3. Firstly, the detailed background of the threats received shall discussed in detail
and then its link with Kamran Umar’s threat.

is a matter of University run by Public Funds,

Preface:

This letter is being written by Teaching Officers of MNS UET Multan, in hope of positive
steps to be taken by relevant Competent Authorities working under the able and esteemed
leadership of Honourable Chancellor of MNS UET, His Excellency Chaudhry Mohammad
Sarwar Saheb. Governor of the Punjab Province, Islamic Republic of Pakistan.

MNS UET was formed 8 years ago and it has no internally mature and stably working
systems. Nepotism, Cronyism, Discrimination, Drastic Violations of Acts and Orders passed by
the Highest Legislature Body of the Province of Punjab i.e. Punjab Assembly and Honourable
Lahore High Court.

Governing and Statutory Bodies of the University are being intentionally misguided and
are being used as Rubber-Stamp ONLY. Right to Information Act is being denied categorically
in the University run by 100% Public Funds, Public Taxes and Public Exchequer of Government
of the Punjab, HEC and Federal Government of Pakistan.

To put a proper speed barrier towards proper maturity and development of internal official
systems, intentional and pre-planned efforts have been put in action for the last 3 years.

University has been kept in infancy intentionally even after having 4 years of vice
chancellors and statutory bodies of its own. Under UET Lahore, quality outlook and merit systems
were to par. The Excellency Chancellor is requested humbly to may kindly merge this university
with UET Lahore again as UET Lahore’s Campus for its real and fast progress to become a star
University of the Southern Punjab just like Dr. Athar Mahboob made the KFUEIT Rahimyar
Khan. This process can be executed by his honourable Executive Order/Ordinance after
discussion and approval of the Ministers’ Cabinet of the Chief Minister of the Punjab, His
Excellency Sardar Usman Ahmad Khan Buzdar.

Detailed Background:
1) Keeping in view of the aforementioned state of the affairs of the University, teaching officers
planned an internal gathering of all teaching officers at upstairs open to sky area of TEVTA
office/library rooftop, at 2pm on Thursday, 21-01-2021.
2) Teaching Officers of BS-18 and BS-19 gathered on time, filled with positive energy and
attitude in hope of betterment of university affairs:

After 10 minutes of the start of the meeting following top 2 authorities came to upstairs meeting
venue and joined the meeting;

3) Naib Qasid Khawar and Naib Qasid Javed Hussain were also present in close vicinity and
were serving the Teaching Officers intermittently.

4) Worthy VC honoured the Teachers by himself asking the questions individually about issues
and concerns faced by the Teachers and other staff of the University. Teachers presented the
issues collectively and faithfully in hope and intentions for the betterment of the University
affairs.

5) Issue-01: Issuance of Salary Slips on last date of every month.

6) Issue-02: Bills of teachers/staff. Bills included but not limited to Evening Program teaching
bills, weekend duties’ bills of staff, late sitting bills of staff, paper setting and checking bills,
TA/DA bills etc.

7) Issue-03: Minimum Well-defined Time-frame for Issuance of Bills

8) Prof. Dr. Zeeshan Najam Khan discussed matter of university’s quality outlook and told
the forum that according to google, MNS UET Country Rank is 161 and KFEUIT is at 50,
later was constituted after two years of MNS UET. He also took himself some pictures of this
meeting event for future record.

9) Vice Chancellor appreciated and acknowledged the research achievements like 450+ Impact
Factor publications of Dr. Majid Niaz Akhtar and his international honours and accolades
under the umbrella of MNS UET. Dr. Majid also told the forum that he is also guiding fellow
colleagues how to do the impact factor research. Some of his beneficiaries are Dr. Asim Umer,
Dr. Sabih Qamar, Engr. Misbah Niamat, Engr. Ali Sarosh, Engr. Umar Khallidoon et al.

10) Teachers are publishing research articles despite lack of research facilities.

11) Prof. Dr. Zeeshan Najam Khan pointed out multiple portfolios of TTS employee Dr. Kashif
Ali, and the similar multiple portfolio case of Dr. Shabana Afzal.

12) Prof. Dr. Zeeshan Najam Khan also raised internal security issues like loopholes Faculty2
router security, personal laptops security, data tunnelling/theft, FIA Cyber Crime Unit threats

by the Registrar. Previously, Dr. Zeeshan has categorically conveyed these data-theft to so-
called IT Expert Mr. Ali Hasnian (who is failed in 8~9 courses, ex-student of Chemical
Engineering and Beloved Personality of Dr. Asim Umer, the Chairman of Chemical
Department, Mr. Ali Hasnain, having no degree, has been illegally employed @Rs.35000 per
month, 10% increment after every 6 months whereas MSc Engineering degree holder Engr.
Raees Muhammad Asif is working at ~Rs.27000 per month and struggling for his salary
according to his advertised post of BS-16, same is the case of BSc Technologist Usman
Aslam. According to Definitions in Undergraduate Prospectus 2016, Mr. Ali Hasnain is not
a student since long because of continuous warnings and probations marked in every semester
on his transcript. His salary is being drawn from HEC special grant.
Interestingly, Kamran Umer, Brother of Registrar, is drawing ~Rs.45,000/- per
month salary. He has 23 suplees (supplementary exams / Repeat Courses) on his transcript
and hardly earned 2.04 CGPA because of minnat-tarla done by his elder brother Asim
Umer who was a staff member of electrical department of UET Lahore during Kamran
Umer’s BSc Electrical Engineering. His apparent shifting in merit lists and apparent switching
between campuses of UET Lahore may also be probed. Apparently, he is also claiming over-
time payments and weekend duty payments which is also apparently possible in case of their
3rd brother Imran Umer).

Similarly, another graduate employee, Mr. Shahzaib Ansari raised advanced attendance
problem and consequently got explanation letters issued in back dates.

13) Worthy VC was not lenient enough to listen to his point of view, calmly and seriously.
Apparently, Dr. Zeeshan felt threatened and disgusted in front of 20+ Officers. He was also
conveyed that his KPK domicile is a serious concern, upon which Dr. Zeeshan said, “Sir
mujhay rakha to aap ne he tha na!”.

14) Engr. Arbab Shahid raised issues of salary slips, bills, timeframe and hurdles created by
Kamran Umer (Brother of Registrar/Chairman Chemical Department) etc.
15) Dr. Majid shared that bills which were properly logged in register by Abid, Kamran Umer
declared that those have been misplaced (“bills gum ho chukay hen”).
16) Head of Mechanical Department Engr. Umar Khallidoon raised following questions
categorically.
1. Who is the responsible to build or rectify the internal systems?

(There is no properly functioning system of receive/despatch, diary numbers, de-
notification signature receiving entry by the concerned official(s), approvals of
constitution or re-constitution of important committees by the Syndicate, de-notification
of previous committees/designations etc.)
2. Why intentional service gaps were put before extending contracts of his department’s two
colleagues; Engr. Ms. Tasmyia Kousar (BS-18) and Engr. Arbab Shahid (BS-18)? (These
gaps in contracts were put even after very good performance during their initial two years’
contracts. They had applied for extensions in advance, and the syndicate meeting was also
held before ending their initial contracts. They were also remained present on every
working day. Also, apparently, superior courts have also prohibited such
malafide/intentional gaps in service tenures of all cadre employees).
HOD Mechanical was replied back that such service gaps can be put in service tenure to
stop the employees to go to courts like 6 petitioners who are seeking Lahore High Court’s
decision under Punjab Service Regularization Act 2018 and its further Amendment Act of
2019.
3. By keeping HEC Islamabad’s directions in view, can the administration assign such big
administrative duties to a TTS employee (e.g. Dr. Kashif as Additional Treasurer, TTS
status comes under purview of HEC Islamabad)?
4. How Dr. Asim Umer (Brother of Kamran Umer) was promoted to Associate Professor
when there were no Service Statutes present?
(He is also exercising powers of Full-Time Registrar since January 2017 (continuously
for more than 4 years), drastic violation of Clause 14 (4) of MNS UET Act 2014. He
never cared to write word “acting” or “additional” below his signatures despite honest
and faithful advisement. He is also exercising Full-Time privileges of Chairman of the
Chemical Department along with Full-Time Status of Registrar Office and remunerations.
Previously, he was exercising full powers of treasurer, convener of all committees,
violating the prescribed qualifications according to statutes of UET Lahore/Taxila,
Financial Manager post was created and still treasurer and registrar posts were exercised
by Chairman Chemical Department Dr. Asim Umer who was only an assistant professor
then. After questionable resign of Mr. Abdul Hakeem Noon, there are only 2 signatures
on cheques now.)
5. Are ACRs processed through such controversial registrar trustworthy?
(Teachers were being advised to keep their HODs happy so that their ACRs remain
Satisfactory or better, otherwise!)

NOTE (Concealed Threat):
Head of Mechanical Department Engr. Umar was shouted at, twice, during his persuasive
questioning in a very strongly threatening tone;
“I will take care of you”….….”I will take care of you”.
Engr. Umar Khallidoon calmly and categorically asked, “Sir, are you saying this to me in
front of all these (20+) teachers?”

17) Engr. Kashif Iqbal asked why he had been removed from the position of Evening
Coordinator?
Answer received: because you have gone to court. Dr. Majid will be removed too because of
the same reason from the position of Convener CPC. (and they did notify another committee
on Friday January 22, 2021, without mentioning/hinting any approval from the Syndicate.
They didn’t bother to de-notify the previous committee. Also, didn’t circulate official
hardcopies to all HODs. Should these actions be considered as Adverse Actions which were
prohibited in the Order of Honourable High Court against writ petition of the 6 employees of
MNS UET?)
18) 3rd Brother Imran Umar is performing very well his job of JASOOSI. He takes pictures
and makes videos of Teaching Officials.
(It is a common rumour that his all certificates are FAKE. It is also in rumours that apparently
he was the guy who made sure the theft of the multimedia projector from NCRTEAS-2020
Conference.)
19) Kamran Umer is the Custodian of all stamps, and works as de-facto treasurer, Treasurer
stamp on Engineer Toqir sb’s salary slips.
20) Teachers have to do complete all the steps by themselves before going to auditor to get their
bills passed.
21) Dr. Majid sb disrespected by Kamran on salary slip issuance. He emailed these matters.
22) Kamran Umer is incompetent (Na-ehl), and have no relevant qualification, gives no response
to teachers upon following their bill cases or their bills get lost. They have to prepare again.
23) Kamran is ONLY answerable to top 2 authorities. Who is protecting him? His elder
brother? On whose instructions, he threatened via phone call?
24) Investigation of MSc Admissions, particularly case of Kamran Umer
25) His DAE Diploma needs to be verified

26) Graduate Engineer criteria was also discussed in meeting. Previously this issue was
conveyed on three different occasions.

27) Discrimination for South Punjab people:

Discrimination towards South Punjab people:


Dr. Muhammad Farhan (Mutan), HOD Electrical was put tactfully in a situation so that
he had to leave his home town to pursue regular job at GCUF. He should be reinstated on
regular post with all previous service.
Similarly: Rehan Azmat (Multan), Hafiz Mudassir (Multan), Muhmmad Mohsan (Gojra),
Mannan (Sadiqabad), Iqra Farhat (Jhang), Dr. Ajaz Gorsi (Gojra), Dr. Waqas Aleem (DG
Khan), Dr. Aamir Mirza (Multan), Mr. Abdul Hakeem Noon (Multan).
Personal Hearing right to appear in the Syndicate was also denied. These all must be
reinstated along with all continuous/regular service benefits.

These 3 brothers from Lahore are making sure such discrimination.


6 petitioners had to go to court because of Dr, Asim Umer’s misleading inputs to the
syndicate.

Pleas / Prayers:
1) Vice-Chancellor/Chairman of the Syndicate is requested to report the call/threats of
Kamran Umer to police and other government authorities, launch FIR against him
under terrorism clauses, Immediate Inquiry at Government Level is also requested,
please.
2) His entry in GCT premises must be prohibited permanently.
3) Audio Call Recovery through FIA at 10:40am, Friday, 22-01-2021.
4) Put in and Seize the Personal Files of Kamran and Asim Umer and Imran Umer
5) Protection of teachers’ files and service books.
6) All old ACRs must stand null and void and an honest officer to be deputed for record
keeping (for example a man of character like Dr. Muhammad Ali Maud of UET Lahore)
because these are processed through Chairman of Chemical Department who is a proven
biased and controversial registrar. Legitimacy of his all designations since arrival at
MNS UET must be verified through Law Department of the Government of the
Punjab.

7) Provide vigilant security to teachers facing life threats. Police must be deployed at
faculty offices for their protection. Legal protection for all the teaching officers and other
staff of MNS UET.
8) Word “Mujahideen” used in the call need to be consulted and interpreted by the Shariah
Court and Islami Nazriyati Council. Apparently, it has been used synonymous to word
“Terrosist” or “Ghunday/badmaash”.
9) Upon proven guilty as charged, Kamran Umer must be terminated and black-listed in
Provincial and Federal Records.
10) Forensic Audit of 50 lakh rupees sanctioned stationery must be ordered immediately
11) General Audit by Auditor General of Punjab/Pakistan is long awaited for the last 8 years.
12) Kamran Umer’s relationship and gifts received from Mr. Talha of Kareem
Traders/Khubaib Traders etc. Their houses need to be checked. Multimedia Projector
should also be searched for.
13) Their plots must be confiscated (Multan Canal View and Maryam City, Blue Lagoon
Ismail Qayyum) purchased against their nepotism based sanctioned House Building
Loans.
14) Dedicated Registrar/Treasurer/Controller, Government must recruit these on urgent basis.
15) GPF, Benevolent Fund and Pension Funds accounts to be established ASAP.
16) Students are not provided any resources for online classes
17) Classrooms, hostel, playgrounds, café, no Common Rooms for students, transport fee
refund case, internet fee, arsenic free filtration plant drinking water
18) Medical Facility for teachers
19) Covid19: no facilities, soaps, sanitizers, masks, nothing, all SOPs violated. Govt
notifications ignored deliberately. Where are HEC funds being used?
20) Most of the departments employ visiting faculty, few departments have only one in-
house teacher, Physics, BBA, Math, English, Islamic Studies. CS and Chemistry have
only two.
21) Provision of Teaching resources to teachers’ multimedia projectors, whiteboard markers,
official laptops for each teacher, air conditioners, proper lighting and fans just like
MNSUAM. Known fact, weather remains too hot in Multan. Pick/drop facility.
22) Pending Bills of GCT/UET Lahore/BZU/other university staff bills for lab visits and
workshops. HODs/teachers receive calls and get insulted verbally.
23) Dedicated cars for each department for industrial liaison and perusal of Supervised
trainings and meetings with advisory board members, OBE implementation

24) Probe/investigation into manipulated effort to hire Ismail Qayyum and subsequently
dismissal of selected Person (who was rom Women University) against Assistant
Treasurer post.
25) Inquiry of all syndicate meetings agendas/minutes. Was the syndicate being misguided or
ill-informed? Is it being used as rubber stamp? Use of emergency powers like 12 (3), 12(4)
and 12(5) of the Act, is active or not?
26) Rs.10-Crores are in university accounts. Is there any use of this except an indicator of
KPIs? All staff and officials are suffering from lack of facilities.
27) Right to Information Act, all minutes of the Selection Boards, FNPC and syndicate to
be disclosed to HODs immediately.
28) Regularize every staff and officer since their first day of joining at MNS UET.
29) Count Industrial/private experience of all employees just like Asim Umer.
30) Observers representatives for transparency in the syndicate and FNPC elected personnel.
One lecturer, one Assistant professor, one associate professor, one professor, all elected
by teachers just like UET Lahore.
31) Separate Offices for all HODs, one Junior Clerk, Two Naib Qasid, imprest fund, separate
dedicated budget for each department.
32) Senior most PhD or senior most in experience must be Head of each Department.
33) Number of Governing Faculties must be approved from the Syndicate in specialized
engineering fields just like UET, Lahore for example faculty of Electrical & Computer,
Faculty of Mechanical, Faculty of Chemical, Faculty of Civil etc. with dedicated Deans.
34) As per notification of Government of Punjab, use of WhatsApp Groups for official
communication must be stopped. All WhatsApp groups needs to be shut off
immediately and permanently. WhatsApp privacy policy is quite controversial.
35) Investigate the procurement of UV Visible Spectrophotometer and CMS/LMS by
involving syndicate approved CPC
36) For University, Dedicated I.T. Expert Team with proper relevant qualifications dedicated
for IT/LMS/CMS tasks only, without any teaching duty.
37) De-notification procedure must be implemented, receiving signatures on proper
dedicated register must be mandatory.
38) All emails in last three months by HOD Mechanical to or cc: to the Vice Chancellor must
be properly logged and be made part of the official records of MNS UET.
39) Why did Senior Most Official, the Treasurer Mr. Abdul Hakeem Noon sb decided to (or
forced to?!) resign? There are so many rumours which need to be stopped.

40) Test for BS-17 & 18 needs to be abolished. Tests for BS-17 and 18 are not transparent
at all.
41) All committees need to be reconstituted and approved by the Syndicate. Any committee
having less than 50% permanent officials is not acceptable at all.
42) Who is current legitimate controller of examinations? Who is appointing/competent
authority for this important position?
43) Academic Staff Association must be approved and legally protected by the Syndicate on
top priority.
44) Call immediate meeting of the syndicate to discuss all above issues and to forward the
government for urgent solutions.
