attach
proof of compliance with the NTE
➢ If explanation is found lacking or the establishment fail to comply,
the Safety Seal shall be recalled.
Revocation

▪ Revocation shall not automatically result in the suspension


of operations.
▪ Establishment shall be given another 48 hours, from the
time the Safety Seal is revoked, to implement corrective
actions.
▪ If after this period the establishment still fails to correct the
deficiency, suspension of operations may be ordered by
the City/Municipality until corrective actions have been
implemented.
Reinstatement

• Submission of a request for reinstatement complete


with proof of full compliance with the minimum
health standards and the installation of the
StaySafe.ph application
• Conduct of an inspection to verify compliance
• Reinstated Safety Seal shall be valid for 6 months
or 1 year, in case of tourism enterprises, from the
date of reinstatement.
