TESDA-DTI Partnership on "Skills Training for Number 23, Series of
Employment! Entrepreneurship Program (STEEP) 2018

In the interest of the service and to provide access to DTI's entrepreneurship training
program through its Trabaho, Negosyo at Kabuhayan Program, the following guidelines are
hereby issued to enhance its implementation.

Section 1. Background

The Technical Education and Skills Development Authority (TESDA) and the
,Department of Trade and Industry (DTI) signed a Memorandum of Agreement on August
7, 2017 relative to Skills Training for Employment/Entrepreneurship Program (STEEP)

The Agreement focuses on the provision of training on entrepreneurship development


in realizing the country's goal of globally competitive and innovative industry and services
sectors that contribute to inclusive growth and employment generation.

The tool kits that are provided to the Special Training for Employment Program (STEP)
graduates will serve as their start-up kits and will be the basis in the development of
entrepreneurship modules.

Section 2. Objectives

The project aims to provide intervention through skills development by providing


access to training on entrepreneurship to graduates of TESDA program for self or wage
employment to uplift their economic status.

Section 3. Coverage

The guidelines cover all STEP certified graduates or other similar scholarship programs.

Section 4. Mechanics of Implementation

A. Responsibilities of TESDA through Provincial and District Offices

1. Provide the list of certified graduates of Special Training for Employment


Program (STEP) and other similar scholarship programs to DTI
Regional/Provincial Office;
2. Coordinate and agree with DTI Provincial Office relative to the venue and
schedule of Entrepreneurship Training;
3. Monitor and evaluate the implementation of the project and provide
recommendations to further enhance the Project;

B. Responsibilities of DTI

1. Provide entrepreneurship training to STEP certified graduates;


2. Assist the beneficiaries in the availment of the micro financing facilities;
4. Provide the selected beneficiaries access to start-up capital for micro
enterprises;
5. Facilitate business registration to beneficiaries who wish to engage in
business/sole proprietorship; and
6. Monitor and evaluate the implementation of the project and provide
recommendations to further enhance the Project

Section 5. Monitoring and Evaluation

A quarterly report will be submitted by the TESDA Provincial/District Offices through


the Regional Office to Partnerships and Linkages Office for monitoring purposes. See
attached template.

Section 6. Effectivity

This Circular shall take effect as indicated and shall supersede all other issuances
inconsistent hereof. Wide dissemination of this Circular by all concerned is hereby
enjoined.
