The post of Administrator in European Public administration requests in my opinion a high level of

education, training and experience. My extensive educational level combined with the training
sessions I have attended regarding the EU procedures and rules of managing the external aid, in the
specific Romanian context helped me to achieve an inclusive approach of the European Public
Administration issues. The fact that I hold a PhD degree in Management and that I have gone
through an MA in Economic Development, made easier the assimilation of information in the field of
contract management and procurement. As the result of all these achievements and of the frequent
interaction with different systems of education and culture, I am certain that I can share with other
people my experience.

The relevance of my studies to this particular profile is that since I have them I can offer my expertise
and my abilities to the EU system.

1. My main interest to apply for this position lays with the fact that I am very concerned with
the challenge Romania is facing for absorbing the EU funds and its image within the EU
borders. I am convinced that through the contribution of likes like me, Romania can develop
internationally. At the personal level, I am aware of the considerable step in one’s career is
the employment with an EU institution and of the responsibility that such a post comprises.
In the view of the above, I will like to remind that through all statistics released the presence
of Romanians at the administrator level within EU institution is very scarce, fact that leads to
the actual lack of knowledge in the Romanian society with regard to the EU mechanisms for
absorbing EU funds, lack of national capacity building at the social level in our society, and
last, but not least to the various problems in managing EU projects that are originally
designed to develop our country.
While I was working in Kosovo, for UNMIK and EUMIK I have enjoyed being a part of a multi-
cultural environment, I have also learned day by day how to deal with people of all kinds and
personalities.
My experience work-wise was also influenced by the work environment, meaning lots of us
were working under a strict working programme and using strict rules. In Kosovo I have
started working in infrastructure projects and I have found this kind of activity very
rewarding from a social impact point of view. Thinking of the way the EU is perceived today
as a very stable and very rigorous employer, I believe that I will fit very well in the EU work
environment.
EU Public Administration as a part of EU institution draw my attention because it allows the
individual to get a broader view on EU method of functioning as well as a good if not
excellent environment to lobby, sustain and represent one’s country.

What specific contribution do you think you could make to the work of the European institutions and
agencies? In what role could you best contribute? What particular strengths would you bring to your

Through the experience I have gathered and taking into consideration my education, I estimate that
my contribution may regard the following aspects:

1. A solid approach towards the issues of implementation of EU roads projects in the specific
situation of the new EU Member Sates
2. A sound manner of judging the management matters in the contractual relations between
Contractors and Beneficiaries
3. A clear understanding of the FIDIC contracts
4. The fact that I speak four foreign languages (on of the Serbo-Croatian) makes me an
individual disposed to be broad minded and to have a constructive approach

From August 2006 to present, I am employed with Romanian National Company of Motorways and National
Roads (RNCMNR SA)-ISPA Agency and acquired valuable experience in the field of tendering, contracting and
monitoring of the ISPA Road Sector projects. During my working experience within the Romanian National
Company of Motorways and National Roads (RNCMNR SA)-ISPA I have been involved in all stages the tendering
and contracting process of the ISPA funded projects, given the fact that I have been implicated not only in the
preparation of tender documents respecting the PRAG provisions but also, after 2007, when Romania become
a EU Member State, on the preparation of the tender documents and contracts complying with the GD
34/2006, the Romanian national procurement regulation adapted after the EU directive 2004/18/CE. For the
period of my performance within the Contracting Unit I have participated to the negotiating meetings held
between the Beneficiary party and the Contractor in the view of settling the contract conditions with the
successful tenderer.

I can picture myself in the role of the one starting a project from the design stage and on with a special
focus on implementing and managing the project.

In my professional life, I have registered a series of achievements but the two most recent are dating
December 2010 when I have prepared the necessary statements and defended the case of the
company I am working for in a dispute with a Contractor. To be more specific, one of the projects
(ISPA funded) concerning a road rehabilitation was staling and the Contractor blamed the delays
registered on the lack of technical expertise for 16 bridges my company supposedly did not submit on
time.
