1 PURPOSE

The ICT plans define guideline for design, implementation and execution of all systems information,
telecommunication infrastructure and application need for SSAGS Project requirement.

The purpose of this document is to ensure that the CONTRACTOR should meet the ICT requirement of the
COMPANY. The ICT plan will follow the required change and evolution of Project Requirements with regard
to data and voice communication.

2 SCOPE

The scope define on this document is to provide both the CONTRACTOR and COMPANY a working and
reliable ICT systems and network infrastructure. All propose solution in regards with Company network
connectivity for both LAN and WAN requirements should be compatible on their existing telecommunication
infrastructure located on the different COMPANY worksites involve on this project. While the Contractor LAN
and WAN requirement should comply with the Corporate TLC Infrastructure Standard.

4 DEFINITIONS

Local Area Network (LAN) It is define as a small computer network that spans
relatively in a small area.

Wide Area Network (WAN) A computer network that spans a relatively large
geographical area. Typically a WAN consists of two or
more LAN.
Atmosphere Explosive (ATEX)
Explosive atmospheres can be caused by flammable
gases, mists or vapors or by combustible dusts. If there is
enough of the substance, mixed with air, then all it needs
is a source of ignition to cause an explosion.
CONTRACTOR
The party that carries out all or part of the design,
engineering, procurement, construction, commissioning or
management of a project or operation of a facility. In this
document contractor is referring to Saipem Contracting
COMPANY Nigeria Limited (SCNL).

The party that initiates the project and pays for its design
and construction. In this document COMPANY is referring
Line- of- Sight (LOS) to Shell Petroleum Development Company of Nigeria Ltd
(SPDC).

It refers to the direct free-space path that exists between


two points. Radio transmission requires a clear path
Very Small Aperture Terminal between two antennas. To have a clear line of sight there
(VSAT) must be no obstructions between two locations.

It is a two-way satellite ground station or a stabilized


maritime Vsat antenna. Most commonly used to to
Virtual Local Area Network transmit narrowband data or broadband data.
(VLAN)
It is a group of hosts with a common set of requirements,
which communicate as if they were attached to the same
broadcast domain.
Star Network
This consists of a central node, to which all other nodes
were connected, this central node provides a common
connection point for all nodes through a hub.

5 RESPONSIBILITIES

ICT Project Support is in charge of the ICT Plan issue and revision.

ICT Project Support is the sole interface between the Project and the ICT Department branches:

6 Contractor Facilities Overview

6.1 Architecture

Contractor ICT Facilities are based on different computer technologies, covering three layers in general
systems architecture.
1. Enterprise application servers, for corporate management.
2. Departmental application servers, like CAD systems or project control applications, to support
disciplines and job teams.
3. End User workstations and software productivity tools.

Using intelligent communications services this network inter-operates with clients systems, partners,
suppliers and other third parties, accordingly to project needs.

Systems are connected by a common communications infrastructure, based on different technologies:


 Ethernet/Fast Ethernet/Gigabit Ethernet LANs that connect servers and end-user stations in
Contractor buildings and other project locations (branches, subsidiaries, construction sites, etc.)
 WANs, based on best of breed technologies (MPLS, frame relay, dedicated high-speed data links,
Internet VPN) to connect all company and project locations, including Client, Partner, Subcontractor
offices

LAN Network
The core of CONTRACTOR network is a layer 3 switches, Gbps at least.
Servers and Backup systems are connected by 1 Gbps Ethernet link
Workstations are connected by 100 Mbps Ethernet link minimum.

WAN Network
Communications with overseas offices and major site locations are extensively assured by dedicated
satellite links. The various Internet and inter-company gateways use telecommunications links with
bandwidth from 128 Kbps to 10 Mbps.

External interfaces through Cisco and Nortel routers, including:


 Leased-Line (10 Mbps) link to Internet, the internal interface being equipped with Mail and Web
Antivirus gateways
 MPLS network interconnectivity between main terrestrial offices and Internet (Multiprotocol Label
Switching)
 Satellite links from vessels and some remote location (from 64 to 2048 Kbps)

Firewalls on the external interfaces provide a front-line security. Network protocols include TCP/IP, ICA,
SMTP, etc.

6.2 Electronic Mail

The Electronic mail is the corporate-wide mail system supported by the Microsoft Exchange application
software, available to every network user.

The main rules are:

 the size of each box is limited to 100 MB


 redirection to e-mail addresses not managed by CONTRACTOR is not allowed (security reasons to
avoid spamming)
 it’s strongly recommended that each user does a regular back-up of own mailbox (called .PST files)
 the maximum size for attached documents is 20MB in WAN (max 8MB on the Satellite Links)

All systems are protected by comprehensive virus scanning, based on NAI McAfee Total Virus Defense
products, and Trend Micro™ InterScan™ Messaging Security Suite for email scanning and antispam filtering.

6.3 Intranet

Intranet serves as a communication tool via the Corporate Web Site. Internal users have full access to the
data; access to commercially confidential data, such as the Standards Library, is restricted for external
consultations.

6.4 Video Conferencing

State-of-the-art Tandberg or Polycom, video multi-conferencing systems supporting H.320/H.323 standards


and ISDN/IP connections provide an environment for effective discussions between groups of individuals in
different and multiple locations. Equipped with large twin screens, hi-fi sound, multiple cameras, document
viewing and PC interface, these facilities are leading hi-tech audio-visual communication systems.The call
number is communicated when booking the room.

6.5 Voice and Video Communications

All SAIPEM sites are connected through an IP MPLS network that supports data connection, voice and video
communications (see Global Network Architecture chapter 6.).

This allows that the following sites listed below will be able to communicate between each other without any
further requirements.

- SAIPEM SPA - Milan


- SAIPEM SA - Paris
- SAIPEM SCNL Lagos – Nigeria
- SAIPEM SCNL Port Harcourt – Nigeria
.

6.6 Contractor IT Security

Contractor implements a number of security systems for IT systems to prevent production loss. An IT system
consists in three elements:

 The physical parts (hardware) such as computers, printers…


 Software, operating systems and software
 Data stored on hardware

To prevent destruction of those 3 elements, the following measures are applied:

 Physical access to the hardware is restricted and controlled


 Software access is restricted and controlled
 Back-up systems are implemented
 Specific equipment for power supply, fire detection

6.7 Access restriction

Internet Access

 Internet access is filtered to allow consultation of professional web sites only.

Physical access

 Physical access to Contractor offices is controlled by the use of an ID card. Computer rooms, where
servers are located, are considered as a restricted area and only a few people from ICT Department
can reach them. They are equipped with air-cooling system and a secured power supply.

Access to workstations

 This access is secured using standard logon procedure. Even a reboot of the system doesn't give
the capability to bypass this level.
 Hardware is standard PC based and in case of disaster, they can be easily replaced from local
distributors.
 Safety cable are strongly recommended and provided for laptop.

Workstation configuration

 It's forbidden to install any kind of software without the agreement of ICT Department.

Virus protection

There are three kinds of virus protection:


 Servers and workstations are protected by up to date Anti-Virus (McAfee) software
 Mail servers are protected by hourly updated version of Trend Micro (INTERSCAN)
 Internet gateways are protected with Trend Micro (IINTERSCAN), hourly updated.

6.8 Back-up

The backup of the data will be assumed by the Contractor’s corporate tools using tapes on existing devices.

 General purpose

The workstation drives are never backed-up. So each user should store its own data onto
dedicated servers using shared resources, MDR, and so on. From Monday to Thursday, an
incremental backup secures the difference with the previous day. On Friday, the servers are fully
backed-up. At the end of the month and at the end of the year, a specific backup is run on
dedicated tapes.

 Responsibilities

The IT project team is responsible of installing, manipulating and archiving the tapes on sites. This
operation is entrusted to the person in charge of the backups and verifies every morning the status
of backup of the previous day or week-end.

 Tape storage

Every day, tapes are stored in another building. Every Tuesday morning, tapes are taken away
and stored by a sub-contractor in an external and specific building, responding to our security
specifications.

6.9 Business Continuity and Disaster Recovery

Contractor has developed a Business Continuity and Disaster Recovery Plan in order to provide guarantees
of data integrity and prevention of business disruptions.
The Plan and the related practices are regularly updated, implementing available market technologies for
data replication and application clustering.

Tape Libraries are segregated from the server farm, located in a separate building, as well as the backup
store, where data backup tapes are filed. These alternative sites are often connected to Contractor HQ’s with
primary and back-up communication links.

Contractor has developed restore procedures that are periodically tested and validated.
At Construction Sites, Contractor guarantees the data integrity as well. Alternative sites for servers and
backup devices are located in the temporary facilities offices.

A disaster recovery procedure is available in order to restore main applications according to their priority.

6.10 Security Group policy

 Connection to the network

Users may not gain access to IT systems or information without the required authorization.

 User name

All users must use a personal user name assigned by the Operation Team for network access.

 Password construction

The minimum length of the password is 8 characters


The password should include at least three of the following
o characters from A to Z in upper cas
o characters from a to z in lower case
o numeric characters
o Special character (i.e.! $,#,%)

No personal identifiers should be included (i.e. name, surname, date of birth, etc.) that can be
linked to the user; use of complete or easy to guess words should also be avoided.
The password should not repeat any characters in succession.

 Password Maintenance

o Passwords must be kept secret and should not be kept in places or ways that make it easy for
other people to find it
o At the first logon, the system will advise the user to change the password
o Passwords expire every 60 days
o New passwords must differ from the 6 previous ones

 Password Lock/Unlock

The user account will be locked out after 5 failed attempts to access the system.
If an account is locked, the user must call their ICT helpdesk to unlock the account.

 Workstation security

To protect work while away from the desk


o Lock the workstation using the ctrl-alt-del key every time the workstation needs to be left on.
o When the workstation is left unlocked accidentally
 The workstation will lock automatically after ten minutes without activity.
 Application sessions (SAP for example) will close automatically after thirty minutes of
inactivity.
 Access security

Contractor security procedures mean that


- The logon account for the network and applications will be disabled after three months without use
- Network and application accounts will be removed after six months without use

6.11 Contractor Security on Worksites

Access Restriction:

- Access to shared folders and printers are granted upon request. FORM_SCNL_ICT_004_E
Server Access Request Form should be filled up and signed by department head or Project
manager. Moreover, Department Head/Project Manager has the sole discretion on the type of
access that a user must have, be it Read-only, Read and Write or Full Access permission.

- SCNL shall remove network and application accounts after six months without use.

- No personal laptop shall be allowed to get connected to the SCNL network. If this would not be
avoided due to the urgency of usage of data and other resources and delays of company
approved requests then the user must comply to have his/her laptop configured by SCNL to
company standards applying the necessary builds, antivirus application, and security patches.

Workstation/Desktop Security:

- Use of external USB storage device is activated upon request. Duly signed
FORM_SCNL_ICT_001_E Removable Media and USB port Activation Request Form is used to
activate the access. This will restrict possible network intrusion and malicious program
propagation coming from end users using the USB device.

- To protect work while away from the desk:

- The user must lock the workstation every time he needs to leave by simultaneously pressing the
Ctrl+Alt+Del then Enter key.

- When the workstation is left unlocked accidentally, it will lock automatically after 10 minutes
without activity.

- Application sessions (SAP for example) will close automatically after thirty minutes of inactivity.

Internet:

- Access to the Internet is exclusively for work purposes and will be restrained during the week
business hours.

- Internet account holders must keep themselves logon and password and never give to anyone
for whatsoever reason. Abuse on the use of Internet will mean cancellation of one’s account.

Email General Rules


- Avoid sending and forwarding attachments of more than 5 MB, which can potentially block traffic
into the network, unless strictly necessary and in this case use the ZIP function which will help to
reduce size and the traffic on the network, especially when sending to other locations;

- Keep your mailbox tidy, deleting unwanted messages. Download messages and saved into a
personal folder on local disk (regular backup of this personal folder is advised);

- Be aware of messages of dubious origin of from unknown addresses or sender. Above all,
never open attachments to these messages because they may contain viruses.

7 ICT Support

7.1 Service Desk

The service desk is the single contact point for the customers to record their problems. It will try to resolve it
if there is a direct solution or will create an incident. Our help-desk service provides frontline user support
from 7.00am to 7.00pm CET. Systems, network monitoring and support are on-call for emergency back-up.
Issues can be escalated to second or third level which is effective to respond to some more complex issues.

7.2 ICT Project Support

7.3 Contractor’s Propose WAN connectivity at Tunu Worksite

During project construction phase the main network infrastructure for Contractor will be located at Tunu
worksite. WAN connection towards the Contractor’s HQ in Milan, Italy is connected with a satellite
communication also known as VSAT. A dedicated microwave connection will be installed on the different
worksites at Benisede, Ogbotobo and Opukushi worksites toward Contractor worksite at Tunu. This will
extend the data and voice services to the Contractors’ employee to be assigned on this work location. Most
of the infrastructural servers such as mailing systems, Logon domain and application servers will be residing
at Contractor’s office at Tunu worksite. Contractor Tunu worksite will become the infrastructural hub site for
SSAGS project. Communication mast may be in need to install if the Company existing mast is far from the
location of the Contractor offices otherwise we can request permission from the Company to install on their
existing communication tower.

7.4 Contractor’s Propose WAN connectivity at Benisede, Opukushi and Ogbotobo Worksites

Microwave connection on the Contractor worksites towards the Tunu hub site will be in Point-to-point radio
link. Radio communication frequency is proposed to be running under licensed band. In such circumstances,
radio frequency conflict with the Company existing communication will enable the Contractor to change to
license frequency. The contractor will conduct a survey and frequency sweep with the area corresponding
with cloud gases that may be present toward the LOS path from the different worksites to contractor Tunu
hub site. ATEX certified radio devices will be proposed to be use if the presence of gas cloud will be
detected. Communication mast may be in need to install if the Company existing mast is far from the location
of the Contractor offices otherwise we can request permission from the Company to install on their existing
communication tower. All necessary information shall be submitted to the Company for Tower use
application processing.

7.7 Contractor’s Network Layout at Tunu Worksite

The contractor LAN network is design to have a gigabit Ethernet backbone. VLAN technology is
implemented on the new network infrastructure in order to segregate the network broadcast. Layer 3
switching is implemented to have a routing capability within VLAN segment known as Inter-VLAN route.
Layer 2 switching is implemented in server virtualization technology wherein data traffic where concentrated
on the specific network segment wherein data traffic is not routable. Voice services will be running with IP
telephony wherein voice traffic is shared on the data port eliminating the need for a separate cabling for the
voice infrastructure. Star network is the type of topology applied on the network design for SSAGS project.

7.8 Contractor’s Network Layout at Benisede, Opukushi and Ogbotobo Worksites

The contractor network on these worksites was only an extension of contractor’s network at Tunu site. Most
of the network resources reside at Tunu contractor’s hub while client desktop computers will be present on
each local area network at Benisede, Opukushi and Ogbotobo. Optionally, a local file and print server can be
installed to support local print and file sharing needs for Contractor employee working on their assign
worksite.

8 Company Facilities Overview

8.1 Scope

The ICT plans define on this document correspond to the requirement specified on the Section IV – Scope
of Work for Company used with reference TENDER: NG01012401. The propose ICT requirement office
facilities and services will be provided during the Engineering, Fabrication and Site Construction Phase.

8.2 Company’s Office during Engineering Phase at Contractor PHC base

The contractor will provide office accommodation at the contractor PHC base during the engineering phase.
The contractor will provide Company resident team with local area network connection, access with
Company E-mail services, Internet connections, and telephone facilities capable of communication from one
location to the other and to Company offices located at Port Harcourt.

8.3 Company’s propose WAN connectivity to PHC Company Office during Engineering Phase

The contractor is proposing to have a Point-to-point microwave connectivity between Contractor Operational
Base located at Rumuolumeni and Company’s PHC office. This WAN connectivity will provide Company
resident team access to their voice and data services such as Company E-mail, Internet and telephone
services. The propose bandwidth connectivity between the two location will be at minimum as define on the
Scope of work running not less than 512kbps and propose to operate under licensed frequency.

Contractor is proposing for P2P connectivity towards Company office located at PHC. In figure 1.0 show that
the WAN connection between the Contractor office at Rumuolumeni and Company office at PHC is equip
with a voice enable router with FxS ports to provide voice communication while data can be in a transparent
bridging or a routed network. All related network configuration will be assisted by the Company ICT
representative in order to interoperate on their existing telecom infrastructures. The Company should allow
the Contractor to utilize their existing communication tower for the installation of the propose microwave
antenna at their office in PHC and radio equipment will be in-house at their Telecom room.

Contractor will also provide a dedicated internet connection with a minimum bandwidth of 512kbps
downlink/64kpbs uplink.

8.4 Company’s Office Facilities during Engineering Phase

The Contractor shall provide the office facilities for Company employees with services such as LAN
connection for both data and voice, Air-conditioning unit, desktops computers and office furniture’s such as
Desks, chairs, filing cabinet, etc…

The Contractor shall provide office accommodation for Eleven (11) Company Personnel residing at
Contractor’s base location during the Engineering phase. Summary of office facilities to be provided by the
Contractor define on the Section IV – Scope of Work. Refer to the tabulation below.

8.6 Company Data and Voice Connection at Contractor Base

The offices to be provided by the contractor to COMPANY resident team during the engineering phase will
be data and voice ready. The local area network will be completely separated and independent from the
Contractor’s network infrastructure. The network design will be capable in operating both layer 3 and layer 2
switching. A separate structure cabling for voice and data will be located in a secure and dedicated Telecom
room. A Category 6 cable that can support Gigabit Ethernet data and voice transmission will be use for
network connection on each COMPANY resident team offices.

9 Company’s Communication Facilities at different Worksites

9.1 Telecommunication Infrastructure Overview

The Company had already an existing telecommunication facility in place for the different work sites at Tunu,
Ogbotobo, Benisede and Opukushi. The current network connectivity is a star topology based on Microwave
Line-of-Site (LOS) Eclipse Radios. All microwave links were connected on their hub site at Tuni flowstation.
All network traffic is passing to their primary link towards their Corporate Network at Warri - Forcados
backbone and secondary or backup link toward PHC – Nun River.

9.1.1 Facilities Description

Tunu Flow Station

Tunu is a 3-Bank flowstation built on a sandfilled site and commissioned in 1997. This represent as the
Microwave LOS hub site connecting the different flow station (FS) at Benisede, Opukushi and Ogbotobo.
The main link to Company network path is through WARRI via Forcados terminal about 75km LOS while the
secondary path is through PHC via Nun River route about 155 km LOS from Tunu.

Benisede Flow Station

Benisede is a 2-Bank flow station built on a swamp piled site and commissioned in 1997. Microwave LOS
connection between Tunu and Benisede is approximately15.4 km distance.

Opukushi Flow Station

Opukushi is a 3-Bank flow station built on swamp piled site and commissioned in 1976. Microwave LOS
connection between Tunu and Opukushi is approximately 17.4 km distance.

Ogbotobo Flow Station

Ogbotobo is a single bank concrete-barge-mounted flow station and commissioned in year 2000. Microwave
LOS connection between Tunu and Ogbotobo is approximately 16.4 km distance.

support construction and commissioning activities at locations regarded as construction operational bases
from where COMPANY and CONTRACTOR staff will be operating.

10.5 Company’s Telecommunication Facilities at TUNU CPF Worksite during Construction Phase

The Contractor shall provide network connectivity to Company’s closest hub site at WARRI via Forcados
terminal. This point-to-point (P2P) connectivity will provide data and voice services to the Company network
infrastructure. The Contractor will deploy a compatible Microwave radio in order to avoid any integration to
their existing data and voice network services. The propose network connectivity for the data communication
can be either in transparent bridge or a routed network configuration. For voice communication, the
contractor is proposing that voice services can be deliver with a voice router bundled with FxS cards. Dial
plan and prefixes should be provided by the Company ICT department. The propose bandwidth connectivity
between the two location will be at minimum as define on the scope of work running not less than 512kbps
and propose to operate under licensed frequency. All radio transmission within the area should be check for
any presence of gas cloud. In such cases that the P2P LOS path detects this gas cloud presence then any
radio transmission or radio radiating equipment should be ATEX certified in order to avoid any incidence of
explosion. All propose solution will be subjected for the Company approval.

Contractor will also provide a dedicated internet connection with a minimum bandwidth of 512kbps
downlink/64kpbs uplink.

CONTRACTOR will provide a public address and general alarm system providing voice communications and
alarm notification at Tunu flowstation, CPF. Temporary PAGA systems shall also be provided at construction

during Construction Phase

The contractor is proposing to extend the Company network connectivity to different contractor sites at
Benisede, Opukushi and Ogbotobo with dedicated microwave point-to-point link toward Contractor office at
Tunu worksite. Transparent bridging for the Company data network will be configure on the three (3)
worksites while voice data network will be enable on each router or voice gateway with FxS station cards
connected with an analog telephone handsets. These data and voice communication facilities shall be
provided in the different locations where Company and Contractor staff will be operating from.

Contractor will also extend the internet connectivity to different contractor sites at Benisede, Opukushi and
Ogbotobo using the dedicated microwave point-to-point link toward Contractor office at Tunu worksite.

10.7 Company Data and Voice Connection at Contractor Worksites (Tunu, Benisede, Opukushi &
Ogbotobo)

The contractor will provide a standard structured cabling for all offices where the Company staff will occupy
from beginning till the end of project construction phase. Data and voice connectivity will be readily available
on each Company resident team offices at worksite. The data network will be running with category 6 cables
that will support gigabit data transmission. Voice cabling will be segregated from the data network. The
propose LAN design will enable to support Layer 3 and 2 switching in order to provide a greater
interoperability with their existing Company Network infrastructure. A secure telecom room equips with
lockable Data Cabinet or communication rack will be provided by the Contractor to secure communication
devices on each worksite. A central wiring closet will be located at the telecom room where data and voice
services will be distributed to each user network node.

11 Other ICT infrastructural Requirement

This section define other Company requirement to be installed and deployed to this SSAGS project

11.1 Power protection and backup

The contractor shall provide uninterruptable power supply (UPS) to protect networking devices from power
failure located at the different worksites. The UPS should be capable to operate in battery mode for two (2)
hours runtime period.

11.2 Electrical and lightning surge protection

The contractor shall protect all data communication equipment against electrical and lightning surges.
Individual surge arrestors will be installed on each communication devices. All network patch panel will be
protected from lightning surges by placing a special lightning arrestor on each individual network ports. This
special lightning arrestor will protect all the Ethernet ports of the network switches against lightning strike.
Individual surge protector can be also installed optionally on the Ethernet port on individual clients such as
desktop or laptop computers. External Automatic Voltage Regulator (AVR) can be added on data
communication devices to protect from electrical voltage fluctuation. Protective Earth (PE) cables will be
added on the chassis of individual data communication equipment to protect from a very high current flow in
case of an insulation fault or short circuit. It also protect against electrical shock if a person touches a device
in which an insulation fault has occurred.

11.3 Radio communication

Contractor will provide each COMPANY representative a UHF/VHF handheld radio as another mean of voice
communication to be used throughout the project construction phase. Contractor will ensure that the license
radio frequency will not interfere on their existing frequency used by the COMPANY. Contractor can provide
different radio channel frequency required by the project.
11.3.1 Radio Trunk Communication

Contractor shall provide a radio trunk system that will be use for radio communication. UHF/VHF radio
frequency (RF) is the broadband frequency to be used on the different worksites during the construction
phase. The two-way radio trunk communication will provide a wide coverage area allowing both Company
and Contractor employee to converse on their assigned “talkgroup”. A central-controlled trunked system
uses a control channel installed at Tunu that act as the main repeater then individual repeaters will be
installed at Ogbotobo, Opukushi and Benisede worksites. Portable handheld to handheld radio
communication gave the capability to communicate beyond the normal 6.43 km limit range. Marine UHF/VHF
radio is installed on a number of speed boats giving each capability to communicate on the different radio
channels for the project. The radio trunk communication should also comply with ATEX compliance.

11.3.2 Satellite Communication

Contractor shall provide a portable or mobile satellite phones to those location having poor UHF/VHF radio
signals. Satellite communication services can be acquired either from Thuraya or Inmarsat.

12 ICT Support

Contractor shall provide the personnel to man these communication facilities for the Company in
three (3) eight-hour shifts every day. The contractor is proposing the shifting hour as follows; first
shift is from (1) 6:00 – 14:00, second shift (2) 14:00 – 22:00 and shift three (3) 22:00 – 6:00.
Contractor ICT service desk will be available 24 hours x 7 days located at the work site. Contractor
will supply a dedicated Onsite ICT support to COMPANY. The supplied ICT support will work under
the supervision of COMPANY ICT personnel in order to avoid the breach of IT information between
the COMPANY and CONTRACTOR ICT infrastructures. ICT contractor support staff can provide
assistance in diagnosing any network cabling and microwave connectivity problem located at
COMPANY office premises provided by the contractor.
