BITUMEN STANDARD, LOT 2: RUANGWA-NANGANGA SECTION (53.2KM).
(CONTRACT NO TRD/HQ/1052/2019/20).

Sub: Submission of Budget Programme for HIV Training and Awareness

Reference is made to your letter with reference No.0113CR15GTAN/LINDI/2020 dated
18thJune, 2020 regarding Submission of budget programme for HIV training and
awareness.
Pursuant to Section SS1801 of Special Specifications of Contract; It’s the Contractor‘s
obligations with regard to on-site HIV/AIDS awareness campaign and preventive
measures which are to be instituted.

Pursuant to Section SS.1805.4 of Special Specification of Contract; The Contractor

should employ and designate a local qualified HIV/AIDS expert, who is conversant with
the area to work closely with the Client, MOH and other implementing agencies to
support the HIV/AIDS awareness and prevention activities, subject to be approved by
the Engineer.

Pursuant to Section SS.1805.5 of Special Specification of Contract; Activities shall

commence at the start of the construction period and continue through-out the contract
period to ensure a sustained impact. Monthly and Quarterly reports should be prepared
in accordance with TANROADS format and submitted to Engineer for review.

Consequently, Pursuant to Sections SS1801, SS.1805.4 and SS.1805.5 of Special
Specifications of Contract your Budget submission for HIV Training and Awareness is
not acceptable.
Therefore, we advise you with the following:

 Submit the minimum of three proposals from the local qualified HIV/AIDS expert
who can conduct the work for Engineers evaluation and approval as per clause
SS.1805 of Special specification of Contract.

 Revise your schedule of activities to be in line with the appropriate months of

starting of each activity. Your submission shows some activities has scheduled
to take place on May 2021 while your submission was on June 2021.
Please comply with the above comments as soon as possible, don’t hesitate to contact
