CHAPTER I

PROJECT OVERVIEW

Problems Identified

In the current situation of the Philippine country due to the pandemic,

Filipino citizens are also put in uncertain circumstances. Student parent's

income is not sufficient enough to sustain their family needs and the school

expenses of their children. And considering the current events and

circumstances, the problems are identified by the proponents, such as:

1. The books required are expensive

2. Non-availability of specific books needed

3. Too many sources of information and the reliability become

questionable

4. Library books in the university are now simply stored and unused

Keeping forth the abovementioned points, the project “One Click, You

Learn: RTU Digital Library” that was proposed by the proponents, is the

suggested solution project that can use to solve, sustain, and expand the

academic needs of students and the university library services.

Goal

The project, “One Click, You Learn: RTU Digital Library” mission is to

digitally provide the students a website that allows them to borrow, search,

read, and watch online academic videos and books, that are approved by the

university that can access regardless of their location.

Additionally, libraries like Rizal Technological University have a one-of-a-

kind collection, and advancing the widespread utilize them is one common

point. It's true when the gathering is uncommon, delicate, and costly. In these

cases, once the digitization handle is completed the starting are sent to the

protected environment. This may advance the business of the material to

extend the library services.

Objectives

The purposes of this digital library project proposal are:

• To provide materials available for Rizal Technological University

students’ use and/or academic research;

• To preserve fragile materials available in the physical library of the

university; and,

• To improve education by providing reliable digital collections approved

by the university.

Accountable

The project proposal is accountable by the university organizations,

faculties, and the librarian, where the role of the following accountable persons

is elaborated below.

University Organizations are responsible for collecting and selecting

online documents and books that are free and related to their courses. Those

free documents and books are available on different sites online that most

students from different universities have free access to it. The organizations

need to screen the files and videos for their reliability and credibility, then

compiling them for another screening under faculties and librarians.

Faculties will be the ones who will be responsible for the re-screening of

the files, books, and videos that are gathered by the university organizations.

They will select those files that they are agreed to put in the online library, where

the standards they set are being met.

The librarian's role is to conduct a final screening for the files and videos

that passed in the checking of organizations and faculties. They will also scan

the books and files that are available in the university without violating copyright

law. Monitoring of online book usage is also part of their responsibility for

moderating the usage and the appearance of problems.

Project Background

In this digital age, the internet has already had a significant effect on how

people find and access data, and now the increasing success of e-books is

helping to change the reading habits of people. Public libraries are trying to

adapt their programs to these emerging realities in this changing terrain while

also meeting the need of learners who rely on more traditional resources. Many

people nowadays are preferred of using technology to access everything.

Likewise, the digital library can improve and facilitate the learning and teaching

of universities. Recently, because of the immense advantages that can achieve,

most universities are seeking to incorporate and implement digital library

initiatives into their systems.

Digital libraries are unaccustomed to most developing countries, however,

we in developing countries have the most to benefit from a free sharing of digital

resources. As collections start to emerge from the research, libraries, and

archive communities, tools and guidelines must be accessible in an opportune

fashion to direct future digital libraries to better meet the needs of local

communities, especially the students of Rizal Technological University whereas

still participating and contributing to digital efforts. And several departments in

the university have already endeavored to execute systems to oversee digital

assets that their faculty wishes to utilize. For example, the CEAT department

has linked to a “File Server‟ on the college Intranet, which gives get to

numerous free eBooks to the varied offices of the faculty. However, this way of

a digital resource management framework can be a concern and unsustainable,

particularly concerning copyright issues and issues related to the benefit of the

openness of the materials to the clients (as there are appropriate measures

input for successful digital resource management and delivery system). An

isolated and working advanced library service worked inside the library would

give a few benefits to the users, and must be able to bolster the project: “One

Click, You Learn: RTU Digital Library” goals.

With that, we are presenting to you the project proposal that we come up

with, named "One Click, You Learn: RTU Digital Library" wherein, we will gather

free pdf books online and video lessons that professors provided for their

students. We will make sure that all online materials that we will be posting, are

approved by the university and is all relevant to the subjects and course that

Rizal Technological University offers since it is made just for the students of

Rizal Technological University. In this Digital Library, students can borrow,

search and access online free books and also watch academic-related videos.

It is a reliable online platform for students and professors to share their video

lessons. By providing or creating this platform, we believe that it can help Rizal

Technological University students to study their lessons without the hassle of

finding materials or reference online, especially now that we are experiencing

online classes because of the pandemic.
