Now based on your experience/s, observation/s, and or reading/s, how do


you discuss the role and participation of the DepEd for “PAGBABAGO”?
What are the steps and contributions made by DepEd to carry out the
program?

ANSWER:
The role of Education in nation building cannot be denied. That is why
the government is spending a lot just to ensure the delivery of quality
education continue no matter what crisis the country is facing. In return, the
Department of Education should be working hand-in-hand with the National
government in order to realize each developmental goal. The PAGBABAGO
program of Duterte administration aims to ensure people-centered, efficient
and clean governance. Government offices will be equipped with adequate
facilities, personnel will be trained and systems will be improved to ensure the
prompt delivery of services. Citizens will be also empowered to engage with the
government. The Department of Education has been improving its services to
cater all the needs of the department. Coming up with the emergency plan
during the start of pandemic, conducting webinars in lieu of face-to face
trainings and providing opportunities to teachers for professional growth and
development are some of the Department’s ways in showing its full cooperation
and participation to the governments’ developmental plan PAGBABAGO.

2. Recommend measures that you think would be effective for our agencies
to drive the aforesaid program, considering the following implementation
of:

A. K-12 basic Education Program- almost all the facilities and equipment needed
by the Senior high school are complete. I think the department should focus
more on how the delivery of instructions happen in Senior High School since it
is a preparatory course for students in college. I think teachers who will handle
subjects in Senior High School must be one step ahead compared to Junior
High School teachers. They should be screened carefully and thoroughly. I was
dismayed because in the first year of the implementation of K-12, they hired
unlicensed teachers and what’s worse is was that, these teachers automatically
promoted to Teacher II. It is very unjust to the licensed teachers who are
working for how many years and still Teacher I. I am not underestimating these
teachers but I think the agency should be stricter in hiring Senior High School
teachers. They should be capable in teaching students in this level, more
capable than the Junior High School teachers. All teachers in Senior High
School must be licensed ones.

B. Free college education in government Institution- I come from a poor family


but fortunately I was able to apply for scholarships during my college days. So,
when I learned about this free college education, I was so happy because I have
friends and relatives who will benefit from this. This program encourages
students to continue their studies and enroll again. However, this invites lots of
students to enroll until some universities cannot accommodate them all. What
they did is they set quota in every school year, with “First come, first serve”
basis. But what is happening in some of state colleges and universities do not
attain the goal of this program. Those who can afford to pay tuitions were able
to enroll but those who cannot were still left behind. It is because there is still
the PALAKASAN SYSTEM. The government should impose roles that will
ensure that all the students who cannot afford paying tuitions should be given
top priority in college admission.
C. Salary Increase Standardization of Teachers- as a teacher, I would be
hypocrite if I would say that I don’t want a salary increase. To be honest, my
top reason why I enroll in graduate studies is the increase for salary. The
prices for our basic necessities are increasing so we need also to have a higher
salary to balance these economic changes and in order to sustain our needs.
But what’s heartbreaking is, we do not receive the right increase. We have been
pleading the government under different administration to give us the increase
we teachers deserve. I do understand that with so many teachers in the
country, the DBM find it hard to look for the budget to be utilized for the salary
increase for teachers. But why is it that it needs to be done under tranches?
We receive little increase but it would be given under tranches. It is so
degrading in our profession. Why are they doing that? Maybe its because with
the increase divided under tranches, we cannot ask for more. Salary increase
should be done in one tranche just like the other men in uniform.

D. Hiring teachers, ranking, promotions and appointment- CORRUPTION


happens anywhere so does in the DEPED. Some were hired because they had
paid 50,000.00 for their item. Others were promoted because they have
connections in the Division office who receive bribes from them. Even in
ranking especially for higher positions such as Master teachers and school
heads have corruption and red taping. Some are more capable and skilled and
performed better but because they don’t want to spend a penny, they were left
behind. Money roles. In this case, I think the division office should have an
anti-Corruption Unit who will investigate these cases. The team should be
chosen and assigned by the Regional offices to ensure that these teams will
work fairly and cannot be bribe by anyone else.

E. Retirement age- I think the Retirement Age should be 55. In government


offices, those who are in lower positions get the hardest and most tiring job.
Because of working hard, some get sick and others need long-term treatment.
If one retires older, he can no longer enjoy his retirement benefits fir everything
will be used to buy for medicines and other maintenance. The government
should give tributes to the hardworking employees who have given their whole
lives in serving their respective agencies. And aside from pension, the
government should also give other benefits to our retires.

F. Pandemic modular Instruction- I do not blame the DepEd if it was


unprepared during the start of the pandemic. Because, even myself I did not
imagine that such horrible thing will happen. But what is disappointing is that
they have failed to do their part especially those specialists who were assigned
to male the modules and ensure its credibility and correctness. Even the EPS
in each division assigned teachers to make LAS/MODULE instead of doing it by
themselves. They impose reports and given urgent deadlines but when it comes
to teachers’ benefits, DEPED is always the slowest agency to release the budget
or submit the necessary documents. We do not complain for this is our job and
we are doing our best even sacrificing our health just to fulfill our duties and
responsibilities. When we got the virus, the agency has no sound support
system to those COVID Victims. The GSIS has compensations but
requirements are too many. Is the Swab rest result and our quarantine
clearance being not enough to be our proof that we were once a COVID victim?
I hope the government should also give supports to teachers who got the virus.
3. How can you effectively introduce Educational development in your
respective institution?

ANSWER:
Educational development is defined as actions “aimed at enhancing
teaching” (Amundsen & Wilson, 2012, p. 90). To effectively introduce educational
development in the school, one should be a role model in showing attitude work
ethics and values, social, moral and political values. To introduce effectively
educational development, you must show it in all your actions and encourage other
teachers to do the same thing- to live in the service of others and work with morals
and ethics.

4. Cite various examples of Educational development change in your school


and how the development was able to introduce successfully.

ANSWER:
The implementation of the School-Based Management is an example of
Educational development which our school is working right now. SBM provides
principals, teachers, students, and parents control over the education process by
giving them responsibility for decisions about the planning, personnel, curriculum
and action in school. Through the involvement of school community members in
these key decisions, SBM can create more effective learning environments for
students. This is the reason why the school is working on it and aims to pass the
SBM level of practice. It was successfully introduced to us through the conduct of
series of seminars and workshops on how to gather the needed artifacts and what
would be the possible benefits if the school pass the SBM level of Practice.
Seminars, trainings and the like are the best way to introduce every educational
development in every school.

5. In your OWN knowledge and understanding, what development education


you have contributed to your school?

ANSWER:
Being the Language Department Head for 3 years, I have seen how
students struggle in reading especially those who come from remote areas.
Most of the grade 7 students who come from far-flung barangays cannot read.
If they can, there is no comprehension at all. And we all know that reading
without comprehension is not reading at all. So, we need to find for
interventions that will address this issue. We come up with a program called
Every Student A Reader Program in which we have lay down framework about
this issue. Our main intervention is to conduct tutorial and what we called the-
Buddy-Buddy System, in which each student (A reader) will help his
classmate(non-reader) to read. We always encourage these students to be
patient until they learn to read and remind them constantly the reasons why
they need to learn how to read. We have implemented this program for almost
3 years and it showed positive result. I believe it is one of the development
educations I introduced to the school.

6. The system of development education is effective to provide society with


human resources with specialized knowledge, attitude work ethics and
values, social, moral and political values, expertise and skills so as to
sustain and enhance development. Explain how social change contributes
the system.

ANSWER:
‘Education is one of the intervening variables in the phenomenon of social
change. ‘Durkheim’ conceives of education as “the socialization of the younger
generation”.
According to James Welton, education consists in “an attempt on the part of the
adult members of human society to shape the development of the coming generation
with its own ideals of life.” As Samuel Koenig has pointed out, it is a “process
whereby the social heritage of a group is passed on from generation to another “.
Educate on can also be understood as a factor of social change. The role of education
as an agent or instrument of social change and development is widely recognized
today. Education can initiate social change by bringing about a change in the outlook
and attitudes of man. It can bring about a change in the pattern of social relationship
and thereby it may cause social changes. One of the purposes of education is to
change man and his life and living style. To change man is to change society only.
There was a time when educational institutions and teachers were engaged in
transmitting a way of life to the students. During those days, education was more a
means of social control than an instrument of social change. Modern schools,
colleges and universities do not place much emphasis upon transmitting a way of life
to the students. Education has brought about phenomenal changes in every aspect of
man’s life. Francis J. Brown remarks that education is a process which brings about
changes in the behavior of society. It is a process which enables every individual to
effectively participate in the activities of society, and to make positive contribution to
the progress of society. As Drucker has stated that the “highly educated man has
become the central resource of today’s society and the supply of such men is the true
measure of its economic, military and even its political potential.” Modern education
has changed our attitude and outlook. It has affected our customs and traditions,
manners and morals, religious beliefs and philosophical principles. It has removed to
a great extent the superstitious beliefs and unreasoned fears about the supernatural
beings. It has widened our vision and removed our narrow ideals, prejudices and
misunderstandings. Higher education has brought about more refined behavior.

7. Human resource development includes: teaching staff, non -teaching staff,


students, parents and the community. Illustrate how this help educational
development.

ANSWER:
A certain organization cannot run without resources. One of its resources
is the human resources. These resources are the key elements that will make
the organization runs its course. In school, educational development would be
successfully introduced and implemented through its stakeholders, both
internal and external stakeholders. Teaching and non-teaching staff will be the
one to implement the educational development. They will make ways to
improve the teaching instructions and bring the best strategies in order to
deliver quality education to its clientele- the students. The learners are the
center of educational process so they will be the one who will benefit the
educational development. The community will be the support system of the
school who will help in the implementation of educational development. The
success of the implementation of educational development lies on the
cooperation of all its human resources. Working together will mean a lot in the
success of educational development in the school.

8. What are the physical and material resources? Explain each how it works
development education?

ANSWER:
Physical resources involve the people who are members in an
organization. In the school for example, physical resources include teaching
staff, non-teaching staff, students, parents and community. Why there is a
need for educational development? Simply because we wanted to deliver a
comprehensive and quality education to the learners/students. Who will
introduced and make it works? It’s the teaching and non-teaching staff of the
school plus the support of parents and community. Programs and projects
won’t be successfully implemented without these people. And to give funds to
these projects, material resources come in. material resources pertain to the
monetary aspect of the school that will give funding to all its operations. The
MOOE is an example of the material resources that is very important in the
school. Without these resources, the school cannot run its course. So, these
two resources must be present in a school in order to implement and
introduced successfully the development education changes.

9. What is the importance of development education?

ANSWER:
Development Education is an active and creative educational process to
increase awareness and understanding of the world we live in. It challenges
perceptions and stereotypes by encouraging optimism, participation and
action. Through our resources, competitions, workshops and other activities,
we engage children, young people and educators through a process of
interaction, reflection and action. They are supported to make connections
between their own lives and international social justice issues, and be
empowered to make a positive difference in the world.

10. What is development education?

ANSWER:
Development Education is an active and creative educational process to

perceptions and stereotypes by encouraging optimism, participation and
action. Through our resources, competitions, workshops and other activities,
we engage children, young people and educators through a process of
interaction, reflection and action. They are supported to make connections
between their own lives and international social justice issues, and be
empowered to make a positive difference in the world. The relationship between
education and development cannot be debated without linking the structure of
educational systems to the economic and social character of societies. That link
between education and development is a two-way process. Educational
systems, for the most part, reflect the socio-economic structures of the
societies in which they function; whether egalitarian or inegalitarian. There is
also the tendency for educational systems to perpetuate, reinforce and even
reproduce those economic and social structures. Paradoxically, educational
reforms can significantly induce corresponding social and economic reforms in
the societies.
