1: BRIEF OF THE PROJECT:

After the fire incident in LDA plaza Lahore the offices of PSIC (Punjab Small

Industries Corporation) are accommodated at different locations in Lahore on rental

basis. PSIC is facing huge finical expenditure for payment of rental charges every year.

To save such huge expenditure and to have a single and compacted place under one

roof for its offices to improve work performance and public interaction this project was

initiated by PSIC initially for 10 sotried building but, due to non-availability of NOC from

Governor House it was decided by PSIC to complete the project in two phases. Almost

70% work of phase-I has been completed while to execute remaining 30% work of

phase-I the original contractor has failed, therefore, the tender was published to invite

proposals for completion of remaining/leftover work of Phase-I.

2: INSTRUCTIONS TO APPLICANTS

2.1 Submission of Applications

2.1.1 Original application ‘as per PPRA rules 32(a) i.e. ingle stage two envelope’
addressed to the Director(W&D), Punjab Small Industries Corporation, 321 Alflah
building, The Mall, Lahore, shall be received in a sealed envelope which contains two
separate and sealed envelope one for technical proposal and 2 nd for financial proposal,
to be delivered by hand or through registered mail to the office of Director(W&D),
Punjab Small Industries Corporation, 321 Alflah building, The Mall, Lahore. On the said
Envelope, the following should be clearly mentioned:

2.1.2 The name and mailing address of the Applicant shall be clearly mentioned on top
left side of the envelope.

2.1.3 The applications shall be made out and submitted in the English language.
Information in any other language shall be accompanied alongwith its English
translation, duly signed.

2.1.4 The Applicants must respond to all queries and provide complete information as
advised in this document.

2.1.5 The Applicants can seek any clarification regarding the Project, Specifications of
work, Scope of Work, Drawings/Design, BOQ(if any ambiguity or clarity required),
Technical Evaluation Documents or Evaluation Criteria from the following office:

2.2 Qualification Criteria

2.2.1 General
Pre-qualification will be based on all the criteria given in succeeding para 2.2.3 to 2.2.7
regarding the Applicant’s Basic Eligibility, Experience Record, Personnel Capabilities,
Equipment Capabilities and Financial Soundness, read with para 2.2.2 herein-below,
and as demonstrated by the Applicant’s responses in the forms attached to this letter.
Sub-contractor’s experience and resources shall not be taken into account in
determining the applicant’s compliance with the qualifying criteria. Consortium or
Association of firms and Joint Venture experience & resources shall also not be
considered.

2.2.2 Weightage/Marks
The weightage / distribution of the marks is as given below:
1. Working Experience 50
2. Tool & Plants 10
3. Personnel Capabilities 15
4. Financial Position 25

Note: Prequalification status shall be determined on the Pass/Fail basis. The applicant
securing 60% marks will be considered as Pass. Detailed Technical Evaluation Criteria
is given below:
2.2.3 Basic Eligibility
The firms fulfilling the following basic requirements shall only be considered for further
evaluation (relevant documents to be attached):
a. Registration with PEC in relevant category (C-4 and above as per PEC Incense /
Certificate).
b. Certificate of registration of Firm or equivalent.
c. Income Tax registration certificate.
d. No Litigation affidavit on judicial stamp paper.
e. Judicial Affidavit, declaring No Blacklisting.
f. Annual Audit Report for the last three years.
g. Completion of at least three Project costing Rs.”100.00 Million” or more.

2.2.4 Working Experience
Marks for working experience of the firm shall be awarded on the basis of following
criteria:

2.2.6 Personnel Capabilities

2.2.7 Financial Position

Credit Marks for financial position of the firm or each member of JV shall be awarded on
the basis of the following criteria.

2.3 Conflict of Interest

2.3.1 The Applicant must not be associated, nor have been associated in the past, with
the consultant or any other entity that has prepared the design, specifications, and other
prequalification and bidding documents for the project, or was proposed as Engineer for
the contract, over the last five years. Any such association could result in
disqualification of the applicant.

2.4 Updating Technical Evaluation Information

2.4.1 Bidders shall be required to update the financial, personnel and equipment
information used for technical evaluation at the time of submitting their bids, to confirm
their continued compliance with the qualification criteria and verification of the
information provided at the time of technical evaluation. A bid shall be rejected if the
Applicant’s qualification thresholds are no longer met at the time of bidding.

2.5 Other Factors

2.5.1 Only firms that have been technically evaluated and found qualified under this
procedure shall be invited. A firm can apply for competition as an individual. A
prequalified firm is at liberty to withdraw his financial bid before time of opening of
financial bid.

2.5.2 The Employer reserves the right to:-


a) Amend the scope and value of any contract(s) to be bid, in which event the bidder(s)
will only bid among those prequalified bidders who meet the requirements of the
contract(s) as amended.

b) Reject or accept any application for technical evaluation; and

c) Cancel the technical evaluation process and reject all applications without justifying
any reason thereof;

d) The Employer shall neither be liable for any such actions nor be under any obligation
to inform the Applicant of the grounds for rejection.

e) The employer shall inform the applicants who have not been secure minimum marks
i.e. 70% while technical evaluation.

2.5.3 All applications are being submitted at the risk and cost of the Applicants and the
Employer shall not, under any circumstances, be liable for any such acts in case of an
unsuccessful application or in case the Employer exercise any of its powers under para
2.5.2.

2.5.4 The Currency Unit of all estimation, billing, bidding etc., shall be Pakistani Rupee.

the Applicant.

5. This application is made with the full understanding that:

(a) Bids by applicants who secured minimum passing marks i.e. 70% (70/100) in
technical evaluation will be subject to verification of all information submitted with
technical proposal at the time of bidding;
(b) Director (W&D), PSIC reserves the right to:
(i) Amend the scope and value of any contract under this project; in such event bids will
only be called from prequalified bidders who meet the revised requirements; and
(ii) Reject or accept any application, cancel the Technical Evaluation process, and reject
applications; and
(c) Director (W&D), PSIC shall not be liable for any such actions and shall be under no
obligation to inform the Applicant of the grounds for actions at 5(b) here above.
(d) Director (W&D), PSIC shall not be liable for consequence of, and shall be under no
obligation to inform the applicant of the grounds for, actions taken under para 5(b) here
above.

8. The undersigned declare that the statements made and the information provided in
the duly completed application are complete, true, and correct in every detail. However,
department would be at liberty to take any action which may lead to cancellation of
contract (including imposition of penalty as decided by engineer incharge) on providing
false, fabricated and manipulated information/documents.
